Erie County Home Energy Assistance Program Opens

Department of Social Services Encourages Residents to Apply Online ERIE COUNTY, NY— Applications for Home Energy Assistance Program (“HEAP”) regular benefits are now being accepted. This year, in light of the virus-related risks related to public gatherings, the Erie County Department of Social Services (“DSS”) is strongly encouraging applicants to apply online or to utilize other remote channels to apply. As in previous years, interested applicants are encouraged to apply sooner rather than later.

“No family or individual should be forced to live in an unheated home during the winter months, and HEAP assistance is available to prevent that hardship,” said Erie County Executive Mark C. Poloncarz. “There are many ways to apply and now is the time to do it, so I encourage all residents who need the assistance to register as soon as possible.”

“HEAP opening day is always busy. In light of COVID-19-related safety concerns, we are urging residents with heat service currently on and without a shut off notice to file HEAP applications online at www.mybenefits.ny.gov , by emailing heaphotline@erie.gov to request an application, or by calling the HEAP Phone Center at 716-858-7644,” said Karen Rybicki, DSS First Deputy Commissioner. “As in previous years, outreach events have been scheduled to assist Erie County residents with completing HEAP applications.”

A calendar detailing 2020-21 outreach events can be found on the Erie County Social Services website. In a change from prior years, outreach events will be held virtually to reduce the risk of virus transmission. To schedule an outreach event for your group or organization, email heapoutreach@erie.gov .

HEAP is a federally funded energy program, intended to assist low income households in meeting home energy needs and decreasing energy costs. Regular benefits are available to households paying separately for heat and to households whose heat is included in their rental amount. Last season, over 106,000 HEAP benefits were authorized to Erie County households.

Regular HEAP eligibility and benefits are based on income, household size, primary heating source and the presence of a vulnerable household member who is under age 6, is age 60 or older, or is permanently disabled. An eligible household may receive one regular HEAP benefit per program year. HEAP benefit amounts range from $21 to $741.

Households currently receiving Temporary Assistance and/or Supplemental Nutrition Assistance Program (“SNAP”) benefits may qualify for an automatic basic HEAP benefit and may not be required to file a separate application. Households may ascertain whether an application is required by calling the HEAP Hotline at 858-7644.

In order to qualify for a regular HEAP benefit, the members of the household must be citizens of the United States or qualified aliens with gross monthly income at or below the amount per household size: 2020-2021 HEAP Benefit Gross Monthly Income Guidelines: Household Size 1- Maximum Gross Monthly Income- $2,610. 2- $3,413. 3- $4,216. 4$5,019. 5- $5,822. 6- $6,625. 7- $6,775. 8- $6,926 The Heating Equipment Repair and Replacement benefit component, available to help eligible low-income homeowners repair or replace furnaces, boilers and other direct heating equipment necessary to keep the home’s primary heating source functional, opened on October 1, 2020. Applications for HEAP Emergency Benefits for households who have received a disconnect notice will be accepted beginning January 4, 2021.

Senator Patrick M. Gallivan (R-C-I, Elma) says he has long supported the idea of making 525 acres of property in the town of North Collins accessible to the public and is pleased that the Department of Environmental Conservation has acquired the land to create the Clear Lake Wildlife Management Area (WMA).

The property was transferred to DEC by the New York State Office of Mental Health (OMH). It includes a 43-acre lake constructed in the 1920s for use as a water reservoir for the former Gowanda Psychiatric Center. It was later used by the Collins Correctional Facility. Senator Gallivan says the status of the property has been under discussion for several years.

“I am pleased that the DEC and the Office of Mental Health were able to reach an agreement on the transfer of this beautiful but unused piece of property,” Senator Gallivan said. “This new Wildlife Management Area will allow public access to the site and provide residents and families throughout the area an opportunity to visit and enjoy all that nature has to offer.”

The lake provides a habitat for a variety of wildlife and the surrounding land offers hunting, fishing, wildlife viewing, and other recreational opportunities. The site is a mix of forest, wetlands and open fields that are home to a variety of wildlife, including ruffed grouse, wild turkey, woodcock, white-tailed deer, beaver, muskrat, raccoon, red and gray fox, and migratory songbirds. It becomes one of more than 120 WMA’s in the state and the largest Erie County.

