THE HARBINGER OF A GENERATIONAL CHANGE! I

t was on this day—77 years back, August 20,1944—that Rajiv Gandhi was born. At 40 he became the youngest Prime Minister of India following the dastardly assassination of Indira Gandhi on October 31 1984. Shortly after he led the Congress party to its biggest ever electoral victory, winning 400 plus seats in the Lok Sabha. From his childhood, Rajiv had witnessed a nation in strife which was trying to secure its place on the global canvas. A young nation which was trying to carve its twin destiny along the path of democracy and development. It was not an easy task coming on the back of centuries of colonial rule and oppression. But we were fortunate to have leaders who were far sighted as well as statesman like. Rajiv Gandhi combined the best of tradition and modernity. His charismatic and compelling persona made Indians believe in the future as he talked about leading the country into the 21st century. And he walked the talk as he laid the foundations of a 21st century India and ushered in a computer and telecom revolution in the country. He dared to dream and like a true leader inspired a billion Indians to chase that dream. Rajiv Gandhi grew up in a political family and even though he chose a career in aviation, he was always exposed to the hurly burly of real politik. The untimely and sudden death of his brother Sanjay Gandhi brought him into active politics. Rajiv Gandhi brought with him a certain innocence and a no nonsense approach to public life and soon won the hearts and minds of fellow Indians with his sincerity and fervent efforts to take India forward and make us a vibrant and modern nation. He exuded a youthful charm and his positive energy was infectious. Although he was active in politics for only a decade, yet he left in indelible mark not just on the politics of the nation, but on its people too. It may never be known fully what he could have achieved, but it is surely known that he inspired a whole generation of Indians to achieve their goals, against all odds.

Had he been alive today, we would have thanked him and said, Happy Birthday Rajiv ji!

NRA GETS CABINET’S NOD

T

o save job seekers from the inconvenience of filling up separate application forms for multiple government and public sector undertaking jobs, the government announced setting up of a National Recruitment Agency (NRA). It will save nearly 2.5 million job-seekers’ time and expenses on forms and travel and worrying about dates. They will now have to appear for a Common Eligibility Test (CET).

The CET scores will be valid for three years so that they don’t have to appear for the test every year.

Initially, recruitment tests for railways, banks, and subordinate selection commission examinations (SSC) will be brought under the CET. Nearly three crores apply every year for about 1.25 crore Group B and C vacancies in railways, banks, and SSC. This is obviously good news for the young unemployed but the problem of unemployment may not be alleviated because the process to privatise public sector banks and a large section of the railways has already been initiated. Some PSUs are also slotted for sale. Instead of recruitment, railway and other employees fear retrenchment by the new owners.

As it is data released by the prestigious Centre for Monitoring Indian Economy has dismal news to offer: 1.8 crore salaried employees lost their jobs after the pandemic forced the closure of businesses and firms. Of these, 50 lakh jobs were lost in the month of July alone. Forecasts about the economy also are not very encouraging as the pandemic situation seems to be getting worse in the country.

The only hope lies in the creation of new jobs under the prime minister’s “Aatmnirbhar” campaign.

CBI TO PROBE SUSHANT CASE

fter weeks of media trial and demand for an investigation by the Central Bureau of Investigation, the Supreme Court’s order on Wednesday came as some consolation to the family of Sushant Singh Rajput, the Chhichhore actor whose alleged suicide has caused an avalanche of emotions. From cine actors to SSR’s fans and family all were of the view that the Mumbai police’s probe was heading nowhere. The Mumbai police described the Sushan’t alleged suicide as “an actor passed away on June 14” but did not register an FIR in the case. It is stated to have recorded the statements of 56 people which, as per Bihar police, have no legal sanctity in the absence of an FIR. The manner in which it stonewalled all attempts to ensure a fair inquiry created further suspicion about its role in the episode. They quarantined an officer from Bihar police as soon as he landed in Mumbai and refused to extend any help and also blocked the ED’s repeated requests for Sushant’s phone. While justifying Bihar govt’s recommendation for the CBI probe, a single-judge bench of Justice Hrishikesh Roy ordered Mumbai police to hand over all evidence collected so far to the central agency.

The Uddhav Thackeray govt and the Mumbai police are not pleased with the order and may challenge it before a larger bench. Shiv Sena saw the SC ruling as a “conspiracy against city police”. The argument is difficult to accept but its charge that the Centre’s move is aimed at pleasing Bihar voters may hold.

Who knows, it can even be against the Maha govt.

This is a post-truth world. If the main parties in India accuse Facebook, surely it is an important thing to examine.

The repercussions are very grave.

Our society is indeed polarised. There is hardly any middle ground. But, this is endemic and unique to the human species. Nature itself has no polarity. It has predator and prey but even they comprise parts of one organic ecosystem. What is unique about human society is that we are in a position to form opinion and proselytise it.

