Fulkers have been working on projects in the blue light sector for over twenty years. During this time, we have gained an enviable reputation for delivering projects for several major emergency service providers and, as such, have an excellent understanding of this sector.

We understand the specific challenges that face the sector, including delivery of construction projects on 24/7/365 sites in full use, where client’s business continuity is of paramount importance; delivering complex projects to meet funding arrangements; meeting sustainability targets; and multi stakeholder engagement.

Within the blue light sector, our experience includes the provision of new operational station facilities; the refurbishment, alteration of all types stations and buildings including 999 and 111 call centres; command centres; custody suites; mess rooms, shower, changing and locker facilities; drug storage facilities; logistics and technical facilities; staff training facilities; dog training facilities; transport hubs; engineering workshops; storage; residential accommodation; and all office and ancillary support services.

We have delivered all types of repair and maintenance projects for our blue light clients’, ranging from advising on specific building defects and remedial works through to whole scale fabric replacement projects including upgrading and improvements of external hard and soft landscaping and car and vehicle parking facilities.

We allocate a dedicated team of experienced staff, led by a director, onto each of our projects. We encourage clear ownership of tasks and transparent lines of communication within the team, as well as with our client. Pegasus Road Integrated Equipment and Logistics Project, Croydon, £3.3m

Working seamlessly with the estates team, Fulkers helped deliver the adaptation and refurbishment of an existing high bay warehouse in Croydon to provide integrated facilities for the London Fire Brigade (LFB). This project involves the relocation of two separate facilities into one building –Equipment workshops and maintenance department combined with Distribution warehousing.

East Croydon Fire Station Real Fire Training Centre, Croydon, £15.5m

LFB’s third major training venue, the project involves the complete strip and refurbishment of an existing three storey building to form a new training centre building containing a suite of teaching and training spaces and associated areas including a 60 cover café. Central to the project is a new build, six-storey real fire training centre building which will be repeatedly filled with carbonaceous and cosmetic ‘clean’ smoke for training purposes. Using sophisticated extract systems the smoke is treated so that only clear, clean odourless fumes are expelled to the atmosphere. In addition, a new three-storey drill tower and various single storey support buildings are included in a redesigned site arrangement.

Replacement Access Gates, London

The works involved the replacement of gates at a number fire stations for LFB. The projects have been designed and managed through to completion.

Replacement Appliance Bay Doors, London.

A series of projects to replace a number of appliance bay doors at various fire stations for LFB. The projects have been designed and managed through to completion.

River Fire Station, Lambeth, £2m

The project involved the refurbishment of the River Fire Station moored in the River Thames within the London Borough of Lambeth. The project incorporated specialist marine consultants as part of the multi-disciplinary team.

Replacement of flat roofs and associated works to the main fire station and the delivery of an additional administration building to meet current building regulations standards.

The project involved the upgrading of 13 fire stations across London to provide community engagement facilities, as well as to improve security and wayfinding across each site.

East Croydon Training Centre.

LONDON FIRE BRIGADE

Fulkers were appointed to provide full mutlidisciplinary design services to provide a new training centre at East Croydon Fire Station.

As part of a continuing response by the London Fire Brigade to the Grenfell tragedy, this unique facility looks to provide a fully inclusive live fire fighting and training centre. The live training facility will be set alight internally across a series of rooms to create a variety of training scenarios, with both flame, carbonaceous and cosmetic smoke created with internal temperatures in excess of 700°Cs. A number of training scenarios are to be carried out daily, subjecting the building structure to extremes of heat and cooling.

A new innovative and unique real fire training venue multi-storey building is designed to emulate a high rise flat and maisonette environment, in which fire fighters can train and develop skills and strategies within a live environment unique to fires at multiple levels.

In addition, our scope includes the complete refurbishment of a life expired adjoining building into a clean training venue that includes a transition unisex washing and shower facility, welfare and canteen, teaching rooms and simulation suites specifically designed for teaching related fire fighting practices.

Clapham Fire Station.

Under our multi-disciplinary framework with the London Fire Brigade, we were responsible for the replacement of all of the flat roofs to the main station roof and the residential block roof at Clapham Fire Station in Central London across a number of 1960s built buildings.

The original roofs were flat and covered with a mineral felt. A number of the roofs included raised patent single glazed roof lights with provided internal daylight. All finishes were life expired and required replacement to a modern standard to meet the clients own design guide and the building regulations. One of the roofs to the fire station was covered in plant and photovoltaic cells serving the fire station that as a 24/7 building, had to be maintained for the duration of the project.

We researched the market and agreed on a replacement liquid applied roof covering by Bauder. The roof replacement included upgrading the insulation to the latest building regulations, which included us in having to redesign all perimeter

details, including raising cavity trays in abutting cavity walls, to accommodate the increased height of the roof. All roof lights were replaced with a high quality insulated double-glazed alternatives.

To maintain business as usual for our client, we phased the work, which included some temporary disconnecting, relocating and repositioning, with some agreed shut downs of plant on the roof, so that the Fire Brigade could continue to use of the building whilst the works were undertaken. This involved us in careful and detailed consultation with all stakeholders so that we could agree an appropriate method of working.

In addition, design of the scaffold was challenging due to limited site constraints including bridging over large fire engine bay doors and all pedestrian doors to the main station that had to remain fully operational throughout the project.

The works were completed to programme and within our client’s budget.

LONDON FIRE BRIGADE

Wimbledon Fire Station.

The replacement of the appliance bay doors to the front and rear of Wimbledon Fire Station in South London to a 1980s built buildings.

Our scope included replacement of top hung powder coated aluminium bi-folding doors in the Fire Brigade colours incorporating fast activating motors and state of the art access control to allow rapid removal of the fire engines in an emergency. Our scope also included for internal alterations to the internal steel frame of the building to increase the height of the doors to allow for the increased height of modern fire tenders. This involved us with obtaining all required planning approvals.

As this is a 24/7/365 site and client business continuity was of paramount importance, we engaged in careful and detailed consultation with all stakeholders so that we could agree an appropriate method of working, that included phased replacement of the doors to allow the station to remain in full use.

The works were completed to programme and within our client’s budget.

LONDON FIRE BRIGADE

New Integrated Logistics Facility.

Location: London

We were appointed to provide full lead multidisciplinary consultancy services for the extensive adaptation of an existing high-bay warehouse building in Croydon, South London to provide a facility which would combine two separate service divisions for the London Fire Brigade. The building brought together a storage facility and specialist workshops which service, repair and commission the wide range of equipment used by the fire and rescue service in London.

A significant element of the design process was the research into the specialist equipment used by the Fire Brigade in the course of their fire and rescue services, and how workshop and storage facilities could be developed to meet the unique requirements presented by equipment ranging from hose clips to breathing apparatus, and up to inflatable dinghies.

The dissemination of the client’s brief required extensive studies of the existing fire brigade facilities across several sites including specialist services requirements, working methods, finishes and fittings.

We were responsible for the detailed design of specialist workshop areas such as the repair and maintenance of breathing apparatus (cylinder testing, maintenance and recharging), face mask testing, textile manufacturing, high line and water rescue equipment, gas tight suit manufacture and testing.

Another main issue was the need for the client to have engineering type workshops around the building, which had to be arranged in a careful order as some of the testing and repair follows a production line arrangement.

The building was not of sufficient size to allow all of these workshop areas to be provided on the one level and therefore, a large part of the project was to install a two storey heavy duty mezzanine floor occupying half of the floorspace of the warehouse building.

LONDON FIRE BRIGADE

One Public Estate.

VARIOUS PROJECTS

The One Public Estate is a programme that supports locally-led partnerships of public sector bodies, including Sussex Police, East Sussex Fire and Rescue and Surrey Police.

As part of our appointment to the One Public Estate framework, We have provided and continue to provide multi-disciplinary services on over 60 projects.

The works include assisting the client with the planning, designing and delivery of capital and operational expenditure, including maintenance and operations projects, new build and refurbishment projects whilst adhering to strict health and safety measures.

East Sussex Fire and Rescue

Our Director, Nicky Boruch, is seconded in to East Sussex Fire and Rescue as Interim Head of Estates managing their capital projects over the next seven years. This is a rolling refurbishment of all of their fire stations with a capital programme in excess of £10m, plus support on all maintenance and revenue streams.

Sussex Police

We are working with Sussex Police on a variety of capital projects ranging in value from £50k - £2m, to support their increase in police numbers and to create greater efficiencies in the use and operation or their existing estate. As a part of this work, we developed a new PMO and KPI tracker to support the governance of project delivery.

Surrey Police

Known as ‘Building the Future’, Surrey Police’s new headquarters will transform the way that the force work. The vision of the project is to create a modern, efficient and flexible working environment that will reduce costs, enhance conditions for staff and enable more agile and collaborative ways of working, supported by modern technology and a culture of trust. The project will accommodate over 1,800 staff members from 13 different internal departments and functions. Fulkers are appointed as the internal project manager seconded into Surrey Police to manage the project.

