New Delhi: The armed forces deployed along the 3,500-km de-facto border with China have been given “full freedom” to give a “befitting” response to any Chinese misadventure, government sources said after Defence Minister Rajnath Singh reviewed the situation in eastern Ladakh at a meeting with top military brass on Sunday.

The meeting was attended by Chief of Defence Staff Gen Bipin Rawat, Army Chief Gen MM Naravane, Navy Chief Admiral Karambir Singh and Air Chief Marshal RKS Bhadauria.

India has already mobilised fighter jets and sent thousands of additional Army troops to forward locations along the border with China after 20 Indian Army personnel were killed in a brutal attack by Chinese troops in eastern Ladakh’s Galwan Valley on June 15.

Srinagar: Four militants, including a Pakistani national, were killed in two separate encounters in Jammu and Kashmir’s Srinagar and Kulgam districts during the past 24 hours, a senior police official said on Sunday.

Among the slain militants was Shakoor Farooq Langoo who, according to police records, was involved in the killing of two BSF personnel in Soura area on May 20 this year.

An AK rifle snatched from one of the BSF jawans was recovered from the site of the encounter.

Corona: India’s tally crosses 4 lakh-mark New Delhi: With the highest single-day increase of 15,413 COVID-19 cases reported in the last 24 hours, India’s coronavirus count stood at 4,22,603 on Sunday, said the Union Health and Family Welfare Ministry, while with 2,27,755 COVID-19 patients cured so far, the

recovery rate has further improved to 55.49 per cent among patients.

Presently, there are 1,69,451 active cases and all are under active medical supervision.

The death toll has gone up to 13,509 in the country with 306 persons succumbing to the lethal infection.

CM said the aim of the campaign is to increase the recovery rate faster and decrease the

mortality rate so that it ultimately turns zero.

It is noteworthy that Rajasthan is the first state in the country to launch such an awareness campaign, already having immense success in containing the virus infection so far.

CM Gehlot seems to have launched the campaign when he believed that the state health and administrative machinery had started getting complacent due its success so far.

Monsoon may become active in Raj from today, says MeT

The MeT Department issued alert of heavy rains in nine districts of the state in next two days Jaipur: Monsoon may become active in Rajasthan from Monday.

On June 24 and 25, it is expected to enter Rajasthan through UP and Madhya Pradesh via Hadoti. Earlier, since Friday night premonsoon activities were reported from Hadauti region.

Light to moderate rainfall was recorded in some parts of eastern Rajasthan during the past 24 hours, the Meteorological department said on Sunday.

MeT said Manoharthana of Jhalawar received 16 mm rainfall, Behror in Alwar (13 mm) and 9 mm each in Lalsot, Mandana, Tijara, Srimadhopur and Sikar. From Sunday morning to evening,

Churu and Kota recorded 5.8 mm and 1.3 mm rainfall respectively, the MeT department added.

Meanwhile, the day temperature at most places in the state dropped by one to two degrees Celsius as compared to Saturday, the meteorological depart-

ment said. The highest day temperature in the state was recorded in Sri Ganganagar at 41.9 degree Celsius, followed by 41 degrees Celsius in Bikaner, it said.

Churu, Kota, Jaipur and Jaisalmer recorded their respective highs at 40, 39.9, 39.8 and 39.5 degrees Celsius, the MeT department said.

The maximum temperature in Barmer was 39 degrees Celsius, Ajmer and Jodhpur (38 degrees Celsius each) and 34.6 degrees Celsius in Dabok, it said. It was a pre-monsoon rain. An alert has thus been issued for the same.

They both had returned home after watering the crops. The family members rushed them to Yagyanarayan Hospital, where they were declared dead by the doctors. The dead bodies have been kept in the mortuary of the hospital and Narena police are investigating the matter.

by SIT on charge of providing fake degrees.

Himachal Pradesh SIT caught him outside Shimla court. He also operated Manav Bharti University in Solan.

regarding the same.

Rana opened a university to increase business. Thousands of fake degrees were distributed on a hefty amount. A camera caught the crime in action.

Salasar temple to stay shut till July 31 Jaipur: The famous Salasar temple in Churu will not open for devotees before July 31 in view of coronavirus pandemic, according to temple management.

The management has taken the decision keeping in mind the safety of devotees, temple priest Mangilal said.

He said the decision was taken at a meeting

held under the chairmanship of the Churu District Collector.

Earlier this month, state government had formed a committee under district collectors to discuss whether religious places can be opened after June 30.

The accused Hali, used to work at Sharma’s home, thus, was well aware of the household situation of Sharma. He knew that the

deceased’s son had died a few years ago and the daughter-in-law was having a dispute with Sharma regarding the property.

