League-Supported Metal Theft Bill SB 1387 Heads to Assembly Floor Statewide, CA - League-supported SB 1387 (Emmerson) is headed to the Assembly Floor after successfully passing out of the Appropriations Committee last week. This bill provides additional penalties for junk dealers or recyclers who possess fire hydrants, manhole covers, or sewer backflow devises without proper authorization from the public agency or utility owning or previously owning the item. It also requires that junk dealers and recyclers must call law enforcement within 24 hours if they have unknowingly come into possession of one of these items. Metal theft is a prolific problem impacting urban, suburban, and rural areas alike. Metal theft targets include everything from essential wiring for community baseball fields to dedication plaques from the local community. SB 1387 addresses those items that can lead to a direct public safety threat. In fact,
this bill was introduced in response to a serious injury directly caused by metal theft when a little girl from the author’s district fell into a manhole that was missing its cover because of theft. SB 1387 relieves junk dealers and
recyclers from having to determine whether or not these metal items belonging or previously belonging to public agencies are in fact stolen and creates meaningful penalty enhancements. This bill moved through the last policy committee on consent and has received bi-partisan support throughout both houses. The League thanks Sen. Bill Emmerson (R-Riverside) for his leadership on the bill, as well as co-authors Sen. Tom Berryhill (R-Stanislaus) and Assembly Member Fiona Ma (D-San Francisco). The League is pleased to join our partners from local government, utility providers, and the business community in support of SB 1387. Cities can send their own letter of support. Crime Blotter DESERT HOT SPRINGS, CA – The Save-A-Pet animal charity was robbed last weekend when thieves entered the property and stole all the dog and cat food, along with portable kennels used for transporting animals. Save-A-Pet is a registered 501 (c) (3) charity housing more than 80 dogs and 40 cats on their compound located at 67600 18th Street in Desert Hot Springs. Save-A-Pets workers and volunteers noticed a towel on the ground next to an area where their portable kennels are stored when opening up on Monday morning, Aug. 13. They believe the theft happened between Saturday night after sunset and Sunday morning. In addition to the theft there was some light vandalism at the scene. An estimated $3,000 in dog and cat food was stolen along with nearly $1,000 in portable animal kennels.
“It’s disheartening that someone would come in and steal from an animal charity,” said Rick Miller, kennel manager. Anyone with information about this robbery is asked to contact the DHS Police Department at (760) 329-6411. DESERT HOT SPRINGS, CA –“It was a tough weekend for the city,” said DHS City Manager Rick Daniels after vandals struck the Visitors Center located at the corner of Palm Drive and Pierson Blvd., last weekend. The glass doors were shattered, the electrical panels and sidewalk drain grates were vandalized and graffiti painted on the walls. Surveillance cameras caught some of the vandals in action but Police are asking for the public’s help in locating and arresting the culprits. Anyone with information is asked to call the DHS Police Department at 760-329-6411 ext. 2. PALM SPRINGS, CA – A Desert Hot Springs man was arrested on Saturday, Aug. 18 for child endangerment after several witnesses reported to police that an infant was locked inside a car at the parking lot of the Office Depot
located at 5601 E. Ramon Road. Palm Springs Police arrested Narciso Mercado, the infant’s step-grandfather, and booked him into the Smith Correctional Facility in Banning for suspicion of willful cruelty to a child with possibility for injury or death. Several witnesses called police around 6:00 p.m. on Saturday reporting that an infant was sleeping inside the back seat of a locked vehicle with the windows rolled up in the parking lot and outside temperatures reached more than 100 degrees with high humidity. CATHEDRAL CITY, CA – A man was arrested last weekend after he held Cathedral City Police in a brief standoff in the 33000 block of Whispering Palms Trails. Jacob Lee Mitchell, 31, barricaded himself in his home with a gun and rifle before sending his Pit Bull-mix dog out to attack the officers. Cathedral City police restrained themselves from shooting the animal and waited until Michell’s uncle arrived on the scene to talk his nephew out of the home.

