According to Scott Young of Certified Lights, with offices in Houston and Dallas, community managers and boards are receiving more requests this year for holiday classics like wreaths, garlands, and warm white lights. “The biggest trend is the move to LED lights. While they are more expensive than incandescent lights, they use less electricity and are more reliable.”

According to managers and board members, the biggest restrictions that homeowners associations have regarding holiday decorations is the timing. “There are often restrictions on when you can start installing them and rules around when they need to be removed,” explains Young.

Safety Tips for HOA Holiday Lights

A pro tip when decorating trees and bushes is to install enough lights to make it look professional. “Bushes across the front of a home often take 1,500 to 2,000 mini lights to get a professional, polished look,” says Young. It also is important to take breaks during installation to make sure that the lights are evenly distributed, he adds.

Some associations also may have guidelines on the types of decorations, such as inflatables or their sizes. It’s extremely important that homeowners check with their community association management and board to confirm that the décor is allowed by community’s governing

For residents who want to decorate their homes for the holidays themselves, Young recommends not using tall ladders. “This is the number one holiday accident we see,” he says. “It is tempting to decorate rooflines, but many homes now have extremely steep peaks and Anotherroofs.”issue to be aware of is electrical outages. “Reading the instructions on the packages is very important,” says Young. “Each brand of lights has a different number of lights that can be connected together. Never add more than stated or you can blow the fuse or cause the circuit breaker to trip.” If the lights do go out, one of the causes is often the ground fault circuit interrupter tripping. “It is very sensitive, and any connection left on the ground can trip it even with moisture in the air,” he adds.

“There’s a pretty widespread phenomenon called psychological reactance. When we perceive our freedoms and choices are being taken away, we grasp onto them more,” he explains. “The natural reaction most of us have is, ‘Wait a minute, you can’t tell me what to do.’ ”

Wearing face coverings has become the new norm during the COVID-19 pandemic as a measure to help slow the spread of the disease. The Centers for Disease Control and Prevention recommends the use face masks in settings where social distancing is difficult to maintain, and recently issued a scientific brief on their effectiveness in preventing transmission of COVID-19 between wearers.

Many states and the District of Columbia, as well as several localities, have issued mandatory mask wearing requirements—D.C. and Minnesota’s mandates include common areas in community associations and multiunit residential buildings—but not others, causing conflicting directives from different levels of government to cloud the issue.

However, disagreements and misconceptions around wearing facial coverings have become a source of debate during the pandemic. Some, for instance, see wearing or refusing to wear a mask as a political issue.

Donna DiMaggio Berger, an attorney with Becker in Fort Lauderdale, Fla., and a fellow in CAI’s College of Community Association Lawyers (CCAL), says boards in her state have the legal power to invoke emergency measures during major events such as a pandemic, and mask requirements are Someapplicable.homeowners association and condominium boards have opted to require masks in common areas, such as hallways, elevators, laundry rooms, and lobbies, where social distancing is not possible. For example, a condominium community in Chicago recently proposed a mandatory mask rule in its common areas and would impose a fine of up to $500 for those who refuse to follow, with higher fines for subsequent violations.

Similarly, Josh Milgrom, an attorney with Lash Condo Law in Toronto, has encouraged condominium boards to implement mandatory mask rules in their common areas following a city-wide mandate to wear coverings in public indoor spaces, writes CBC News.

“The risk of contracting or spreading COVID-19 in those areas are substantially similar, if not the same, to those areas we have in condos,” says Milgrom, adding that boards are responsible for over the common elements and making sure they are reasonably safe for residents and staff.

Lakes and ponds can occur naturally in the landscape, but more often they are man-made, constructed for drinking water supply, irrigation, livestock watering, recreational use, or stormwater management—as is the case for most HOA waterbodies. There are many important components in a stormwater management facility that help regulate water levels, filter debris, and prevent flooding. All of these structural components require frequent inspections and maintenance to ensure the continued integrity and functionality of the waterbody. Without proactive monitoring, it is easy to accidentally overlook serious structural damage and volume loss until the problems require costly repairs and invasive solutions like dredging.

In some localities, the inspection and maintenance of stormwater management facilities (also referred to as ‘BMPs’ or ‘best management practices’) is handled by the City or County; although, more commonly, it is the responsibility of the pond owners. Unfortunately, it can also be confusing to understand your HOA’s obligations for each of the facilities in the community, especially when the responsibilities can vary between localities, communities, and the facilities themselves. The key documentation that outlines the responsibilities of the HOA for stormwater facilities in the community is the Stormwater Maintenance Agreement with the locality. This document should exist for every facility that is part of an approved site development plan, and should be on file with the locality if you aren’t able to locate it.

Many communities that I work with have implemented beautification and habitat enhancement projects for their ponds, and some have even hosted kids fishing derbies or remote control boat races. But while maintaining healthy and attractive waterbodies is a priority for most HOAs, the basic structural and functional maintenance activities are frequently overlooked. It’s relatively easy for the average community manager or resident to identify when their stormwater pond is experiencing problems when it’s covered in weeds and algae or when the fish stop biting, but many of the tell-tale signs of structural trouble are more subtle and difficult to identify.

Your lake and pond management provider is typically a knowledgeable resource when it comes to understanding the frequency and formality of professional inspections. Typically, the age, condition, and complexity of the facility are taken into account, as well as the regulatory requirements of the locality. On a regular basis, your lake management professional will provide visual inspections of the entire facility. If concrete inlet pipes are present, they should also be checked for spalling, cracking, and misalignments. The outlet structures should be checked to ensure that water is properly flowing and that there are no blockages or damage to the trash rack, if one is present. It is also important to monitor the water level in the pond – an abnormally high or low water level for an extended period of time could be a sign of a serious structural issue. The pond banks, including the dam embankment, should be inspected for erosion and animal burrows. They should be well vegetated with no bare spots.

Let’s get grilling... How to get your grill ready for grilling season.

On gas grills whether it is natural gas or liquid propane, the fuel system should be checked for leaks. The burners should be checked for blockages and cracks or rusted parts. The valves should turn freely and the igniter should easily light the grill. If the ignition system is battery operated, the battery should be replaced. The firebox should be inspected for rust and corrosion. Any missing or damaged parts should be replaced. The lid should open easily and not bind up.

Know what kind of fuel Having appropriate signage to tell people how to operate the grill is important. If you grill has a timer that controls the gas flow, people need to understand how it works. If your grill uses the replaceable propane bottles having full bottles or a service to check the propane levels are important.
