First India Bureau Jaipur: A mass awareness movement on COVID-19 will be introduced in Rajasthan on October 2, to encourage people to adopt practices like wearing masks and social distancing in order to prevent Coronavirus infection.

The decision to run the campaign was taken in a meeting held by CM Ashok Gehlot on Monday night. A Ministerial Committee set up to plan and execute the movement, held a meeting on Tuesday, to finalise the plan and gave necessary directions to officials.The movement will be run in 11 district headquarters, where the number cases is high. Section

144 of CrPC is already imposed in these 11 districts in view of spike in number of cases.

The district headquarters include Jaipur, Jodhpur, Kota, Ajmer, Alwar, Bhilwara, Bikaner, Udaipur, Sikar, Pali and Nagaur. Urban Development and Housing Minister Shanti Dhariwal said it will be a mass movement under which, activities on large scale will be run to ensure that people seriously follow COVID-19 related guidelines.

District Collectors will be the ‘Nodal Officers’ for the campaign.

He informed that all the wards of the city will be divided into 10 parts.

First India Bureau Jaipur: The state reported 2,148 new cases of Corona along with 15 deaths from across the state in the past 24 hours, informed the sources from the Health Ministry.

Two deaths were reported from Ganganagar, while one each was reported from Ajmer, Alwar, Banswara, Baran, Bhilwara, Bikaner, Jaipur, Jalore, Jodhpur, Kota, Pali, Rajsamand and Udaipur taking the death toll to 1,471.

The state has touched the total infection figure of 1,33,119 on Tuesday with Jaipur contributing maximum 422 new cases followed by 331 from Jodhpur.

UP RAPE CASE REMINDS DELHI OF NIRBHAYA

n Tuesday New Delhi witnessed scenes reminiscent of the 2012 Nirbhaya rape case when the people of Delhi were out on the streets demanding justice for the girl who was brutally raped and left to die. Nirbhaya did not belong to Delhi but was staying there as a physiotherapy intern. The crowd spilling onto roads outside the Safdarjung Hospital is demanding justice for a 19-year-old Dalit girl who was gang-raped and tortured in Hathras, Uttar Pradesh. Police claimed that the girl was not raped although the police had registered a case of gang-rape. A case under Section 307 IPC and SC-ST Act has been registered against the accused.

As night descended the victim’s family and politicians, including the new Dalit leader Chandrashekhar Azad Ravan, refused to leave demanding that her body be handed over to the family. The girl’s death will be used for political ends but the question of how to stop the scourge of rape in Uttar Pradesh and other states is hardly addressed with seriousness.

The insensitivity of police in not registering a rape victim’s FIR and acting on her complaint with promptness is a bigger issue. After the Nirbhaya case, the law that was framed made it mandatory for the police to register the complaint of every victim of sexual assault failing which an FIR has to be registered against the police officer himself.

The law remains confined to the pages of law books as policemen in UP take sadistic pleasure in turning women away from thanas. For Dalits and the poor, getting police help is even more difficult.

AKALIS HAVE NO CHOICE BUT TO BACK FARMERS

day after Youth Congress workers burnt a tractor in Delhi, Prime Minister Narendra Modi hit out at the opposition parties. Those opposing the farm Acts are insulting the farmers by setting fire to their equipment, Modi said while virtually inaugurating development schemes in Uttarakhand.

He once again accused the opposition of “misleading the farmers” and iterated that not only will the farmers get minimum support price for their produce but they will also have the freedom to sell their products anywhere in the country. The law has struck at what was a source of black money for some.

But the farmers are far from being convinced.

The All-India Kisan Sangharsh Samiti has announced massive country-wide protests from October 2. The Congress, which sees an opportunity to revive its fortunes by taking up the farmers’ cause, will observe October 2 as “Kisan- Mazdoor Bachao Diwas”. Congress’s gambit is understandable but why has the Shiromani Akali Dal decided to oppose the Acts? Until last month the Akalis were defending the ordinances. Ironically, Sukhbir Singh Badal charged Punjab Chief Minister Amarinder Singh of “misleading the peasantry on MSP”. His wife Harsimrat Kaur had also said that Congress was creating doubts in the mind of farmers. That is no longer the case now.

So far it is only the Punjab farmers who are vociferously and actively protesting the new legislation. In that lies the reason for Akalis snapping ties with the National Democratic Alliance. It is the peasantry which will decide the fate of not just Akalis but also of other political parties.

Now everyone awaits CM Gehlot’s announcement this afternoon to nominate or appoint Dr Tripathi’s successor, who will always have the challenge to beat Dr Tripathi’s unbeatable performance.

Multilateralism will survive the great fracture

A

t the recent opening of the United Nations General Assembly, UN Secretary-General António Guterres warned that the United States and China could “split the globe” into separate trade and financial blocs with diverging Internet and artificial-intelligence capacities. Moreover, he said, such a “Great Fracture” between the world’s two largest economies could become a geostrategic and military divide.

The emerging Sino-American tensions in international organizations are indeed alarming. US President Donald Trump’s administration, having previously accused the World Health Organization of cozying up to China, has announced its intention to withdraw the US from the agency and is withholding funding, thus

depriving the WHO of its largest single financial contributor. The US has also stalled the World Trade Organization’s dispute-settlement system by vetoing the appointment of new judges to its appellate body.

Fortunately, however, three strands of multilateralism will contain the risk of a great superpower

fracture.

First, multilateral organizations are changing, not collapsing. China is not seeking to destroy the international institutions that America established and led in the aftermath of World War II. On the contrary, China is seeking to increase its influence within these organizations, not least be-

cause it is thriving within the system they uphold.

