Introduction

Dear Readers,

In the face of dynamic global shifts, contemporary societies grapple with challenges like polarization, extremism, deepening social divisions, and a decline in trust in state institutions. In this context, civic education for the younger generation becomes a crucial element for the stability and development of political life. It is precisely in response to these challenges that the "Young Citizen Manual" was created.

This handbook aims to equip young people with the necessary tools and knowledge for active and conscious participation in public life. It addresses the urgent need to shape future generations who will be able to critically analyze information, build constructive dialogue, and counteract negative social phenomena.

The "Young Citizen Manual" originated in 2023 as part of the Polish project "Kim jest młody obywatel/ka?" Its initial version, designed for Polish youth, quickly gained recognition and was translated into Ukrainian, reaching a wider audience. The current, updated Englishlanguage version is the result of the "Let's Do Civics" training, which took place in 2024. This international perspective highlights the universal nature of challenges and solutions in the field of civic education.

We believe that the manual will become an inspiring and practical tool for educators, decision-makers, and young people themselves, helping them actively co-create more democratic, resilient, and trustworthy societies.

In today's uncertain world, civic education is an essential response to the mounting problems we face. In an era of disinformation, increasing radicalization, and general insecurity, we must prioritize building strong civil societies. Such societies, equipped with the necessary tools, will be better able to confront adversity and the undemocratic actions of political classes in many countries.

Only through strong democratic institutions, unwavering protection of the law, and consistent reinforcement of civic attitudes can we effectively combat contemporary threats It's crucial that young people feel understood by the system during their educational journey, and that the system itself offers them engaging and relevant educational solutions

A hugely important aspect of civic education is its non-partisan nature and openness to diverse political views. Free discussion, constructive debate, and mutual respect are the best path to building a conscious and active society.

Democracy isn't just a system; it's a dynamic framework that demands not only active participation from its citizens but also a certain level of knowledge and the right tools for that involvement to be conscious and effective. Unfortunately, traditional educational systems often fall short in preparing younger generations for their role in co-governing as part of a democratic state

The initiatives undertaken by various NGOs, social organizations, as well as international and governmental bodies, that focus on promoting social dialogue are incredibly fruitful For the state and its institutions to garner strong legitimacy and trust from their citizens, both society and the political class must undertake a crucial civic lesson. We all need to reflect on why a democratic state governed by the rule of law is so essential to us and whether we are consciously participating in it.

Every citizen has certain rights, as well as obligations, to his state. The main source of these is the highest legal act in our country, usually called the Constitution. Such an act also determines the position of the citizen, his participation in the exercise of power, and also establishes the constitutional principles of the state.

Remarkably, however, the texts of the Constitution can be complicated and intricate. However, it is worth wading through them to familiarize yourself with its provisions!

Civil liberties include, for example, freedom and protection of the secrecy of communication, freedom of conscience and religion, and freedom to express one's views and obtain information...

If you want to grow as an engaged citizen, being open to different views and discussions is key and there’s no better starting point than reading your country’s constitution.

It not only teaches you the foundations of equality and respect but also equips you with the knowledge to appreciate diverse perspectives, defend your rights, and help build a fairer, more inclusive society.

Our DAR team and I, commonly share an opinion that civic education constitutes a perfectly crucial fundament of the societal development of nowadays. Because, we, as representatives of the international, or better to say, Global Society, do not solely share the soil of the "Mother Earth". We share this actual society, we develop and share common values, beliefs, truths, and even biases, prejudices and fears.

The first and second ones differ depending on the country/state/region/city and sometimes on the small village, albeit we are not always concern of this fact Anyway, we still have to realize how important is to know our rights and duties within and outside our national community in the aim of contributing to the further development of the sustainable World in general To be a "citizen" or even a "resident" nowadays means something more than a just possession of the state's official residential status. It is about contributing to its inner political and economical development, leading its cultural direction in a proper way, sustaining your state co-citizens/residents/fellows in their personal and civil development. Because, each of us is a part of a great mechanism of our country's and, subsequently, Global Development. Sustainable Civic Development is inside each of us.

That is why, it is the highest time to remind ourselves, what does "citizenship", "civic society", "human and civil rights" really mean for the outer World and our own community in particular By knowing our "civic and political rights&duties" background, we will be able to build more transparent, prosperous and successful society of the future

If you are still doubting about the notion of "civic and political rights", than it's time to update you knowledge on the matter. If you are a proficient "sapient civic rights in d shine, and educate!

