W, in ru ed by the authority of Our Predecessors and of the other Holy Fathers, We decree and e ablish that, upon the decease of the Universal Pontiff of this Roman Church, the Cardinal Bishops, fir of all, discussing the ele ion mo diligently together, should immediately invite the Cardinal Clerics of Chri , and thus the re of the Clergy and People should arrive at a consensus of a new ele ion, taking care that the disease of buying votes does not creep in on any occasion, and thus the mo religious men should be the leaders in promoting the ele ion of the Pontiff, and the re should be followers. A certain and legitimate order of ele ion is thus e ablished, if, a4er examining the rules or deeds of the various Fathers, as well as the judgment of Our Predecessor, blessed Pope Leo, is also recalled. No reason, he says, allows those to be included among the Bishops who are neither ele ed by the clergy, nor sought by the people, nor consecrated by the provincial Bishops with the judgment of the Metropolitan; but, because the Apo olic See is superior to all the Churches in the world, and therefore cannot have a Metropolitan over it, the Cardinal Bishops undoubtedly a in a Metropolitan’s ead, namely, to advance the ele ed Bishop for consecration to the summit of Apo olic honour.

Whosoever wishes to pray this novena, in private for now, and not yet in public, as it does not yet have permission from the authorities of Holy Mother Church (and this we do so openly declare that the reader may under and the true atus of this exercise), kneeling before a Cross with a Crucifix, ought to recite all the things that are so ordered below, continuously for nine days a4er the death of the reigning Sovereign Pontiff is announced, in order to obtain grace for the Purpled Fathers of the Church to ele a suitable and worthy man as the new Sovereign Pontiff.
