Water District Tightens Belt 2013 Budget Back to Black Desert Hot Springs, CA - Its a relief coming as no surprise to many; one local water district is now operating in the black. For the first time in three years, the Mission Springs Water District Board of Directors has adopted a budget projecting positive net income. “The balanced $12 million (2013) budget says better times are ahead,” said John Soulliere, Administrative Officer for the District. The budget was adopted at the June 18 meeting. Significant structural changes combined with greater efficiency, as well as an increase in revenue stemming from a rate action in 2010, are credited for moving the district forward.
Staffing Cut Some costs, including staffing, were related to demands placed on the district when the economy was much healthier than in recent years, according to Arden Wallum, general manager. “We had to ease our way out of that and adjust to new amounts of revenue is generated from customer accounts, property taxes and such.”
Private Sector In Additionally, the district credits the positive move to greater utilization of the private sector for some of its operations to save on the cost of full time employees where there is not enough demand for those services, such as engineering.
“The severity of the economic downturn really provided an opportunity to take a fresh look at the way local government works,” said Wallum. “Out of that review, some drastic actions were implemented to ensure the district could survive in new economic times.”
Well Not Dry In August 2011, the district fulfilled a promise made to the community and launched its MSWD 2.0 program including a rate study as well as a financial master plan generating significant public stakeholder interaction. The project is intended to move the district into what Wallum refers to as “the new normal” and
the re-creation of the organization from top to bottom. “We are leaving no stone unturned to find ways to reduce costs and operate at greater efficiency than ever before,” Wallum said.
Saving $4.3 Million The last water board agenda announced an early retirement option costing the district $401,928 over 20 years and generating a $4.358,322 savings over the first five years - or nearly ten times the amount. Seven water district employees are eligible who are at least age 55 with a minimum five years work experience. “We’re working to provide a high level of transparency and accountability. The more our public understands, the better we all are.”
Letter to the Editor Dear Editor; Thank you for your update on the Flamingo Hotel fire in your last issue. There is information in your story, however, that needs to be corrected. The city council has received considerable criticism over the city’s investment in this property. Your story unfortunately adds to that mistaken criticism. In 2008, Mayor Parks, Council members Matas, Schmidt and I voted to authorize $500,000 in economic assistance for the Flamingo with $250,000 for TOT forgiveness and $250,000 as a direct cash infusion. Your story states that the council advanced the $250,000 cash to the applicant. That is not correct.
When the council voted to approve assistance for this property, it placed conditions on distribution of the funds: The applicant was to secure $1.5 million in funding from Wilshire State Bank, he was to deposit $100,000 of his money into the project and the city was to be a secured creditor. Those conditions placed by the council on distribution of funds were never met. Inexplicably, the $250,000 was advanced anyhow.

Sports Radio Jock Musters Up With Marines Extreme Summer Camp Not For Children by Jackie Devereaux Palm Desert, Ca – A local, female, sports talk radio host is mustering up each morning to take part in a grueling Marine Corps Summer Camp Experience this week at Camp Pendleton near Oceanside, California.
Julie Buehler, 31, a popular personality on radio station 1010 AM’s, “Buehler’s Day Off Show,” is spending this hot summer week at the Marine Corps base enduring parts of an authentic basic training boot camp experience. This unique Summer Camp Experience was sponsored by Palm Springs Nissan, and the company sponsored Buehler because she has a history with the Marines. She is the supporter of the Marine Corps Scholarship Fund, and competed in two Marine Corps Challenges, where she participated in events such as tire flipping and dragging; push ups; box jumps; squats and Olympic weight lifting. “Working in the world of sports, there are so many parallels to the armed forces,” Buehler said in a telephone interview. “We (in sports) often use terms like ‘warrior’ and ‘battle’ to describe athletes and games. I can’t wait to discover how

often our troops use sports jargon to inspire their ranks.” Buehler said she is excited about the opportunity to learn more about the Marine Corps, and share it with her listeners throughout the Coachella Valley. During her week-long experience, she will spend a day as a Marine recruit going through boot camp and experiencing what life on Miramar (Marine Air Station) is like for the average soldier stationed there. She will follow a fully-engaged Marine infantry unit out of Camp Pendleton and play with their weaponry, shooting live ammo at the gun range. She will essentially experience a Marine’s life from boot camp to the fleet throughout the week. “I’m very excited to interview the base commander,” she said, adding that she wants to discuss the link associated between concussions with depression and suicide. “There’s been a 100 percent rise in suicides over the past five years in the military, and the big talk in sports is the consequences of traumatic brain and head injuries.” The recent suicide of San Diego Charger football player Junior Seau brought the issue to the forefront in the sports world.