In addition, we are working with Surrey Police on their overall masterplan and review of existing sites including estate rationalisation and disposal.

Preston Circus Fire Station.

Preston Circus Fire Station is an existing fire station which was built in 1938 and is considered a building of interest within Brighton city centre. The station, which is home to a wholetime firefighting crew, two pumping appliances and an aerial ladder platform is operated 24/7 and provides cover for the City of Brighton and support for Roedean Fire Station in the east of the city.

The building comprises a concrete structure, with Portland stone and brick façade, located between the Duke of York’s Picture House and the Railway Mission. The project looks to create a fit for purpose building for the station staff and will look to update their existing facilities with modern gym and recreation area, kitchen and dining room, offices, meeting rooms, and new external access to the second floor where a Cat-B fit out will be undertaken to accommodate third party partner offices with a flexible working environment. The project will also install self-contained rest areas, called ‘sleeping pods’, for shift areas not on call.

We provided client-side project and cost management support, using our expertise of the construction industry to drive value for money to

deliver a building which will be more efficient and intelligently designed. The project also requires a BREEAM ‘Very Good’ rating, and we have been instrumental in driving the design forward to meet these aims by facilitating BREEAM meetings with the sustainability consultants and BREEAM assessor. The scheme also looks to become compliant with East Sussex Fire and Rescue’s internal standard specification, which will be rolled out across East Sussex fire stations.

One of the main challenges with the project was understanding the stakeholders requirements and managing last minute changes to designs and programme in line with the Union’s expectations.

We provided East Sussex Fire and Rescue with management support during these meetings, presenting current plans, programmes, and costs back to the Union for their review and approval. We also chaired regular project team meetings with the client and design team to make sure that key dates within the programme were met, as well as sitting with the client as part of their team to understand and manage the challenges as they arise.

EAST SUSSEX FIRE AND RESCUE

South Yorkshire Fire & Rescue Energy and Carbon Reduction.

The UK has a legal commitment to reduce carbon emissions by 78% by 2035 and achieving net zero by2050. Improving the energy performance of older buildings contributes to a number of benefits, from reducing carbon emissions to improving thermal comfort. Our brief was to survey two specific buildings from the clients portfolio and collect information sufficient to be able to report on the current energy status and produce option simulations based on proposed energy saving measures and improvements and report on the viability and pay back periods on the various options.

Using digital scanning, point clouds of the buildings were captured and this data was used to produce as existing 3D models of the assets. In addition to this, information on the building construction, lighting and heating systems was also recorded. The data was then ported to proprietary energy assessment software to produce a baseline simulation of the buildings current energy performance (EPC).

With a baseline established it was the possible to review opportunities for reducing energy use, improving the building fabric and incorporating renewable heating systems and present these as scenarios within the software. Output of the various scenarios was presented in the form of EPCs to highlight the theoretical score achieved by each scenario if the proposals were implemented. Each scenario looked to report and inform on short term to long term energy saving opportunities for cost analysis in later stages and highlight areas where further survey information would be beneficial. The development of simulations would reflect local priorities, viability, cost, pay back, and other considerations to inform decisions in developing effective measures that deliver carbon savings, as required by the UK government.

London Ambulance Service

NHS Trust.

As a result of our appointment to the NHS Shared Business Services framework, we have had the opportunity to provide a range of professional services for various NHS Trust projects, including the London Ambulance Service.

Brixton Ambulance Station

We provided a one stop service to London Ambulance Service NHS Trust to refurbish an industrial building to provide a much needed new ambulance station in Brixton, South London.

Islington Ambulance Station

We provided a one stop service to London Ambulance Service NHS Trust, to refurbish, alter and upgrade an existing industrial building to provide a much needed new ambulance station for Islington in North London.

Refurbishment of Ambulance Stations

We provided a one stop shop service for the refurbishment of several Ambulance Stations across London, including:

- Hillingdon, £350k

- Newham, £155k

- Crooked Billet, £150k

Bow Command Centre

We have completed a number of projects at Bow Command. On each project, we provided a full multidisciplinary service. Our first project involved refurbishment of the Command Centre and associated office facilities in the total sum of £500k. We designed new infill floors to extend across the existing atrium to maximise space, increasing capacity for 30 additional office staff. We provided improved welfare facilities including toilets and tea points. Close project management and coordination was required by us as the works were completed whilst in 24 hour occupation and to a limited time frame.

