Dogs SA Affiliated Clubs are required to submit annually to the Dogs SA Office the following reports after each Annual General Meeting of the Club:

A list of the newly elected Executive and Ordinary Committee members of the Club, ensuring all Executive are full Dogs SA financial members and Ordinary Committee are either full or Associate Dogs SA financial members or become financial with 14 days of AGM.

A copy of the Financial Report as presented to members at the AGM.

Please ensure reports are lodged within 14 days after your Club’s next Annual General Meeting in accordance with your Club’s constitution.

The President welcomed members to the 70th Annual General Meeting of Dogs SA. The President welcomed the new Executive Ofﬁcer, Deb Lee. One minute silence was observed in remembrance of those members who had passed away during the year.

2 Conﬁrm the minutes of the previous Annual General Meeting held 17th March 2021

Question regarding property valuation – The President advised that the Independent Evaluators had previously utilised “actual” use of land (recreational) and have now utilised “best” use of land (residential). Lance Heilmann stated that the Financial Statements were well prepared and commended the work of the Auditors and the Council. These comments were seconded by Pauline Kent.

The President advised that the Association had a good year, despite difﬁculties with the Pandemic etc. In response Council had voted to pay the afﬁliates Public Liability Insurance this year.

6 Declaration of the ballot of the recent Elections conducted

Clause 18 - Amend rule to include “general” to ensure clarity that this rule applies to the Annual General Meetings and Extraordinary General Meetings only and does not include all Council meetings. (First sentence to be amended to read

All questions and matters arising at any general meeting of the Association (other than questions of order and procedure) shall be decided by the majority of the votes of members present and entitled to vote at such meetings.

10.1 Motion: Clause 11 - Elections, Eligibility, Voting

RATIONALE: To ensure that candidates for ofﬁce have exhibited the highest standards of behaviour prior to nominating.

New part (7)(c)

Shall not be eligible to be elected to any ofﬁce if he/she has been found guilty by a disciplinary panel of a breach of the Constitution or Rules which results in a suspension of their membership of the Association, notwithstanding that suspension may be set aside, within the four years prior to the date set for the close of nominations.

Moved: John Buckley Seconded: Julie Musolino Discussion around 4-year term – in line with other Constitution requirements for nomination. Clariﬁcation that “suspension” applies only to persons nominating and not dogs.

11 Motion: Clause 12 – Vacancy in Council

RATIONALE: To ensure that ofﬁce bearers or members of Council exhibit the highest standards of behaviour.

New part (e)

Any ofﬁce bearer or ordinary member of the Council who has been found guilty by a disciplinary panel of a breach of the Constitution or Rules which results in a suspension of their membership of the Association, notwithstanding that suspension may be set aside, shall forthwith stand down from ofﬁce.

RATIONALE: Any member of Council who institutes legal action against the Association would clearly create a conﬂict of interest. The Code of Conduct for Councillors requires that in any instance of a conﬂict of interest, the person’s loyalty must be with the Association. By instituting legal action against the Association, this would clearly be in breach of the code.

Any office bearer or ordinary member of the Council, who, as a Plaintiff or Co-plaintiff, institutes any legal action against the SACA, (except a legal action in respect of any personal injury sustained as a voluntary worker or as a member of the public whilst on SACA premises or on any other premises used or occupied by the SACA in respect of which the SACA is indemnified under its insurance policies), shall forthwith stand down from office pending judgement, settlement or withdrawal of the action.

PART VIII EXHIBITIONS

A GENERAL

Current Rule

Dogs not Under Effective Control at an Exhibition.

55. It is the obligation of each owner or handler at an Exhibition to ensure their dog is under effective control. Where a dog which is competing in the judging precinct, chases, persistently interferes with another exhibit, does not obey its handler or leaves the judging precinct and fails to return immediately, will be dismissed by the Judge in the presence of the Steward and disqualified from all competition at that Exhibition. A written report must be provided to the SACA Representative by the Judge as soon as practicable, but no later than the completion of that exhibition. (05/17)

Retrieving news 2022 SACA Top Retrieving Gundog Award

The Rules for the SACA Top Retrieving Gundog Award were altered in 2016 to include:

To qualify exhibitors must be Members of Dogs SA and resident of SA when the points are awarded. Interstate points to count. (update 9/16).

The Award year is 1st Wednesday in October to 1st Tuesday in October (update 11/18). This Trophy must be returned to the RAFT Advisory, or Dogs SA, by the winner, a minimum of one month before the Special RAFT Meeting the following year (update 11/18).

Evelyn Copley of Dogs SA Old English Sheepdog Club was delightfully surprised at getting a Peter Malinauskas certificate for volunteer service. Congratulations Evelyn for your many years of service.

October saw the Scent Work Advisory Committee (SWAC) conduct another two trials with an interstate judge, this time Yvonne Haynes from Western Australia. Yvonne also kindly conducted a training session with our judges and trainee judges.

Our Friday night trial was held at Dogs SA. Novice Interior judged by Kate Lloyd was held in the Judge’s Training Room, and Novice Containers judged by Yvonne Haynes was held in the ‘newly refurbished but not quite complete at the time’ old office Building. In Novice Interior there were 37 entries and 22 passes (59%), with Novice Containers having 33 entries and 19 passes (57%). Of the 42 dogs entered, it was the very first ANKC trial for 22 of them.

The Sunday trial, again held at Dogs SA, was our first trial offering classes at Advanced level. There were 54 dogs entered in the trial, with 124 entries over 4 elements and 2 classes. All Advanced elements were judged by Yvonne Haynes. In Advanced Exterior there were 17 entries and 6 passes (35%), Novice Vehicle judged by Kate Lloyd had 40 entries and 30 passes (75%), Advanced Exterior had 17 entries and 6 passes (35%), Novice Exterior judged by Sharon Gahan had 32 entries and 18 passes (56%), and Advanced Containers had 18 entries and 2 passes (11%). This was also our first trial with an interstate competitor who made the journey from Victoria.

At the conclusion of these trials, another 7 dogs were eligible for their Scent Work Novice (SWN) title. Congratulations to those dogs and their handlers.

For some of us, the jump from Novice to Advanced has been a bit of a challenge (especially that container search with the 11% pass rate!) but it has been a wonderful learning experience.

Mock trials continue to be held on a semi regular basis, with Para Districts Dog Obedience Club conducting several to date.

Gawler Dog Training Club was the first Affiliated Club in SA to conduct a scent work trial, which was held on the evening of Saturday 29 October 2022. This single element trial, judged by Kate Lloyd, received a total of 35 entries, with 22 dogs entered in Novice Exterior, and 13 entered in Advanced Exterior. Gawler will be conducting another single element trial on Saturday 10 December 2022, with Narelle Medlicott judging Novice and Advanced Containers. Well done to Gawler DTC for your efforts to date.

If you wish to keep up to date on scent work in South Australia and aren’t already a member, we suggest you apply to join the Scent Work SA Facebook group, remembering to answer all 3 questions for your membership to be approved.

What will 2023 bring? Some new judges, more clubs offering trials, and a rule review. Keep your eye out on the Facebook page for more information. The SWAC will provide more information about the rule review process and timetable in due course.

By the time you read this the Scent Work Advisory Committee will have held their first Special General Meeting. Brian Fielder will be stepping down as Chair, and I have made the decision to step down as Secretary. I’d personally like to thank Brian for his assistance in getting this sport off the ground in South Australia. There has been a huge amount of effort, commitment, and dedication from our entire committee to get this sport to where it is now. I wish the new committee every success in continuing its growth.
