t is difficult to believe we have made it to the last months of 2020. Many of us have experienced a level of adversity we would never have predicted while others have found that simply having more quality time with family has helped to reset priorities. However this year has impacted you, I hope you have seen the kindness and resiliency of our community. As in any typical year, your city government is not letting off the gas as we round up the year. You can read more about our race relations initiatives in the pages of this issue or get involved yourself. And we still have a few community events, albeit different due to COVID-19, that will still bring fun and entertainment for the whole family. However you choose to close out 2020, be sure it is held close with the kindness, grace, and understanding for our neighbors we can all be proud of.

ach year, the City Council is charged with the adoption of the following year‘s municipal budget. That process begins in early summer, when department heads meet with Mayor Fadness and the Controller’s Office to discuss goals and expenditures for the following year. From there, the Controller’s Office and Mayor Fadness work with City Council members through the Finance Committee and other briefings to review predicted revenues for the following year and determine how that weighs against goals and expenditures. As we head into the 2021 City Budget cycle, it has been the consistent direction of the administration, in partnership with City Council leadership, that the City of Fishers retain a healthy balance in cash reserves. This allows the City to remain fiscally stable in the event of a downturn. For 2021, the City Council, in partnership with Mayor Fadness, is preparing for a future shortfall in revenues due to decreases in income tax revenue. In anticipation of that decrease, the 2021 municipal budget for Fishers will not include any major capital investments, or personnel additions. All department budgets will remain flat for 2021 and a portion of anticipated revenues for 2021 will be preserved as cash reserves for potential future revenue shortfalls. amed a top place to live in America by Money Magazine isn’t just a fleeting title, it’s a point of pride for Fishers. We live by the tenants of our vision: smart, vibrant, and entrepreneurial. Four-star schools are within minutes of every neighborhood in Fishers, along with places to jog, play, and shop local. To showcase the diverse features and stories of our community, the City of Fishers recently launched a new lifestyle blog befittingly called This is Fishers. The site, found at ThisIsFishers.com, serves as the official blog for the city and embodies what it means to be uniquely Fishers. “Our new blog illustrates how we live, work, learn, and play in our community and highlights the unique voices and stories of the residents, businesses, community groups, and schools that make Fishers so special,” said Ashley Elrod, Fishers’ Director of Public Relations. Blog posts range from everything from resident profiles to restaurant features and lists for fun and entertainment happening around Fishers. Posts are authored by City of Fishers staff and guest bloggers from around the community, including residents, business and nonprofit leaders, and local partners. Along with diverse blog content, the site will also house information on the Fishers Arts and Culture Commission and include artist spotlights, arts and culture events, upcoming project requests and applications for artists, networking workshops, and an online marketplace where the public can purchase pieces from local artists.

DR. INDY LANE T

he Fishers Health Department was established in April as part of the City of Fishers’ response to the COVID-19 pandemic. The establishment of the municipal-led Health Department not only allowed for a quick response to COVID-19, but an opportunity to bring a high level of health and safety services to the residents of Fishers. Dr. Indy Lane was appointed to lead the department as the Chief Medical Director. Along with COVID-19 recovery, the new Health Department is also responsible for vital records, food safety and permitting, open water sampling, swimming pool permitting, and more. Dr. Lane’s daily tasks currently revolve around COVID-19 testing and recovery within the Fishers community, including meeting daily with Monica Heltz, the Department’s Public Health Director, to determine best practices for the community. “We collaborate to make decisions in terms of [masses of people] or activities based on the CDC recommendations, and modify that to the current needs of the community,” Dr. Lane said. “We are also working toward other services that the Health Department will offer as it grows, like immunization and screenings.” Dr. Lane has been practicing medicine for over 20 years. After graduating from the University of Notre Dame, she received her Doctorate of Medicine at the Indiana University School of Medicine. She has practiced Obstetrics and Gynecology within Community Health Network since 2004, and in that time has served on several medical and community committees. She was also the recipient of the Patient Choice Award for three consecutive years in 2016, 2017, and 2018. A 30-year resident of the Fishers-Indianapolis area, she was born in Maryland and moved to the area in the late 1980s with her parents. Her favorite thing about Fishers is the entrepreneurial spirit of the city, along with a wide array of local businesses and the 4-star school system. Dr. Lane has three kids and they all attend Hamilton Southeastern schools. Family time is important to Dr. Lane since she and her family have such busy schedules. When they have downtime, they like to spend time at home together and enjoy a nice meal, which sometimes consists of takeout, because she is not the biggest fan of cooking. Dr. Lane loves her new position at the Fishers Health Department because it allows her to give back on a larger scale. “I realize that as a physician, you can make a change individual by individual. This opportunity allows me, as well as the Fishers Health Department team, to make a positive impact on the entire community,” Dr. Lane said. “When you can see positive changes in a community of people, I think that’s really the ultimate way to give back.” For more information on the COVID-19 and the Fishers Health Department, visit fishers.in.us/HealthDepartment.