In 2012 we provided a backup emergency call facility to support the London Olympic Games. We created a space for 12 call desks. The works included introducing cooling to the space and extensive coordination with services engineers and in house AV/IT to adequately service the space, including extensive back up facilities. Construction cost £250k.

VARIOUS PROJECTS

Fulkers Bailey Russell (Fulkers) were appointed to provide multi-disciplinary design services for the delivery of a new medicine packaging and distribution unit in a confidential London location.

The new building is a central drug distribution facility, where drugs are distributed to ambulance stations and, in turn, ambulances for treating patients as part of their emergency call service.

The facility was provided within one double-storey industrial unit, for which the client had obtained on a long-term lease. For us to provide the required accommodation our design incorporated installing a secondary mezzanine floor within the building to double the floor space. The project also included an entrance foyer on the ground floor, a medics store, a controlled drug store, a medical packaging and checking room, a sluice and disposal room, a goods in and out area, further storage as well as male and female WCs and a wheelchair accessible WC. To the rear we provided a new steel staircase leading to the upper floor, where new accommodation included a training room, meeting rooms, offices, an archive store, further male and female WCs, shower rooms, locker rooms and a staff mess room.

The dissemination of the client’s brief required extensive studies of the existing drug storage facilities across several ambulance sites including specialist services requirements, working methods, finishes and fittings. As part of the brief, our client gave us specific requirements as to their internal accommodation requirements and how various rooms had to relate to one another so that the new department could function correctly.

We engaged with the service user and estates team so that operational costs were considered early to reduce future maintenance and running costs of the building. We considered a design that would limit future costs at the end of the lease term and ease of deconstruction to return the unit back to a warehouse.

Our detailed design included the careful coordination of all new mechanical and electrical services through a BIM model to ensure fit within the building and structural frame, and integration with the existing building fabric to maintain it visual appearance. We obtained fabrication drawings for the specialist furniture system and included these and full client fixtures and fittings into our final Stage 4 tender package to fully outline the client requirements, supported by room data information, specification, finishes and schedules.

The new facility has been well received and has met all client aspirations.

Brixton Ambulance Station.

We provided a one stop service to London Ambulance Service NHS Trust to refurbish an industrial building to provide a much needed new ambulance station in Brixton, South London.

The works included providing a mezzanine floor at first floor level and upgrading the building to the requirements of the new Part L Building Regulations.

Internal accommodation included staff mess facilities, toilets, shower rooms, changing rooms, internal storage and internal ambulance facilities, including wash down areas and a charging points.

Islington Ambulance Station.

We provided a one stop service to London Ambulance Service NHS Trust to refurbish, alter and upgrade an existing industrial building to provide a much needed new ambulance station for Islington in North London.

We were challenged as the planning permission requested that our design meet a BREEAM requirement of very good.

This was achieved through careful innovative design and whole life costing to provide a scheme that met all requirements and overall value for money for our client.

Internal accommodation comprised offices, training facilities, staff mess facilities, toilets, shower rooms, changing rooms, internal storage and extensive internal ambulance facilities, including wash down areas and re charging points.

We provided a one stop shop service for the refurbishment of several Ambulance Stations across London.

Crooked Billet, £150k

The delivery of a new satellite station close to the North Circular at Crooked Billet for the Ambulance Services rapid response vehicles. Our scope included providing a new portable building including a mess room and kitchen, male and female showers and storage. The works also included altering the external landscaping to allow suitable parking and the provision of secure fencing and automatic access gates.

Hillingdon, £350k

The project involved the extension, alteration and refurbishment of Hillingdon Ambulance Station. Our final design provided new offices, team leader/training rooms, male and female showers, WC and locker rooms, mess room, kitchen area and improved storage. The works also included improving external hard and soft landscape to provide improved parking.

Newham, £155k

Trust Headquarters.

We provided a one stop service to London Ambulance Service NHS Trust to refurbish, alter and upgrade an existing industrial building to provide a much needed new ambulance station for Islington in North London.

We were challenged as the planning permission requested that our design meet a BREEAM requirement of ‘Very Good’.

This was achieved through careful innovative design and whole life costing to provide a scheme that met all requirements and overall value for money for our client.

Internal accommodation comprised offices, training facilities, staff mess facilities, toilets, shower rooms, changing rooms, internal storage and extensive internal ambulance facilities, including wash down areas and re charging points.
