FALL HAPPENINGS IN FOLSOM RANCH
Prospector Park’s grand opening has been cancelled, subject to an unclear new completion timeline. Estimates have been that the delay may be about one month, but the actual ribbon-cutting date is up in the air.
Fire Station #34 has officially opened! Please be mindful of personal and public safety vehicles coming in and out of the parking lot.
Bento Box, a full-service Asian restaurant located in The Shops at Folsom Ranch is also open and ready for business. This is the third restaurant in Folsom Ranch joining Capriotti’s and Slice House, but the first with a sit-down bar.
The annual Fall Festival will be happening at Mangini Ranch Elementary on October 27th, but this is not a school event, and families from all of Folsom Ranch are welcome. Please be sure to keep an eye out for the opportunity to RSVP and get tickets, and come prepared to support vendors and have a great time with the petting zoo, pony rides, and pumpkin patch!


It’s election time! November 5th is an opportunity to vote for many layers of government, including on local races such as School Board, and on local issues such as the Folsom sales tax, Measure G. It is important that you VOTE to ensure your voice is heard! The deadline to register to vote online in California is October 21st, but you can same-day register inperson at your polling station, and then cast your vote.

BUNCO MOMS OF FOLSOM RANCH
BUILDING COMMUNITY ONE ROLL AT A TIME

In August 2022, a new tradition was born in Folsom Ranch, thanks to the enthusiastic efforts of Cambria Capps. Recognizing a need for connection among neighborhood moms, Cambria rounded up a group and introduced them to the lively game of bunco. What began as a casual monthly gathering has blossomed into a cherished community event that combines fun, friendship, and a sense of belonging.
Cambria’s vision was simple: to create a space where moms could unwind, enjoy some lighthearted competition, and strengthen bonds. With bunco as the centerpiece, each gathering became an opportunity to escape the daily hustle and bustle. As the dice rolled and

laughter filled the air, a unique camaraderie began to form.
Every month, the Bunco Moms of Folsom Ranch come together to play, chat, and share experiences. Each gathering is a mix of friendly competition and social interaction, where stories are exchanged over the sound of dice clattering. The atmosphere is warm and inviting, making it easy for newcomers to feel at home.
Over the past two years, the impact of these monthly gatherings has been profound. Not only has it fostered friendships among the moms, but it has also cultivated a strong sense of community. Participants often express gratitude for the support system they’ve created—a network that goes beyond the game itself. From playdates to shared parenting tips, the bonds formed through bunco extend into everyday life.
As the Bunco Moms of Folsom Ranch continue to grow, they are excited to expand their offerings by building more mom groups, such as a running stroller group, a cooking group, a gardening group, and a book club. This initiative
aims to connect even more moms, fostering a greater sense of community through diverse activities.
With plans for special events and themed nights on the horizon, the excitement is palpable. The group looks forward to many more years of laughter, friendship, and, of course, bunco.
In a world where it’s easy to feel disconnected, the Bunco Moms of Folsom Ranch remind us of the power of community. Through a simple game, they have woven together a tapestry of support and friendship that enriches the lives of all involved. Here’s to rolling the dice, making memories, and nurturing lasting connections—one game at a time!

AUTUMN ACTIVITIES IN FOLSOM

With cooler temperatures outside and the holidays still several weeks away, fall is a great time to explore the city!
The Folsom Public Library at 411 Stafford Street is open Tuesday through Saturday and is the busiest library in Sacramento County. In addition to books and ebooks, the library offers 25 computer work stations, printing, 3D printing, youth story times, adult book clubs, group study rooms, a beautiful reading room, and more. While you’re there, be sure to check out the used book store operated by Friends of the Folsom Library.
Located next door to the library, the Folsom Zoo Sanctuary’s mission is to teach responsible behavior towards all animals. They’re open Thursday through Sunday and provide a safe haven for dozens of rescued wild and domestic animals including black bears and
mountain lions. Of course, no trip to the zoo is complete without a ride on the Folsom Valley Railway, a miniature scale live steam train on a track that runs through Folsom City Lions Park.
The Senior Center and Arts Center are both housed at 48 Natoma Street. The Senior Center serves residents 55+ and offers a wide variety of programs including card and board games, crafts, support services, exercise and fitness classes, educational workshops, and day trips. Many activities are offered free of charge. The Arts Center offers classes for all ages, art education, and a gallery with rotating exhibits. The Glass Pumpkin Patch event on October 12 and 13 is one of my favorites!
The Andy Morin Sports Complex at 66 Clarksville Road offers drop-in table tennis, soccer, pickleball, basketball, and batting cages as well as youth and adult
sports programs.
Fall is also a great time to take a walk or ride on our beautiful trails and explore one of our fabulous parks. We are working with CalTrans to connect the 50 miles of trail north of the freeway with the 30 miles planned for south of the freeway (about 10 of the 30 miles have been completed to date). Please remember to walk on the left side of the trail and ride on the right. And, it’s coming! We’re putting the final touches on Prospector Park and I hope to see you all at the grand opening celebration very soon.

BLASTING MISHAP SHAKES RUSSELL RANCH COMMUNITY

Residents of the Russell Ranch community in Folsom are reeling after a blasting operation went dangerously awry, sending rocks and debris crashing into homes, vehicles, and the community clubhouse. The blasting, carried out by Neil’s Controlled Blasting and contracted by developer Elliott Homes, was part of ongoing construction just south of Highway 50. Instead of a routine operation, the blast sent shockwaves through the community, sparking fear and outrage among residents. In one alarming incident, a large rock smashed through the roof of the clubhouse, leaving significant damage in its wake, including shattered stalls in the bathroom. Fortunately, no one was injured, but the event has left many questioning the safety measures in place. An investigation into the incident is currently underway, and all blasting operations have been suspended pending the outcome. Residents, shaken by the unexpected explosion, have voiced serious concerns about their safety, wondering what could have happened had anyone been in the direct path of the flying debris.
For those impacted by the blast, there is help available. Homeowners dealing with damage are urged to contact Lancer Insurance claims adjuster Mary Stevenson at (360) 256-8731 ext. 4206 or via email at mstevenson@lancerinsurance.com for guidance and support. As the investigation unfolds, the Russell Ranch community remains vigilant, seeking answers and assurances that such an incident will never occur again.


RESIDENTS CHALLENGE PLACEMENT OF AT&T
CELLPHONE TOWER

In July 2024 a handful of residents of Russell Ranch learned of a proposal to place a 65 foot AT&T cell phone tower alongside the SMUD substation at Savannah and Grand Prairie via a notice from the City of Folsom. The City of Folsom Planning Commission would be discussing the project at the July 24, 2024 meeting, with materials provided to the public visualizing a tower dressed with foliage to mimic a Eucalyptus tree. Within two days, the community quickly spread word of the proposal and within two days, had formed a group of over 150 residents who opposed the location of the tower, simultaneously gathering hundreds of signatures on a petition.
During the meeting, Planning Commissioners inquired about reducing the size of the tower, the prospect of changing the type of tree given Eucalyptus are not grown in the area, whether with AT&T confirming they could in fact reduce the height by 10 feet without affecting coverage and if the company had spoken to the developer of Alder Creek Marketplace, or to the hospital who might benefit them and other first responders. Generally, several commissioners’ comments indicated they preferred placement on commercial or non-residential properties.
Nine residents spoke against the tower, lamenting the minimal outreach of the city at only 300 feet radius from the proposed location. In all, 412 residents signed a petition presented to the commission. Arguments cited by the families included lot premiums paid for a view of the future Community Park, the aesthetic of a lone seven-foot tall tree, the health notices from the trio of the substation, high-voltage power lines, and fire station being onerous for one neighborhood, and the risks of radiation and fire from the tower to the nearest homes which are incredibly close to homes. Not every speaker agreed that AT&T service was lacking in the area, and pointed to the existing tower next to Russell House. It was, in fact, later learned that the existing tower was not effective to cover the area over the hill due to the elevation of the area, and is “full”: meaning that they cannot add capacity to it.
AT&T pointed out to the commission that this cell phone tower would allow the company to provide FirstNet Public Safety Responder Network access to the police and fire departments locally, a program piloted by AT&T. Members of the commission found this a compelling reason not to delay the project, though the representative could not confirm whether Folsom Fire and Police departments would utilize this system. It was later learned that Folsom’s police and fire departments would use this program.
Ultimately, the Planning Commission did not approve the project but instead instructed that alternative sites should be revisited.
All alternative sites offered in the AT&T report were city-owned or school district owned property, however, the only site seemingly reconsidered was the future Community Park East boundaried by Savannah Parkway and a greenbelt space. Residents sent a representative to the Parks & Recreation Commission Planning and Development subcommittee meeting on August 28, 2024, which discussed whether the tower could be moved to this undeveloped parcel instead. The subcommittee voted in favor of recommending the park as a potential alternative site, subject to full commission discussion.
Residents understood that the city would be taking the lead on communicating with the commercial property owners, but discovered that no such efforts had been undertaken by city staff. They began reaching out themselves, and the realtor indicated that the owners at both Southpointe and Alder Creek Marketplace were not interested in accepting the lease. At this time, residents are reviewing all potential alternative sites and seem poised to continue to pursue all options.
On September 3, 2024 the full Parks & Recreation Commission listened to the staff presentation about this potential alternative site, and had robust comments and questions directed to staff and the AT&T representative. Residents again came to speak, and encourage the commission to defer their decision until after the commercial property owners had the opportunity to consider the tower being relocated to their shopping centers. Commissioner Alayna Wagner made a motion to do just that, which was unsuccessful. The commission passed an alternate motion, to recommend against placing the tower in the undeveloped park but to consider moving it there in the future.
At this time, though the topic of the tower was meant to return to the Planning Commission in September, it has been pushed back to their October 16, 2024 meeting. After the Planning Commission decision is made, the matter will go to City Council for approval.

We all moved to Folsom for the great quality of life Measure G will preserve our essential city services such as: Folsom has a revenue problem Why? Online shopping and escalating costs is impacting city revenues, which means a reduction in services to our community unless we take action.
Traffic Congestion – The city must have matching funds for projects like the Empire Ranch Interchange to connect Russell Ranch to Folsom and reduce congestion on E Bidwell for all of Folsom Ranch.
Fire and Ambulance Services – Station 34 will open soon, but without ambulance service We must fund firefighters and paramedics for this station and a future fire station.
Police Services – Folsom has fewer police officers than it did in 2008! Folsom Ranch and all of Folsom should be fully staffed with wellequipped police officers. Our safety matters.
Parks – Park maintenance is suffering throughout Folsom. There are funds available to build parks in Folsom Ranch but the city does not have the funding to replace or repair significant issues once Prospector Park opens.
ALL Measure G revenue stays in Folsom and will be audited by a Citizens’ Oversight Committee. – you can see your money work in our community

ALDER CREEK ELEMENTARY TRAFFIC ISSUES FRONT & CENTER

The broader Folsom Ranch community celebrated the first day of school at brand new Alder Creek Elementary on August 8th, 2024. However, it quickly became apparent that significant traffic issues exist which affect the ability for its young students to have a safe route to school.
Residents began sharing photographs and concerns on social media, noting that sidewalks terminated, yield signs were too small at crosswalks, and once children did cross they would need to walk in the bicycle lane to reach their school. Following these raised concerns, Council member Sarah Aquino, who represents Empire Ranch and Folsom Ranch, began efforts to communicate with residents to identify the most urgent needs and activated city staff to resolve them. In the interim, Council member Aquino and her husband, Mr. Aquino, joined by Traffic Safety Committee Member Joanne Brausch, have been acting as crossing guards at the intersections of Westwood and Old Ranch Way and Savannah Way. One of the cross guards, Dante Campbell, shared that he views the opportunity to safeguard children to school as an extension of his calling and profession, as owner of Imagine That Child Care. Other parents are also participating in the effort, and are now working to build a team of volunteers, including but not limited to: Jessica Lam, Renjith Mathew, Jess Nguyen, Tai Nguyen, Andrew Huang, Maricela Sierra, Steven Sierra, Ian Carino, Luis Lopez, Eric Ngo, and Zvac Salarzi.
In the longer term, Councilmember Aquino has identified several improvements coming to the school area:
• Signs on Savannah Parkway reading “No Student Drop Off or Pickup”
• Adding striped crosswalks at Westwood Drive and Old Rach Way, and crosswalks at Savannah Parkway and Westwood Drive
• Closing the sidewalk gap on Old Ranch Way and Savannah Parkway (will come to city council for approval on September 24th)
• School Zone signs will be upgraded into flashing signs along Savannah Parkway
• Landscaping on Savannah Parkway will be adjusted to improve visibility
• Trail completion along Savannah Parkway (longer term project)

EXCITEMENT BREWS AT FOLSOM RANCH A NEW STARBUCKS IS HERE!

As summer draws to a close and the crispness of fall approaches, Folsom Ranch has just gotten a little more caffeinated! In mid-September, the brand-new Starbucks opened its doors right here in our community, bringing with it the comforting aroma of freshly brewed coffee, delicious pastries, and that unmistakable sense of connection.
Located conveniently in the heart of Folsom Ranch in The Shops at Folsom Ranch on East Bidwell and Alder Creek pkwy. This new Starbucks is set to become more than just a coffee shop— it’s bound to be a gathering place for neighbors, friends, and family. Whether you’re grabbing your morning latte before heading to work or meeting up with friends for an afternoon pick-me-up, the familiar green apron and welcoming atmosphere is now just a short walk or drive away.
Local residents are already buzzing with excitement over the opening. “It’s going
to be great having a Starbucks so close by,” says Presley, a long-time Folsom Ranch resident. “I can’t wait to have a cozy spot to meet friends or just relax with a Pink Drink after school!”
But it’s not just about the coffee! Starbucks is known for being a community hub, and we can’t wait to see how this new spot will contribute to the vibrant spirit of Folsom Ranch. From comfortable corner chairs perfect for reading a good book, to spacious seating for catching up on work or study sessions, there’s something for everyone. And yes, we’re already dreaming of all those pumpkin spice lattes that will be flowing this fall!
So, meet up with friends for a drink, Folsom Ranch! The newest Starbucks in town is here, and we couldn't be more thrilled. Let’s raise our cups to another exciting addition to our growing neighborhood!

PROSPECTOR PARK’S OPENING CEREMONY
Our long awaited first community park in the Folsom Ranch area is almost finally completed after much delay. During the past three years since my family moved from San Jose to Folsom, I have been watching this vast deserted land turn into a beautiful park. Our community named this park Prospector Park, as it reflects the prospectors who traveled to the area during the California Gold Rush. Situated right next to my former elementary school, Mangini Ranch Elementary, my friends and I would always walk by and

envision what the park would look like. We wondered when we will finally be able to run around in the park, climb the playground structures, roll around in the grass, and hang out. This 11.8-acre Prospector Park will include a children’s playground area; a lighted multi-use sports field; tennis, volleyball, and basketball courts; a dog park and many pathways for walking and biking. The park will be friendly for all people, whether you like sports, peaceful walks, connecting with neighbors or even just swinging from the monkey bars. It will be
a place where our community can gather for events and celebrations.
Together we will bring our Folsom Ranch community much joy, laughter and create many memories for years to come.

Chris and Dianna Laney have been together for 27 years, building a life rooted in love, family, and dedication to their community. Both Sacramento natives, Chris is an engineer, and Dianna is a Certified Financial Planner practitioner and CEO of Sapphire OaksWealth Advisors.
The Laneys grew up in Sacramento and relocated to Folsom in 2018, ultimately moving to Folsom Ranch in 2020. Since becoming Folsom homeowners, the Laneys have actively engaged in local life. Chris and Dianna are part of the Mangini Misfits, a community band that plays at various local events. Music is a big part of the Laney household; their daughter Scarlett, 7, enjoys playing drums and the piano and often belts out the latest hits from the new Descendants: Rise of Red film, while their son Ryker, 10, has recently taken up the clarinet. Chris’s collection of instruments adds character to their loft, a space dedicated to family jam sessions and musical pursuits.
Outside of the musical world, the family enjoys trips to the Cummings Skate & Bike Park, enjoying the outside and their large backyard play structure, an open-door policy for neighborhood kids to come and hang out, and of course, worldbuilding in Minecraft. Known for his hands-on approach in all things, Chris enjoys helping neighbors with "anything that requires a tool," from plumbing repairs to installing ceiling fans and assisting with various DIY projects. Though his work keeps him busy, Chris occasionally finds time to relax with a round of golf, enjoying the game with a laid-back attitude. Chris also works a flex schedule beginning in the early morning hours to ensure he can be present when its time for the kids to get their

homework done and have dinner together.
Dianna is currently the Chair of the Folsom Library Commission and is well-known in the community for her willingness to lend a hand. She has volunteered at events like the annual pumpkin patch, Holi Festival, Mangini Ranch Elementary Trunk or Treat, and the recent community costume exchange. In their personal time, the Laney family loves snowboarding, camping, and exploring the outdoors. Dianna also enjoys training for halfmarathons, reading, and entertaining friends and neighbors. She’s a dedicated mom and active community member, often seen coaching her kids' soccer teams, volunteering as an Art Docent at Mangini Elementary, or serving dozens of shifts per year as a crossing guard at Mangini Parkway and Sawyer Way.
Currently, Chris and Dianna are focusing their energies on supporting Dianna’s campaign for FCUSD Trustee Area 2, which covers Empire Ranch, Folsom Ranch, and the South of 50 area of Rancho Cordova boundaried by Sunrise and Douglas. Dianna first became intimately involved in school issues in Fall 2023, meeting with local leaders to advocate for decisions balancing data, growth, and the needs of both Rancho Cordova and Folsom families.

Dianna's leadership and commitment to her community have earned her endorsements from key figures such as former Folsom Mayor Rosario Rodriguez, Vice-Mayor Sarah Aquino, Assemblyman Josh Hoover, Rancho Cordova Councilmember Garrett Gatewood, and many others. As the only candidate with children attending FCUSD schools, the only Folsom Ranch candidate, and the only candidate who pays the special school bond for new schools within the district, she has a perspective and desire for results that only someone with “skin in the game” can bring to the board. She is dedicated to balancing the need for quality education with fiscal responsibility, the latter of which is a skill she has sharpened over 18 years in the finance industry.
But where Dianna truly shines is her command of the details about the biggest issues facing FCUSD. She has encyclopedic knowledge that she can quickly apply to the questions at hand, and a willingness to listen and learn from others on issues where her expertise is not yet honed.
With Dianna on the ballot, all of those within FCUSD, including those in Folsom Ranch residents who have not had any representation on city council nor school board since the first house was occupied five years ago, have an opportunity to shape their community’s future and ensure their voices are heard. She is eager to get to work proactively advocating for affordable building of new schools and renovation of existing schools, increasing access to advanced, elective and alternative courses, building trust between Folsom and Rancho Cordova, and generally, ensuring the brightest possible future for the entire FCUSD ecosystem.

Starting January 1, 2023, Sacramento County Office of Emergency Services and Folsom Police Department will be using Rave Mobile Safety (Rave Smart 911) to send emergency notifications to residents.
If you have previously registered with Sacramento Alert (Everbridge) or with Folsom Police Department Nixle, your information will transfer over to the new system. If you wish to change any information that you provided or change emergency alert notifications, you will need to create a new account at www.sacramento-alert.org or by texting 67283 from your smartphone.
Rave Smart911 provides voice messages regarding emergencies, including at-risk missing persons, evacuation routes, and other public safety emergency information.
While Rave Smart911 provides emergency notification service to all of Sacramento County, it allows messages to be geographically based. You will only receive messages that pertain to the locations you set. You can set up multiple