Clear Lake WMA will be managed by DEC Region 9's Bureau of Wildlife. The area will also offer recreational activities such as hiking, kayaking, and canoeing as long as these activities do not impede or interfere with wildlife management. Activities such as swimming, camping, horseback riding, mountain biking, target shooting, or the use of motorized boats, ATVs, or snowmobiles are prohibited.

Clear Lake WMA can be accessed on the north side of Genesee Road in North Collins, west of Route 75. DEC recently installed two parking areas to improve public access to the site.

According to DEC, Clear Lake WMA will be maintained by federal funding from the Pittman Robertson Act, now known as Federal Aid in Wildlife Restoration, which apportions revenues generated from the excise taxes on the sale of firearms, ammunition and archery equipment to state wildlife agencies for conservation efforts and hunter education programs.

Mary Ann Cummiskey (nee: Krauss), age 88, of Eden, New York died Tuesday, November 3, 2020. She was born in Eden, New York on July 9, 1932. She was a daughter of the late Gilbert and Cecilia (Winkelman) Krauss. She was a lifelong resident in the Eden area. She was a graduate of the Buffalo School of Nursing. She graduated as a Registered Nurse. She worked as a head nurse at Buffalo General Hospital.

For over 20 years she was the school nurse at the Eden Central School. She was the loving wife the late of Edward P. Cummiskey. Together they had four children; Jeffrey (Cindee), Amy, Joseph and Matthew Cummiskey. She is the grandmother of Nicole and Meghan. She is also survived by a sister, FloraMay (Maurice) Dole. Mary Ann was the twin to a brother, Marion, who passed away as an infant. She will be sadly missed by many nieces, nephews, other family and friends. Family and friends invited to call Friday, Nov. 6 from 5-9PM at the Laing Funeral Home Inc. 2724 W. Church St. Eden, NY followed by a Mass of Christian Burial on Saturday at 10:30AM in SS Peter and Paul Church, Hamburg, NY. You know how much we enjoy sharing our Brant Strawberry Festival photos! Today’s photo was taken in 1966 by Julie Studio which was located at 6 Bayview Avenue, Silver Creek, NY - Phone YEllowstone 4-2695.

This “Kodak Moment� captures Rose Dispence with the display of First Place Blue Ribbons on the four strawberry crates labeled as: Red Coats, blank, Sure Crop and Earlidawn. Don’t you just love the glimpse of the festival hustle and bustle in the photo background as well? We don’t know if it was Rose or her husband Russell Dispence that had officially won the ribbons. Russell and Rose Dispence and family were involved in the Brant Strawberry Festival activities throughout the years, serving on a multitude of festival committees. Their farm and business (Brant Implement Service) was located on the Milestrip Road in Brant with descendants residing at the homestead and surrounding land area today. It was Rose and Russell’s grandchildren who donated this photo to the historical society and many strawberry festival related items including pins, ribbons, trophies and miscellaneous paper items such as additional photos, strawberry shortcake tickets, postcards, festival parking permits and associated correspondence. We greatly appreciate the family sharing these items with us as they are on permanent display for those who visit our historical room.

From a 1964 Strawberry Festival booklet we found the following tidbits of information regarding the local strawberry crops: “Here in New York State, Erie County ranks as the largest Strawberry - producing area in the state and in the little Town of Brant, home of the home of the Strawberry Festival, we find the heart of this Strawberryproducing area. During the past five years, the Strawberry acreage in the Brant- North Collins area has remained quite constant. About 1200 acres of this red luscious fruit are planted annually, in comparison with the 1600 acres of six years ago. A shortage in the labor supply, which is so vital to the harvest of this crop, has necessitated a decrease in acreage. Types of Strawberries typically grown in the BrantNorth Collins region are: Red Glow, Sure Crop, Earlidawn, Dixieland, Pocahontas, Sparkle, Midway and Jerseybelle.

Many consumers sometime question why there are so many varieties grown here. The answer is simple. Every grower has a different type of soil on his farm and he may find one variety more adapted to his soil than another. Then, too, many growers prefer to plant four or five kinds in order to lengthen the harvesting season. By planting an early variety (Earlidawn), a midseason variety (Midway) and a late variety (Sparkle) and a very late variety (Jerseybelle), a grower can assure himself that he will harvest strawberries over a four-week period. This also reduces the problem of needing a large labor force at any specified time.�
