Queen'toQuintoistheofficialpublicationof theCebu5thDistrictEngineeringOffice.Queen'to QuintowasconceptualizedbyDENuñez,whois fondly tagged as "Queen" by her former colleaguesinCebuCityDEObeingthefirstlady DistrictEngineeroftheQueenCityoftheSouth.

“Queento” is a wordplay that will be read as "kwento",Tagalogtermforastorywhile"Quinto" isaSpanishtermfor"Fifth".Collectively,Queento QuintomeansstoriesoftheCebu5thDistrict EngineeringOffice.

Theveryintentofthispublicationistobea reliable source of information that includes updatesandaccomplishmentsofinfrastructure projects,officeeventsandactivities.Important and timely Department Orders will also be featured.TheseareallimportanttoCebu5th DEO'semployeesandstakeholders.

The Logo

The Queen'to Quinto logo was conceptualized torepresent thehighly coveted goal of the district to achieve greater heights as a new and improved DEO. Being the 5th District of Cebu in Region VII, the logo was designed to be five-pointed crown. On the lower part of the crown are precious jewels that represent the Stakeholders from the Local Government Units of this DEO's area of responsibility. Underneath the eleven jewels are two lines separated by a broken line that collectively depicts a road. The road represents thegovernmentprojectsunderthegoldenageof infrastructure or the so-called "Build Build Build Program". Moreover, this crown also symbolizes the reward of the collaborative efforts exerted by thepeoplebehindthisDistrictEngineeringOffice.

TheDepartmentofPublicWorksand Highways - Cebu Fifth District Engineering Office (DPWH-C5DEO) underwentatwo-dayremoteInternal QualityAuditforISO9001:2015Quality ManagementSystem(QMS)onAugust 2-3,2022.EngineersAljonDimalanta and Sonia Casul of the Bureau of Construction and Planning Service, respectively,conductedtheaudit.

Theofficesthatwereauditedarethe OfficeoftheDistrictEngineer,Public Information, Procurement Unit, Information and Communication Technology, Finance Section, Administrative Section, Planning and DesignSection,ConstructionSection, Quality Assurance Section, MaintenanceSection,andEquipment& ServicesUnit.

The auditors conducted a thorough audit of all the procedures and standardsineverysectionandunitto ascertainwhetherthedistrictcomplies withtheDPWHcriteriaforitsQMSand the ISO 9001:2015 standards. Additionally,theauditorsidentifiedall processes'areasforimprovement.

Ontheaudit'sexitconference,nononconformitieswereidentified,however opportunitiesforimprovement,orOFIs, were noted. The auditors suggested lookingintotheoffice'sOFIssincethey willbetheprimaryareasoffocusinthe nextinternalqualityaudit.

DE Nunez expressed appreciation to theauditorsandmadesurethatthese OFIs were documented and will be compliedwith.

Aspartoftheactionplansoftheoffice'sOFI,onSeptember12,2022,Engr.IrishRodriguez,anauditor fromtheDPWH-RegionalOfficeVIIwasinvitedtoconductaworkshoponStrategicPerformanceand ManagementSystem(SPMS).TheofficenowhasabetterunderstandingoftheSPMS,oneofthemost prevalentIQAfindings,thankstoRodriguez'sknowledgeandexpertiseonthesubject.

OnDecember9,2022,aYear-EndReviewandPlanningMeetingwas initiatedbyDEFloridaP.Nuñeztocelebratetheyear’svictoriesandto shinealightonareasoftherespectiveunitsandsectionsthatneed improvement.ThemeetingwasattendedbyallSectionChiefs,Unit Heads,ProjectEngineersandMaintenancePointPersonsofthedistrict featuringeveryone’sChristmasheaddresses.

The attendees from the different sections took their part of the meetingbypresentingtheirAccomplishments andChallengesforthe year2022aswellastheirTargetsforthefollowingyear. Afterwhich, the officialDPWH Cebu5thDEO2023Plannerwere distributed to everyone - a perfect material for the improvement of work productivity,timemanagementandinkeepingtrackofthingstodo, beneficialto oneself and forCebu5thDEO.ThishasbeenDEFlorida P. Nuñez'long-termplan andwas eventuallymaterializedwiththe helpofthePIOTeamheadedbyEngr.JergensA.Omo.

Moreover,theAccomplishmentswereapplaudedforthejobwelldone. TheChallengeswereidentifiedandhandedoutwithsolutions.The solutionsarepartoftheTargetsthatwillhopefullybehitforabetter 2023.

"GamitPang-Eskwela,HatidaySaya" isanationwide program of the District Engineers League of the Philippines Inc. (DELP) which aimed to support elementary pupils with their educational needs. On September21,2022,theDepartmentofPublicWorksand Highways(DPWH)-Cebu5thDistrictEngineeringOffice (DEO),ledbyDistrictEngineerFloridaP.Nuñez,donated seventy-eight (78) sets of school supplies to kids at ManagaseElementarySchool(MES)inBorbon,Cebu.MES isoneofthepublicschoolsinthedistrictthatislocatedin aremoteplace,whichiswhyitwaschosentobenefit fromtheproject.

Amongtheschoolsuppliesgiventothestudentswere notebooks,pencils,erasers,andplasticfolders.TheMES SchoolPrincipal,Mr.JoselitoS.Presbitero,expressedhis appreciationfortheDPWH-Cebu5thDEO'sgenerosityin choosingtheMESastheproject’sbeneficiary.

The DPWH Cebu 5th DEO is committed to actively participating in the Department of Education's Oplan Balik Eskwela Program, which aims to ensure a smooth and orderly start of classes. On August 4, 2022, the Cebu 5th DEO Maintenance Section led by Engineer Baltazar B. Asensi Jr., did several maintenance works at Magay Compostela School Compostela, Cebu, in preparation for the commencement of classes. In addition, the office distributed food packs to 161 pupils of Fortunato Ralota Elementary School (FRES) in Danao City, Cebu on September 22, 2022. The said activity was led by ADE Roy L. de la Cruz together with the section chiefs. The students of FRES were all smiles when they received the food packs.

On-the-jobtraining(OJT)isacomponentofthecollegecurriculumthataimstoeducateand acquaintstudentswiththeworkplaceandpotentialjobs.Theprogramattemptstoimmerse studentsinworksettingspertinenttotheirfieldofstudy.Forthisreason,alotofcompaniesand government organizations now welcome OJT students to help them get practical work experience.Oneofthegovernmentalinstitutionsthatiskeentoinstructandtrainthemisthe DPWH.

OnJuly11,2022,wewelcomedtwoOJTstudentsfromtheCebuTechnologicalUniversity-Danao CampuswhoarepursuingaBachelorofScienceinCivilEngineering,namelyMs.RoseAnn ManipisandMs.JayllaMaeJuarez.OnSeptember30,2022,thetwotraineesfulfilledtheir400hourrequirements.OnSeptember14,2022,wealsowelcomedMs.ArleyShaneA.Serrano,a BSCEstudentfromtheUniversityofSanCarlos-TalambanCampus,asanewOJT.OnDecember 22,2022,shefulfilledher540-hourOJTrequirement.

The three OJT were assigned to the DPWH Departments of Planning & Design, Quality Assurance,Construction,andMaintenance.During the preparation of the Detailed Engineering DrawingsandProgramofWorksinthePlanningand Design Department, they assisted with site validation and inspection for projects slated to begininFY2023.Theyprovideinstructionsonhow tohandlequantitycalculationsanddesignanalysis aswell.InQualityAssuranceSection,theybriefed themonthesignificanceofqualitytotheexecution oftheproject.TheOJTsalsowitnessedinmanyfield andlaboratorytesting, which was necessary for the project.

The Construction Section is another implementation section where the OJT was allocated.Here,theyweretrainedonhowto keepaneyeonandexamineongoingprojects. TheyeducatethemonhowtousetheProject andContractManagementApplication(PCMA). The last section they joined was the MaintenanceSection,whichisresponsiblefor maintaining all of the national roads and bridges.TheOJTtakespartinsiteinspectionsof theentireroadsegmentandanybridgesthat areundertheirassignment,notinganydefects onastandardizedform.

ThethreeOJTaregratefulfortheassistanceand effortsofeverymemberoftheDPWHCebu5th District Engineering Office who appeared genuinelyeagertohelpthemdevelopskillsthat willbehelpfulintheirfuturecareers.Theyalso thankourDistrictEngineerFloridaP.Nunezand ourAssistantDistrictEngineerRoyL.delaCruz and all the Section Chiefs for their gracious welcome.

Engr. isarolemodelformany, and her presence has always been incredibly encouraging. Aftereventuallydecidingtoretire,Sir NestorMañozaisanelectricalengineer, beganworkingintheofficein2012as anEngineerIIassignedinthePlanning and Design Section. He served as an excellentmentor,friend,andemployee in addition to being a competent workerforelevenyears.Oneofhisgood friends,Engr.SherwinDotillosreferred himashisgood“kompadre”.

"Nestorisaveryclosefriendofmine.He istheninongofmysonsoIcalledhim "pre,"whichisshortfor"kompadre."I canalwayscountonParengNestorasa buddy. We shared jokes with each other and give life advices too. CLEANUPCOASTAL

DPWH Cebu 5th District Engineering Office took part on the 37th International Coastal Cleanup on December9,2022.TheactivitywasparticipatedbyDEFloridaP.Nuñez,ADERoyL.delaCruz,Section Chiefs and selected personnel from different sections in coordination with the LGU of Catmon and Barangay Macaas Officials led by Mayor Avis G. Monleon. Together, scattered trash and washed-up debris were removed along shorelines of Barangay Macaas, embodying the theme for the year's cleanup,“FightingforTrash-FreeSeas,Pilipinas”.

Itwasthe21stofDecember2022whenDEFloridaP. Nuñez,ADERoyL.DelaCruzandthewholeConstruction Section headed by Engr. Cresyl M. Canonigo went to Brgy. Tinabyonan, a mountain barangay in the MunicipalityofCatmontosharegiftsandhappinessto thepeopleofQuintoDistrito.

The people welcomed the Quinto Team with their smiles, sparkling eyes and energy that would last throughoutthewholeday.Fiftyka-Quintofamilieswere givengroceriesforChristmasandtheywereallgrateful andhopefulforawonderfulyearahead.

The Quinto Team also prepared a hundred toys and lunch for our ka-Quinto kids. Looking at the toys the teambrought,thekidscannotcontaintheirexcitement. Theyeagerlylinedup,waitingfortheirturntochoose any toy they desire. Kids were all around, cheerfully playingwiththeirnewtoys.Happinesscanbeseenin their hearts knowing that this Christmas, they were remembered.

ThisisConstructionSection'ssecondyearofChristmas gift-givingandlookingforwardtomoreyearswiththe Quinto Team. It was a total Quinto Team effort that madeallthesepossible.

A four-day joint validation of the six (6) road segments was successfully conducted by the DPWH-Regional Office Planning and Design Division and the Statistics Division of the Planning Services. The validated road segments are the Sogod-Borbon-Bogo Coastal Road, Liloan-Compostela-Danao-Asturias Road, Poro-Tudela Circumferential Road, Pilar Circumferential Road, San Francisco Circumferential Road, San Francisco Transcentral Road, and Poro-San Francisco Link Road. The validation process started on November 28, 2022, and successfully concluded on December 1, 2022 which was led by Engr. Ivan Noel delos Reyes of the PS-Statistics Division. The aforementioned activity is part of the assessment and evaluation process to determine whether the proposed roads have met the criteria for conversion outlined in Department Order 133 S. 2018-Criteria and Guidelines for Road Conversion from Local to National Roads and Vice Versa.

The Department through the Bureau of Maintenance (BOM) conducts a semiannualWalk-the-Line(WTL)Inspectionto validate the compliance of Department Order(DO)No.41,seriesof2016orthe Amended Policy Guidelines on the MaintenanceofNationalRoadsandBridges oneachofitsDistrictOfficesnationwide. For Cebu 5th District Engineering Office having a total length of 76.254 km of national highway and 20 bridges, the scheduleofthesecondsemesterofthesaid inspectiononOctober13,2022withEngr. TessieE.MangaoilfromtheCentralOffice–BOM,accompaniedbyEngr.MeazelMarie M.BoronganandEngr.JonBarkleyV.Rupal fromtheRegionalOfficeVII–Maintenance Division,Engr.BaltazarB.Asensi,District Maintenance Engineer and the MaintenancePointPersons(MPPs):Engr. One of DE Flor's advocacy is self-development, and the EngineersofCebuFifthDEOfromthePlanningandDesign Sectionhavedemonstratedthatitispossibletolearnnew things and acquire new abilities if you put your heart and mindtoit.

Engr. Jergens Omo and Engr. Shella-May Quimpan has been accredited as a Provisional Materials Engineer each can handle a maximum of five (5) projects with below ₱100M. While Engr. Baserodin Batocapala is currently an accreditedMaterialsEngineerIwithalimitofeighteen(18) projects of less than ₱100M appropriation stipulated in DepartmentOrderNo.95,Seriesof2021.

This accreditation is a significant milestone in my professional career, and I am excited to share it with the entire Cebu 5th DEO family. I am fully aware of my responsibilities as a Provisional Materials Engineer, and I see this as a challenge that will not only help me grow, but will alsobenefittheentireDEO.SpecialthanksgototheQuality AssuranceSectionfortheirassistanceduringmytraining,as well as Ma'am DE Flor for her support and encouragement.Jergens A.

Pursuant to Section 6 (c) of Executive Order No. 124 series of 1987, authorizing the Secretary to promulgate regulations necessary to carry out the objectives, policies and functions of the Department, Section 17 of Republic Act No. 7160 otherwise known as the 1991 Local Government Code, and considering the DPWH's core mandatethatis-

Flood control management in major/principal rivers, as indicated in the Organizational Outcome I and II respectively,

TheDepartmentshallnotberesponsiblefortheacquisitionofRight-of-Way(ROW) intheimplementationofprojectsinvolvingLocalInfrastructureProjects(LIP),those under Sustainable Infrastructure Projects Alleviating Gaps (SIPAG), and projects undertaken by the Department through our convergence programs with different agencies. ROW acquisition shall be the responsibility of the respective LGUs considering that these remain to be the asset of the local government unit concerned,andturnedovertothemformaintenanceandupkeepaftercompletion, inaccordancewiththelaw.

This Order supersedes previous inconsistent issuances and shall take effect immediately.
