New Delhi: The Central government on Wednesday informed the Supreme Court that families of those who died of coronavirus disease (Covid-19) will receive an ex gratia of Rs 50,000 from the state disaster response fund (SDRF). The ex gratia will also be given to kin of Covid-19 victims who were involved in relief operations or associated with “preparedness activities”, the court was told. The National Disaster Management Authority (NDMA) issued guidelines on ex gratia for Covid-related deaths after the apex court directed the Centre in June.

The UK’s Department of Health and Social Care (DHSC) has said on Wednesday that they are unable to confirm this and will require further clarifications even though the advisory states, “Formulations of the 4 listed vaccines, such as AstraZeneca Covishield, AstraZeneca Vaxzevria and Moderna Takeda.”

EDU DEPT ALLOTS HOME CENTRES TO CANDIDATES First India Bureau Jaipur: The district administration, which is engaged in making arrangements for more than 1.76 lakh candidates coming to Jaipur in the REET, has got some relief from the education department. The Education Department has allotted centres in their respective districts to about 39,000 candidates coming from other districts. Chief Secretary Niranjan Arya directed Divisional Commissioners and Collectors to make all the preparations regarding the examination. Along with this, keeping in view the apprehension of paper leek, a team will also be formed on behalf of SOG. ACS, Education Department, PK Goyal gave this information in an meeting held under the chairmanship of Arya. With this decision, the Jaipur district administration will have to reduce 800 buses. Goyal said that it has been decided to give centres in the home district to unmarried women candidates and differently-abled, whose centres were given in other districts. The technology to build this stateof-the-art fleet will be provided by the US and the UK will provide equipment and engineering support. Australia signed a $90 billion agreement with France in 2016 to build 12 diesel-powered submarines to replace its existing Collins submarine fleet, which will expire after the deal. Undoubtedly, this is a major setback for President Emmanuel Macron. French Foreign Minister Jean-Yves Le Drian reacted strongly, calling it incomprehensible, saying “this unilateral decision is like the decisions of Donald Trump.” At the same time, he has also accused Australia of stabbing France in the back. However, Australia, regardless of France’s displeasure, has described the deal as being in line with the current needs of its country. A Bench of Justices RF Nariman and BR Gavai said, “The nation continues to wait, and is losing patience. Cleansing the polluted stream of politics is obviously not one of the pressing concerns of the legislative branch of government.” Earlier in 2018, too, the Supreme Court expressed concern over the “increasing trend of criminalization of politics”. Let courts cry hoarse. As political parties find criminals indispensable, they won’t be weeded out soon.

In Punjab, Captain Amarinder Singh’s departure from the post of CM is a sign that now the leadership of the party is completely in hands of Rahul and Priyanka and Sonia Gandhi will take the responsibility of only saying ‘I’m sorry’ to her old allies. This is the beginning of new era for the Congress party because by removing Captain from the post of Chief Minister, Rahul Gandhi has done what he could not do even when he was the national president of the party. Earlier, Rahul and Priyanka used to push people
of their choice. They were also made a minister in the second govt of Manmohan Singh, while several were made state presidents in many states and were kept in spite of all the failures. Specialisation framework mark secy-level reshuffle at Centre Rakesh Ranjan New Delhi: Domain expertise and affirmative framework mark the latest major Secretarylevel appointments at Centre. This may seem to suggest that PM Narendra Modi has come to grasp that his governance signature must tilt in favour of subject specialists if public and analysts have to see toplevel appointments as targeted at establishing good administration, for which there is no substitute. Readers may recall that First India was the first to hint at the possibility of a wholesale Secretarial appointment to remove nagging and lingering doubts about government’s commitment to maximum governance through efficient ad-

With those doubts removed, latest appointments, excluding three, were done to move the 1989-batch officers to their aspirational and final posting as they were empanelled in February 2021 and were rather turning despondent with days passing by without bringing any good news for them. India on Monday said that it will resume export of surplus COVID-19 vaccines in the fourth quarter of 2021 under the ‘Vaccine Maitri’ programme and to meet its commitment to the COVAX global pool. Health Minister Mansukh Mandaviya, however, said that vaccinating Indian citizens remains the topmost priority of the government. First India Bureau Jaipur: Chief Secretary Niranjan Arya has asked all the departmental heads and higher officials to give priority to execute the punishments and collect the compensation amount imposed on the officials in charge of RTI matters in pending cases. Speaking at a virtual review meeting of the RTI cell of the Administrative Reforms & Coordination (ARC) department at the Secretariat here today, Arya said that the departmental heads should take the pending RTI cases seriously and take stern action against whom the
State Information Commissioner has imposed punishments and penalties. Principal ARC Secretary Ashwini Bhagat informed through a presentation about the RTI cases pending in 43 departments between 2009-10 and 2019-20. He said departmental heads have told to inform Commission about deduction from the salaries of the erring RTI officials.
ALL EYES ON ROLI FOR GAD’S ‘TRANSFORMATION’! Rajendra Chhabra Jaipur: In any government, four departments are considered to be extremely crucial. These are Home, Finance, DoP and GAD and the reins of these departments is in the hands of senior bureaucrats viz ACS rank officer or a principal secretary rank officer. The GAD handles several crucial works of the government like VIP visits, Cabinet and civil aviation. These responsibilities demand quick and
sensitive decision making abilities. It is owing to the importance and special position of the departments that they have been ‘housed’ in the main building of the Secretariat and even the rooms belonging to the department have been earmarked since the beginning. But Home department has been an exception where this protocol has not been followed. It is almost bizarre that in the current government, the department has been sidelined
and even GAD is being treated like a non-important department. Right after coming to power, the government handed reins of the department to IAS Rajesh Sharma, who was selected as IAS in 2012. He became an IAS from Animal Husbandry department where he served as Director, but merely nine months after handing him the reins, he was removed and LSG Secretary Bhawani Singh Detha was given the additional charge. It was for the first time in the Secretariat’s history that a Secretary of some another department sat in the room marked for GAD. Those in the ‘know
how’ of things claim that behind the GAD’s quick change of Secretaries is the role of Civil Aviation Department. Several major issues of Civil Aviation Department are extremely jumbled and require taking bold decisions and involved heavy financial stakes too. One such old field pertains to air strips on which the then Secretary—Sudarshan Sethi —made a negative noting. Now, half a dozen secretaries of the current government are keeping their distance
from this file. However, what ever the story or problem, the sudden and quick change of GAD officers has definitely hampered the working of the department. However, all hopes are now pinned on a senior, experienced and capable officer Roli Singh, who has, although, come to Jaipur not with a happy heart, but it is believed in the bureaucratic circles that she will be able to bring stability in GAD... Something that is desperately required.

In Kala Pani, we have a Dev who does not sing much, does not whistle much either, his signature style persona is missing in this movie but Dev Anand brings a depth to the role of an estranged son who goes in search of justice for his jailed father. He is determined and rugged, vulnerable and strong, a man who fights with his conscience as he ‘falsely’ woos Nalini. My favourite song-dance sequence by Nalini is ‘Nazar laagi Raja tore bangla par’, she is gracefully execut-
ing the kathak steps with aplomb. Both the lady stars had excellent roles, though Madhubala had a smaller one. She plays a working woman, a reporter and is strong, independent, confident and open- a relevance in those times with no overt dramatics or dialogues! That she is amazingly beautiful is not something that can be overlooked, as Dev finds when he sees her for the first time! In fact, Nalini as the kothewali brings a muted grace to her scenes, she is dignified and restrained even when she realises that there is a ‘reason’ behind the ‘love’ of Dev Anand. Actually, the entire movie flows naturally, it is fast-paced and there is very little drama and histrionics, the song picturizations are beautiful and the songs actually further the plot.