The Strings Conservatory Presents Courses The Hi-Desert Cultural Center’s Summer Strings Classes Joshua Tree, CA - The Conservatory will again offer the very popular Summer program with two courses -- Beginning Strings and Intermediate Strings. These 8-week summer courses run every Tuesday evening from June 19 through Aug. 7 and are designed for ages eight through adult and younger participants may be admitted with the instructor’s approval. Beginning Strings classes begin at 5:30 p.m., and the Intermediate Strings classes begin at 6:45 p.m., The beginner-level class offers a tremendous opportunity to “test drive” a wonderful stringed instrument without having to initially invest in its cost. A free violin loaner program is available for a minimal $50 refundable deposit, enabling first-time students the chance to “experiment” with the violin while learning music theory as well. Individuals interested in participating need to register early to obtain loaner instruments. Students with their own string instrument are also encouraged to join the courses. The course fee is $60 for eight lessons payable in advance. The Conservatory has grown and expanded
since its inception almost two years ago. After receiving a most generous donation of 20 new violins from a local patron of the arts in the fall of 2010, the Cultural Center began the string school as a pilot program – initially offering a beginner strings class for ages eight and up. The program also offered participants the use, at no charge, of one of the newly-donated violins. With Strings Conservatory Director Jason Powell, who holds a Master’s Degree in music education and is completing his doctorate this year, at its helm, the classes and program were a tremendous success, and the school expanded its offerings to include advanced beginner and intermediate-level courses. All classes will take place at the Hi-Desert Cultural Center’s Blak Box Theater in the Palmer Performance Hall. I can think of reality in one or two years,” which means to finish college. Kontaxis is lucky. He’s already working as a Film Editor on a political documentary in Oklahoma assisting in post production. He landed that job through a friend and is now honing his skills and preparing for a future career in television and films. Desert Hot Springs, CA – Ole! Ole! is the sound heard roaring from the grandstands when a matador successfully guides a charging bull under his cape. The owner of South of the Border restaurant, Fernando Guerrero, is a real life matador from Mexico, and can be found most days at this local desert hot spot answering questions about past accomplishments in the bull fighting ring. As an animal advocate, I oppose both bull fighting and cock fighting, however, I confess that when I lived in Mexico, I attended a few of these “cultural events.” In saying that, I still love Mexico and pretty much everything Mexican, especially their cuisine. I have a pretty good grasp of what authentic Mexican food should look, smell and taste like, and I’ve eaten a just about every Mexican place in the valley. South of the Border is by far the best authentic Mexican food restaurant in the valley with the exception of El Mexicali Cafe which is twice as expensive and located 40 miles south in Indio. South of the Border daily lunch specials range from $4.95 to $8.95, are beautiful to look very flavorful for such reasonable prices. Anywhere else in the desert you’ll pay $6.95 to $12.95 for the same one, two or three item entree. Combination dinner plates range from $7.95 to $8.95 and their Especialideades De La Casa is $12.95 for an 8 oz. New York Steak Carne Asada entree served with grilled chilies, onions, Pico de Gallo, guacamole, beans, rice and flour or corn tortillas. The portions are hearty enough to split if you like to share with your partner. My husband and I always order something different so we can share in the flavors and take some home. If you’re hankering for a nice cold margarita, try their Cadillac Margaritas but be prepared to pay $6.95 per drink. I cringe when I get the bill and my drink is more expensive than my entree. However, I still highly recommend this restaurant to any traveler visiting the desert because it’s one of my favorite and most genuine Mexican restaurants to be found in the entire Coachella Valley. If you’re enjoying one of the famous natural hot mineral springs spas in town, you’ll want to check out this local restaurant because occasionally, they get a celebrity, artist or musician stopping by.