his November, residents of all generations will come together to honor our community’s heroes: our veterans. In a year marked by instability, sacrifices, and uncertain futures, many of us in the community have had to sacrifice day-to-day luxuries for the greater good. This Veterans’ Day, it is an ideal time to acknowledge the sacrifices of our veterans and their families to fight for the freedoms we enjoy today. As the COVID-19 pandemic impacted ceremonies for Memorial Day, National Vietnam War Veterans Day, and ceremonies planned around Spark!Fishers, the City of Fishers is committed to honoring those who served in the Armed Forces this Veterans Day in a safe, socially distant, outdoor ceremony. We welcome the community to join in the ceremony honoring those who fought for our freedoms. The City of Fishers is proud to have several Veterans living in our community. Our mission is to ensure active and former armed service personnel and their families are honored and supported. Fishers’ goal is to ensure that our service members and their family can return to, belong, and prosper in Fishers, a place they call home. Fishers Honors is an initiative dedicated to actively honoring our local heroes. The City host several events to honor local service members throughout the year. The ceremonies are free and open to the public.

VETERANS DAY CEREMONY This ceremony held each November 11 honors local veterans who have courageously served in the Armed Forces. The community-led ceremony features local students, performances, remarks from local veterans, and fellowship.

NATIONAL VIETNAM WAR VETERANS DAY Fishers, a Commemorative Partner of the Vietnam War Commemoration, holds an annual ceremony on March 29 to honor those veterans which served during the Vietnam War period. The ceremony recognizes the dedication of these servicemen and women as the community thanks them for their service.

MEMORIAL DAY Every Memorial Day, the City of Fishers holds an outdoor ceremony at Liberty Plaza that features speakers, performances, and an opportunity to pay respects to those who gave the ultimate sacrifice. Families of fallen heroes are welcome to a day of remembrance with the support of the community.

KOREAN WAR ARMISTICE DAY The City of Fishers proclaimed July 27, 2019 as Korean War Armistice Day. Each year on July 27, the City of Fishers will recognize those who fought in the Korean War while honoring those who perished.

SPARK!FISHERS As the community comes together for the Fourth of July holiday, we remember the reason why we can celebrate our freedoms. During Spark!Fishers, we honor veterans and those who made the ultimate sacrifice in the Fishers Honors Exhibit Hall and during the Spark!Fishers parade.

HOMETOWN HELP FOR HEROES Led by Fishers’ Department of Public Works (DPW), this program offers resources to alleviate some of the practical burdens that families of a deployed head of household will face. The program offers services including driveway and sidewalk snow removal and lawn mowing and trimming services during the summer months to families with a deployed head of household.

FISHERS HONORS BRICKS Service members, their families, and loved ones have the opportunity to purchase an engraved brick that recognizes their own hero. The brick will become a permanent addition to the Liberty Plaza walkway located near Liberty Fountain in the Municipal Complex.

FISHERS HONORS BANNERS (NEW!) Fishers Department of Public Works (DPW) will maintain banner displays to recognize our local servicemen and women. Similar to the district banners seen throughout Fishers, the Fishers Honors Banners will be displayed on the decorative light poles in downtown Fishers’ Nickel Plate District.

HSE SCHOOLS RECEIVES NATIONAL RECOGNITION FOR ENVIRONMENTAL CONSERVATION EFFORTS

H

amilton Southeastern Schools is among this year’s U.S. Department of Education Green Ribbon School District Sustainability Awardees. The district was nominated by Indiana Department of Education for its efforts to reduce its environmental impact and cost. HSE Schools made it a priority to reduce its environmental impact and cost a few years ago. Back in 2017, Energy Manager Bob Rice was hired and tasked with monitoring energy use, increasing efficiency, and engaging students and staff in sustainability endeavors. Since the creation of this position, the district has significantly reduced its energy costs despite having more students and more buildings. In 2019, HSE installed 4,800 solar panels. These arrays have an annual predicted production of 2,385,600 kWh, enough to power three of the 23 schools in the district. The solar arrays are providing students a first-hand example of sustainability. STEM and Humanities classes have incorporated information from the arrays into curriculum. The district also has single-stream recycling in every school. Working with the Food Services department, students and staff helped to eliminate many of the singleuse plastics coming from the cafeterias. The students then created an art campaign and engaged the community. A local restaurant began displaying the artwork and removed plastic straws from their establishment. The district has installed more than 80 water bottle filling stations to reduce the use of single-use plastic bottles. As a district, HSE meets or surpasses state and federal guidelines pertaining to indoor air quality and water quality. The district is a two-time recipient of the National Clean Air Award from the National Air Filtration Association. The district proactively monitors and tests for lead, radon, and mold in all buildings, exceeding state requirements. HSE has standardized the chemicals used throughout the district by installing centrally located chemical dispensing system instead of single-use spray bottles at every school. Student-led projects have introduced vegetable gardens, rain gardens, pollinator gardens, flower beds, and trails. Several of the schools have created outdoor learning spaces that can be used as an extension to the classroom. Water samples, population studies, soil judging, and macroinvertebrate identification are a few activities commonly completed in these outdoor spaces. HSE has a schedule that replaces older buses with more efficient models. Three-quarters of the fleet has been replaced with newer, more efficient diesel engines. In addition, there is a plan to replace the remaining 78 less efficient models within a few years. As a district, students are supplied with superior nutrition that meets or exceeds the USDA School Dietary Guidelines. Schools incorporate smart snack a la carte options, such as carrots, broccoli, and tropical fruits. This produce option is provided twice a week and is free to any student, whether they purchased a lunch or not. Food Services also collaborates with school nurses to identify students with health concerns to provide them with alternatives that meet their needs. “We are very grateful that our combined efforts have earned us this recognition. Hamilton Southeastern Schools has thoughtfully and purposefully worked with building administrators, staff, students, and parents to implement programs that will help further our mission to ensure the success of each and every student, to become a responsible citizen and to positively influence an ever-changing world community,” said Dr. Allen Bourff, Superintendent of Hamilton Southeastern Schools. Across the country, 39 schools, 11 districts, and five postsecondary institutions were honored for their innovative efforts to reduce environmental impact and utility costs, improve health and wellness, and ensure effective sustainability education.

