MAYOR FADNESS LETTER TO OUR RESIDENTS What a difference a year makes. It has been a great summer so far in Fishers. It is great to see so many residents out enjoying life again after the impact of COVID in 2020. We’re making great progress on vaccination rates in Fishers – often leading the state in vaccine uptake. I want to thank you for taking this seriously and making sure we can get back to normal as a community as quickly as possible. If you haven’t yet been vaccinated, I encourage you to do so. Vaccines no longer require appointments – so take that next step today. I know that together we can achieve 85% vaccination rate in our city. COUNCIL CONNECT FISHERS WELCOMES THE CITY'S NEWEST COUNCIL MEMBER A new councilwoman joined the Fishers City Council since the last time we updated you. Councilwoman DeLong resigned due to her family relocation, and we welcomed Councilwoman Crystal Newman in April. In Q2, the City Council held a planning retreat to discuss upcoming projects, policy questions, and investments in our community. As we head into our annual budget cycle, your City Council is committed to providing the quality of life and investment that Fishers is known for while bringing transparency and fiscal conservative practices to ensure long-term health of our community’s financial situation. We are one of just a few communities in Indiana retain a AAA bond rating which allows us to save on insurance, borrowing, and provides an independent rating of our financial health. We welcome you to be part of the budget process, with upcoming meetings outlining expenditures for the 2022 budget.

TRAIL UPDATE: AS 116TH STREET CLOSES FOR THE CONSTRUCTION OF THE NEW NPT TUNNEL, DOWNTOWN FISHERS IS STILL OPEN AND READY FOR BUSINESS IF YOU’VE BEEN DOWNTOWN in the Nickel Plate District this summer, then you have seen it—the dreaded “Road Closed Ahead” sign, and the barricades blocking one of the city’s busiest thoroughfares. While the 116th Street summer road closure (east of Municipal Drive to west of Maple Street) for the construction of the Nickel Plate Trail (NPT) pedestrian tunnel has undoubtedly impacted the daily commute of many of our residents, the work being done is incredibly important to enhancing access, connectivity, and recreational opportunities in Fishers. In 2018, we asked the community to help us turn the Nickel Plate railway into a whole new kind of public space by sharing suggestions for the Fishers portion of the Nickel Plate Trail. Between an online suggestion box, community events, think tanks, and the incredible effort by our local schools, that simple request resulted in an outpouring of support and ideas. In 2019, the City unveiled the Nickel Plate Trail Master Plan, a long-range plan for the one-ofa-kind public space that featured ideas from residents, students, community groups, and more.

Portions of the trail opened this spring, portions between 131st Street and North Street, and South Street to 106th Street, and residents have been out and about over the past few months enjoying this new community amenity. The pedestrian tunnel will complete the trail connection through downtown Fishers, joining South Street and North Street, and establishing a full connection from 106th Street to 131st Street. By building a tunnel underneath 116th Street, motorists can maintain the traffic flow through downtown Fishers while keeping pedestrians safe. The downtown portion of the trail, currently under construction as part of the tunnel project, will include a plaza for live music and special events, areas for public art displays, and community gathering spaces. NPT TUNNEL Q&A HOW LONG WILL 116TH STREET BE CLOSED? The closure is anticipated to last 60 days, and 116th Street is expected to reopen August 1, pending potential weather delays. All local business and public parking access will remain open during this time. HOW DO I ACCESS DOWNTOWN FISHERS DURING THE CLOSURE? The closure is only from east of Municipal Drive to west of Maple Street, so for most businesses, you will access the same way you always do. For those businesses with entrances blocked on the south side of 116th, be sure to access on South Street. Visit playfishers.com/NickelPlateTrail to view business access maps and the road closure detour map. WHERE SHOULD I PARK IN DOWNTOWN FISHERS? There is free parking at parking garages around the Nickel Plate District, including the Switch Garage, the Edge Garage, the Depot Garage, the Fishers Police Station Garage, and the Spark Apartments Garage. WHEN WILL THE TUNNEL OPEN? The current development surrounding the downtown

SEIZE THE SUMMER IN THE NPD 116 Street may be closed, but the doors are open to shop, dine, play, and explore downtown Fishers as the community comes back together for a summer of fun, tradition, and memory-making. All local business access and public parking remains open during the closure, so come downtown and join the fun this summer in the Nickel Plate District (NPD). WHAT IS THE COST FOR THE FISHERS PORTION OF THE NPT AND HOW IS IT BEING FUNDED? To date, the asphalt trail from 106th Street to South Street and from North Street to 131st, including crossings, has cost approximately $3.25 million. The ongoing work in downtown from South Street to North Street, including the tunnel, is projected to cost approximately $13.75 million. The City of Fishers is using a variety of traditional infrastructure improvement funding methods including bonds and Parks operating budgets. Additionally, the City is seeking state and federal grants to support the completion of the trail. WHEN WILL THE PORTION OF THE TRAIL SOUTH OF 106TH STREET AND NORTH OF 131ST STREET BE COMPLETED? Portions of 96th to 106th Street (including a crossing at 96th Street) and from 131st to 146th Street will be completed as future funding sources are identified.

