MAYOR FADNESS LETTER TO OUR RESIDENTS Spring is upon us and brighter days ahead as we see increased vaccination availability and slower spread of COVID. As we look ahead to 2021's warmer months, I would be remiss if i didn't take a moment to honor an individual who meant so much to me -- and to the community we have today. Warren Harling was a mentor of mine. We would meet monthly for breakfast where we would discuss and debate ideas for our community. He genuinely wanted to do right for his city. He never wanted credit or attention. He was the extraordinary at running a meeting and providing a constructive space for residents to voice their concerns. On the day of my first swearing in ceremony. He provided me with a watch (he collected them) and a letter. It was his way of telling me that it was now my time and that I needed to rise to the occasion. I will miss his stories and his friendship. CHECK IT OUT! ATTEND A CITY COUNCIL MEETING Meetings are open to the public and held the third Monday of the month at 7 p.m. at the City Hall Auditorium. Residents can submit public comments, view the live stream and recorded meetings, and see meeting minutes at fishers.in.us/CityCouncil.

As a community we continue to work through the pandemic yet still move forward in a smart, vibrant, and entrepreneurial spirit. In 2021, the City Council, will continue to move the community forward by updating the 2040 vision and the City's plan to build a sustainable community. As part of the plan, the Future Land Use committee will be diving into topics such as “What should be the City’s intent for land uses or other characteristics,” in identified areas. The Housing and Neighborhoods committee is exploring topics such as the diversity of housing supply, improving connectivity to neighborhood amenities and affordable housing. The Parks Committee discusses gap analysis and need, programming and arts, as well an existing parkland utilization. Our Transportation Committee explores pedestrian safety, road maintenance and investment, and traffic patterns. As the Council and committee members discuss ways to improve our community, the plans will be implemented over time permitting a better place to live work and play. MAY IS NATIONAL MENTAL HEALTH MONTH and there are three men in Fishers who are working to bring light to the important topic. Scott Fussell, Mike Riekhof, and Erik Robinson, all men who reside in Fishers, are pushing to erase the stigma around mental health in the community and beyond. While they all focus on different segments of the population and different strategies to do the work, they all have one goal: “how do we take the stigma away from mental health?” All three have their personal “why,” and they have collectively come together to make Fishers a better place to live as it relates to anxiety, depression, and other mental illnesses. Erik and Scott are not shy about making it known that Mike is the leader of their pack. He is the one who has provided leadership and guidance as Scott and Erik continue to move forward with their initiatives. Scott Fussell presents Mike Riekhof with the Peyton Riekhof Foundation for Youth Hope.

Mike Riekhof founded the Peyton Riekhof Youth Foundation for Hope after his daughter, Peyton, lost her battle with depression in 2013. The mission of the foundation is to increase awareness of the risk of suicide in youth with mental illness, with a specific emphasis on depression. Scott Fussell and his family had been dealing with anxiety and depression while trying to find a treatment that worked the best for them. He came across Mike and the foundation, and decided to hold a fundraising event to support Mike’s mission. Little did anyone know that this event would serve as a launch for Scott’s future efforts to raise awareness and support of mental health.

That event – called Shift – evolved into The Shift Initiative, a movement built to be a connection point to resources, programming, and conversations that shift the way people think, talk, act, and care about mental health and wellness. Lastly, and certainly not least, comes in Erik Robinson. Erik began Building a Refuge after struggles from a bankruptcy that led to anxiety, depression, and ultimately an attempt at taking his own life. What saved Erik was community, and the ability for men to come together and talk about issues that they were dealing with mentally. That is the mission of Building a Refuge, to build community and a safe place for men to talk about these issues.