HSEF LAUNCHES NEW EXPERIENCE THE HAMILTON SOUTHEASTERN EDUCATION FOUNDATION REBRANDS AND INTRODUCES A BRAND NEW LOGO AND WEBSITE

H

amilton Southeastern Education Foundation (HSEF), formerly known as Hamilton Southeastern Schools Foundation, released a new user experience in September 2020. This rebranding includes a new logo and refreshed website. The new look and website came together through a collaboration with a variety of community members. “We started the process this past spring by having conversations with several Foundation stakeholders including our board, volunteers, parents, students, teachers, alumni, and members of the business community. From these insights we developed a refreshed brand that helps reflect the amazing work being done by our teachers and students within our schools,” said Justin Hirnisey, Executive Director. In 2019-20, the Foundation supported 64 grant projects, impacting students in 23 HSE buildings from elementary through high school. The new HSEF website offers a modern, streamlined approach to connect the HSE community and provide a first-hand view at how engaging with HSEF helps bring the next best practices in education home to local students and teachers. “We added new video spotlight sections to our website and look forward to working with our many stakeholders to better tell the story of how connecting and investing in the Foundation helps advance HSE Schools.” said Justin. “In what has been a challenging year for all of us, this new experience will help us better demonstrate our support for all HSE schools, teachers, and students.” Hamilton Southeastern Education Foundation may have a new look, but dedication and commitment to their prevailing mission lives on: enhance educational opportunities, inspire excellence, and engage the community to foster a legacy of achievement. MAKING SPACE FOR HANDS-ON LEARNING 1ST MAKER SPACE IS ON A MISSION TO FILL THE VOID OF EXPERIENTIAL EDUCATION SPACES IN FISHERS

F

rom manufacturing to construction and farming, the act of ‘making’ is a staple in the American economy. While technology has instigated change in these industries, the need for designers, innovators, and problems solvers has persisted and will continue to grow. As the Makers Movement becomes increasingly important in filling existing and future workforce voids in the new economy, one Fishers-based startup known as 1st Maker Space, is on a mission to spark an interest in experiential and hands-on learning among students. “To be successful in the new economy, students need to be innovators and problem solvers.  Experience doing both is, not surprisingly, required to be good at it. Research has shown that making something is both engaging and motivating. Students who struggle in academic and theoretical areas often shine in the real and practical world,” said Kim Brand, Technology Advisor for 1st Maker Space. Not only specializing in the design and build of makerspaces, STEM labs and innovation centers, 1st Maker Space also helps implement experiential curriculum and professional development into schools, libraries, and community centers. Operating out of the IoT Lab since 2018, the 1st Maker Space team notes the benefit of the organic collaboration and culture of the lab, for a startup focused on engaging students in STEM and ‘making.’

“We mostly value the connections that our membership in the IoT Lab has allowed us to develop. The Fishers community and culture are nurturing for a start-up like ours. Having space at the IoT lab is cool and always a source of pride wherever we travel around the state,”, said Brand. “More communities should have innovation spaces like ‘The Lab’ to cultivate economic development.” To date, 1st Makerspace has helped more than 100 schools and community centers in Indiana bring project-based learning and STEM to students. Most recently, the start up partnership with Indianapolis Public Schools (IPS), in a multiyear strategy focused on coding. “We are very proud of the #CSforIPS initiative we helped IPS launch this fall. This project was a year in the making. It took hundreds of hours of planning with district leaders, school champions,

vendors, and logistics partners. Working with the state’s largest school district is a game-changer for us,” said Brand. With funding support from the Eli Lilly and Company Foundation and the IPS Foundation, the initiative coaches classroom teachers on how to incorporate computer science into classroom instruction. “There are gobs and gobs of coding academies, courses, lessons, and labs. But ours combines physical computing and cross-curricular academic standards alignment,” noted Brand. “Kids love it when they learn to code – and that makes robots move, light up, and talk. When students love what they learn, they learn better and faster. n 2014, after years of leading world-renowned talent acquisition teams at ExactTarget and Salesforce, Andre Boulais took on a senior leadership role with California-based recruiting software leader, Jobvite, starting an office out of Launch Fishers. “My team at Salesforce had worked out of the original Launch Fishers located in the library and we loved the feel of it. As the first employee for Jobvite in Indiana, I knew that the new Launch Fishers building would make a perfect home for a growing tech company,” said Boulais. After creating multiple industry-leading professional services offerings that powered record setting growth for Jobvite and a $200M acquisition, Boulais is taking on a new endeavor with a familiar story line. Joining California-based Entelo as VP of Customer Success, Boulais was given the opportunity to grow an Indiana presence, choosing Launch Fishers, once again.