After the US announced that it was withdrawing from the WHO, China pledged to give it $2 billion over two years to help it fight the COVID-19 pandemic. And after the US sought to prevent the WTO’s appellate body from functioning, China circu-

lated a reform proposal aimed at strengthening the organization.

In the UN, China is now the second-largest contributor to the general budget and to the peacekeeping budget. Chinese officials now head four of the UN’s 15 specialized agencies.

And in the International Monetary Fund and the World Bank, China is now the third most powerful member state, with its own seat on the executive board and a Chinese official in the senior management team.

We are thus witnessing two economic superpowers competing for positions within agencies that set and monitor global rules.

Whereas China, the newcomer, is using carrots to advance its position, the US (not for the first time) is using sticks – threats of disengagement and defunding – to get its way.

The key for other countries will be the quality of these international organizations’ leadership – as was the case during the Cold War, when the US dominated such institutions. In that era, for example, UN Secretary-General Dag Hammarskjöld neatly sidestepped the US-Soviet stalemate by introducing international peacekeeping overseen by the UN, while World Bank President Robert McNamara used his authority and mandate to expand the Bank’s membership and activities.

Countering the Great Fracture will require leaders who can mobilize coalitions of countries other than China or the US to counter a dominant member’s view, and who can maximize the impact of their organizations’ resources, staff, and policies.

India’s COVID-19 recoveries highest in the world: MoHFW New Delhi: India’s COVID-19 recoveries have crossed 51 lakh, which is highest in the world, and the last 10 lakh recoveries came about in 11 days, Health Ministry said on Tuesday.

“The number of recovered COVID-19 patients in the country has crossed 51 lakh. It is the highest in the world. India took 57 days for one lakh recoveries to become 10 lakh. However, if we look at the last 10 lakh recoveries i.e. from 40 lakh to 50 lakh recoveries, it took us only 11 days. It is a significant fact. It is the big picture,” Union Health Secretary Rajesh Bhushan said at a press conference on the COVID-19 situation in the country.

“Active cases in the country constitute only 15 per cent of the total cases in India. The recovered cases are 83 per cent of total cases. The percentage of active cases has shown a continuous and sustained decline from September

The country’s COVID-19 count stands at 61,45,292 including 9,47,576 active cases, 51,01,398 cured and discharged or migrated patients and 96,318 deaths.

First India Bureau Jaipur: All the tiger parks in the state will reopen for tourists from October 1.

The decision came after the forest minister Sukhram Vishnoi and Principal Secretary Shreya Guha reviewed the preparations for the reopening in a meeting.

Both Ranthambore and Sariska tiger parks were shut for tourists due to monsoon season since from July 1. During the three-month closure, there were many apprehensions regarding the reopening due to the ongoing corona crisis but with the opening of major tourist attractions across the state and also with the resumption of the night tourism, now wildlife lovers can expect their much-cherished safari.

The forest department has released a separate order stating that all the tourists who have made an advance booking, but want to re-

dential colonies which create panic among the people.

The state government had launched a leopard project in 2017 in Jhalana forest (Jaipur), Bassi (Chittorgarh), Mount Abu (Sirohi), Kumbhalgarh (Raoli Todgarh) and a few other sanctuaries to conserve leopards. Rajasthan was the first state to introduce this kind of project. Various facilities were to be developed but the project could not be started except in Jhalana due to lack of funds.

Rajasthan to soon have urban gas distribution policy First India Bureau Jaipur: Rajasthan will have an urban gas distribution policy in the times to come.

ACS and Chairman of Rajasthan State Gas Ltd (RSGL) Subodh Agarwal said that with the establishment of PNG and CNG distribution networks, seamless guess supply will soon be a reality, which will reduce air pollution up to a large extent.

Agarwal informed that RSGL has worked on a war footing and established eight CNG stations in Kota to distribute piped gas to 10,000 households. He said the target for the current year is to increase that to 24,000.

RSGL chairman said that the mother station established in Neemrana, is distributing CNG for both industries and vehicles while the daughter booster station in Kukas, Jaipur is successfully dispensing CNG to vehicles.

ACS Agarwal said that RSGL is also establishing an urban gas distribution system in Gwalior.

Low Diesel Mileage buses were also classified in groups based on the range of diesel mileage such as from 4 to 4.5 KMpL, from 4.50 to 4.80 and from 4.80 to 5.00. All the planning, strategies and measures were proven to be moving in the right direction when the diesel mileage of RSRTC increased from an average of 5.03 KmpL (pre CoVID times) to 5.42 in September 2020, helping the Corporation to reduce its operational cost by Rs 3.08 crore from July to September this year.

A recent Animal Welfare Board of India (AWBI) report cites that “out of 102 elephants, 19 captive elephants were observed to be blind, either unilaterally (right or left eye) or bilaterally (both eyes), rendering them unfit for any work, as the safety of the elephant and the people are at high risk if such wild animals are used at public places and for rides.”

Neither the Forest Department, the Animal Husbandry department, nor the owners are taking responsibility for the deaths, and yet these animals continue to be owned despite their Schedule 1 status as per the Wild Life (Protection) Act, 1972.

Currently, 1328th butterfly species have been discovered in the country. India’s 1328th butterfly is named Spealia Zebra, which is only 2.5 cm wide. Butterfly expert Mukesh Panwar, a resident of Sagwara has discovered the butterfly. Butterfly research institute at Bhimtal played an important role in the identification, Mukesh clicked and sent the photographs of the butterfly to the institute in 2014. Institute director Peter Smetchak after 6 years of long research said that the butterfly was seen in Pakistan years ago.
