Aditi Nagar Jaipur: In a late-night political development, that could have longstanding ramifications on the politics of the desert state, the Bahujan Samaj Party (BSP) issued a whip to its six MLAs instructing them to vote against the Congress party in the ‘noconfidence motion’ if the assembly session is convened and the floor test becomes a possibility. The strong-worded whip has also mentioned that the MLAs could lose their membership if they do not follow the party line.

Notably, the BSP has told its MLAs that since it is a national party, their party cannot be merged with other political parties under the Anti-Defection Law as provided under the Constitution.

Democracy is being murdered: Congress

This proposal has been sent with 7-day notice and as per sources, there is no mention of floor test in the new proposal.

Congress went all out in its attack by accusing PM Modi and BJP by

specifically accusing it on four points. Congress alleged that Modi govt and BJP are attacking democracy and murdering the majority. The party said that BJP is ruthlessly crushing the constitution. Congress said it would protest on Monday to show solidarity with the Congress MLAs who couldn’t be lured by the BJP. Congress increased the pitch of its attack by pointing out two unprecedented incidents in the history of Indian democracy.

Firstly, they alleged that

democracy has been hijacked by stopping the notice issued by an assembly speaker which was never done before.

Secondly, it is for the first time that an elected state govt is being stopped from calling an assembly session. Congress alleged that the Modi govt wants all state govt to be mere puppets by crushing all constitutional bodies and the hope from the judiciary is finished.

Pilot camp looking to win over ‘fortification’!

First India Bureau Jaipur: The Sachin Pilot camp, realising that it is only a matter of time when the state assembly session will have to be called by the Governor, is now trying to come out with a new strategy.

Their strategy revolves around breaking the ‘fortification’ of Congress MLAs who are lodged in Fairmont hotel in support of CM Gehlot. On the other hand, the Gehlot camp has been trying to pressurise the Raj Bhawan to call a session sooner than later. Meanwhile, sources reveal that the session would not be called till the time the ‘fortification’ is not removed since even Governor Kalraj Mishra has expressed that MLAs who have been elected by the state government should be allowed to move freely.

‘Hypocrisy of Congress has come to the fore’ Speaker CP Joshi could withdraw SLP Aishwarya Pradhan

First India Bureau Jaipur: The Congress camp led by CM Ashok Gehlot seems to be preferring the political way to fight the party dissidents after little setbacks received in the legal fight in the case related to the notices to 19 dissidents by the assembly speaker. The scenario changed after the Rajasthan HC ordered to maintain the status quo on the notices issued by the assembly speaker on July 14. This followed the legal points raised in the Supreme Court on July 23 and order by Rajasthan High Court on July 24. Sources close to CM Gehlot said that the old guard like Gehlot feels that legalities have complicated the whole matter and it should be fought politically. So in all likelihood, the CM camp may maintain a distance from the Monday hearing in the apex court.

After the July 24 orders by Rajasthan High court, the legal experts have advised assembly speaker to step back rather than going ahead.

According to them the issue of July 1 notice should be put on the backburner for the while. As per this strategy assembly speaker may apply to withdraw SLP filed by his office and if the court refuses the permission for withdrawal the legal counsel for the speaker might request to file an amended petition in the matter.

The hearing on Assembly Speaker Dr CP Joshi’s SLP in the Supreme Court will be held on Monday by a triple bench headed by Justice Arun Mishra. It is believed that the speaker could withdraw the SLP or seek permission to file a fresh corrected SLP. This has come about after Rajasthan HC’s decision of July 24th wherein the decision has been kept under the SLP filed in the apex court. The Sachin Pilot camp has also filed a caveat against the July 24 decision.

First India Bureau Kota: A 28-year-old man has died after allegedly being beaten up inside lock-up at Khanpur police station in Jhalawar district.

The family members of the deceased man accused the police station of thrashing him severely leading to his death.

Police, though, lodged a case under Section 176 (inquiry by magistrate into cause of death) of CrPC and initiated investigation into the matter.

However, a judicial probe was later ordered into the matter after demands were raised by the family members, who received support from the local MLA. In accordance with National Human Rights Commission guidelines on custodial deaths, the SHO of Khanpur police station Kamalchand Meena

was suspended and the entire station staff sent to the Police Lines, the Jhalawar SP said.

“It is not proven as of now that he died in police custody. As on record, he was not in our custody. However, the inquiry under Section 176 of CrPC by a judicial magistrate is being carried out,” Jhalawar Superintendent of Police Kiran Kang Sidhu said.