Studentcouncil

One of the best ways to get involved within the school walls is to join the Student Council... Participation in it allows you to organize various activities for the school community and also teaches civic values.

Student Government members are voted in by peers, giving them a mandate to voice the student body's needs. Their leadership team works alongside the Principal, teachers, and parents to shape school initiatives...

The Student Council is often described as a 'bridge' between students and the school administration. Through democratic elections of its leadership, the Council gains a strong mandate to act on behalf of the entire student community.

The Student Council often serves as young people's first encounter with democracythrough its elections, students can actively participate both as voters and candidates. They get to elect their representatives while also having the opportunity to run for leadership positions themselves.

Student Council only at school? No! When starting at a university or college, we will also have to deal with the Student Coucil.

Volunteeringclubs

Getting active at school doesn't have to involve the Student Council.... you can try your hand at the school's volunteer club or intramurals. If your school has a volunteer club, explore their activities. If their causes resonate with you, it could be a great way to start your activism journey...

In today’s rapidly changing world, the need for youth to be informed, proactive, and show initiative is more significant than ever. The ability to engage intelligently and responsibly in civic matters is now being developed through a participant-centered civic education approach.

Within the framework of civic education activities (and beyond) implemented by our organization, young people are actively involved in addressing concrete challenges within their local communities

We aim to ensure that our activities and projects align with current societal trends by adapting their content, structure, and functions for successful social inclusion and to better equip the youth for life

Our youth workers are committed to maximizing each young person’s potential by fostering intellectual growth, developing skills and competencies, and nurturing positive attitudes and personal traits. The role of youth workers is to facilitate the learning process while promoting the personal development of young people and enhancing their sense of social responsibility. Activities are designed to integrate the complementary outcomes of formal, non- formal, and informal education, with the ultimate goal of fostering civic attitudes and competencies In our civic education programs, we promote differentiated and personalized learning opportunities for each participant We create diverse nonformal learning environments that encourage active youth participation Designing and implementing learning activities based on the individual needs and characteristics of young people, as well as selecting appropriate tools and methods, contribute to ensuring high-quality learning outcomes This approach respects diversity, promotes equal opportunities for all, and ensures inclusive access to education.

In conclusion, civic education plays a vital role in the personal and social development of youth, empowering them to become responsible, active citizens who are aware of their role in fostering democratic participation and social inclusion.

If you're serious about getting involved in your city, consider running for the Youth City Council.

It's a body where young council members represent the voice of the city's youth.

The Youth City Council is like a city's legislative body, similar to the City Council, but it specifically represents the interests of young people in the city. It often plays an advisory or co-decisionmaking role at the city level on issues that affect youth.

The composition, electoral system, and specific nature of a Youth City Council can vary depending on the country or even municipality or region. Check to see if such a council exists in your city and what its activities are!

Joining the Youth City Council can also be the start of your social or local government career!

The Youth City Council can open many doors for you!

MeetingswithAuthorities

Meetings with city decisionmakers can be a great opportunity to gain skills you'll need as an activist.

Don't be afraid to ask questions, discuss, or voice your opinions –especially on topics that concern youth.

These meetings might take various forms, such as public consultations, debates, open forums, or targeted gatherings in schools or libraries.

Check your city's website to see if any are happening near you!

Apolitical,non-partisan...

As an activist or volunteer, you might face a choice: to get involved in politics or not. The decision is entirely yours, but always remember to only do what aligns with your beliefs!

The first path is apoliticality. This means indifference to current political activities and limited participation in political life.

An apolitical person often doesn't voice opinions on topics in political debates or take part in protests or happenings.

Another option is non-partisanship. This doesn't mean you don't express your political views or participate actively in political life. Instead, it means you don't belong to any political party. This approach is often favored by young activists because it offers a lot of freedom in their actions.

The last path is party affiliation. If you wish to be actively involved with a specific political party and start your career within its structures, join the party whose program best reflects your convictions!

An NGO, or non-governmental organization, is an entity such as an association or foundation. NGO activities focus on social work, which aims to somehow change the reality around us.

Being involved with an NGO can offer many benefits for someone looking to get socially engaged. With the help of a non-governmental organization, you can lead projects, initiatives, and other activities that will help you achieve your goals.