Scott Fussell related seeing a counselor or therapist as similar to a hitting coach for baseball. “If you want to be the best baseball player out there, you’re going to take lessons from a hitting coach. Why isn’t that the case when it comes to mental health, when it is something that controls almost everything we do?” A resource that they want to make sure is known is the partnership between Hamilton Southeastern Schools (HSE) and Community Health Network. Through this partnership, HSE school counselors refer students to licensed mental health counselors with their parents’ consent, where students will then meet with them within the schools to remove barriers to accessing quality mental health care. Ego and pride were mentioned several times during their conversations. It is often the case that men, particularly in a well-off community like Fishers, believe that they need to have and act like they have everything together. Mike, Scott, and Erik want to get the message out to the Fishers community and beyond that, “it is okay not to be okay,” especially for men. Most parents of school-aged children grew up with the mentality that, “boys don’t cry,” and to simply not show emotions as it is a sign of vulnerability. Mike talked about how he will receive calls from parents asking for guidance on how to help their children deal with anxiety or depression, and most of the time parents start it off with, “don’t tell anyone, but my kid needs help.” While it took all of them time to come to this conclusion, they now believe that vulnerability is powerful.

SPRING INTO MENTAL WELLNESS ANXIETY, DEPRESSION, AND OTHER MENTAL HEALTH ISSUES have been on the rise and in Fishers, the work of the Mental Health Initiative exists to break down the stigma associated with mental illness while providing education and support to create a mentally healthy community. Studies are showing that many people are feeling anxious during COVID-19, whether they were previously diagnosed with anxiety disorder or not1. As the rates of COVID-19 transmission are decreasing, it is essential for us to continue to follow all public health orders. In the meantime, here are some tips to help us with our mental health during the spring and summer season.

WHEN TO SEEK HELP Our partners at Campaign to Change Direction provide an easy guide to assess when yourself or a loved one may need to seek additional support or help.

• Personality changes in a way that seems different for that person.

Try these activities at home to help boost your mental health:

DEEP BREATHING (BOX BREATHING) Engaging in breathing techniques can help calm body and mind. Box Breathing, Four-Square Breathing or Controlled Breathing is a technique used by Special Forces, surgeons, and public speakers. Box breathing can reduce stress and improve your mood2. How to do it: Breath in through your nose filling up your belly for four seconds. Hold for four seconds. Exhale through your mouth for four seconds. Hold for four seconds. Repeat at least four times.

• Agitation or displaying anger, anxiety, or moodiness.

• Withdrawal or isolation from others. • Poor self-care and perhaps engaging in risky behavior.

• Hopelessness or feelings of being overwhelmed and worthless.

HONORING THOSE WHO SACRIFICED ALL FISHERS’ NEW GOLD STAR FAMILIES MEMORIAL PAYS TRIBUTE TO RESIDENTS WHO GAVE EVERYTHING FOR OUR FREEDOM

A LITTLE UNDER 600 MILES FROM FISHERS, a Marine Corps veteran named Herschel “Woody” Williams has dedicated his life to public service and in recognition of Gold Star Families. According to the Foundation’s website, “Mr. Williams’ devotion to duty, service members, veterans, and their families began long before that battle and before he entered the Corps." As World War II began, Woody came into direct contact with families in his own community when he delivered Western Union telegrams informing the Gold Star Families of the death of their loved one. Woody says that those experiences gave him a “greater appreciation for life and an understanding of a difference in death in the normal world as expected in life, and those lost serving in the military for their country.” He noted that “consideration and recognition of the families of those lost in military service was very inadequate.” This observation and his personal commitment to veterans and their families brought about the creation of the Hershel Woody Williams Medal of Honor Foundation. The activities of this foundation allow Mr. Williams to continue his devotion and commitment to those who have served and the Gold Star families who have lost loved ones to that service above self. In the fall of 2020, a group of Fishers veterans gathered to form a steering committee to honor Gold Star Families. Gold Star Families are those who have experienced the loss of a loved one who served the United States Armed Forces. The committee launched a campaign to raise funding to bring this special monument to Fishers’ Central Green, home to Liberty Plaza and many Fishers Honors events. Gold Star Families Memorial Monuments are a two-sided tribute made of black granite. One side bears the words: "Gold Star Families Memorial Monument, a tribute to Gold Star Families and Relatives who sacrificed a Loved One for our Freedom". The other side tells a story through the four granite panels: Homeland, Family, Patriot, and Sacrifice. The scenes on each panel reflect each community’s Gold Star Families and their fallen heroes. At the center of this tribute is a silhouette of the loved one who paid ultimate sacrifice in the name of freedom. To date, Woody and his foundation are responsible for establishing 76 Gold Star Families Memorial Monuments across the United States, with more than 74 additional monuments underway in 50 states.