Angel View Crippled Children’s Foundation, Inc., was founded in 1954 by a group of parents who wanted their children to have close access to the therapeutic and soothing waters of Desert Hot Springs. The goal caught on, land was donated to the organization, and a 52-bed rehabilitation facility for suffers from polio was built. When polio became eradicated, Angel View expanded its treatment program to care for children and young adults with developmental disabilities, many of whom also had physical disabilities. Today, about 70 percent of the clients at Angel View have some form of physical paralysis. The original 52-bed facility now serves as Angel View’s administrative center. Angel View operates 19 purpose-build six-bed homes, with 18 of them providing 24-hour nursing care to residents. Each of these 18 homes feature extrathick walls, extra-wide doorways, low countertops and sinks and roll-in showers to facilitate wheelchairs. And, every home is equipped with a fully operating back-up generator in case of emergency. Obviously, the work of Angel View - which provides about one million hours of client care per year - requires a multi-million-dollar annual budget. One of its primary private-sector financial resources is a thriving network of 12 Resale Stores; some of them being among the oldest continuously operating resale stores in the Coachella Valley. Space Shuttle Endeavour One of only a handful of extraterrestrial, manned space vehicles, the space shuttle Endeavour is being retired and making its retirement home at the California Science Center in Exposition Park just south of downtown Los Angeles. In and of itself this would be interesting, but as any good traveler knows, half the fun of traveling is how you get to your destination, and the arrival of the Endeavour is a prime example. The Endeavour, which will b e transported on top of a NASA 747 aircraft, is expected to arrive at LAX mid-day, Sept. 20. Upon arrival, it will be removed from atop the 747 and moved into a United Airlines hanger where it will stay while final preparations for its transport and display are completed. Endeavour will leave LAX to begin its journey to the California Science Center on the morning of Oct. 12. It will be transported with a series of moves and stops that will occur as Endeavour goes under raised transportation lines and across the 405 Freeway to arrive at Inglewood City Hall for an official launch ceremony on the morning of Oct. 13. It will then be transported to the intersection of Martin Luther King and Crenshaw Boulevards where a celebration of Endeavor’s Mission 26 will be produced. This celebration will include more than 200 performers, featuring the Los Angeles School of Gymnastics, Lula Washington Dance Theatre, taiko drummers, aerialists, and more, with Endeavour expected to arrive at the California Science Center in Exposition Park that evening. You can be certain that the two-day journey of the five-story, 78 feet wide and 170,000-pound Endeavour will draw viewers from across Southern California and beyond. Los Lobos’ Epic ‘Kiko’ Celebrated With Notable Editions available on CD, DVD and Blu-ray. “Kiko 20th Anniversary Edition” is the ultimate version for fans of “Kiko.” It features the stunning mix of original recordings produced by Mitchell Froom (Crowded House, Ron Sexsmith, Vonda Shepard), as well as bonus material such as demos of “Whiskey Trail” and “Rio De Tenampa” and live recordings of a trio of other songs performed by the band at Capitol Studios in December 1992. At the heart of the album are those stirring original tracks, with the Americana folk ballad “Two Janes,” psychedelic blues-tinged “Wicked Rain” and joyous Tex-Mex song “Saint Behind the Glass” among my favorites.