The Alexis Award is selected by the Festival’s programming team and was created in honor of Alexis Echavarria, a young filmmaker, whose talent as a budding filmmaker and gift for inspiring excellence among his fellow students were cut short suddenly in 2005 at age 16.
Although we didn’t set out to define the category thematically, we noted that both films raised questions of parental legacy, filial responsibility, and the indelible cost of personal ambition. Each left an unmistakable impression on us. Desert Fencing Academy (DFA) will offer its Summer Fencing Program to beginning fencers ages eight to 80 through Aug. 4. “It’s never too late to take up fencing,” said DFA’s founder and head coach Leslie Taft.

SETH HAMPTON – GOTTA MOVE Following it’s sold-out Los Angeles premier, singer and dancer Seth Hampton will bring his one-man show “Gotta Move” to the Arthur Newman Theatre in Palm Desert as part of the Sundays In Summer Cabaret Series presented by Les Michaels and Life Is A Cabaret Entertainment. The one performance only show will take place on Sunday, July 1 at 2:00 p.m. “Gotta Move” is directed by Broadway and cabaret star Jason Graae who helped Seth put together the perfect combination of songs and stories that bring out both his strong voice and his extensive dance back ground, especially tap dancing. Seth’s dance ability along with his good looks recently landed him the role of Don Lockwood in a revival of the hit musical “Singing In The Rain”. FREE Designated Drivers July 4 Rancho Mirage, CA - Rancho Mirage-based attorney Walter Clark will again offer free taxi rides for restaurant and bar patrons who drink too much during the upcoming Fourth of July holiday. “The Intouchables” By Theda Kleinhans Reichman “The Intouchables” is an inspirational film about Philippe, an unbelievably wealthy Frenchman (Francois Cluzet) who is a quadriplegic, and his totally unqualified caregiver Driss (Omar Sy), a Senegalese excon who hangs around on the streets of Paris with his unsavory pals. To stay on the dole he also goes out applying for jobs he has no chance of getting since he is not qualified for much. As the story begins we find him sitting in the waiting room of Philippe’s mansion with many applicants who are trained to care for people like Philippe. Suddenly Driss bursts into Philippe’s office with his job application papers in hand, telling the startled secretary that he just wants them to sign his papers and he will be off. Philippe likes his brash, uncaring attitude and tells Driss to come back the next day—and to Driss’ total surprise, he is hired. What appealed to Philippe was the fact that he would not be handled with kid gloves by Driss, and indeed he is not. What seems like the ultimate odd couple turns into a surprisingly touching story about men from two different worlds who become very unlikely buddies as Driss learns about high art, classical music and social graces and Philippe gets to go out into the world again with his reckless, truly unsentimental helper. Philippe even discovers that he enjoys music by “Earth, Wind and Fire. “Yes, these two mismatched guys are actually good for each other. Everyone on the household staff is horrified by this big, unsavory man who reluctantly learns how to care for his patient, but what bonds them is the way Driss never pities his wealthy patron. Soon Philippe is able to get out and race around in one of his expensive cars again with his brash caretaker, bodyguard and eventual friend at the wheel. Driss is complicated, gruff and brutally honest. He also has a wild sense of humor and fun that lifts Philippe out of his life of despair. Rated R for language and some drug use. Fairytales Do Come True ‘Snow White and the Huntsman’ By Theda Kleinhans Reichman Fairytales have become a 21st century phenomenon. On TV there are two fairytale hit series, “Once Upon a Time” and “Grimm,” and now “Snow White and the Huntsman” has arrived on the big screen in time for summertime viewing.
