MAYOR FADNESS LETTER TO OUR RESIDENTS Happy New Year! Never can I recall another year where there is more eagerness to progress to the fresh start of a new year than it is for 2021. While I am grateful for new beginnings of 2021, it is important that we reflect on a year that met us with many challenges, but also opportunities. As you will read in the following pages, our Fishers community has really stepped up in 2020. Unsung heroes found ways to impact our community – both formally in our public safety and front-line workers and informally amongst our neighbors and friends. As we look ahead to 2021, my hope is that we continue to serve one another with the same grace and compassion that we saw so much of in 2020.Take a few minutes to read about these stories in the following pages.

COUNCIL CONNECT A MESSAGE FROM OUTGOING CITY COUNCIL PRESIDENT CECILIA COBLE As my tenure concludes as City Council President, it’s important to reflect on the accomplishments of the Council in building a better, more vibrant city for our residents, despite the challenges 2020 presented. This year, we were able to accomplish another well-received Disability Awareness Month and we saw the progress of the Fishers Arts & Culture Commission’s work. The Council navigated unchartered waters as we faced the COVID-19 pandemic by taking the bold step of creating Fishers’ own Health Department to provide access to testing (with more than 25,000 tests completed) and direct health support to businesses and residents. We passed a balanced 2021 budget, awarded $150,000 in non-profit grants, and continued to foster economic and community growth.

As City Council President, it has been a pleasure to serve our Fishers residents in this role. I look forward to passing the gavel on to the next president of the Fishers City Council this January and continuing to serve the constituents as a member the Council.

WHEN WE NEED IT MOST Adversity can test the strongest of people and communities, but it can open up opportunities to show compassion and strengthen the connections and vibrancy of our community, as well. Think Fishers compiled some examples of unsung heroes in our community to honor their contributions.

A MESSAGE FROM MAYOR FADNESS THERE IS NO DOUBT that each one of us have faced challenges since March 2020 due to COVID-19. Instead of my typical look ahead and review, I wanted to take a few pages to recognize the unsung heroes of COVID-19 in our community. Whether our city servants or our neighbors, so many of you have stepped up to support each other, provide for each other, and most of all give hope for each other. The residents of this community are truly incredible. Times like these, that are most challenging and that test us the most, can bring out the best. And I thank you for allowing me to serve you as your mayor and advocate.

FISHERS FIRE DEPARTMENT: A FIRST RESPONDER’S PERSPECTIVE ON COVID-19 RESPONSE LT. STEVE DELWEY, FIREFIGHTER & COVID-19 TESTING CENTER MANAGER My job with the Fishers Fire Department puts me in a position to help people in a variety of ways, and even more so in 2020. Along with my brother and sister firefighters, we have been responsive to the needs of the residents we serve by continuing to answer emergency calls, both on our scheduled days and Lt. Steve Delwey covering extra shifts, to make sure we are available to help. I was also one of over 35 shift firefighters who helped get the Health Department’s COVID-19 testing line started up and staffed for the first six months of testing. My biggest challenge has been limiting my contact with friends and family. Due to my job putting me front and center with the public, both on emergency calls and working the Fishers Health Department COVID-19 testing line, my chances of getting and carrying the virus without even knowing it are higher, like all healthcare workers. If I am careless, it would be very upsetting to me to know that I may have infected anyone, especially my family. The Fishers community is a thoughtful, caring, socially vibrant, and thankful community. I see people holding doors for each other, helping each other load groceries into cars, showing concern for their neighbors, providing meals, and raising funds for families in hardships. Even though the city continues to grow, the people still have a smalltown mindset and that’s what makes more people want to live here. My hope for the new year is that we can beat this virus, and get back to safely being together. I can’t wait until we can once again have those big pool parties, and go to concerts and movies together. We thrive on social interaction and it’s just not the same on FaceTime. Fishers Firefighters step up to help conduct COVID-19 testing – one of the only cities in Indiana to provide its residents free testing.

FISHERS PARKS SARAH SANDQUIST, DIRECTOR OF FISHERS PARKS With so many of our community events canceled this year, it’s been a challenge to create experiences that can engage the community virtually or passively, since Fishers Parks is known for its high touch, in-person activities like special events, concerts, and summer camps.

DPW WORKS TO KEEP FISHERS RUNNING ERIC STEINER, ASSISTANT DIRECTOR OF PUBLIC WORKS When COVID cases were increasing in the spring of 2020, like everyone, our main concern was how to keep our 130 DPW employees and their families safe while staying productive to keep the City infrastructure operating smoothly. We quickly decentralized our workforce around the city DPW Workers performing to five different locations concrete joint repairs at th Allisonville Road & 116 Street. where our staff could directly report each day to carry out their job duties, and they still are doing that today. On top of that, we implemented daily temperature checks, and proper Personal Protective Equipment, and restructured how we staff our trucks, and conduct staff meetings. Despite having to adapt to COVID, we could not be prouder of our DPW team over these past seven months. They have always exemplified a “whatever it takes to get the job done” attitude and that mentality didn’t change once we realized we could do this safely.

is due, especially during hard and challenging times. We as a society, unfortunately, often don’t focus on the good that is taking place or has taken place, and I would like to do that. Streets Superintendent, Nick Powell, and our Streets Department team overcame many obstacles during this COVID season. During the travel ban, with minimal traffic on the roads, they saved the City over $1.3 million dollars by performing concrete joints repairs on two of our main thoroughfares, 116th Street and Allisonville Road. As we were uncertain what the future revenue streams looked like, our Parks Superintendent, Juan Puente, and our Parks Department team stepped up and brought our street median summer flower program in-house, resulting in over $300,000 savings to the City. Last, but certainly not least, our Facilities Maintenance team led by Superintendent, Rachel Tudor, have worked diligently to make sure our drive through COVID testing site, and now our schools walk up testing site, continue to operate and function at maximum capacity from a facility operations standpoint. Fishers is home. Not only working for the City of Fishers, our employees and families live here, our kids go to HSE Schools, and many of our friends live here, as well. Community is important to have, especially during 2020. As we all know, the events of 2020 have caused a lot of divisiveness throughout our society. One of our hopes is that as a society we would come together and treat each other with respect and dignity, offering forgiveness and patience with others’ views. We have proven time and time again we are a people of resolve, who, when tough times come, can come together and unify for the common good.

For DPW, the people really do make all the difference. So many individuals have contributed to our ability to continue to serve residents with the same level of service while adjusting to COVID-19. We definitely like the opportunity to bring honor to people when honor

MENTAL HEALTH PROFESSIONALS STEP UP & OFFER SUPPORT DURING COVID-19 In March, as the early days of the pandemic began to impact the wellbeing of individuals feeling the isolation and stressors of our constantly-changing environment, the mental health providers of Fishers stepped up to a call from the City to provide access to virtual appointments and availability to residents. Upon the call to mental health professionals, more than 30 provided their information and willingness to serve. ED SAHM’S NEIGHBORHOOD MARKETPLACE & PANTRY HELPS FEED THE COMMUNITY As one of the first local restaurants to serve Fishers residents, Ed Sahm’s restaurant has always been a staple in the community – since the 1970s. When the COVID-19 pandemic hit, Sahm’s Restaurant on 116th Street almost immediately modified their business model into a neighborhood marketplace to connect residents with a safe alternative to shopping in grocery stores – particularly when many stores were experiencing shortages. But Sahm’s Restaurant Group didn’t stop there. In support of the communities they serve, Sahm’s also launched a partnership with Second Helpings and a Healthcare Professional Meal Sponsorship program. As a result of these programs, Sahm’s downtown satellite kitchen prepared over 30,000 eat-at-home meals for at-risk and elderly individuals. And with the help of community sponsors, were able to provide individual meals to healthcare workers – prepared and delivered by Sahm’s.

Sahm’s partnered with Second Helpings to provide food for those in need.

HSE Teachers received support from the community, including classroom items and snacks.

“SUPPORT OUR HSE TEACHERS” FACEBOOK GROUP CONNECTS TEACHERS WITH RESIDENTS READY TO HELP When the shift to virtual learning occurred in fall 2020, many teachers found themselves without necessary supplies to shift plans to virtual. In response, the Fishers community stepped up via the “Support Our HSE Teachers” Facebook group to provide direct support to our teachers. The group, led by community members Laura Atale, Heather Lippe, Heather Shinault, and Katie Thurston has over 4,000 members connecting residents to teachers to fulfill their needs. The group’s mission is, “In a time filled with so much negativity, let’s be a blessing to our HSE Teachers!” The connections made in this group span from residents purchasing items from teachers’ Amazon Wish Lists to surprise giveaways and drawings for local gift cards and perks.

FISHERS’ DISABILITY AWARENESS MONTH CELEBRATION RETURNS THIS MARCH EVERY MARCH, the Fishers Advisory Committee on Disability and the City of Fishers celebrate National Disability Awareness Month with a series of special events and programs to bring awareness to what life is like for those with physical and intellectual disabilities. While the community celebration culminates around the March campaign, the Fishers Advisory Committee on Disability and the City of Fishers work year-round to ensure that our community is inclusive and accessible for all. Throughout the past year, significant strides have been made with this initiative through partnerships with community organizations, local businesses, and passionate disability advocates. Here, Think Fishers has gathered a few of this year’s highlights.

SOUTHPOINTE VILLAGE APARTMENTS The 62-unit RealAmerica development, set to open in Fall 2021, will feature 13 units designed for individuals with developmental disabilities. RealAmerica has partnered with local nonprofits such as Janus Developmental Services, Opportunities for Positive Growth, Outside the Box, and Insights Consulting to provide on-site services and opportunities for education, employment training, and independent living for residents with disabilities. “What RealAmerica has brought to our community with SouthPointe Village and its collaborative partnerships is unprecedented access to opportunities many people take for granted,” said Kelly Hartman, Co-Chair of the Fishers Advisory Committee on Disability. “Homes that are accessible to people with mobility challenges and affordable for those who may not be traditionally employed has not been possible in Fishers until now. This is very exciting and is another example of how this community is welcoming all people. We are so excited to be a part of this!” THE LAUNCH OF THRIVE SOCIAL CLUB In September 2020, a new social club for adults with intellectual and developmental disabilities launched in Fishers. The mission of Thrive Social Club is to connect citizens of all abilities in our community to participate in life enriching social activities. The club was founded by the Fishers Advisory Committee on Disability and was the idea of committee member Mari Kennedy, who has an adult child with disabilities. In October, the club held its first meetup at Flat Fork Creek Park to volunteer with the Keep Fishers Beautiful initiative.

ONEZONE PARTNERSHIP The Fishers Advisory Committee on Disability has partnered with OneZone, the local Chamber of Commerce, to empower local employers to hire individuals with disabilities. MEET YOUR NEIGHBOR:

DELISA WATSON THEY SAY ENERGY IS CONTAGIOUS. If true, you should catch Delisa Watson’s positive energy! For the past twelve years, Delisa has woken up at 3:30 a.m. to fill the roles of Store Community Ambassador and Associate Union Steward, as well as serve customers in the Kroger Meat and Seafood Department at the Kroger on 116th and Olio Road. As a Store Community Ambassador, Delisa handles all Hamilton and Marion County donation requests. “The Ambassador position requires me to assist any individual, company, school or organization seeking donations. We provide donations for students, teachers, fundraisers, legions, churches, community centers, and non-profit organizations. If we are not able to fulfill a complete request, we always do something,” she said. Kroger partners with Gleaners to provide food for up to 500 people a week at church food pantries in Noblesville, Fortville, and Fishers. In addition, Delisa manages frequent donations of fried chicken to feed moms and their children in the woman’s shelter at the Wheeler Mission, as well as a soup kitchen in Greenfield. Delisa explains, “Not all donations are food. Many requests are for gift cards for fund raisers, too. I think it is great that Kroger is providing for our community.” Delisa also works with other Kroger employees to help fulfill donation requests in her position. “It is a group effort and I am thankful to have lots of help.” In addition to donation management, in her role as an Associate Union Steward, Delisa represents all unionized Kroger employees by acting as the liaison between management and associates regarding all union related matters. She also manages the gourmet side of the meat case in the Meat and Seafood Department. When asked about her work, Delisa shared, “I consider it a privilege to be able to serve in this way, and I do not take it lightly. I love that I get to serve the people, which is my heart song.”

