Welcome from the President Happy Holidays! It is hard to believe that we are closing out another year. As we prepare to say goodbye to 2019 and welcome in 2020, , it is a good time to take stock of all that we have accomplished together. Working as a team, with our partners, keeping our residents and participants clearly at the center we are creating greater housing choice, improve resident outcomes and spending the public dollar efficiently. We are continuing to move forward. 2019 brought new challenges and new solutions. We moved forward on redevelopment projects at Farnam/Mill River, Rockview and in our Rental Assistance Demonstration Program reinvestments. We secured the “Your Money Your Goals” designation geared to increase the financial literacy of our community. We welcomed new staff and bid others farewell. We successfully negotiated new employee collective bargaining agreements that benefitted staff and the agency. We made technological advances that ease our workload. We resolved old backlogs and saw employee morale soar as a result. Throughout the year we were invited to numerous tables at which we shared the story of ECC/HANH – locally, regionally and nationally. We were represented at new tables including the City’s Affordable Housing Taskforce, the Governor’s Transition Team and the Mayoral Transition. We celebrated the successes

HOTMA Policy Passed at ECC/HANH Board Meeting in December On Dec. 17th, the ECC/HANH Board authorized changes to the current Admissions & Continued Occupancy Policy (ACOP) to include HOTMA which was signed into law on July 29, 2016 as part of the United States Housing Act of 1937. It establishes an income limitation for continued occupancy in public housing. The law requires that after a family’s income has exceeded 120% of the area median income (AMI) for two consecutive years, ECC/HANH must terminate the family’s tenancy within 6 months of the second income determination or charge the family a monthly rent equal to Fair Market Rent (FMR). The intent of this policy is to comply with regulations for families who are identified as over-income. The overall goal is to support residents to have the desire, confidence and resources to move out of subsidized (cont’d on pg. 3)