PHASE ONE OF GEIST WATERFRONT PARK, FISHERS' NEWEST AMENITY, SET TO BEGIN DEVELOPMENT

A

fter a year of planning, design, and development, plans for the Geist Waterfront Park are becoming a reality to create the largest public park space on Geist Reservoir. In 2018, the City acquired the 70-acre waterfront park, which will be developed at the last-remaining undeveloped parcel of the 1,900-acre reservoir, located at approximately 111th Street on the east side of Olio Road. Upon announcing the project two years ago, one of the City’s main goals was to design and create a park that is truly focused on the residents of Fishers. The City held numerous open houses with staff and residents to get ideas for the new park, as well as several meetings with residents and stakeholders to get public input on the amenities that the community would want to see in the new park. Now that the overall design for the park has been completed, construction will be broken down into three different phases. The first phase of construction, beginning in 2021, will be the heaviest lift of the project with permitting and significant earth work to shape the site. Phase One is set to open to the public in 2024. “Geist Waterfront Park will be a transformative park for Fishers. This unique asset will allow residents to interact with the Geist Reservoir through a large beach, canoe and kayak areas, and boardwalks along wetlands,” said Sarah Sandquist, Director of Fishers Parks.

PHASE ONE will bring some of the parks’ most anticipated amenities into existence, including construction of the public beach with an adjacent plaza offering café seating, a beachside play space for children, as well as multiple picnic areas and an overlook plaza to sit back and enjoy views of the water. The canoe and kayak area will ultimately allow connectivity from Fall Creek and Geist Park to the reservoir. “This is a real opportunity to utilize Fall Creek and connect the reservoir in a natural way to some of the most beautiful areas of our city,” said City Councilor Pete Peterson. PHASE TWO will focus on the natural beauty of the park and the creekside area,

There will also be a lakefront trail with native plantings, as well as a fishing pier and community building for events. PHASE THREE will feature additions to the upland area of the park with a concentration on outdoor adventure, featuring a restored native prairie and woodland ecosystem, a pollinator wildflower garden, and paved multi-use trail loops, as well as soft-surface nature trails. The total budget for the project is $31 million, and the remaining two phases will progress as funds become available. The city’s

goal is to complete all three phases by 2040. “Once completed, we anticipate this park will be another gem in our robust park system. Fishers Parks is excited to begin work on this project and hopes to invite the community to the park in the next few years,” said Sandquist. Along with creating a public recreation space designed by the people, another goal of the new park is to help mitigate environmental and safety concerns of increased boat traffic and new development on the reservoir, thus creating a better experience for residents and visitors on the lake. Along with the development of the park, the City of Fishers has removed nearly 30,000 cubic feet of dredging

material from the reservoir as a result of ongoing sediment deposits from the creek. An added win for residents will be creating a space with public access to the reservoir. “By adding public access to Geist, our entire community can enjoy this wonderful natural setting,” said Sandquist. “To have a major natural asset like we do with Geist Reservoir is a great opportunity to encourage residents to enjoy nature a little more and unplug.” The Geist Waterfront Park, along with projects like the Geist Greenway, are part of the City’s initiative to strengthen the brand of the Geist District, where outdoor recreation is central. For project updates, visit playfishers.com/GeistWaterfrontPark.

CITY HALL BRIEF FREE COVID TESTING FOR FISHERS RESIDENTS The Fishers Health Department is conducting free drive-thru COVID-19 testing for all Fishers residents ages 5 and older. Residents do not have to be symptomatic in order to take the test. For more information and to schedule a time, visit fishers.in.us/Coronavirus. No walk-ins permitted. YOUR VOTE COUNTS Hamilton County is offering early voting hours at Holland Park (1 Park Drive) and Billericay Park (12690 Promise Road) leading up to the 2020 General Election.