The victim, Rajesh Meena (28), who was a resident of Raiger Basti in Khanpur town of the district, died on Saturday evening in hospital where he was admitted after his condition deteriorated, Jhalawar Additional Superintendent of Police Rajesh Yadav said.

The state also reported 11 deaths consecutively on the second day with 3 deaths each reported from Bharatpur & Jaipur and one each from Ajmer, Baran, Sawai Madhopur, Tonk & Sirohi. The death toll in the state now stands at 624.

According to a Raj Bhawan statement, the governor directed that serious efforts should be made to control the spread of the disease. He noted that active COVID-19 cases have tripled in the state since July 1.

oronavirus cases are multiplying rapidly in the country. As the daily increase remained around 50,000 and the total cases crossed the 14 lakh mark, the future looks rather grim. Maximum cases continued to come from Tamil Nadu, Karnataka, Gujarat and West Bengal.

In his 67th address to the people through radio, Mann Ki Baat, Prime Minister Narendra Modi warned that coronavirus hasn’t gone yet.

Instead, it is spreading rapidly in several areas and remains as dangerous as before. “We need to take all precautions. Please ensure that you wear a mask, maintain a distance of six feet, and wash your hands,” he cautioned.

“Sometimes, do you feel tired of wearing a mask? When you do, think of coronavirus warriors and their exemplary efforts. When the mask is needed the most, we remove it.

Whenever you do that, think of doctors and nurses who keep wearing it for hours to save our lives. Won’t they be having difficulty?” he asked. He took the opportunity to pitch for Madhubani masks, “We are seeing how Madhubani masks prepared by several self-help groups in Bihar are becoming increasingly popular across India giving health and employment to people. “With a positive approach, a disaster can be turned around into opportunity,” he emphasized.

The main reason for the pandemic showing no sign of slowing down is the callous attitude of the people towards the virus. Masks are taken off at the first opportunity and social distancing is observed only in violation.

Whether due to fatigue caused by a threemonth-long lockdown or impatience to go out to celebrate the limited freedom given under the period of Unlock, their attitude is shocking. And fines, it seems, are no deterrent.

Although the prime minister also spoke about the higher recovery rate and fewer fatalities as compared to some other countries, hopefully, his warning would be heeded to by the people. “Our Covid-19 recovery rate is better than other nations and so is the death toll,” he said while cautioning people about masks and social distancing, the standard operating procedures (SOPs).

Prime minister’s warning comes at a time when Centre is formulating norms for Unlock 0.3 which is due from August 1. Under consideration are the opening of gymnasiums and cinema halls but under strict guidelines. Metro rail will remain shut. It is in cinema halls where the owners want to open with 50 percent seating capacity that masks and social distancing norms will have to be strictly enforced. The I&B ministry wants 25 percent seating capacity to begin with.

The government is aware that it has a difficult balancing act to perform. On the one hand, Covid-19 has to be defeated and on the other hand, the economy has to be brought on track. In this situation people’s role becomes important.

Raja Man Singh’s death caused an explosion of unprecedented rage among the Jats of Deeg, Bharatpur, neighbouring Mathura, Goverdhan, Vrindavan, Gokul and parts of Haryana and Western UP.

n February 20, 1985, Raja Man Singh, a seven-time Rajasthan MLA and younger brother of the former Maharaja of Bharatpur, was shot dead in the historic town of Deeg by members of the Rajasthan police in broad daylight. At the time elections were being held to elect MLAs to the Assembly.

Raja Man Singh was an independent candidate from the Deeg constituency.

The Chief Minister of Rajasthan, Shiv Charan Mathur was also in Deeg to campaign for the Congress candidate. He had come by helicopter from Jaipur. Man Singh was a wellmeaning but temperamentally erratic individual. In a fit of anger he drove his jeep into the Chief Minister’s helicopter, damaging it badly. Soon after this folly he was killed by the over enthusiastic police.

His death caused an explosion of unprecedented rage among the Jats of Deeg, Bharatpur, neighbouring Mathura, Goverdhan, Vrindavan, Gokul and parts of Haryana and Western UP. Several other communities also joined the violent agitation, which lasted several days.

I had been elected to the Lok Sabha on 29 December 1984 from the Bharatpur constituency. I was getting hourly reports of the worsening law and order situation in the cities and towns mentioned above.

