Thousands of Trucks stranded across India as FASTag issues cause major disruptions in freight movement

NEW DELHI : India’s road freight sector, the backbone of its economy, is grappling with a severe disruption caused by widespread technical issues with the FASTag toll collection system. Thousands of trucks are reportedly stranded at toll plazas across the country, significantly delaying the movement of essential goods. The All India Transporters Welfare Association (AITWA) has escalated complaints regarding these FASTag malfunctions to the Ministry ofRoad Transport and Highways (MoRTH), the National Highways Authority of India (NHAI), and the National Payments CorporationofIndia(NPCI).

Several truck operators have reported being stuck at toll plazas for hours and being unable to pass through because of blocked or unrecognized FASTags. This has created a bottleneck in the transportation of goods, as the freight industry heavily relies on smooth and uninterrupted movement along national highways. AITWA has stated that theproblemhasaffectedtruckscarryingallkindsofcargo, from essentialgoodslikefood&medicinestoindustrialmaterials.

The situation is particularly severe for perishable goods, asdelaysattollplazascancausesignificantfinanciallosses for suppliers & logistics companies alike. Trucking operators are concerned about the escalating delays, fuel wastage, and loss ofrevenueduetostalledoperations.

The main problem stems from FASTags being suddenly blocked or replaced without users’ consent. In many cases, truck owners reported that their active FASTag,issuedbyone bank, wasunexpectedlydeactivated, and a new FASTag linked to another bank appeared in the system. This unexplained switch is causing confusion and delays, as toll operators are

unable to recognize the new tags, leading to trucks being stuckatplazas.

Supply chain stakeholders fear that prolonged delays at toll plazas will exacerbate the existing challenges in the logistics sector, including driver shortages, high fuel costs, and infrastructure bottlenecks. Moreover, the delays at toll booths due to these technical glitches are increasing operationalcostsfortransportcompanies, whichinturncould leadtohigherfreightchargesforbusinessesandconsumers.

On the other hand, many individual users have reported their active FASTags being unexpectedly blocked. On further investigation, they found that another FASTag, issued by a different bank, was active for their vehicle. This random tag, which the user did not apply for, would begin functioning without the user’s knowledge or consent, prompting questionsabouthowsuchanerrorcouldoccur.

Although there is no confirmed evidence that the FASTag database has been hacked, these incidents have led to speculation about possible vulnerabilities in the system. The problem could potentially be traced back to one of several sources: The Ministry of Road Transport and Highways (MoRTH)andNHAI,incoordinationwithbanks, haveadvised users to monitor their FASTag transactions and report any discrepancies immediately. To avoid future issues, users should ensure their KYC documents are up to date and verify that any previous FASTags have been properly deactivated. Banks are also required to provide support to users experiencing such problems, and those who notice unauthorized tags should contact both their bank and the FASTaghelpline.

MSC amplifies UN Global Compact Call for IMO Fit-For-Purpose Regulatory Framework to accelerate use of Net-Zero Fuels

GENEVA: At the United Nations Global Compact (UNGC) High-Level Ocean for the Future meeting held at the United Nations in New York on September 23, businessleadersfromshipping, ports, energycompanies and banks called on the International Maritime Organization (IMO) Member States to support a global regulatory framework that accelerates the maritime industry’sdrivetowardsnetzeroby2050.

Once again shipping CEOs from the largest liner companies, including MSC CEO Soren Toft, jointlycalledfortheInternationalMaritimeOrganization (IMO) to agree on and implement effective regulations to lower the price gap between conventional and net-zero GHG marine fuels, including bio and synthetic LNG. Currently low emission fuels appear 2-5 times costlier thanconventionalfuels.

This call-to-action from the world’s largest shipping companies comes right before the IMO’s Marine Environmental Protection Committee (MEPC) will convene end of September where they are set to further refine different proposals for a global fuel standard and carbon/GHG pricing – including how to charge for it, who would collect it and which fuels are considered lowcarbon/GHG.

MSC has fully supported and committed to net decarbonization by 2050. As such, MSC’s fleet renewal strategy includes over 100 dual fuel LNG containerships on order, and over 300 retrofits already being implemented across the existing fleet. The technology

for today’s fleets to run on net-zero fuels already exists but scalable production and infrastructure still inhibit accessibilitytothesefuels.

MSChopesthataclearconsensuswillemergeatIMO MEPC, one that balances ambition with pragmatism, and sends a strong signal that governments are up to matching the shipping industry’s commitment to change.

