PM praises Centre, Delhi govt in containing COVID situation

PM NARENDRA MODI REVIEWED THE CONTAINMENT EFFORTS IN VARIOUS STATES OF THE COUNTRY AND PASSED SOME KEY INSTRUCTIONS TO IMPROVE THE SITUATION

New Delhi: Prime Minister Narendra Modi on Saturday appreciated the efforts of the Centre, state and local authorities in containing the COVID-19 situation in Delhi and directed that similar approach be replicated in checking the pandemic in the entire NCR area.

Modi also directed that real-time national level monitoring and guidance should be provided to all affected states and places with high test positivity rate.

He made these remarks at a meeting to take stock of the COVID-19 situation in various parts of the country and the preparedness of various states, a statement from the Prime Minister's Office said. The prime minister reiterated the need to observe personal hygiene and social discipline in public places.

Modi said the awareness about the pandemic should be disseminated widely and a continuous emphasis on preventing the spread of the infection should be laid.

He said there is no room for any complacency in this regard, according to the statement.

"The prime minister appreciated the concerted efforts of the Centre, state and local authorities in containing the pandemic situation in Delhi," the statement said. "He further directed that a similar approach should be adopted with other state governments in containing the COVID-19 pandemic in the entire NCR area," it said.

Should follow ‘hum do humare ek’: Health Min Kashiram Chaudhary Jaipur: Health Minister Dr Raghu Sharma has strongly advocated one child policy. Addressing a programme by the health department on the World Population Day, he said that earlier the slogan was “Hum do Hamare do” should now be changed to “Hum do Hamare ek”.

The health minister lamented that growing population has overshadowed progress made by the country.

“Development is not visible because of population growth. If it continues to grow like this then life will be tough for future generation. We won’t be able to leave any resources for them,” he said while blaming rising population for food, drinking water and housing shortage.

According to him,

Rajasthan’s fertility rate of 2.5 is higher than the national average of 2.2. People should be aware of need to control population.

World Population Day started in 1989.

The health department had organised this programme to reward districts who have done exceptionally well in population control. Jhalawar received firs prize of Rs 15 lakh, Ajmer was second and Bhilwara came third. Fourth, fifth and sixth place went to Hanuman-

garh, Ganganagar and Kota, respectively.

Panchayat samitis and panchayats also received reward. However, during the programme, the Sharma expressed annoyance over presence of husbands instead of women sarpanches. He asked why the sarpanches were not present in the programme.

He congratulated health officials for population control efforts.

The health department has also launched fortnight campaign for population stagnation.

During the programme, Dr Sharma also spoke about government efforts to deal with corona problem.

He said that cases have been increasing and COVID 19 continues to pose challenge as daily 500 to 700 patients are detected. Though, he cited more tests as the reason for it.

been asked to identify cases in which court had given ruling or stay that might affect revenue of the state government. Also, select cases where high court’s stay order has affected promotion of officials and employees. Land acquisition matters, which have been affecting state level projects, should also be shortlisted.

The departments have been asked point wise detail of these mater, which will be compiled by planning department to submit to the CS and the CM.

AMERICA’S LONG OVERDUE AWAKENING ON SYSTEMIC RACISM

ovid-19 cases are rising rapidly, touching a new high every day. In early March, India was reporting two to three cases daily. Three months later 27,114 cases were registered in 24 hours, the highest daily spike yet, pushing the total beyond 8 lakh. The only consolation is the recovery of 516,338 patients.

The other reason for optimism is 22,153 deaths in India are the lowest among countries like the US, Brazil, the UK, Italy, and Spain.

The gravity of the situation led Prime Minister Narendra Modi to chair a high-level review meeting attended by Home Minister Amit Shah, Health Minister Harsh Vardhan, and others. Preparedness of every state, many of whom are re-imposing lockdowns and the overall situation in the country was taken stock of. Modi stressed on “continued emphasis on preventing the spread of infection”. He specially mentioned Delhi where Centre, State, and local authorities came together to contain the pandemic. Without mentioning Uttar Pradesh and Haryana, Modi wanted “other states” to adopt a similar approach to contain the pandemic in the entire NCR region.

When it comes to preventing the virus from spreading, it is Mumbai’s Dharavi slum which stands out. The slum reported a singledigit increase in cases on Tuesday, Wednesday, and Thursday before recording 12 new cases on Friday. At one point Dharavi was being described as a potential Covid-19 bomb.

The WHO president Tedros Adhanom Ghebreyesus cited the slum as an example of how an intense Covid-19 outbreak “can still be brought back under control”.

But Dharavi found no mention in PM’s review meeting because Maharashtra, where Mumbai alone has over 90,000 cases, along with Tamil Nadu and Karnataka are major contributors to India’s growing Covid-19 tally. Uttar Pradesh, Gujarat, and West Bengal are fast catching up. City after city is closing down --- Pune, Chennai, and Bengaluru being some. In UP, where a lockdown is in place for the weekend, is mulling another round of lockdown.

Prime minister’s concerns for breaking the pandemic’s spread can be best understood from what the Reserve Bank of India Governor Shaktikanta Das said that the Covid-19 is the worst health and economic crisis in 100 years “with unprecedented negative consequences for output, jobs, and well-being”. “The pandemic, perhaps,” he said, “represents so far the biggest test of robustness and resilience of our economic and financial system.”

The stark picture painted by Das requires urgent steps else we will soon have an unmanageable crisis. The governments have to scale up testing and not conceal numbers of those infected. Being in denial will only make matters worse. The people have a bigger role to play in breaking the pandemic chain to control the virus. Scores of people who can be seen moving around without masks and flouting social distancing norms don’t realise the hazard they pose.

Rich countries are hoarding drugs in a pandemic

T

he news that the United States has bought the global supply of remdesivir – a drug that can treat Covid-19 – has rightly been criticised as “treatment nationalism”.

But the US is not the only country acting selfishly.

The United Kingdom recently banned the export of dexamethasone – the only drug proven to reduce deaths in people severely ill with Covid-19.

Treatment nationalism is not a new phenomenon.

During the 2009 swine flu pandemic, wealthy countries dominated the procurement of the swine flu vaccine. Developing countries only got access to the vaccine much later on in the pandemic – when the vaccine would have been less effective – and in much smaller doses.

This is poor public health and it is poor multilateralism. It is morally wrong to think that someone has a stronger claim to a vaccine because they live in a rich country.

CAN IT BE PREVENTED? There is a range of measures governments could take to dominate the supply of a drug or vaccine during a pandemic. The first is simple market domination. This is the case with remdesivir and the United States. Because of intellectual property rights, remdesivir can only be manufactured by Gilead, an American company.

And the US has contracted with Gilead to purchase nearly all of its supply. So far, so free market.

However, there are some options to overcome this.

Patents can, and should, be

circumvented during a pandemic. Tools like compulsory licencing can give permission to generic drug manufacturers to make a patented drug. Providing generic manufacturers can access the raw ingredients contained within remdesivir they can easily manufacture and licence a generic version of the drug.

The UK has placed dexamethasone on its export ban list, meaning that any drug wholesaler attempting to export this drug to other countries could lose their licence.

Other options could include government indemnification of drug or vaccine manufacturers for failure to perform contractual obligations, so that even if the

manufacturer has contracted to supply drugs or vaccines to other countries, the government will prevent them from being sued for breach of contract if they fail to fulfil the order.

A more extreme measure would be compulsory requisition of drugs or vaccines that are due to be exported to another country. In the UK, the Civil Contingencies Act 2004 makes provision that a “senior Minister of the Crown” may make emergency regulations, including confiscating private property with or without compensation.

While we have not seen this in a pandemic, there is an established history of private assets and land being seized in an emergency, including in the UK. It hasn’t happened yet, but it could.

Rlys to convert 503 coaches into wards New Delhi: In a bid to provide additional healthcare facilities to Delhi-NCR residents to combat coronavirus, Northern Railways will provide 503 isolation coaches to be used as COVID-19 wards.

These isolation coaches, which will have around 8,048 beds, will be parked at nine different stations of the national capital. “In view of providing additional healthcare facility to people of DelhiNCR, Northern Railways on demand of state govt is providing 503 isolation coaches equivalent to 8,048 beds as #COVID Care Cent-

ers at 9 different stations of Delhi,” Northern Railway said in a statement.

According to the Union Health Ministry, the national capital so far has recorded as many as 10,7051 cases of COVID-19. Out of the total, 21,567 are active cases, 82,226 have been discharged. So far, 3258 have died in the capital due to corona. —ANI

Jaipur: The higher education ministry of the state in its attempt to mitigate the haze regarding the university exams for the last four days has written a letter to central HRD Minister Ramesh Pokhriyal.

Higher education minister Bhanwar Singh Bhati, in this letter, has expressed its inability to conduct the university exams in the state.

Bhati has enumerated eight points in his letter in support of his contention to cancel the exams. Bhati has also pointed out that there are a large number of students enrolled in universities of the state who hail from other states and it will be difficult for them to travel to Rajasthan to write their exams amid corona restrictions.

The letter gives reference to the deliberations held with various stakeholders like students, parents, teachers and health department who have all reached a consensus of not holding the examinations.

Gehlot comes out with all guns blazing against BJP treating politics like ‘bakra mandi’ Yogesh Sharma/ Naresh Sharma Jaipur/New Delhi: Hours after the Special Operations Group (SOG) registered a FIR in connection with MLA ‘poaching’, the politics in Rajasthan snowballed into a major storm as on Saturday, Rajasthan Chief Minister Ashok Gehlot and a number of his MLAs accused the BJP of conspiring to topple the government in the state, a charge which was denied by the opposition party that blamed “infighting” within the ruling Congress for the current situation.