Taking advantage of the situation, the accused killed Sharma, but he could not successfully execute the loot, as the Sharma used to keep all his money in the bank account and had only Rs 4,000 cash at home.

GOVT GRANTS EMERGENCY FUNDS TO ARMED FORCES

A

fter the stand-off in Galwan valley of eastern Ladakh which ended in bloody clashes on June 15, the defence forces are said to have started preparing an inventory of weapons which they are either short of or would need in warfare. The cost of the weapons should not exceed more than Rs 500 crore.

To facilitate this, the Central government has granted emergency financial powers to the three forces.

According to a report “…the defence forces in consultation with the Department of Military Affairs go in for buying any weapon which they feel would be required for war fighting or are short of in their inventory”.

The report said that the three forces have started preparing a list of equipment and weapons that are required so that with timely purchases they remain battle ready in an eventuality.

The state-owned ordnance factories have disappointed both in terms of quality and quantity with their products. Zittara assault rifle which an ordnance factory produced in arrangement with Israeli Weapons Industry (IWI) was rejected by the army. Subsequently IWI tied up with Punj Lloyd and the rifle met the army’s approval. With the 2016 Arms Act the private sector can be involved in weapons production and it is now for the three services to decide whether they want to buy the weapons from a foreign or domestic manufacturer.

In the meanwhile Defence Minister Rajnath Singh met the military top brass on Sunday to take stock of the situation in Ladakh in the aftermath of the Galwan valley clash over a Chinese observation post built on the Indian side of the LAC. Initially the Chinese removed the post but put it back again which reportedly led to three brawls in which 20 Indian soldiers and an unspecified number of Chinese were killed.

Singh told the military brass to maintain a strict vigil on Chinese activities on the ground, in strategic sea lanes and in airspace. India has already ramped up its defences along the over 3000 km border with China. The forces have been told to discard the practice of not using firearms in the event of face-offs.

While the government tries to come to grips with the LAC situation, its political fallout has led to a bitter war of words between the BJP and the Congress, which continues to pose questions. kash Singh Rathore’s “Ambedkar’s Preamble: A Secret History of the Constitution of India” offers a very interesting insight into the making of the Preamble to our Constitution. Though in the strictest sense, the Preamble is not part of the Constitution, and is not enforceable, it sets the context of what the Constitution contains. Rathore argues that the key terms and words used in the Preamble have the definitive stamp of Ambedkar, especially when we closely analyse how it is different from the Objectives Resolution of Nehru and the several other drafts for the Preamble which were under consideration.

Rathore also explains that a Preamble has three parts: the Declaratory Part, the Descriptive part and the Objectives part. The Declaratory part in our Preamble is “ WE THE PEOPLE OF INDIA’ … and ‘IN OUR CONSTITUENT ASSEMBLY, this twenty sixth day of November, 1949, do HEREBY ADOPT, ENACT AND GIVE TO OURSELVES THIS CONSTITUTION”. The Objectives part of the original Preamble to the Constitution reads ‘having solemnly resolved to constitute India into a SOVEREIGN DEMOCRATIC REPUBLIC’. Then there is the descriptive part which explains how the aims and objectives are to be achieved, and it says ‘to secure to all its citizens, JUSTICE, social, economic and political, LIBERTY of thought, expression, belief, faith and worship, EQUALITY of status and of opportunity; and to promote among them all, FRATERNITY assuring the dignity of the individual and the unity of the Nation.’

It has been rightly proposed by scholars that countless enlightened ideas may be drawn from old precepts of previous civilizations, especially from ancient India.

More than that, knowledge may also, in today’s context, be derived from the traditional individual whose old commitment, eternal in every sense, would help us to maintain the delicate order so essential to preserve Mother Earth in a hospitable, habitable state.

This brings us, inevitably, to the two faces of science. One view of science is as a tool for progress, prosperity and happiness of our race. The other curses it for creating a world of materialistic chutzpah, not to speak of violence and de

struction, including the COVID-19 tornado (a labgrown organism, as some conspiracy theorists believe it to be), that has rattled our planet. Call it science’s double-edged sword, thanks to its overwhelming, cascading effect on our environment, ecology and values, besides health and wellness, down the ages.

The impact of science on our society any which way you look at it is significant and total. Besides, the sway of technological authority, through such means as nuclear power and automation, is direct and immediate. You may call it the technological spell that casts its perpetual effects in the application of knowledge for practical purposes.