NEW PUBLIC ART DEBUTS AROUND FISHERS THIS SPRING

THE SPRING FLOWERS aren’t the only splashes of color popping up around Fishers this season. New public artworks are infusing vibrancy into the downtown Nickel Plate District after a dreary and snowy winter.

This piece, part of Tasha Beckwith's Seasons Nouveau, is on display on the Edge Parking Garage. It will brighten the Fishers art scene alongside Koda Witsken and Israel Soloman's Wes Montgomery mural (pictured right).

If you’ve driven west on 116th Street through downtown Fishers recently, you’ve likely spotted the colorful, large-scale banners on the Edge Parking Garage (8890 East 116th Street). The new banner series, Seasons Nouveau, highlights the diversity of our community while drawing inspiration from the four seasons. The banners were designed by Indianapolis-based artist Tasha Beckwith, a graduate of Herron School of Art and Design who has previously worked on projects with the City of Indianapolis and the Arts Council of Indianapolis. Beckwith was inspired by the Art Nouveau movement and the work of Czech painter, Alphonse Mucha, when creating this one-of-a-kind series for Fishers. The banners will be on display for approximately 12-18 months.


This summer, a new mural showcasing Fishers’ dynamic community life will debut on the Fishers Police Department Parking Garage (4 Municipal Drive), establishing a key focal point along the Nickel Plate Trail. Portions of the trail were paved in late 2020 and will open this spring. The artist behind the lively, 1,000-square-foot mural is Becky Hochhalter from Terre Haute, Indiana. Another artwork will find its way back to Fishers this summer. The traveling Wes Montgomery mural, which premiered in front of Fishers City Hall last October before traveling to multiple locations around Hamilton County, will find a permanent home in Fishers this summer. Wes Montgomery spotlights the jazz guitarist from Indiana who served as inspiration for Jimi Hendrix, and is the first artwork in Koda Witsken and Israel Solomon’s series, A Celebration of the Cultural Contributions of Black Hoosiers: A Traveling Mural Program. Another artwork is set to premiere this fall: a large-scale, interactive work at the Hamilton East Public Library’s Fishers branch (5 Municipal Drive). The artwork will be incorporated into the Library’s new entrance and outdoor plaza along the Nickel Plate Trail. Funding for these artworks was provided by the Fishers Arts & Culture Commission. In 2019, the Commission completed a community survey as part of their master planning process. Survey results identified permanent art installations as a top priority for Fishers residents. Last summer, the Commission received $450,000 from the City of Fishers to fund art and culture projects around the community. The City acquired the funds through the sale of the Meyer Najem building (11787 Lantern Road) and received proceeds of this sale due to the Economic Development Agreement negotiated between the City and Meyer Najem in 2012. In August 2020, the Fishers Arts & Culture Commission announced seven new art projects, using the funds acquired from the Meyer Najem sale. Proposals were open to artists and artist teams nationwide and were submitted

through a RFQ process. Project artists were then selected by the Fishers Arts & Culture Commission’s Nickel Plate District Cultural Designation Subcommittee, which includes representatives from local non-profit arts organizations, Nickel Plate District business owners, residents, Commission members, and City of Fishers staff.

The City of Fishers is fortunate to have a diverse and dedicated team of volunteers who help and assist with City events, projects, and initiatives. In 2020, over 350 individual and group volunteers dedicated over 17,000 hours of their time and energy towards our cause. Whether volunteering with the Fishers Police Department, Fishers Fire Corp, the AgriPark, Fishers Farmers' Market or other events hosted by Fishers Parks, these wonderful people help make our community a vibrant place to live, work, and play.