A deluxe remastered 20th anniversary edition of the original 16-song disc has been reissued with five previously-unreleased tracks, while a related release features a live performance of the album by the band. Perry, 57, comes from a lifetime of experience in the newspaper publishing bu s i n e s s . He i s t h e son of Lee B. Perry, a prominent ne wspap er founder, publisher and editor of the News West Publishing group serving the middle Colorado River communities of Bullhead and Lake Havasu Cities, Arizona and Needles, California. Illegal Tax Hike ‘Job Killer’ Bills on Suspense Desert Hot Springs, CA - Two California Chamber of Commerce-opposed “job killer” bills that increase energy costs, including fuel prices, on consumers and businesses were placed on suspense files last week pending review of the bills’ fiscal impact. AB 1532 (J. Pérez; D-Los Angeles) and SB 1572 (Pavley; D-Agoura Hills) allocate funds from an illegal tax to various programs that are not necessary to costeffectively implement the market-based trading mechanism under AB 32, the 2006 climate change law. A third similar bill, SB 535 (De León; D-Los Angeles), awaits action by the Assembly Appropriations Committee.
Lacks Authority In opposing the bills, the CalChamber has pointed out that the California Air Resources Board (ARB) lacks authority and has been unable to justify the need to raise billions of dollars in revenue for the purposes anticipated in the bills. ARB’s plan to impose a “cap-and-tax” will hurt jobs, and increase costs to the state and consumers. AB 32 was not intended to be a revenue source. If the state moves forward with a billion-dollar auction, the impacts on the state’s economy would be devastating. Humane Society of the Desert Southern California’s Largest No-Kill Sanctuary By Jackie Devereaux Palm Springs, CA – There are a lot of unsung heroes who work tirelessly to help our community be a better place to live, and no one has done that more than Malinda Bustos, president of the Humane Society of the Desert, a registered 501 (c) (3) no-kill animal sanctuary nestled among the windmill farms along North Indian Canyon Road. Bustos, 50, a resident of both La Quinta and Newport Beach, has been working at the Humane Society of the Desert (HSOD) since May 2002 to help local dogs, cats and horses live a full and better life in the Coachella Valley. “I started as a volunteer dog walker and fell in love with the place,” Bustos said during a recent on-site interview. “I eventually was asked to be on the board and to be involved in the fundraising a few years later.” Since those early years as a volunteer dog walker, Bustos has served as the vice president until she accepted the role of volunteer president eight years ago. Currently, the animal sanctuary houses 52 dogs, 22 cats and two horses. The kennel has the capacity to house up to 176 dogs but their kennel license stipulates a limit of 155 dogs on site at any given time, she said. Bustos is seeking donations to increase the number of dogs and cats housed on

Currently, there are five paid Kennel Technician positions, with three full time volunteers, as well as a fundraising committee and board members who oversee the operations of the eight acre property located near the intersection of Dillion and Indian Canyon Roads in North Palm Springs. “We are simple here. We save dogs and cats, and horses too. We’ve saved some rats, guinea pigs and birds over the years. This week, we’re rescuing a mini-horse from a home in Big Bear where a 75-year-old man can no longer care for his horse,” she added. Bustos explained that all animals rescued are kept for at least 30 to 60 days before being put up for adoption. “We need to evaluate the animal, administer medical care and train them to make sure they can be placed into a

healthy, abandoned pets that would otherwise be euthanized. An animal that comes here, remains here until a loving family and forever home are found,” she said. “The Human Society of the Desert works hard to protect those that cannot protect themselves. Yet after every victory we achieve there’s a new challenge – one in which they

The Human Society of the Desert’s Orphan Pet Oasis is Southern California’s largest no-kill sanctuary. “We could not have achieved this milestone without the help of dedicated animal lovers.” She suggests that people name the HSOD as one the beneficiaries in their wills or revocable trusts. “It seems like such a simple concept, but to hundreds of abandoned, neglected or abused dogs and cats it’s more than just a dream, it’s a second chance at life. “No clock should count down the days remaining in a dog or cat’s life. But countyrun animal shelters cannot maintain large animal populations, so healthy dogs and cars are euthanized every day. Judging by the way our society treats them, the question is open to doubt. Since it refuses them what they consider the necessary minimum, and since it deliberately condemns them to extreme poverty, to slums, to ill-health, loneliness and despair, it asserts that they have neither the same needs nor the same rights as other members of the community. In order to soothe its conscience, our society’s sociologists have invented a certain number of myths – myths that contradict one another, by the way –which induce those in the prime of life to see the aged not as fellow-men but as another kind of being altogether. “The aged man is the venerable Sage who planes high above this mundane sphere. He is an old fool, wandering in his dotage. He may be placed above our kind or below it; but in either event, he is banished from it, excluded. Local Pets Benefit from Savage Art Two Night Fundraiser For Animals in Need By Jackie Devereaux Palm Springs, CA – There are a lot of people across the Desert who say they want to help local indigenous animals and domestic pets in need when in reality, they do very little except toot their own horn. Shawn Savage is not one of those people. In fact, Savage is one of the real animal samaritans across the Valley who has been helping raise money and awareness for animals living in crisis for the past two years. Savage first became an unsung animal hero four years ago after he and his partner, Chris Kyos, took in more than a dozen feral and abandoned cats living on their property located near the Bubbling Wells Elementary School in Desert Hot Springs. He said they didn’t have the heart to eject the dozen abandoned felines, and now are their unofficial and lifelong caretakers. Savage quickly learned what it costs to feed and care for a dozen abandoned cats, so he decided to do something constructive, and put his art to work raising money to
benefit pet charities across the Valley. “I got involved in this because of the huge need,” Savage said. “I wondered, ‘How many people are out there like us trying to help these poor animals?’” This season, Savage begins his animal fundraising efforts on Friday, Aug. 24 from 7 to 9 p.m., where he joins forces with Rancho Mirage artists Karen and Tony Barone and
the BluPrint Green Gallery located at 386 N. Palm Canyon for an party to raise money for the Palm Springs Animal Shelter and the Feral Alley Cats and Friends of Desert Hot Springs. The next evening, he will host his own launch party called “Savage Pets” on Saturday, Aug. 25 from 7 to 9 p.m., at the Savage Gallery located at 870 E. Research Drive in Palm Springs. The evening will be hosted by recording artist Bobby Jo Valentine performing live music in the