The work of physicist Albert-Laszlo Barabasi is about networks - metabolic and genetic networks, social networks, internet networks, and ecological systems as a web of interdependent species. By investigating the topology of the World Wide Web, Internet, cellular and social networks, he has discovered that networks follow a common blueprint, having scale-free characteristics. To that extent, Facebook and others are being accused of using a scale to artificially prompt a false sense of reality.

The presumed eventual ‘near monopoly’ of WhatsAppFacebook -Instagram is a concern for many. Yet, it’s very hard to break these companies on the basis of old industrial anti-trust benchmarks. The Guardian’s US correspondent Ganesh Sitaraman wrote this about the book ‘Zucked: Waking up to the Facebook Catastrophe’ by Roger McNamee.

“An early investor in Facebook and an advisor to Mark Zuckerberg and Sheryl Sandberg, McNamee’s central argument is that Facebook is a threat to the economy, public health, and democracy. It is being used to stoke confusion and division. The economic critique rests on the problems of monopoly capitalism, including, for example, Facebook’s ability to buy up potential rivals like Instagram and WhatsApp before they might have had a chance to challenge its dominance. Democracy cannot survive without debate and deliberation. But NewsFeed pushes us into bubbles, so we increasingly are cut off from different opinions. And that is in addition to the trolls and bots, fake pages and groups, misinformation and outright lies.”

Building digital ID systems to maximise privacy

OVID-19 has tested the ability of governments to deliver financial and other forms of support to vulnerable people. Although 200 countries and territories have planned or implemented social-protection measures in response to the pandemic, many governments have struggled to identify informal workers who are not covered by existing welfare programs or social-security schemes for formal-sector employees.

Social-distancing rules and quarantines have made it even more challenging to help those in need.

But in some countries, digital ID systems have enabled the authorities to identify populations reliably and remotely, and to make emergency cash transfers to vulnerable

groups – such as women and girls, the poor, informal and migrant workers, people living in remote areas, and refugees.

For example, a digital ID system allowed Chile rapidly to pre-enroll millions of new beneficiaries in social programs and enabled people to check and, if necessary, appeal their support status online. In Thailand, where more than 28 million people applied for a new benefit for informal workers affected by the pandemic, the government was able to filter out those who would receive assistance from other schemes.

And the Indian authorities recently were able to make quick payments under a financial-inclusion program to more than 200 million women as a result of improved processes that included linking an individual’s account to their

digital ID. But digital ID systems alone are not a silver bullet for reaching vulnerable groups. Above all, such schemes require affordable access to digital infrastructure. Where this exists, a digital ID provides a foundation upon which other important applications and systems can be built.

Because digital ID systems allow people to make remote transactions, they can also enable digital payments (through cashless transactions) and improved data governance (by enabling paperless transactions while preserving privacy).

Digital ID, digital payments, and data govern-

ance are each important individually.

Together, they add up to a powerful public good. This combination is as crucial to today’s economies as roads and railways were to those of the twentieth century. For example, countries such as Estonia and Singapore have advanced digital ecosystems that allow people to access government and business services entirely online, thus partly mitigating the economic disruption caused by COVID-19.

As digitalization advances, attitudes toward data protection are undergoing a profound shift. High-profile data breaches and misuses are rightly making people more aware of threats to their privacy.

New norms and regulations are giving citizens greater agency over their personal data, and new decentralized online models

aim to shift power from third parties to users. Poorly planned digital ID systems can create or exacerbate risks to personal data, but with careful design, systems can promote responsible use and re-use of data by enabling people to exercise control.

Digital ID systems must also be designed with inclusion and trust in mind.

Inclusion means not only ensuring that all can register, but also that everyone can use their digital IDs to receive assistance and empower themselves economically – including those with low literacy and limited access to technology.

And it is crucial that people have confidence in the integrity of the system, including its ability to preserve privacy and individual rights.

This includes the government of the United States of America. This is the grid on which surveillance capitalism operates.

James Lovelock - the scientist who developed the “Gaia Theory” about Earth’s life and clima te and who turned 100 this year - along with Bryan Appleyard has written ‘Novacene: The Coming Age of Hyperintelligence’ a brief but thought-provoking book that predicts that cyborgs may eventually, evolve to supplant carbon-based humankind.

If you don’t like that eventuality, take charge and hold your social networks accountable for a start.

National Recruitment Agency gets nod, one CET soon for govt jobs Will streamline recruitment process; CET to help find jobs easily New Delhi: In a significant reform in the recruitment process for central government jobs, the Union Cabinet on Wednesday approved setting up of National Recruitment Agency to conduct Common Eligibility Test.

