Guwahati: Union Home Minister Amit Shah on Sunday visited the Kamakhya temple in Guwahati and prayed for the country’s progress and prosperity. He was accompanied by Assam Chief Minister Himanta Biswa Sarma. “Worshipped at Maa Kamakhya Devi Temple, Guwahati and prayed to the mother for the progress and prosperity of the country,” Shah tweeted. Sarma also took to Twitter to share the visit. “Along with Sri Shah, we paid our obeisance to Maa and sought her divine grace to keep guiding us in our pursuit of peace, prosperity and progress for all,” he tweeted. The Home Minister is currently on a two-day trip to northeast India. Jaipur: Four of the nine people who were killed in a landslide in Kinnaur district of Himachal Pradesh are from Rajasthan. Of them, three people from the same family of Sikar and one girl is from Jaipur. All four were in a Tempo Traveller when heavy boulders fell on the vehicle near Basteri in Kinnaur. The incident has left Maya Devi Biyani, her son Anurag Biyani, daughter Richa Biyani, all from Sikar, and Deepa Sharma, a resident of Mansarovar in Jaipur, dead. Multiple landslides triggered by recent rains occurred near Basteri on Sangla-Chitkul road at 1.25 pm, resulting in a bridge collapse and damage to some vehicles. A video of a bridge collapse in Basteri has gone viral on social media. In the video, boulders could be seen rolling downhill, causing the bridge to collapse. Chief Minister Ashok Gehlot on Sunday expressed grief over the landslide incident in Himachal Pradesh which has left nine tourists dead.

Udaipur: CGST team has arrested a scrap dealer for evading GST on the basis of fake invoices. The accused dealer Anil Kumar alias Senti, originally from Punjab, used to transport iron scrap by making fake invoices. Team detected GST evasion of Rs 7.97 crore on bills of Rs 44 crore. The accused was heading this business in Raj after arrest of Pawan K Sharma of Punjab in March. He will be produced in Jodhpur court soon.

MINING PANEL RECOVERS 22,680 QUARTZITE TONNES, ` 2 CRORE FINED Jaipur: While tightening the noose on illegal mining in the state, a team of officers conducted a surprise action near the forest area of Todaraisingh of Tonk district and caught 22,680 tonnes of illegal mining and levied a fine of more than Rs 2 crore. The equipment confiscated in the action of the Mines Department is estimated to be worth more than Rs 50 lakh. Under the new strategy, Director Mines KB Pandya constituted three teams of officers from different districts on July 23, and instructed them to report to Jaipur. Without any information the teams were then sent to the location which was to be raided. ACS, Mines, Dr Subodh Agarwal informed that in order to tighten the grip against illegal mining, it was decided to conduct raids by putting together officers of different districts into surprise inspection teams on the lines of revenue departments.

Bikaner: The Bikaner DST team has arrested two youth who robbed a car of inspector Narendra Khichad of Jaipur DST team and shot at constable Munendra Singh, injuring him at Ranoli area of Sikar on July 20 night. The accused Vikram of Punjab and Somraj of Haryana had fled towards Jaisalmer via Bikaner. The policemen were having dinner when the accused snatched the car at gunpoint. When constable Munendra resisted, the accused shot him & he was operated upon at SMS in Jaipur. The car was sighted in a CCTV camera at Lakhasar toll. Later, from here the Bikaner police started the search for both. After searching in every village of Sridungargarh, it was found that the accused people had reached Nachna from where they were held on Sunday morning. The car was also recovered.

Bharatpur: The Bharatpur unit of ACB on Sunday caught red-handed Prempal Singh, an SI of UP police, taking a bribe of Rs 30,000 from the complainant. The accused is posted at Magorra police station in Mathura, UP. DG ACB BL Soni said the complainant had complained that the accused was demanding Rs 1 lakh bribe for not taking action against him and dropping names of other accused in a dowry case filed against him at Magorra police station in Uttar Pradesh.

Under the leadership of DSP, Bharatpur ACB, Parmeshwar Lal a team verified the complaint. Rajveer’s wife Mithilesh had filed a dowry case against him and in-laws to settle which bribe was sought.