These paintings can be seen and purchased online at www. TheSavageGallery.com. “I want to build a brand and name for Savage Pets and I want to help the animals. It’s a win-win, and it’s a great cause,” he said. Savage said he’s always been an artist. “Back in Ohio, my Dad saw I had talent and ever since the second or third grade he encouraged me to draw. He’d give me big animal books and ask me to draw pictures
from it.” Savage later served in the U.S. Marine Corps stationed in Iceland. Even while in the military, he was given the job to draw the station signs, billboards, matchbooks, napkins and menus. He never took art seriously as a career until he finished his tour of duty and returned to Ohio where he worked in antique stores. Savage, now 44, was born and raised in Columbus, Ohio, but relocated to Los Angeles when he was 35 years old. He moved to the Desert six years ago and began working with Christopher Kennedy, a renowned interior designer. “He’s the biggest designer in the Valley and has helped me out tremendously. I moved into my gallery on a shoestring budget. The landlord made a one-time deal I couldn’t refuse and Kennedy vouched for me.”
The Savage Gallery is a 2,000 square foot facility with the entrance remodeled as a boutique with antiques, jewelry and art exhibited. The main room is a classic
gallery space of approximately 1,500 square feet with two small offices in the rear. Since opening 14 months ago, Savage has sold more than 60 paintings ranging in price from $350 to $1,200 each. “Savage Pets” paintings currently decorate the walls of the Palm Springs Animal Shelter. The paintings are available for sale and hope to raise funds throughout the year for the animal shelter. Last year’s fundraiser, the first for “Savage Pets,” kicked off the opening of the Palm Springs Animal Shelter. During that first year, the shelter and Savage worked together to produce a line of greeting cards to be sold to create a unique and continuous product to raise funds for the shelter. That successful collection of greeting cards sold out and this year new images have been created to build the collection from greeting cards to coffee mugs and T-shirts to help support animal needs throughout the year. given the rare opportunity to see how much family life means to these primates. We also visually experience how important a mother’s care is to the babies in the group. We see how family members interact and groom and we laugh as we watch the baby chimps at play. They get into trouble just like any little “kid” will, human or wild. The big surprise was finding out that while they like their fruits, nuts and greens, they also eat meat. One portion of the film takes us on a hunt with males--their prey, smaller monkeys. The film is narrated by Tim Allen throughout, but at the end of “Chimpanzee” we meet the filmmakers who talk a bit about how they were able to get such intimate footage of the primates in their natural environment. Disc 1(Blu-ray) goes into far more detail than the movie did about what the filmmakers experienced while photographing the primates. There are other features on disc 1 as well and disc 2 (the DVD disc) focuses on Disney’s conservation legacy. “Chimpanzee” is rated G, but may be a little too intense for very young children.
For Animal Lovers For animal lovers, another family DVD to share is” We Bought a Zoo,” starring Matt Damon and Scarlett Johansson. In this family friendly film, based on a true story, Matt Damon is a father who is willing to give up a lucrative newspaper job to keep his teenaged son out of trouble. He buys a dilapidated zoo and with the help of his staff and children he eventually brings the zoo back to its former glory. It isn’t easy, but in the end he succeeds in not only restoring the zoo, but family harmony as well. From 20th Century Fox, rated PG for language and some thematic elements.
Five Animated Titles On Aug. 21, along with the nature film “Chimpanzee,” Disney will be releasing five animated titles guaranteed to please the little kid in all of us. These upcoming DVDs include the two movie collection of Disney’s “The Rescuers” the 35th anniversary edition and “The Rescuers Down Under,” “Pocahontas” and “Pocahontas II,” “ The Aristocats,” “Lady and the Tramp II: Scamp’s Adventure” and last, but by no means least, “Disney’s The Tigger Movie.”

