New Delhi: The Central government on Wednesday informed the Supreme Court that families of those who died of coronavirus disease (Covid-19) will receive an ex gratia of Rs 50,000 from the state disaster response fund (SDRF). The ex gratia will also be given to kin of Covid-19 victims who were involved in relief operations or associated with “preparedness activities”, the court was told. The National Disaster Management Authority (NDMA) issued guidelines on ex gratia for Covid-related deaths after the apex court directed the Centre in June.

EDU DEPT ALLOTS HOME CENTRES TO CANDIDATES First India Bureau Jaipur: The district administration, which is engaged in making arrangements for more than 1.76 lakh candidates coming to Jaipur in the REET, has got some relief from the education department. The Education Department has allotted centres in their respective districts to about 39,000 candidates coming from other districts. Chief Secretary Niranjan Arya directed Divisional Commissioners and Collectors to make all the preparations regarding the examination. Along with this, keeping in view the apprehension of paper leek, a team will also be formed on behalf of SOG. ACS, Education Department, PK Goyal gave this information in an meeting held under the chairmanship of Arya. With this decision, the Jaipur district administration will have to reduce 800 buses. Goyal said that it has been decided to give centres in the home district to unmarried women candidates and differently-abled, whose centres were given in other districts. This may seem to suggest that PM Narendra Modi has come to grasp that his governance signature must tilt in favour of subject specialists if public and analysts have to see toplevel appointments as targeted at establishing good administration, for which there is no substitute. First India Bureau Jaipur: Chief Secretary Niranjan Arya has asked all the departmental heads and higher officials to give priority to execute the punishments and collect the compensation amount imposed on the officials in charge of RTI matters in pending cases. Speaking at a virtual review meeting of the RTI cell of the Administrative Reforms & Coordination (ARC) department at the Secretariat here today, Arya said that the departmental heads should take the pending RTI cases seriously and take stern action against whom the

State Information Commissioner has imposed punishments and penalties. Principal ARC Secretary Ashwini Bhagat informed through a presentation about the RTI cases pending in 43 departments between 2009-10 and 2019-20. He said departmental heads have told to inform Commission about deduction from the salaries of the erring RTI officials.

These are Home, Finance, DoP and GAD and the reins of these departments is in the hands of senior bureaucrats viz ACS rank officer or a principal secretary rank officer. The GAD handles several crucial works of the government like VIP visits, Cabinet and civil aviation. These responsibilities demand quick and

sensitive decision making abilities. It is owing to the importance and special position of the departments that they have been ‘housed’ in the main building of the Secretariat and even the rooms belonging to the department have been earmarked since the beginning. But Home department has been an exception where this protocol has not been followed. It is almost bizarre that in the current government, the department has been sidelined

and even GAD is being treated like a non-important department. Right after coming to power, the government handed reins of the department to IAS Rajesh Sharma, who was selected as IAS in 2012. He became an IAS from Animal Husbandry department where he served as Director, but merely nine months after handing him the reins, he was removed and LSG Secretary Bhawani Singh Detha was given the additional charge. He is determined and rugged, vulnerable and strong, a man who fights with his conscience as he ‘falsely’ woos Nalini. My favourite song-dance sequence by Nalini is ‘Nazar laagi Raja tore bangla par’, she is gracefully execut-

ing the kathak steps with aplomb. Both the lady stars had excellent roles, though Madhubala had a smaller one. She plays a working woman, a reporter and is strong, independent, confident and open- a relevance in those times with no overt dramatics or dialogues! That she is amazingly beautiful is not something that can be overlooked, as Dev finds when he sees her for the first time! In fact, Nalini as the kothewali brings a muted grace to her scenes, she is dignified and restrained even when she realises that there is a ‘reason’ behind the ‘love’ of Dev Anand. Actually, the entire movie flows naturally, it is fast-paced and there is very little drama and histrionics, the song picturizations are beautiful and the songs actually further the plot.