45.37 CR VAX DOSES PROVIDED TO STATES, UTS SO FAR New Delhi: More than 45.37 crore COVID-19 vaccine doses have been provided to States and Union territories so far. While as many as 45,37,70,580 vaccine doses have been given to states and UTs through all sources, a further 11,79,010 doses are in the pipeline, said the Union Health Ministry in a release on Sunday. Of this, the total consumption including wastages is 42,08,32,021 doses as per data available at 8 am on Sunday.

He also opens his heart out about the innovations, recent big traps and pressure entailing thereof, in a candid conversation with Rashpal Singh, Editor (News), First India.

part from the political buzz and corona crisis, what is keeping the desert state in the limelight, even during the Covid period, is the Rajasthan Anti Corruption Bureau. With one trap after another, the Bureau has set a record of the sorts not only in number of cases, but also in innovations. One IAS, one IPS, 7 RAS, 4 RPS, and a number of other officials have fallen in the inescapable net of the Bureau. From revamping the helpline to revising the bar of traps and boosting morale of the team, the Bureau is witnessing an image makeover also so that complainants can fearlessly approach it to report the corruption in the system. z ACB has been active in Rajasthan but of late, the number of traps have recorded a sharp rise, even during the corona crisis. What has happened? Has corruption increased or there is change in Bureau’s approach? We have attempted to change the Bureau’s approach from ‘reactive’ to ‘proactive.’ Earlier, there was action whenever a complaint was received or the complainant came. Now, we have attempted to widen the spectrum. We have started proactive efforts to make people aware of ACB and to increase the reach. We have asked all units to approach organisations and associations to make them aware of the existence of the Bureau and not to give hard- earned money to corrupt people. There was a helpline (1064) which was earlier handled by junior rank officers so, complainants hesitated to approach. We gave responsibility of the helpline to an ASP and an inspector rank officer, made it 24X7, and publicised it. Based on a public idea, a WhatsApp helpline 9413502834 was also launched in June 2020 and information flow increased. Later, we started ‘ACB Apke Dwar’ under which complainant is not called to the Bureau office instead, officials visit the complainant so that secrecy is maintained and confidence of complainant is built. Further, we trained the staff wherein we also took help of the CBI officials.

Do political statements create psychic pressure on the Bureau team? It is the duty of the team leader to keep the team motivated and keep insulated from such things. So, I am doing my best on that side. We also have the highest regard for all kinds of organisations and we have no agenda of maligning anyone. Whatever evidence is there, its there. The team is further investigating the case (BVG).

In the BVG corruption matter, many big names cropped up. The opposition leaders cautioned that the ACB officials should stay cautious as time will change and also alleged that the Bureau acted at the behest of the government. Do such things create adverse impact on the Bureau? Actually, whenever we act against corruption, individuals or groups have money power and they make their efforts (to scuttle the probe). But our actions are purely law and evidence based. Like in the BVG action, neither we made the video, nor did we conduct surveillance or tapped phones of anyone. On a news channel, a video was broadcast in full public view wherein, there were talks of money being demanded at the higher level. We got the video clip, got it examined from experts who said it was an unedited video. There was issue of payment of a public service in which a close relative of a public servant (Rajaram Gurjar husband of suspended JMC Greater Mayor Dr Somya) demanded money. The public service provider (BVG company) offered money and active presence of another person (RSS pracharak Nimbaram) was there. Initially, we did not have idea who the third person was. So, on the law point, we are 100% true. Leaders can give any remark and we do not have anything to comment on that. Whatever we do, we are answerable to the court. The court asked us questions and was satisfied with our answers. The case is totally evidence and merit based and it is not a proactive case by the ACB. The video appeared in the public space and it is lawfully necessary to take cognizance of crime that comes in the public domain.