This new version of the Snow White tale is far more Grimm than Disney, but many of the plot elements remain the same. There is a poisoned apple, a really wicked queen, played by a gorgeous but ice cold Charlize Theron, plus eight, not seven, dwarfs. And, as in the Disney version, true love’s kiss can still awaken the beautiful princess Snow White
who possesses a kind heart that is desired by the evil Queen, Ravenna. The look of the film is medieval with lofty stone castles, serfs, and huntsmen along with royals and warrior knights. Most characters dress in rough hewn peasant garb, but the Queen is decked out in gowns to die for, and if you get too close to this black-hearted woman, die you will. Director Rupert Sanders and screenwriters give this classic tale a new spin. Their Snow White still loves little birds and has a pure and loving heart, but when it comes time to fight to regain her father’s kingdom she becomes a fierce Joan of Arc warrior dressed in armor, who can ride with her kingdom’s best soldiers. The film, while retaining its medieval look and fairytale character, has a larger than life super-hero feel as well. Kristen Stewart portrays the brave, pure, feisty princess who is aided by the Huntsman, handsome, hunky Chris Hemsworth of “Thor.” There are numerous battle scenes as castle walls are stormed and fireballs are hurled from
the parapets. There are also creepy, scary scenes that take place in the dark, foreboding forest filled with ghostly shadow creatures and trolls. In contrast there are also beautiful moments filled with fairies and magical, majestic woodland creatures as well. Young adults will thrill to the action packed sequences and girls will be fascinated by the queen’s amazing wardrobe. She is gorgeous in a white satin and gold wedding dress, but truly sinister in a black gown with a bodice covered in “hundreds of iridescent black beetle wings, the leftovers from Thai diners” where such insects are a taste treat. According to the costume designer, each wing had to be drilled through to be attached to the sinisterlooking gown. While there is plenty of action, what is the most amazing about the film is the look. There are magnificent castles, fairy filled meadows and hideous creepy dark forest locations.. From Universal, rated PG-13. The film is too frightening for very young children.
“The Best Exotic Marigold Hotel’ Happiness Depends… By Theda Kleinhans Reichman Happiness depends, for most people, on their outlook of life. Such is the case for a group of British retirees who decide to make their pensions expand by moving to India. Each of them has been inspired by an online advertisement for a retirement hotel called the Marigold that sounds too marvelous to be true. Judi Dench has recently lost her husband. Soon she learns he had mishandled their money. Against her son’s wishes, she decides to do the best she can on what is left of their savings. Her son wants to care for her, but she is determined to be on her own in a new and exotic place. Bill Nighy and his wife also have discovered that his retirement funds don’t go far, while Maggie Smith has come to Mumbai for hip replacement surgery since in England she would have to wait for nearly a year under its health care system. Each arrives with dreams for a new, different life, only to discover that this “exotic” hotel has fallen into disrepair and is undergoing all kinds of renovation.
There is also extreme culture shock for some, like Nighy’s wife who refuses to leave the hotel because she finds everything unpleasant. But life, it turns out, is what you make of it. Since they are stuck, most of the new arrivals ‘have a go’ at exploring their new environs. Tom Wilkinson, who has come back to India to find a long lost friend from his youth, embraces each day as does Nighy who loves exploring, even if he has to do it without his wife. Soon their lives become intertwined with the young proprietor of the Marigold (Dev Patel, “Slumdog Millionaire”) who has a dream of making his father’s rundown hotel into a haven for older people. But will he succeed and will these transplanted Brits stay in a place that is far below their English standard for posh or even comfortable? What makes this story, based on the book of the same name, so delightful is the character development and the transformations that each one of these guests experiences. When they become open to change they discover that life and love can begin again at any age, if you are willing to live in the moment and let go of the past.