NRA, a multi-agency body, will encompass the first-level test by the Staff Selection Commission (SSC), the Railway Recruitment Boards (RRBs) and the Institute of Banking Service Personnel (IBPS). Addressing a press conference here, Union Minister Jitendra Singh said it is one of the most landmark reforms in independent India.

Centre orders withdrawal of 10,000 troops from J-K New Delhi: The Centre on Wednesday ordered “immediate” withdrawal of about 10,000 paramilitary personnel from the Union Territory of Jammu and Kashmir, officials said.

This is the biggest deinduction of these forces after additional troops were rushed to the UT post the abrogation of the Article 370 of the Constitution that gave the erstwhile state a unique status.

They said the decision was taken after the Ministry of Home Affairs reviewed the deployment of the Central Armed Police Forces (CAPFs) in the union territory (UT). The Home Ministry had last withdrawn 10 CAPF companies from the UT in May, while 72 such units were taken out in December last year.

New Delhi: “According approval” to the ongoing CBI probe into the FIR against actress Rhea Chakraborty in connection with the “unnatural death” of talented actor Sushant Singh Rajput, the Supreme Court said on Wednesday that any other case lodged in the matter will be probed by the premier agency itself.

A fair, competent and impartial investigation is the need of the hour, the top court said, holding that the CBI probe is

lawful and the Bihar government was competent to give consent for entrustment of investigation to the CBI .

Putting a quietus to the ongoing high-decibel political statements for and against the CBI probe, the top court held that Patna Police had not committed illegality in lodging an FIR against Chakraborty and six others on the complaint of Rajput’s father, who has accused them of abetting the suicide of the 34-yearold actor.

He said that this is a gift to the public from the government.

The event was to be attended by minister of state for transport Ashok Chandna, but he could not be a part

of the VC. The office has been built by the transport department with a spend of Rs 96 lakh. Transport Commissioner Ravi Jain said that the foundation stone of this office was laid in 2016, but the construction could not be done due to government hindrance.

Facilities like fitness license trials, have also been made available in the office.

Jaipur: Congress leader Sachin Pilot, who was removed as PCC chief and deputy chief minister last month after a rebellion, on Wednesday said that it is for the party leadership to decide who will work in the government and who will work in the party.

The committee was announced last week after a month-long political crisis which started with the rebellion of Pilot and 18 other Congress MLAs against the leadership of Chief Minister Ashok Gehlot.

“The works should be done in coordination between the party and the government. The party president, general secretary incharge, and members of the committee will hold discussions. The party makes the final decision of who will work in the government and who will work in the party organisation,” he said, adding, that all issues will be discussed by the committee.

First India Bureau Jaipur: More than a year’s time has passed but the renovated building of Sindhi camp is still waiting for inauguration.

Nearly, 90 percent of the construction work has been completed and it is ready for operations of buses but despite 15 months, the building is waiting for inauguration due to administrative and political hurdles.

The new building is capable of handling more passengers, buses and facilities for twowheeler and car park-

ing as well as shopping area and eateries.

178 bus parking bays have been created in the building’s ground floor.

Basement has the capacity of 70 car parking and 700 two wheelers. On the first floor, 18 shops have been constructed where the passengers can do shopping.

Second floor is for hotels and restaurants so that the passengers can stay or have food.

Only deluxe and super luxury buses will be operated from this new building for destinations like Delhi, Lucknow, Udaipur, Ahmedabad, Shimla, Mount Abu and Jodh-

pur. Currently, 80 buses are being operated from the deluxe depot.

Chief minister Ashok Gehlot had laid the foundation stone for the renovation work in his earlier tenure in September 2013. It was a three-storey project of Rs. 50 crore.

Former BJP government led by Vasundhara Raje increased its budget from Rs. 50 crore to 110 crore along with the number of floors. She also released a grant of Rs. 30 crore in the fourth year of tenure and the construction is over.

The works broadly include the renovation of the historical gates of the city, along with new trenching ground, expansion of Nagaji Bagh, plantation on Abhay Command Centre-Dadabari Road and development works of Dussehra ground part-2 project.

Dhariwal toured the city and reviewed the massive projects of development in various areas of the city.

He expressed satisfaction over the speed of these developments and asked contractors, engineers to expedite the work. He said that the pace of works in Kota laid back due to Covid-19.

There has been a rising clamour for CBI probe to unravel the mystery surrounding Rajput’s death. Rajput was found hanging from the ceiling of his apartment in suburban Bandra in Mumbai on June 14 and since then Mumbai Police has been probing the case keeping in mind various angles.

A bench of Justice Hrishikesh Roy noted in his 35-page verdict that as both Bihar and Maharashtra are making acrimonious allegations of political interference against each other , the legitimacy of probe has come under a cloud and in such a situation there is a reasonable apprehension of truth being a casualty and justice becoming a victim.