A HEART FOR SERVICE

REMEMBERING A LIFETIME OF SERVICE AND REWARD FOR FISHERS WARREN "BUTCH" HARLING was a proud Fishers resident for over three decades. As a resident spanning the exponential growth of the Fishers community, he served the community for nearly that same amount of time, holding positions on the Planning Commission, Board of Zoning Appeals, Planned Unit Development Committee, Nickel Plate Committee, and various committees throughout the years. As he recalled in a private letter to Boards and Commissions he had represented, to the City Council, and to City Staff, “I was standing in my front yard on South Street chuckling at a man in a canoe paddling to Archers Grocery store, because the downtown was once again flooded. Before I could even take notice a small, but powerful speaking man stood next to me and said, ‘This has to get fixed… be at the Town’s meeting room at 7 o’clock.’ I did not realize at that moment that I had volunteered to a committee. A committee spearheaded by the late Roy Holland, a Town Councilmember.”

He recalls, “At every important moment in my life, and even some random moments, she would look at me and say…. “Now go do what you have to do but go be somebody! “

He read the entire three or four paragraph oath and looked at me to repeat it in its entirety -- a failed exercise on his part.”

A key part of the Town’s early days of development, Harling found himself learning from key figures in the community including Wes Bucher, Doug Church, and others, all giving him “pearls of wisdom that I used all these years.”

ACCESSING MENTAL HEALTH RESOURCES HAMILTON SOUTHEASTERN SCHOOLS WORKS TO COMPILE ARTICLES, MEDITATION AUDIOS, & VARIOUS OTHER RESOURCES TO HELP BETTER THE HEALTH OF THE COMMUNITY by Milan Colzani, Senior at Fishers High School THE COVID-19 PANDEMIC has led to an onslaught of global issues, such as unemployment and political instability, with the most prevalent being a worldwide health crisis. However, one harm that is not being readily discussed at large, but is still a pressing issue, is the negative mental health effects of the pandemic on children and adolescents. According to UNESCO, as of April 2020, over 90% of the world’s students have experienced disruptions in their education, which has left many students with feelings of anxiety, depression, and helplessness. Hamilton Southeastern Schools thoroughly understands this issue and early on in the pandemic saw a need to provide resources that could be accessed at anytime, anywhere by students and staff. Mental Health and School Counseling Coordinator Brooke Lawson and Paige Verboncoeur, a student from IUPUI School of Social Work currently interning with Lawson, compiled various resources that students, staff, and families could access in order to promote positive mental health. The page includes helpful information for students on topics such as mindfulness, meditation, and managing emotions. Additionally, it includes vetted resources for parents on how to best support their child’s mental health. Resources available on the webpage range from guided meditations to virtual field trips a virtual self-care toolbox. For ease of use, resources are categorized by topic and targeted age group. “Parents shouldn’t shy away from looking at the articles either,” says Verboncoeur, “and even adults may utilize and find the resources that were meant for kids helpful. The ages outlined on each page are just recommendations.” According to a Panorama survey completed in the fall 2020, students reported substantial gains in emotional regulation, grit, growth mindset, self-management and social awareness. The webpage provides the school community an additional avenue to strengthen and nurture these five key skills. The diversity of resources allows students, staff and families to access materials that best support their needs and interests.

FISHERS’ GROWING LIFE SCIENES INDUSTRY IN THE LAST TWO DECADES, the life sciences sector in the U.S. has demonstrated rapid growth, expanding nearly five times as fast as the overall economy. The City of Fishers has felt the impact of the growing industry, experiencing a notable rise in the relocation and expansion of life science companies over the last year. Two notable investments from the industry have come from contract development & manufacturing organizations (CDMOs) Genezen Labs and INCOG Biopharma. In Spring 2020, Genezen Labs announced its expansion plans in the City, investing $7.8 million into a 25,000 square foot lab and office space, while adding 36 jobs by 2024. Later in the year, the startup INCOG Biopharma announced its intent to invest $60 million in its 60,000 square foot Fishers-based headquarters, with plans to bring 150 jobs to the City by 2024.