U.S. DIPLOMACY Palm Springs – Journalist, author and lecturer Nicholas Kralev will speak about his newest book, coming out this fall, “America’s Other Army” at the PS Air Museum on Wednesday, Sept 19 at 1 p.m., During a 10 year period Kralev traveled with four US Secretaries of State as a diplomatic correspondent for the Financial Times and the Washington Times: Hillary Clinton, Condoleezza Rice, Colin Powell and Madeline Albright. During this time he traveled to 80 countries, visited 50 US Embassies and interviewed 600 career diplomats. Kralev will share “behind-the-scenes secrets about high-level foreign policy decision-making.” He will also discuss America’s ability to handle the challenges of the 21st Century. TENNIS BENEFIT Palm Springs -AIDS Assistance Program (AAP) has been selected by the Desert Tennis Association as the benefitting charity for the 2012 Palm Springs Open 19 Tennis Tournament. OUTHOUSE RACING Twentynine Palms– The Twentynine Palms Chamber of Commerce is excited to announce the 2012 Outhouse Races. Homemade outhouses can be made out of any material, and be any size or weight. One team member must sit in the outhouse and the other team members will push the outhouse in a race. Outhouses can be as elaborate as the team can imagine.

A Full Moon Rising Living Life Without The Conundrum Of Fear By Terrance Phillips
Laws are created out of fear. The more laws, the more things we fear. Fear itself cannot hurt you; however, fear is a stimulus that may extend into consequences. It is not fear that is the cause of trepidation rather it’s the consequences. If we go through life worried about consequences, we languish within our own inspirations. If General Chuck Yeager worried about consequences when attempting to break the sound barrier, we would have no jets today moving faster than Mach 1. Likewise, there would be no heart transplants, no stepping on the moon, no computers and who would ever want to be the first person to eat an oyster? Life expands through the efforts of those who face consequences, but move forward even though fear is present. It is those brave souls who compromise their own safety, their own beliefs and apprehension but still persist past the unknown, that achieve special accomplishments. It made me wonder what I have done in this regard. I don’t pilot planes; I would tremble in nervousness with a scalpel in one hand and a patient on a table in need of an appendectomy; I did moon out of a car window a few times in my younger years and I delight in oysters. Other than that, what a c c ompl ish me nt s have I initiated that contributed to the betterment of mankind? I believe the thing that makes me special is my heart. My heart happens to be filled with an abundance of compassion. In spite of my fears as a single father raising two children for several years by myself it was my compassion that prevailed. To this day, it’s my two daughters, son-in-law and my wee grand man, who steadfastly own
my compassion. They are now taking this lesson and are passing it on to others, which brings to me happiness beyond belief. But I still have much more passion left within to shower upon those of whom I forever dream and desire. When dissecting the word compassion I find it’s actually a combination of two words meaning: come to passion. Much to the chagrin of those without passion in their daily life, they live within the conundrum of fear. These apprehensive people have never allowed themselves to step beyond their perceived barriers of consequences. When you let fear control your psyche, you relinquish the essence of opportunity— you cower to the courage of those who have stepped forward and offered their hearts for the betterment of others. I admire those spirited explorers who have not only accomplished special things for themselves, but for that which was right and noble. I feel better now that this is finally off my manly man chest. Protect Yourself, Your Home and Business By Charles Bennett Jr. There has been a growing number of burglaries and robberies across our valley recently. Some have been reported on El Paseo, including one store that had $10,000 worth of purses stolen and other store owners afraid to speak out for fear of being targeted for retaliation. According to recent statistics, burglaries across California are down, however; they are rising in our area. According to the Riverside County Sheriff ’s Department, which patrols Palm Desert, burglaries are one of the most frequently reported crimes. In general, burglaries are a crime of opportunity. In California, residential burglaries happen about every two minutes. A very large percentage of burglaries reported are found to have been preventable had the victims implemented proper safety measures. More than half of burglaries committed occur without any signs of forced entry, usually gaining access through an unlocked door or window. Currently, the most common burglaries are garage burglaries, residential burglaries and vehicle burglaries.