Meeting delegates also voiced that regulations must be just, inclusive and ambitious. The human element is a crucial component to decarbonizing shipping by 2050 as it will be the seafarers who will need to safely operate engines running on net zero fuels. Therefore, crew upskilling will be critical to meet the target of net zero by 2050.

The High-Level Ocean of the Future meeting also showed the need to ensure a sustainable and resilient economy capable of adapting to global disruption. Trade opportunity and the liner shipping sector has for decades empowered communities to reach markets far beyond theircoastlines.

Disruptive events over the past five years have brought to fore the importance of commercial shipping for world commerce. A fit-for-purpose regulatory regime forthemaritimesector, whichcombinesthefundamental requirements for future fuels, as well as carbon-pricing via an economic element willbe essential to close the gap betweentodayandtomorrow, andultimatelycatalyzethe developmentanduptakeofnet-zerofuels.

Piyush Goyal said there are no plans to open up in any FTAs for duty concessions in Dairy sectors

NEW DELHI : Commerce and Industry Minister Shri Piyush Goyal said dairy is a sensitive sector in India as it involves livelihood issues of small farmers and there are no plans to give duty concessions under any Free Trade Agreement (FTA) in this area. Goyal said India has not given any duty concessions in the dairy sector even to Switzerland and Norway under the EFTA (European Free Trade Association) trade pact, which was signedinMarch.

With Australia also, he said, that the sector was discussed but India clearly

conveyed the sensitivities involved in this area. “Our average holding with the farmer is small. It is 2-3 acre farm with 3-4 live stocks whereas Australia’s farm and their dairy farms are both very large and it would be near impossible for these large and small farms to compete with each other on a commonfooting.

“We had discussed this issue even threeyearsagoandonearlieroccasions also and the dairy is such a sensitive sectorthatinanyofourFTAsacrossthe world, we have not been able to open up the sector with duty concessions,”

Goyal told reporters in a joint press conference at Adelaide. The Minister is in Australia for bilateral talks to promotetradeandinvestments.Hesaid that the sector is open for trade but there are certain customs duties imposedonthat.

“We have neither opened up dairy for Europe nor planning to open up…nor have we opened it even with Switzerland and Norway with whom we have recently signed EFTA trade agreement,” he said adding “This is the agreement that Switzerland has signed withoutanycomponentofdairyinit”.

Drewry: Port Throughput Index Down 1.8% in July

LONDON : The Drewry Container Port Throughput Indices are a series of calendar adjusted volume growth/decline indices based on monthly throughput data for a sample of over 340 ports worldwide, representing over 80% of global volumes. ThebasepointfortheindicesisJanuary2019=100.

Drewry has developed a now casting model that uses vessel capacity and terminal duration data (derived from our proprietaryAISmodel)tomakeshort-termpredictionsofport throughput.

Drewry’slatestassessment

• Drewry’s Global Container Port Throughput Index fell 1.8% in July, but at 110 points was up 5.9% YoY. The rolling 12-month growth rate continued to improve, rising to 4.8% in July. According to Drewry’s Nowcast model, the Global Port Throughput Index is anticipated to have increased 3.5% MoM in August to 120.5 points. The rise in traffic in Greater China more than compensated for the reductions in volumes in Africa,LatinAmerica, theMiddleEastandSouthAsia.

• The Greater China Container Port Throughput Index fell to 123.4 points in July, down 2.0% MoM. Nonetheless, the

Index was up 7.1% YoY. and the rolling 12-month growth rate increased to 6.0%. Throughput at most of the major Chinese ports continued to be strong compared to last year with July volumes up 15% YoY at Shanghai, 5% in Ningbo,12%inShenzhenand7%inQingdao.

• TheNorthAmericanContainerPortThroughputIndexfell 1.3% MoM in July to 113.5 points, but was up 15.2% YoY. While volume gains were recorded across the region, throughput growth at the West Coast ports has been exceptionally strong. In July 2024, container traffic at Los Angeles recorded 37% YoY growth, with throughput at Long Beach up 53% and Vancouver volumes rising 56%, albeit in part these exceptional increases are due to very lowbasevolumesin2023.

• The European Container Port Throughput Index fell 0.2% in July to 104.8 points, but up 2.3%. The rolling 12-month growth rate also improved to 2.1%. Northern Europe has finally moved into positive territory, with a rolling 12-month growthrateof0.3%inJuly,whileSouthEurope’sgrowthof 4.3%hasnearlymatchedtheglobalaverageof4.8%.