Therefore, while according approval for the ongoing CBI investigation, if any other case is registered on the death of the actor Sushant Singh Rajput and the surrounding circumstances of his unnatural death, the CBI is directed to investigate the new case as well. It is ordered accordingly, the bench said, while invoking the plenary power under Article 142 of the Constitution.

When integrity and credibility of investigation is discernible, the trust, faith and confidence of common man in judicial process will resonate, it said.

by Article 142 of the Constitution. As a Court exercising lawful jurisdiction for the

assigned roster, no impediment is seen for exercise of plenary power in the present matter, the bench said.

Such comments, responsible or otherwise, have led to speculative public discourse which have hogged media limelight. These developments unfortunately have the propensity to delay and misdirect the investigation, it said. It held that inquiry conducted under Section 174 of CrPC, which deals with inquiry to find out apparent cause of unnatural death, by Mumbai Police is limited for a definite purpose but is not an investigation of a crime under section 157 of the CrPC. The expected outcome then would be, a measure of justice for the complainant, who lost his only son, it said.

The bench said for Chakraborty too, it would be the desired justice as she herself called for a CBI investigation.

It said considering the apprehension voiced by stakeholders of unfair investigation, the court must strive to ensure that search for the truth is undertaken

by an independent agency, not controlled by either of the two state governments.

Most importantly, the credibility of the investigation and the investigating authority, must be protected, it said.

Maken, who will be making his first visit as Incharge, is scheduled to reach the state capital on the last day of the assembly and Chief Minister Ashok Gehlot has thrown a dinner to welcome Maken and to informally introduce him to the MLAs and ministers.

It is believed that the new state incharge could then hold tours of the desert state till division level to hold talks and gather feed-

back from party workers and PCC Chief Govind Singh Dotasara could accompany him. Maken will also hold detailed talks with Gehlot after his tour of Rajasthan and brainstorm on how to better the coordination between organisation and government.

Once this is achieved, he will return to Delhi and give his feedback and suggestions before the three member committee and it is believed that only after this will the cabinet expansion and political appointments will take place.

Notably, it is believed that the reshuffle will be finalised as per the caste and regional equations. Striking a balance between both the groups will be an important and crucial factor in the cabinet reshuffle and appointments.

Knowledgeable sources claim that since the appointments have been delayed, after thorough consultations, a whopping hundred or more party workers could be given ‘reward’ in the political appointments so to keep the morale of the party high.

here are three reasons why Mr. and Mrs. 55 has stayed with me throughout my teenage years till date; firstly I fell in love with my namesake, Madhubala as Anita and the second was straight out of a Mills and Boon story for me- a pretend wedding where Guru Dutt as Preetam the out-of-work cartoonist and Anita the heiress actually fall in love, the kidnapping, the heartbreak before the reunion and the spicy wacky dialogues. Thirdly, was that I really liked the feminist overtones in the first half though that does peter out in the second half, Sita Devi notwithstanding.

As a child, I could not appreciate the fluid camera movements and the brilliant use of light and shade with close-ups perfected by Guru Dutt in his later films like Pyaasa and Kagaz ke Phool. The songs I adored from ‘Udhar tum haseen ho’ to ‘Jaane kahan mera jiga gaya re’ singing them aloud all day long. I found the movie very close to Hollywood movies of the time.

Madhubala is beautiful, reminiscent of Monroe more than ever. R K Laxman’s cartoons were as wonderful, apt and tongue-in-cheek as ever.

The strong characters make an impact, Lalita Pawar, the feminist and Johnny Walker the ‘perfect best friend’ as does the lovely Yasmeen of ‘badi badi ankhiyon se darr gaya re’!

I liked Kumkum too though she

came on too strong as the traditional avatar putting across Guru Dutt’s thought of the growing influence of western culture in India and paying glowing tributes to the traditional Indian values.

Filmfare in its issue of May 27, 1955, said “A thoroughly delightful, honey and cream social comedy. Mr and Mrs 55 is a model of film craft and has gripping interest for every class of cine goer. Its satire of characters we know and its incidents were taken from life are spiced with humour… the dialogue, well-written, tense and witty, enhances the appeal of this true-to-life and thought-provoking entertainer.”

My favourite scene remains the climax at the airport where the ‘married couple’ reunites while the ‘rights over my wife’ and another overtly ‘role of a woman’ dialogues in the latter half are even more jarring to me today than they were on my first watch!

Taking to Instagram, she posted three pictures from the make-up removal procedure for the film and penned down a caption explaining the same. “Getting ‘into’ the skin of a character is passe, let’s talk about how was it getting ‘out’ of the skin of #PrakashiTomar,” she wrote.