z How is proactive approach different from earlier approach and how has it helped? We create presence of Bureau staff around the most corrupt officials after receiving information from sources. We try to approach victims of corruption and then trap the corrupt and even those, who give bribe. The team is motivated with appreciation, our prosecutors are good, we have support from the government, the Bureau has new staff, and the courts have provided good support as the cases are evidencebased. This not only increased number of cases, but also widened our reach in terms of area across the state and more number of departments. The Bureau has even trapped 27 officers of the Government of India. The bar of traps has also been raised as IAS, IPS, RAS and RPS officials have been

caught. Earlier, focus was only on cash transactions, but now focus is also on other favours. For instance, an RPS (Kailash Bohra) was caught for seeking sexual favours. There has been action on organised corruption like transaction of commission, cuts, and syndicates. In Disproportionate Assets (DA) cases also, we have achieved good success. We even call all our complainants for a ‘Tea interaction’ once a year. z What is status of pendency rate? There was huge pendency and we have focused on disposal and clearing off the pending cases. In the last six months this year, we have disposed off 250 more cases as compared to 2020. Even as courts were closed due to Covid, the Bureau disposed off 55 more cases in these 6 months as compared to the last year. We have set time limit of 2 months

for disposing off trap cases and in 80% of the cases, the accused are still in the jail. z Does the Prosecution Sanction remain an issue? For this, we are pursuing Prosecution Sanction at the senior level now. Earlier, it was handled by Investigating Officer and there were delays. But now, it is being looked after at my level (DG), the ADG and the IG level. We have ensured transparency and time bound action in disposal of cases. z What is situation of conviction rate? The courts appreciate evidence produced by us. In important cases, like a Collector (IAS Indra Rao) and others, the courts have taken cognizance of evidence produced by the Bureau and the accused are not getting bails. The courts could not resume regular trials during the Covid period and only

emergency work was being undertaken so, big decisions weren’t taken. But I am sure that the way we are producing evidence, there will be improvement in conviction rate too. z Is manpower sufficient? Manpower is less. We got some staff and process is going on for recruiting more staff. There were restrictions during Covid, but we kept minimum 3 teams at Jaipur and 1 each at District Headquarters always ready. Our ADG Dinesh MN is doing a wonderful job. All staff is motivated as they even work during holidays. The entire credit goes to the team and the people, who have reposed faith in us. z Do the complainants sometimes feel harassed after the trap? There was a State Government circular issued in December 2019

that the genuine works of people, who complain against corruption, should be done on priority. A committee headed by Home Secretary monitors such matters every two months. So far, about Rs 10 crore of complainants have been released from various departments. z There has been ACB action in big institutions like RPSC, Board of Revenue etc. Did the Bureau face any difficulties there? These cases indicate institutional corruption like in RPSC, Board of Revenue, HPCL, JMC etc. These cases started with individuals, but during investigation, we got more leads and clues and by inter-connecting them we are trying to take them to some logical end. The trap of an IRS (Shashank Yadav) is also institutional corruption and our teams waited for long to take action.

z A number of traps are laid regularly, but there is no decrease in corruption. What are the reasons and how can it be checked? Actually, the supervisory machinery in all departments, as we see in all cases, is very sketchy and remote. If senior officials regularly monitor the staff functioning and files, it can be checked. There has to be internal vigilance at the level of the HoDs and vigilance officers can be appointed. Wherever there is scope for corruption, the process should be simplified and eye should be kept on the process. z Any other innovation in the Bureau? We are focusing on concept of ‘Lessons Learnt’ so that suggestions can be sent to the government to curb institutional corruption. Every IO is asked to share experiences in the case so some measures can be suggested to check graft based on various learnings. We have suggested to simplify process of NoC, where most of the corruption happens. Despite digitisation, land records have a lot of discrepancies and there is always scope for corruption. Further, we swap teams at inter-district level as sometimes, the complainants feel hesitant to approach the local teams. z What is your message to the masses? I would only like to say that please do not pay your hard-earned money to corrupt people. ACB is always there to serve you. Please come to us. ompassion is a necessity and an individual and collective responsibility. Many people hate animals and cannot even tolerate their existence. This is the leading cause of cases of cruelty against animals which are on an all-time rise. But I don’t wish to focus on bringing you negative and heartbreaking stories. I want to do the contrary. Talk about how we can combat and negate such hatred, and how we can ensure there are more compassionate Indians. Let’s talk about Compassion for all life forms. Compassion is a complex process that is innate, determined in part by individual traits, and modulated by a myriad of conscious and unconscious factors, immediate context, social structures and expectations, and religious “culture.” Compassion is an ethical foundation of life and a widely shared value; it should not be an optional luxury. While the interrelations between individual motivation and social structure are complex, we can choose to act individually and collectively to remove barriers to innate compassion. Doing so will ensure we have a more tolerant world- one where all life forms can co-exist peacefully. And undeniably compassion is something that starts early on. It is a widely accepted norm, if your children grow up around pets they will become more accepting and compassionate towards all living beings. So it all begins at home with parenting. What you do and how you choose to treat animals in the presence of your children will undeniably impact their perception of animals. If you are afraid of animals, that is fine, but allow your children to explore their altruistic intrinsic nature. Schools too are a learning pad for children and therefore activities that promote empathy should be encouraged and instituted in the curriculum. College education too especially those that involve life forms like veterinary education, and