As with all other crimes, prevention is the most important thing, not arrest and prosecution. If the need for arrest and prosecution arises, it is already too late. For homeowners, when away on vacation, going to bed or out of town, close and lock all doors and windows, including the garage. Do not leave valuables in plain view. If possible, close all the curtains and blinds so that no one can see inside the residence. At night time, leave the front and back porch lights on and exterior garage lights as well. If away at night time, leave an interior light on, such as a hallway light; not one that could cause a fire if on too long and hot. Unless in the garage, leave it closed at all times. In an effort to deter would be burglars, it is a good idea to keep shrubbery trimmed down to a point that it would be difficult
to hide behind. Have motion detection security lights installed and positioned to light up as much of the property as possible. Do not set the motion sensor too high as it will turn on with every passing car and person. Adjust it so that if someone enters your property, it will turn on. Use a reputable alarm system with sensors placed on all doors and windows, including interior motion sensors in the house. If one really wants to be extra secure, glass-break sensors are also available. If an intruder does enter the home, the audible alarm is loud enough to alert neighbors. A neighborhood watch, if implemented properly, is an excellent deterrent. When neighbors know each other, they usually know when someone doesn’t belong there. No one knows a neighborhood better than the residents. Communicate with each other and notify the police when any unusual or suspicious activities occur. Make a list of all valuables. Record brand names, models and serial numbers, especially weapons. Keep the list in a safe place, a fireproof, waterproof, mounted safe or safety deposit box. When police recover stolen property, it greatly increases the chances of those items being returned. If a vehicle is parked in the driveway, or anywhere for that matter, keep vehicle windows closed and the doors locked. Do not keep valuables in the vehicle. An alarm system or LoJack (or similar device) is highly recommended. There are also computer chips that can be installed that will not allow the vehicle to start if it is broken into. And keep copies of the registration, insurance and vehicle identification number in a secure place. Note any markings or damage to the vehicle that can be given to
the police that will help them notice the vehicle easier in the event that it is stolen. For business owners, it is highly recommended that an alarm system is installed. Cameras are a good tool and deterrent if they are correctly positioned. The capabilities of the cameras are very impor tant. Have sensors on all doors and windows, motion sensors inside and if there are store front windows, install glassbreak sensors as well. Have lights covering all sides of the building, including parking lots and leave some kind of lighting on inside as it is easier to see someone
moving around. With a well-lit perimeter and parking lot, it will be easier for the police to notice if someone does not belong there. It also deters other criminal behavior. Do not keep any cash in the business and keep all valuable merchandise out of view and in a secure place. Keep a thorough record of all employees, including phone numbers, addresses, full names, dates of birth and a copy of their driver’s license or other photo identification. This is all information that should be recorded at the time of hire for employment records. If one is walking at night time, always be aware of the surroundings, stay in welllit areas and away from alleys and secluded areas. And always keep a cellular phone in a place where it can be quickly and easily accessed. Do not wear excessive jewelry and do not carry large amounts of cash. City Sales Tax Report Receipts for Desert Hot Springs’ January through March sales were 14.4% higher than the same quarter one year ago. Actual sales activity was up 17.3% when reporting aberrations were factored out.

Tax Revenues UP Desert Hot Springs, CA – For the third quarter in a row, the City of Desert Hot Springs leads the entire Coachella Valley in sales tax revenue increase. According to a new City Manager’s Sales Tax Report released last week, DHS ranked #3 in Riverside County with Eastvale and Canyon Lake as the only other cities in the county to increase their sales tax more.

“We saw the greatest increase in gasoline, services station revenues along with food, drug stores and other general consumer goods,” said DHS City Manager Rick Daniels. “This shows that people are shopping locally which helps support the local business economy.

If Congress cannot overcome its ideological d i f fe re n c e s an d agree on a budget package, $400 billion in automatic spending cuts will be activated. There is general optimism that another recession can be avoided because it is unlikely that all these issues will devolve to their worst possible case. However, uncertainty about eventual outcomes will impact spending, investment and hiring plans and slow the recovery in 2012’s second half. Even so, HdL’s current consensus forecast is for a