HSE SCHOOLS SUPERINTENDENT ANNOUNCES RETIREMENT AT END OF 2020-21 SCHOOL YEAR

THIS HAS BEEN A YEAR like no other for those working in public education. “There is no definite ending date for this pandemic, so there remains ahead of us uncertainty and challenge, but also opportunity,” said Dr. Allen Bourff, Superintendent of Hamilton Southeastern Schools. Bourff will be seizing a new opportunity this spring. He has officially announced his retirement from Hamilton Southeastern, bringing his 30-year career in public education to a close. His last day will be June 30, 2021. Bourff joined HSE as superintendent in January 2015. HELPING IN A TIME OF NEED HAMILTON SOUTHEASTERN HIGH SCHOOL OPENS RORY’S CLOSET, WHERE STUDENTS CAN GET FOOD & SUPPLIES WHEN NEEDED BY MILAN COLZANI, FHS STUDENT ESPECIALLY IN THESE TIMES of financial insecurity, many individuals are wondering how they can help the members of their community. Rory’s Closet at Hamilton Southeastern High School provides a fantastic way for both students, parents, and community members in Fishers to get involved. Rory’s Closet started with a student talking to Della Johnson, the office manager at Hamilton Southeastern, about food insecurity they were experiencing in their household. Johnson, a long-time HSE employee, immediately went out and shopped for the student and provided the family with the food they needed. Johnson says a few weeks later, more students came to her, sharing that they didn’t have enough food at home. This growing need ultimately led to her creating a space now known as Rory’s Closet. This centralized location in the office of HSE High is where Johnson maintains a supply of non-perishable food items. Johnson says food isn’t the only donation that is now accepted. Rory’s Closet now takes gently-used clothing, toiletries, and personal items that high school students may need. Any student that finds themselves in need, can confidentially pick up items. Johnson says Rory’s Closet can always use donations from the school community. Donations are accepted at all times that school is open and there is no deadline to when people can bring in donations. Students are also encouraged to volunteer to help sort donations.

CONGRATULATIONS, DR. THORPE! The Indiana Association of School Principals (IASP) recognized Crystal Thorpe, principal at Fishers Jr. High School as the 2020 State Middle School Principal of the Year. She was also named District Middle School Principal of District 5. District 5 is located in central Indiana and is made up of Boone, Hamilton, Howard, Madison, Miami, and Tipton Counties.

GENEZEN LABS, HIGHBRIDGE, KNOWLEDGE SERVICES, & U.GROUP ANNOUNCE PLANS FOR FISHERS LOCATIONS

In the Spring of 2020, four companies announced plans to relocate or expand in Fishers—including Genezen Labs, Highbridge, U. Group, and Knowledge Services. Genezen Labs, a viral vector production contractor for gene and cell therapy, was previously operating out of Launch Fishers, when they announced a $7.8M investment into a new clean manufacturing facility, in the Crosspoint Business Park. The company anticipates its new facility will help alleviate the challenges associated with gene therapy production, by providing increased manufacturing capacity and serving as an anchor to other biotech companies in Central Indiana. While Genezen Labs moved out of Launch Fishers, the coworking space gained a new member in Highbridge—a partner of tech giant Salesforce. The national firm announced plans to establish its HQ in Launch Fishers, where the company will lead Salesforce’s mid-size and enterprise customers’ digital transformation. In the spring, the City also announced the relocations of two other companies to Fishers, including Washington D.C.-based U. Group and Indianapolis-based Knowledge Services. U. Group is working both remotely and from Launch Fishers, until the company finalizes a permanent location. The company will conduct its Midwest operations as a digital transformation company and bring additional high skilled jobs to the City. The workforce management company Knowledge Services is moving from its Castleton location to renovate and occupy 9800 Crosspoint Boulevard—the previous headquarters of Marsh Supermarkets. CEO of Knowledge Services and Fishers resident Julie Bielawski had long-sought a headquarters in Fishers, ultimately deciding upon the purchase of the four-story office building, where the company plans to occupy a portion of the building and lease the unused space.