While the role of the scientist has been central to technological development, the important advances of today, ranging from nuclear reactors, computers, space programs, lasers and the silicon chip, have come about because of science’s intimate involvement — and the collaborative efforts of scientists — with technology.

The Transformation While science has changed from the realms of pure speculation and influence of the past to a unique mode of approaching knowledge, the scientific method, unlike before, has been broadly based on the interplay of sizzling new ideas and facts. Isaac Newton’s concepts of force and motion led us to understand the behavior of machines and planetary movements.

Einstein’s theory of relativity, likewise, suggested not only the nuclear processes which keep the sun shining, but it also delved into the frills of atomic reactors that now drive ships. Interestingly, when the word “science” first emerged in English writings, it was accepted as the personal knowledge of a scholar and did not mean the theoretical framework of a previous student of the subject.

How things have changed. In the path-breaking triumphs of technology since the 19th century, applied science has increasingly depended upon the fundamental knowledge provided by its theoretical and academic contemporaries.

When James Watt, an instrument-maker, invented his model of the steam engine — based on Robert Boyle’s principle that steam could be used to move a piston — he was guided by the work of Joseph Black, a university professor in latent and specific heat. In the same way, ideas about electromagnetism were applied by Samuel Morse to produce the telegraph, the telephone by Alexander Graham Bell, and the electric light, phonograph and cinema by Edison.

For most Congressmen, Swaraj and Freedom were two sides of the same coin. The Gandhian concept of Swaraj, with all its emphasis and focus on the Panchayati Raj was opposed both by Nehru and Ambedkar. In his later life, Ambedkar invoked this Liberty to make a conscious decision to convert, and posit Buddhism as the Dalit Swaraj.

We now come to Equality.

Ambedkar felt that caste and gender were the two main institutional roadblocks to equality.

This explains the Hindu Code Bill, one of the most progressive legislations of free India which gave rights of inheritance and property to women.

He felt it was ‘a vital step in the introduction of true democracy in India, and would remove the practices and logic that underpinned the caste system’. In fact, this was perhaps the right time for the passage of a Universal Civil Code for all Indians.

But India was not yet ready for equality, for when Nehru withdrew his support for the Bill, Ambedkar resigned as the Law Minister. It took another five years for the Hindu Code Bill and the Untouchability Abolition Act to be enacted.

With regard to Fraternity, his concept was more inclusive than the French conception.

Ambedkar wrote : what sustains equality and liberty is fellow feeling , what the French Revolutionists called fraternity.

(But) the word fraternity is not an adequate expression. The proper term is what the Buddha called Maitree ...’ This was so important for fraternity was not just an end in itself – it had to ensure dignity – the dignity that was denied to him not just by caste Hindus, but also by Parsis, Christians and Mohammedans Waiting for a Visa), and finally ‘unity’ of the Nation. The reference to unity was so significant in the aftermath of the Partition, and the demand for linguistic states. This also goes on to show that at the time the Preamble was written, the ‘unity of the nation’ had to be reinforced by the Constituent Assembly.

OP Gupta, the senior engineer of Nehru Planetarium in Delhi, told ANI, “The eclipse will be around 93-94 per cent visible in Delhi.

While it is partially visible in other parts of the country, its maximum visibility will be seen in Dehradun, Joshimath, Kurukshetra and Sirsa.” “In Kerala, it is a partial solar eclipse,” said Shyam SS, Scientific Officer at Priyadarshini Plane-

SC to hear modification petitions today

New Delhi: The Supreme Court will hear today four petitions seeking modification of its earlier order of June 18, which had stayed the ‘Rath Yatra’ in Puri and all other places in Odisha keeping in view the spread of COVID-19 pandemic.

The Supreme Court’s single-judge bench comprising Justice S Ravindra Bhat will hear the matter in chamber hearing at 11 am tomorrow.

The Puri seer’s statement comes after Gajapati Maharaja Dibyasingha Deb and servitors sought Odisha Chief Minister Naveen Patnaik’s intervention for rushing an application for modification of the Supreme Court’s June 18 order that put a stay on Lord Jagannath’s Rath Yatra on June 23.

Delhi govt issues revised order on home isolation New Delhi: The Delhi government has issued a revised order stating that the novel Coronavirus patients who do not have comorbidities or require hospitalisation could opt for home isolation following withdrawal of the decision on fiveday mandatory institutional quarantine.

“All individuals who are positive will be referred to the COVID care centres for assessment of

clinical conditions, severity of illness and presence of co-morbidities,” it said in an order on Saturday.

An assessment will also be done to check whether adequate facilities like minimum two rooms and a separate toilet exist so that the family members and neighbours are protected and a cluster of cases does not develop in that locality.
