I am proud to represent the thriving Third District on the Folsom City Council and have lots of good news to share. As you ’ ve likely noticed, there is a lot of building happening south of 50! The city recently awarded construction contracts for the first fire station and park in Folsom Ranch We will be having an official groundbreaking ceremony in the near future – more details to come – but construction will start any day and should take about a year.
Fire Station 34 will be located at the corner of Westwood Drive and Old Ranch Road. It’s the first of two stations planned and will look a lot like Station 39 in Empire Ranch when complete. Prospector Park, located on Mangini Parkway next to Mangini Ranch Elementary School, is the first of nine parks planned The 11 8-acre park will include a children’s play area; lighted multiuse sports field and ball field; tennis, volleyball, and basketball courts; dog park; restrooms; picnic area; and parking lot.
Folsom Cordova Unified School District recently broke ground on the second school south of 50, Alder Creek Elementary. The 80,000-square-foot building will have a capacity of 764 students and resemble Mangini Ranch Elementary architecturally As city parks are typically located next to schools, the second park to be developed will be adjacent to Alder Creek Elementary. There are currently about nine miles of trails built in the Folsom Plan Area and an additional six miles will be added in the coming year.
Houses always come first in new development and are followed by retail and office space. Dignity Health and UC Davis both have large medical office complexes planned and you ’ ve likely noticed a lot of earth being moved at those sites. The Shops at Folsom Ranch are currently under construction and Southpointe at Folsom Ranch won’t be far behind.
Finally, we appreciate your patience as we continue the road work. Savannah Parkway from Mangini Parkway south to White Rock Road will hopefully be completed sometime in July.
Construction of East Bidwell between Alder Creek Parkway and Highway 50 continues but it is a complicated project requiring an increase in elevation of about six feet.

Assembly Floor Approves Bill to Increase Access to Property Tax Exemption for Veterans

SACRAMENTO - Today Assemblyman Josh Hoover (R-Folsom) announced the unanimous passage of Assembly Bill 1361 (Hoover) from the Assembly Floor, a bill he authored to allow 100% permanent and disabled California veterans access to a property tax exemption prior to taking ownership of a home.
“Our state’s disabled veterans have sacrificed so much for our country and freedoms, the least we can do is give them greater access to a tax exemption that they already qualify for,” said Assemblyman Hoover.
“Fixing this loophole in the law will provide financial relief to veterans and enhance their buying power when purchasing a home.”
The veteran property tax exemption already exists in the State Constitution, but veterans cannot qualify for it until after they own a home. During the underwriting process, taxes that veterans do not owe are collected and counted against them when qualifying for a mortgage. This means that thousands of dollars are collected at closing that will simply be refunded back to them at a later date. This places unnecessary burdens on veterans and decreases their buying power. AB 1361 would streamline this process by allowing them access to the credit prior to closing on the home.

The Hundal Family
Jaspreet and Jessie Hundal's love story began in an unexpected way. They both shared a passion for Bhangra, a traditional folk Indian dance. They competed against one another on some of the biggest stages in the country, but they had never actually spoken to each other until they met at a mutual friend's party in 2011 They hit it off immediately Jaspreet and Jessie have been happily married for ten years now

International Yoga Day at Mangini Ranch
The International Day of Yoga, proposed by India's Prime Minister Narendra Modi in 2015, is celebrated worldwide. This year's theme is 'Yoga for Vasudhaiva Kutumbakam' One Earth, One Family, and One Future. In Folsom, Shankari Cheedhalla organized the event on June 21, 2023, at Mangini Ranch. Participants, including children and adults, enthusiastically performed various yogasanas. Shankari taught Pranayama and demonstrated asanas, highlighting their importance. The International Yoga Day Logo, symbolizing harmony, and peace, was displayed, representing Earth, Nature, Water, Fire, and the Sun. Shankari emphasized that yoga unifies mind and body, promoting well-being and unity with oneself, the world, and nature. Regular yoga practice improves physical and mental health, enhancing concentration. The celebration concluded with slogans and a speech by Shankari, encouraging everyone to incorporate yoga into their daily lives. Participants pledged to continue practicing yoga for a better life, physically, mentally, and spiritually.

My name is Alayna Wagner, and I have lived in Folsom, California in the Folsom Ranch area for 3 years. My husband, Nathan, and children, Matthias (7) and Robin (5), and I have enjoyed exploring all that our adopted hometown has to offer since then. I’ve always enjoyed civics and government and when the opportunity arose to apply for the recent vacancy on the Parks and Recreation Commission, it was a nobrainer for me to apply. 1. SWIMMING
AND BOATING
There are two pristine reservoirs in the recreation area known as Folsom and Natoma, both of which attract approximately two million visitors annually!
During peak season (Memorial Day to Labor Day), visitors to the park are welcome to take a refreshing dip in the waters of Lake Natoma and Folsom. The lakes are also a great spot for boating, jet skiing, canoeing, windsurfing, and much more!
Here is a quick look at some of the park’s swimming areas and beaches that are ideal for a full day of fun in the sun.
Granite Bay: Located on the west side of Folsom Lake, Granite Bay is one of the most popular areas within the park Visitors will enjoy a sandy beach, a snack bar, beach equipment rentals, and a boat ramp for lake access
Beal’s Point: Boasting an inviting beach and a boat launch, Beal’s Point provides a wide variety of activities for visitors on the west side of the lake Sailboard lessons are also offered through the snack bar at this beach!

The waters of Folsom Lake are abundant with a vast array of trout, catfish, largemouth, smallmouth bass, and more.
If winding down with your fishing rod and casting the line sounds like a great way to spend a relaxing afternoon, find a watercraft from one of the Folsom Lake boat rentals or visit the Lake Natoma fishing pier at Nimbus Flat. You’ll agree that it’s one of the best fishing experiences that our area has to offer!
3 HIKING AND BICYCLE TRAILS
With over 95 miles of hiking and bicycle trails, you could spend days exploring all 19,500 acres of Folsom Lake Recreation Area
The extensive trail system includes the Pioneer Express Trail, which is part of the 50-mile Western States and Pioneer Express National Recreation Area Trail. This trek is ideal for a leisurely stroll and taking in all the stunning natural scenery of the lake and Northern California.
For a mountain biking adventure that you’ll never forget, you definitely won’t want to skip the Darrington Trail, one of the most exalted bike trails in the region. The paved American River Bike Trail loops around the perimeter of Lake Natoma and is suited for visitors looking for a more laid-bike biking excursion.

What Happens to Property in a Divorce?

California community property laws control the answer to this question. These laws are complex and riddled with exceptions. This article is a very brief synopsis and should not be relied upon as legal advice. A minor change in facts can drastically change this analysis and various nuances have been omitted from this article for efficiency.
Community property law is a legal concept that governs how assets and liabilities are divided between spouses in California. In California, all property, real or personal, acquired during a marriage and prior to separation, while domiciled in California, is presumed community property. This is known as the “general community property presumption.” Under this presumption, property acquired during the marriage is presumed community. This presumption can be overcome in a few ways. Each spouse has a 50% interest in community assets, including earnings, investments, and real estate, regardless of whether it is in one, or both spouse ’ s name.
Assets acquired before marriage, or through inheritance or gift during the marriage, are considered separate property and are not subject to division during a divorce. However, the burden is on the spouse claiming separate property to provide evidence proving it is in fact separate. This is not always a simple process. If a spouse cannot prove that an asset acquired during the marriage is separate, it will likely be classified as community.
Classifying an asset is the first step toward dividing property in a divorce. After classifying as community or separate, assets can then be divided. Upon divorce or legal separation, the court will divide community property equally. This means that each spouse will receive 50% of the community property, regardless of who earned the income or who made the purchase. Note, however, that spouses can agree to divide assets however they generally wish, including an unequal division. Absent an agreement, the default rule is an equal division.
Separate property, on the other hand, is not divided. It is confirmed to the separate property spouse (and why properly classifying an asset as community or separate is important).

How is a Residence Divided in a Divorce?
In future articles, we will flesh out some of the many nuances in California community property law. One of the nuances we will cover is the division of real estate. This article will be the first in a series of articles on how a residence is divided.
A common fact pattern in divorces is how a residence is divided if purchased before marriage. Let’s apply the general rules discussed above. First, if the house is purchased before marriage, the community property presumption will not apply Remember, that presumption only applies if an asset is acquired during the marriage. Therefore, the house will be classified as separate property. Simple enough, right? But what if the residence was purchased before marriage, with a mortgage, and the spouse made mortgage payments during the marriage?
The “community” begins on the date of marriage, which means funds earned during the marriage are "community". When community funds (i.e. paychecks) are used to pay the mortgage on a residence purchased before marriage, the community gains an interest in the residence in proportion to the principal loan balance reduced during marriage. This was decided in the landmark case of Marriage of Moore and fleshed out in subsequent appeals court cases. The formula used to calculate the percentage is beyond the scope of this article.
Therefore, although the residence in this example is separate property, the community starts gaining an interest as mortgage payments are made during the marriage from community funds. At the beginning of a marriage, this percentage is usually not significant. As the years progress, however, the percentage inevitably increases because community funds continue to reduce the principal balance and increase the community percentage.
When dividing the residence, the appreciation is likewise allocated according to the percentage interest. For example, if the community has a 20% interest, 20% of the appreciation between the date of marriage and the date the property is divided will be allocated to the community, and 80% as separate. In total, the community would receive 20% of the appreciation plus the principal balance reduced by community funds.
This is one way the community can gain an interest in a residence that is separate property and is one example of the many nuances in California’s community property laws.