INTRODUCTION OF A PET-MATE

Introducing children to pets as early as a year old, is something I recommend. They grow up together and the sight of having a pet-mate is an image they will never forget. Kids innately have an attraction and a desire to care for animals.

MODELING ANIMAL-FRIENDLY BEHAVIOR

Children learn by example. By modeling care and concern for how animals might feel in several situations, you will notice that your kids will begin to express similar concerns. Avoiding negative talk about disliking different animal species, and ensuring that we are not speaking poorly about our pets at home is also an important component in modeling compassionate behavior.

PROVIDE THE RIGHT EXPOSURE

Instilling a love of animals in your kids means showing respect for all animals. This goes beyond common household pets and includes bugs, reptiles, wild animals, and all other living creatures. Do not take them to a zoo or circus unless you can make them empathize with the life of the animals there. Do not encourage them to ride animals. Visiting a zoo should not be encouraged. Instead going on a nature walk, or going bird watching are all great ways to expose children to animals beyond what they might typically have exposure to.

HAVE THEM VOLUNTEER

Help your child extend mercy and care for animals that have been injured or that need a home by volunteering at a local NGO. There are plenty of worthwhile organizations that would love to have extra hands helping out! Google can help you locate these organizations.

SUPPORT ANIMAL-FRIENDLY PRODUCTS

This is a great activity to do with older children. Research companies to find those that treat their animals humanely, that avoid product testing on animals, and that support animal organizations and rescues.

DON’T LET RUDENESS PASS

If someone or your child is being cruel to animals, choose to highlight this and guide them to the kinder way of interacting with animals. This teaches your child that when someone is being mean to ani-

mals it is not “acceptable” behavior.

ACKNOWLEDGE KINDNESS

Be sure to show your child that you notice when they do something nice. For example, if they register to foster a puppy, say, “It is nice of you to bring the puppy home, and here’s what we can do to make it feel at home.” Likewise, if someone else treats an animal nicely, be sure to acknowledge and praise their effort.

KEEP THE PLATTER VEGETARIAN

Include more vegetarian options in your child’s menu. Take them to a butcher shop so they can see the brutality of slaughterhouses. Of course, ensure that they are getting a balanced diet. Fortunately, Vegetarianism among kids has gone more mainstream in the past decade thanks to movie stars and other celebrities. Children should understand how animal farms function so they will make more informed food decisions even under peer pressure.

A As soon as the month of Sawan started on Sunday, there was gaiety of Shiva glory all over the city. On the first Monday, Sculptor Mukesh Prajapati, son of the city’s famous Padma Shri awardee sculptor late Arjun Prajapati, has neatly prepared the bust of the panoramic Ardhanarishvara in sculpture clay, which shows his unique sense of devotion to Shiva. This Ardhanarishwar craft is two feet wide and two and a half feet high, which is a mirror of the beautiful hallmark of art.

The Grand Finale of the first season of ‘Mr and Miss Fame Rajasthan 2021’ was organised by AP Production in association with D Unit and ‘I do Events’ at a private hotel located in Jaipur. Show director Pari Patil and Aditya Sharma said that this is the first season of this state-level beauty pageant. Aditya further added that the collection at this event was presented by designer Pratibha Tyagi and makeover by Ranu Sain.