The Prime Minister, Rajiv Gandhi had heard the news. He called an immediate meeting of Cabinet Committee on Security at Number 1 Safdurjung Road. He had not yet shifted to 7 Race Course Road.

I conveyed to the Prime Minister my anger and anxiety.

Violence was rampant and the situation was alarming. The police was helpless. The PM enquired: “What should we do?” I conveyed to him that the Chief Minister should be asked to step down. Some members said, a Chief Minister could not be asked to step down in the midst of Assembly elections.

With characteristic candour I said, “If we wish to lose the

elections the retention of the Chief Minster would ensure that. We would also alienate Jat voters in UP, Haryana and north Madhya Pradesh. Actually, no elections could be held in these areas in the current circumstances.”

After much discussion the decision was taken to ask Shiv Charan Mathur to resign. This was unprecedented. He was so shocked that he had a heart attack, but soon recovered.

Raja Man was not a rich man.

Government of Rajasthan cleared his bills. Rajiv sent Rs 50,000 from the Government of India. I requested the PM to give Man Singh’s daughter, Deepa the Assembly ticket for Deeg to succeed her murdered father. Several senior Congressmen from Rajasthan were opposed to this. Rajiv Gandhi overruled them. I also proposed to Rajiv that we should request the other parties not to put up a candidate against Deepa. He asked me to contact the leaders who all agreed not to put up any candidate against Deepa.

Earlier this week, after 38 years, Mathura judge Sadhna Rani sentenced 11 policemen to life imprisonment. Four had already died. Here is a dismal example of the leisurely function of our judiciary.

He, along with his MLA sat in “dharna” in the lawn of Raj Bhawan, to protest against the decision fo the Governor for not calling a meeting of the Rajasthan Assembly. The Chief Minister was right to ask for the Assembly’s meeting.

But the method he employed was unseemly, wrong, and set a bad precedent? Incidentally, who is running the Rajasthan government at the moment?

Country forever grateful to Kargil martyrs: Kovind New Delhi: The country is forever grateful to soldiers who laid down their lives during the Kargil war to defend ‘Bharat Mata’, President Ram Nath Kovind said.Taking to Twitter to pay tributes to the slain soldiers on the 21st anniversary of India’s victory over Pakistan in the war, he said ‘Kargil Vijay Diwas’ is a symbol of fearless determination and exceptional valour of our armed forces.

On July 26, 1999, the Indian Army had announced the successful culmination of “Operation Vijay”, declaring victory after the nearly three-month-long battles in the icy heights of Kargil.

“Kargil Vijay Diwas is symbol of fearless determination and exceptional valour of our armed forces. I salute the soldiers who fought the enemy and laid down their life to defend Bharat Mata.

Human trials: First part of Phase one encouraging

Rohtak: Even as Phase I human trials of Bharat Biotech’s Covaxin, India’s first indigenous Covid-19 vaccine candidate, are on at most of the 12 sites selected by ICMR across the country, the PostGraduate Institute (PGI) of Medical Sciences, Rohtak, has claimed “encouraging” results from first part of the tests.

Earlier this week, AIIMS, Delhi, administered the first dose of Covaxin to a 30-year-old man. According to CTRI, the Covaxin phase I and II trials are expected to take one year and three months.

Developed by Hyderabad-based Bharat Biotech in collaboration with ICMR & NIV, Covaxin got the nod for human clinical trials from the DCGI last month.

India’s COVID-19 tally climbs to 13,85,522 New Delhi: With 48,661 people testing positive for coronavirus infection in a day, India’s COVID-19 tally climbed to 13,85,522 on Sunday, while the recoveries mounted to 8,85,576, according to the Union Health Ministry data.

The COVID-19 death toll in the country rose to 32,063 with 705 fatalities being recorded in a day, the data updated at 8 am showed.

There are 4,67,882 active cases of coronavirus infection presently in the country.Thus, around 63.92 per cent people have recovered so far.

The total number of confirmed cases includes foreigners.

This is the fourth consecutive day when COVID-19 cases have increased by more than 45,000. The number of tests for detection of COVID-19 has crossed the 16-million mark in the country.

A global webisode was organised on ‘Digitally Transforming the Future of Global Public Health’ by Poornima University, Jodhpur School of Public Health (JSPH), and IndicChain on Sunday, where Health experts from India and abroad discussed the importance of artificial intelligence in the healthcare system.