When looking for an NGO, check what types of organizations operate in your city and if they match your expectations and preferred way of working. Their topics are very broad, so everyone should be able to find an organization that best suits them!

Being active in social life makes online activity a natural extension. Social media is an excellent way to promote your activities and find new opportunities.

It's crucial to always verify the information you encounter. It's no secret that fake news is a widespread problem today, and efforts to combat it often fall short. Always remember that before you share or endorse any material online, you should check the source, the author, and most importantly, its accuracy.

Remember this, especially when you come across suspicious sources. According to the government's classification, fake news is divided into: complete falsehoods, disputed truths, and quote manipulation.

Watch out for hate speech!

Another threat you might encounter is hate speech, which you must fight! Online hate speech is punishable by law.

Depending on the legal system, various forms of internet hate speech are typically penalized under criminal codes and codes of offenses.

How else can you get involved online?

Another form of online activity can be promoting social or volunteer initiatives run by non-governmental organizations or authorities.

There are even specialized online communities that bring together people interested in a particular topic and eager to get involved in its promotion. An example of such a community is "wspólnie.eu", which unites individuals interested in democracy within the European Union.

Most organizations, both governmental and non-governmental, have their own social media profiles. It's a good idea to follow them and promote their content if it covers topics you're interested in.

Check if the organizations you're involved with or support are promoting themselves on social media. If they're not, perhaps that's an area for you to get involved?

Civic education is essential for shaping informed, responsible, and active citizens. Υoung people are the future leaders, voters, and advocates of our societies. Understanding their rights, responsibilities, and the democratic processes that shape our world is crucial for building a just, fair, and engaged society.

Civic education empowers individuals to participate in governance actively It equips us with the knowledge and skills needed to vote responsibly, engage in community service, and advocate for social change It promotes social responsibility by fostering awareness of laws and policies and encouraging collective action for societal progress Furthermore, civic education enhances political awareness by teaching us how government institutions function and how decisions are made It helps in reducing misinformation and corruption, ensuring that citizens are less susceptible to manipulation and propaganda. By fostering tolerance and unity, civic education strengthens social harmony and respect for human rights.

Promoting civic education is a necessity. It strengthens democracy by encouraging an informed and engaged electorate. It improves governance and accountability by empowering individuals to demand better leadership and transparency Youth participation is crucial for shaping the future, and civic education ensures that young people are equipped to make informed decisions Additionally, civic education advocates for social justice by enabling young people to stand up for equality and human rights It prepares future leaders by providing them with a strong foundation in civic responsibility and ethical leadership

As a youth organization, we are committed to promoting civic education through awareness campaigns, discussions, and resources. By doing so, we can help create a generation that is informed, responsible, and committed to positive change. Together, let us build a society where every individual understands their role in shaping a better future.

Caringfortheenvironmentisaduty

Caring for our natural environment is one of the duties of a conscious citizen! Concern for the planet is something we should always remember and at various levels of social activity!

We can be the change in the world! Good environmental habits and ecological awareness can start with us. Remember to be eco-friendly in your social actions and to promote ecology among your peers.

Climate education is an incredibly important aspect of raising public awareness!

It can also be a great idea to organize these types of classes or events yourself. You can do this within your own classroom, school, or for an even wider audience. You can find scenarios for such activities on the website of the Ministry, for example.

Act, Propose, Implement!

You can also get involved in volunteering focused on the environment, climate, and climate education. Many non-governmental organizations (NGOs) work specifically in these areas!

If you're interested in environmental topics, ecological volunteering might just be the best option for you to become an active citizen! It's always worth exploring your interests and finding what truly resonates with you.

The membership of our countries in the European Union brings a whole host of benefits! Among them are also those that you can directly take advantage of...

You can participate in European-level volunteering through many programs, such as Erasmus+, the European Solidarity Corps, and bilateral programs...

Erasmus+ is a European Union program that supports educational exchanges. It's divided into seven sectors, one of which is Erasmus+ Youth! Thanks to this, you can participate in things like international youth exchanges!

The European Solidarity Corps (ESC) is another EU program. Its goal is to support local initiatives and participation in international volunteering. Thanks to it, you can carry out an initiative in your community or, for example, go for six months of volunteering in Europe!

There's also a whole host of bilateral programs that facilitate, for example, youth exchanges or other international mobilities.

Many countries have special agreements with specific partners to foster deeper cultural and youth exchanges. Here are some prominent examples:
