Emergency Management Assurance Framework The Emergency Management Assurance Framework (EMAF) supports all levels of Queensland’s disaster management arrangements to continually improve disaster management performance. The EMAF provides the foundation for guiding and supporting the continuous improvement of entities’ disaster management programs across all phases of disaster management. The EMAF also provides the structure and mechanism for reviewing and assessing the effectiveness of Queensland’s disaster management arrangements. The framework supports accountability and builds consistency across all levels of the disaster management arrangements and reinforces a shared responsibility for delivering better disaster management outcomes for the community.