While COVID-19 has brought unprecedented economic challenges to a variety of industries and segments of the workforce, economic development in Fishers has seen notable bright spots in 2020. Think Fishers

Mayor Scott Fadness commented on Knowledge Services’ relocation noting, “The commitment from the Bielawskis to make Fishers their home underscores their belief in Fishers as a place where companies and their employees can thrive as we continue to build a smart, vibrant, and entrepreneurial city.” The Knowledge Services team plans to move into its space in early 2021.

Moving into the summer of 2020, Fishers gained additional encouraging news, as Carmel-based Round Room announced plan to renovate and occupy a vacant 193,500 square foot office building, located along I-69 and formerly home to Roche Diagnostics. “Moving our HQ to Fishers enables us to attract and retain top talent from across the Hoosier state, accommodate future growth plans for Round Room and its subsidiaries, and enhance our corporate culture,” said Scott Morehead, CEO of Round Room. Round Room is the largest Verizon Wireless retailer in the United States, operating nearly 900 Verizon locations in 39 States. The company plans to renovate and occupy 120,000 square foot portion of the building, while keeping 70,000 square feet available to lease to other companies. The relocation allows Round Room to consolidate its over 200 employees within its portfolio of subsidiaries, including TCC, TCC Gives, Round Room Gives, Redux, and Culture of Good, under one roof. “As a family-owned business that has grown up in Indiana, we are excited to continue to invest in local resources to support our home state,” said Morehead, “The City of Fishers has been a great partner in our decision to relocate and we are excited to be a part of such a vibrant and entrepreneurial-minded business environment.”

INCOG & ZERGNET ANNOUNCE RELOCATION TO FISHERS

ROUND ROOM RELOCATES ITS HEADQUARTERS TO FISHERS

In the second half of 2020, Fishers garnered more positive news, as the biopharma startup known as INCOG announced plans to relocate and build a new headquarters in the City. The company plans to invest $60 million to build and equip a 60,000 square foot facility, estimating the creation of up to 150 high- wage jobs, by the end of 2024. Founded by two former Cook Group execs, INCOG provides contract-manufacturing services to biopharmaceutical companies, specifically helping bring early-phase injectable drugs through the development process to commercial launch. Co-Founder and CEO of INCOG notes that after evaluating several potential locations, “it became clear that the State of Indiana and the City of Fishers was the ideal location, given the vast amount of life science industry experience that exists in the state.” INCOG plans to break ground as early as December and be fully operational in the first half of 2022. Topping off the economic development news in 2020, digital media company ZergNet announced its plans to relocate operations to Fishers as well. Headquartered in New York, ZergNet operated heavily out of Noblesville, and will now be moving its Indiana location to Fishers.

Founded by Carmel native Reggie Renner, ZergNet will be utilizing the City’s master-lease program, which offers flexible, short- term lease opportunities for companies looking at office space in the City. “We fell in love with all the new development and the overall atmosphere in Fishers and think it’s the perfect home for tech startups,” said Renner. “We are excited to move in the spring and hope to fill the office with more Hoosiers as we expand our operations.” In a year full of uncertainty, the City of Fishers experienced a steady flow of business relocations and expansions. This reality is perhaps an encouraging sign to the rest of the country, as businesses continue to set their sights on investment and growth, even amid uncertain times.

CITY HALL BRIEF CHRISTMAS TREE RECYCLING The City of Fishers offers the free Tree Recycling program sponsored by Sambol’s Tree Farm.