Meanwhile, on Saturday, the SOG issued notices to CM Gehlot and Deputy Chief Minister Sachin Pilot to record their statement in connection with the alleged attempts to topple their government. A similar notice has also been sent to Chief Whip Mahesh Joshi to record his statement.

Moreover, the investigating agency also nabbed two men identified as Ashok Singh and Bharat Malani in the connect. They were sent on two-day remand after being presented before a judge.

The move came after

the SOG on Friday registered an FIR against two people, who have been detained for their alleged involvement in horse trading of Congress MLAs for toppling the Ashok Gehlot government. Sources said that nearly a dozen MLAs and others may also be issued notices soon.

In the afternoon, Gehlot held a press conference and alleged that amid the coronavirus pandemic, BJP leaders have “gone beyond humanity” and are engaged in toppling his government, however, he exuded confidence that the Congress dispensation will complete its five-year term.

“The government in Rajasthan is stable, will remain stable and will last five years,” Gehlot said, and alleged that Leader of Opposition Gulab Chand Kataria, Deputy Leader of Opposition Rajendra Rathore and BJP state president Satish Poonia were executing the agenda of their party’s central leadership. “The BJP has sabotaged governments in several states.

It now wants to play the same game in Rajasthan, that it did in Madhya Pradesh. But

they have been exposed and people will give the BJP a befitting reply at the right time,” he said.

Praising his government’s efforts in combating Corona, Gehlot said, “we tried to take them (BJP) in confidence in fight against Corona, we met them and they kept on passing comments on us but we never took it against us. We wanted to take everyone along in this fight, but they do not get this. I have seen BJP leaders, they were not like this during Vajpayee ji’s time, but from 2014 onwards, they are full of ego. They are trying to murder the democracy. They are engrossed in buying off legislators to bring a government in minority.”

He said that BJP leaders have “crossed the limit of shamelessness” and were doing politics like “bakra-mandi” (goat-market).

AICC General Secretary and Rajasthan Incharge Avinash Pande also hit out at the saffron party and said,

“We’ve witnessed BJP’s conspiracies to dethrone government in MP, Gujarat and Karnataka. Rajasthan Congress MLAs and Independents supporting Congress are being lured in an attempt to destabilise a democratically elected government. Morals and ethics are being distorted to gain power.”

Even Chief Whip Mahesh Joshi accused the Bharatiya Janata Party (BJP) of its alleged involvement in horse-trading of MLAs and added that the “investigation will unearth the truth. BJP is terrified due to investigation, they are involved in horse-trading as seen in Maharashtra, Karnataka, Madhya Pradesh and Gujarat. They tried in Rajasthan too but faced the dust. The investigation will unearth the truth,” he said.

Even as the events unfolded, amid the revived political drama, movement of Congress MLAs started at the Chief Minister’s Residence.

Prior to the Saturday’s ‘upheaval’, on Friday night, over 20 Congress MLAs issued a joint statement alleging that BJP was trying to topple the Congress government in the state by “luring” legislators.

They also alleged that the top leadership of the saffron party was involved in the “conspiracy”, while insisting that no temptation can shake their integrity. Meanwhile, Deputy Chief Whip Mahendra Chaudhary said there is no infighting in the Congress.

“The BJP is behind the conspiracy of toppling the state government and they have been exposed,” he said.

On Saturday however, the BJP rejected the allegations saying whatever is going on with Congress is the result of infighting between the Chief Minister and his deputy.

RAYS “Aasha ki Ek Kiran” was founded in 2010, with a vision of changing the social perspective towards HIV+ people, especially children. “Its constant endeavour is to provide a haven for kids. All the efforts are dedicated to making these kids selfsufficient and self-reliant” said President, Rashmi Kuchhal. Its running two homes in Jaipur for positive kids. Its vision is to work and strive towards an all-inclusive society that does not discriminate against HIV+ people, rather cares for them, tends to them as their own, especially children who are the most vulnerable and are the most deeply affected by this social stigma created and propagated by misinformed few.

“We aim to get these kids into the mainstream and get them accepted in

umerous runners across the world celebrated the Runners’ dayremembering one of the best long-distance runners, Arjun Awardee, and Former Asian Games Gold Medalist, Shivnath Singh on his birth anniversary.

Mukesh Mishra, founder of Runners Day shared that Arjun Awardee, Shivnath Singh was a great Indian runner from Bihar who represented India in the Olympics twice, who always ran barefoot. He made a national record of 2:12 minutes in Marathon which no Indian runner has broken to date. Such great runners have been neglected to date. On the occasion of Runners Day, the country’s runners gave respect to Shiv Nath Singh and raised the demand for well-deserved respect to Shivnath Singh, one of the greatest runners India ever had.

Along with India, more than 20 countries including England, Japan, Argentina, and the USA celebrated the Runners Day by participating and running in a virtual event ‘WORLD

RUN’. Various small virtual runs and events were organised under the main World Run on Saturday. In the event, more than 1000 runners ran in their localities.