Judi Dench is, as always, a joy to watch as is Maggie Smith, a frustrated women who reluctantly learns she can actually get along with people who aren’t English. Her story is particularly touching and involving. It is also a treat to experience India, along with
each of these new arrivals as they go outside of the Marigold to explore new places and meet new people. This is an absolutely charming film that merits consideration for best picture when Oscar nominations are handed out. Fox Searchlight, rated PG-13 for some sexual content and language. Norml Challenges Appellate Ruling Disallowing Sales By Collectives by D. Gieringer, CA NORML Statewide, CA - A very bad court opinion that disallows MMJ sales by collectives has been published by the Second Appellate District, Division Two in Los Angeles: Trutanich v Joseph #B232248. The decision plays havoc with established law recognizing the legality of sales by medical cannabis collectives.
The Joseph decision directly conflicts with state law SB 420 (HSC 1136.775), which authorizes
sales by collectives regardless of whether they are caregivers. It also conflicts with a series of established appellate decisions that have recognized the legality of sales by collectives, such as People v Urziceanu, County of Butte v Superior Court, People v Hochanadel, and People v Colvin. The decision was imbalanced and legally unsophisticated due to the fact that the defendant had no attorney and represented himself in pro per. It was initially signed unpublished on March 26, but subsequently published at the request of the League of California Cities on April 18. This means that it can be cited as legal precedent in court. Cal NORML is requesting that the Supreme Court depublish the decision.
The court ruled that Jeffrey Joseph, owner of the Organica collective, could not legally sell MMJ because he was not a primary caregiver. Hardly ever can collectives legally qualify as primary caregivers for their members according to the state Supreme Court’s Mentch decision.
Mixed Election Results for Medical Marijuana Victory in Butte, Losses in Kern & Lake Statewide, CA - June’s election brought mixed results for medical marijuana proponents in California. Patient advocates won an important victory in Butte Co, where voters rejected Measure A, which would have sharply restricted patients’ right to cultivate on their own property, by 55 percent to 45 percent. Medical cannabis supporters had sponsored a referendum to repeal the measure, which had been approved by the Board of Supervisors last year. In Kern County, the opposite result obtained, as 69 percent of voters approved Measure G, an ordinance sharply limiting the location of dispensaries in the county. Medical marijuana proponents had backed a ballot referendum to repeal the measure. In Lake County, voters trounced a growersponsored measure to regulate medical marijuana like an agricultural crop, by 66 percent to 33
percent. The proposal, Measure D, attracted organized opposition from law enforcement, public officials, the farm bureau and the Sierra Club. In other closely watched races, LA City Attorney Carmen Trutanich, an arch-foe of the city’s dispensaries who was strongly opposed by MMJ advocates, appears to be losing his bid for District Attorney, running third in a field of six. The front runner with 32 percent of the vote is Jackie Lacey, who was endorsed by the incumbent, Steve Cooley, but also believes that sales of medical marijuana are illegal. Deputy DA Alan Jackson, who has been more open to medical marijuana, has a slight lead on Trutanich; he has 23.7 percent, Trutanich 22.3 percent. The top two vote-getters will square off in November. Governor Jerry Brown issued a Robocall for Trutanich, who also had the support of Shaquille O’Neill.
In the race for US Senate, where veteran drug warrior Sen. Dianne Feinstein faced a field of 32 unknown opponents, David Levitt, who had campaigned on drug reform and other progressive issues, got 1.6 percent of the vote; while Libertarian Gail Lightfoot got 2 percent. Feinstein’s opponent in November will be Republican Elizabeth Emken.

The bill would clarify the legality of dispensaries and other medical cannabis business by establishing clear, statewide rules for the industry under a new state Board of Medical Cannabis Enforcement and individual rights of patients and caregivers under Prop. 215 would not be affected. Medical cannabis advocates, including California NORML, support the bill on the grounds that it would provide the kind of clear, legal framework necessary to protect patient access against federal raids. “It is now sixteen years since Prop. 215 called on lawmakers to implement a ‘safe and affordable’ access to all patients in medical need,” said Cal NORML Director Dale Gieringer, “Tom Ammiano deserves credit for finally addressing this need.” AB 2312 is based on a proposal originally drafted by Californians to Regulate Medical Marijuana, a coalition that includes California NORML. Supporters are urged to tell their State Senators to support AB 2312.