Nowak’s son, James, serves as an Army Infantry Specialist at Ft. Benning in Georgia, and her daughter, Megan, works in Chicago as an industrial engineer. She said they both understand the privilege of being raised in such a supportive community with neighbors that helped make losing Bobby more bearable. They both plan to visit the memorial soon.

NOREEN NOWAK: GOLD STAR FAMILY MEMBER ON NOVEMBER 8, 2004, Robert (Bobby) Paul Warns II, a corporal with Marine Corps Company 2/24, was killed alongside four of his comrades in an IED blast while on patrol in Iraq. From that point, the lives of his family, including his aunt, Noreen Nowak, were changed forever.

The monument is part of a nationwide initiative to honor fallen veterans and their families. Hershel “Woody” Williams, a WWII Marine veteran who served in the Battle of Iwo Jima and received the Congressional Medal of Honor, established the Woody Williams Foundation after his experience delivering telegrams to Gold Star families informing them of the death of their loved ones. Williams and his foundation originally sought to honor Gold Star Families with a monument in his community in West Virginia. That idea has since grown to include more than 85 monuments established and more than 75 projects underway in all 50 U.S. states and 1 U.S. territory. “It is healing to have the memorial in Fishers,” Nowak said. “I will be forever grateful to all the people who worked diligently to make it happen. It will be a place my family and I will visit and perhaps shed a tear or two, and continue the lifelong process of adjusting to a life without Bobby’s earthly embrace.” “I am proud, beyond measure, that the good people of Fishers have dedicated themselves not only to remembering our brave, fallen heroes, but also their families,” Nowak said at the Memorial Day ceremony. “May all who visit this memorial be comforted by its presence.”

This year, the City of Fishers honored the families of fallen veterans with the dedication of the Gold Star Families Memorial Monument during the city’s Memorial Day ceremony. The monument, located on the Central Green in front of City Hall, honors the families of veterans who gave the ultimate sacrifice for their country. Nowak, who spoke during the ceremony, said Bobby was a bright star in her life, giving the best hugs and making her laugh, even on the toughest days. “The Gold Star Memorial reminds me that Bobby is not forgotten and that my family’s service and sacrifice is also recognized and honored,” Nowak said.

HSHC recently made the big move from their previous 8,000-square foot location in Noblesville to their new 40,000-square foot location in Fishers off Hague Road and 106th Street. This new space allows for many upgrades and significantly improves the quality of life for the animals they serve. The Steven J. Cage Animal Wellness Center features a new indoor exercise area for play time and meet and greets, a fully-equipped surgical center with a full-time veterinarian to perform emergency procedures and spay and neuters, a behavior and training center for dogs who need additional training prior to finding a family, indoor and outdoor kennels for dogs, two catios for cats and four attached roaming rooms, a new HVAC system that plays a significant role in disease control, and finally, glass front cages for all. In the old facility, there were steel bars between families and their potential new furry friends. Along with rehoming adorable dogs and cats, HSHC also hosts a variety of events for both people and their furry friends. Also returning this year is free, live entertainment every Saturday morning at the Fishers Farmers’ Market. As you stock up on fresh, local food at the award-winning market, take some time to stop by the NPD AMP stage for a new act each week through September 25. Rounding out the summer, Fishers Blues Fest returns on Labor Day weekend, September 3 and 4 from 7 - 10 p.m. for more soulful sounds in the Nickel Plate District. The annual festival boasts two free nights of music by renowned local and national blues artists. As the community continues to open up with more concerts and events, Fishers Parks is working closely with the Fishers Health Department on guidelines to offer concerts in a safe manner. CITY HALL BRIEF DO YOUR PART TO HELP FISHERS VACCINATE TO 85% - FREE COVID-19 VACCINES AVAILABLE The Fishers Health Department set a vaccination rate goal of 85% - and Fishers is almost there. Residents ages 20-50 have the lowest uptake rates in Fishers. All three vaccines are available via appointment or walk-in at the Fishers COVID-19 Vaccination Site or various pop-ups around town.
