WASHINGTON/LONDON/BRUSSELS/ SINGAPORE: The World Shipping Council (WSC) Board of Directors has elected Soren Toft, CEO of MSC Mediterranean Shipping Company, as the new Chairman of the World Shipping Council Board. Randy Chen, Vice Chairman of Wan Hai Lines,hasbeenelectedViceChairman.
Soren Toft and Randy Chen will serve a two-year term, effective immediately. The new Chairman and Vice Chairman succeed Rolf Habben Jansen, CEO of HapagLloydAG,andJeremyNixon,CEOofONE,whohaveserved as co-Chairs of the WSC Board for two terms, starting November2020.

Services Tax (GST) Council meeting on Saturday may provide relief to intermediaries such as brokers, agents, and online bidding portals that offer their services to entities abroad. This will be done by classifyingthemasexporters,making themzero-rated.
At present intermediary services are charged at 18 per cent under the Central GST Act. According to sources, the fitment committee of the GST Council has proposed an amendment to the Integrated GST ActbydeletingSection13(8)(b).
“This amendment would alleviate thefinancialburdenofthe18percent GST currently imposed on these services, thereby creating a more level playing field for Indian intermediariesincomparisontotheir foreign counterparts,” a source said. This proposal comes in the light of
show-cause notices (SCNs) of Rs 3,357 crore issued to these intermediaries. This may be dropped iftheamendmenttakeseffect.
In India, many individual and corporate brokers work as brokers or agents in the commodities market, especially related to textiles and leather goods. So providing the zeroratedbenefitwillgivebigrelieftothem.
Experts said online bidding portals like Mjunction, ONDC (Open Network for Digital Commerce) and MSTC would also benefit from the proposedamendment.
Vivek Jalan, partner with Tax Connect Advisory Services, said: “Ideally the service of the agent should be treated as export of services under Section 2(6) of the IGST Act and should be zero-rated. However,Section13(8)(b)ofthesame Act comes in the way and provides that the place of supply of services of

He added the 18 per cent was an additional burden on these intermediaries because the recipients of such services abroad wouldnotevengetinputtaxcrediton suchclaims.
Separately,thelawcommitteehas recommended the GST Council simplify providing input tax credit through the recently launched Invoice Management System (IMS), which helps businesses to track GST liabilities.
“The current system disregards the challenges of accounting timelines and reconciliation processes. This has led to financial burdens on suppliers who are often compelled to pay GST liabilities for which they are not liable,” said Rajat Mohan, senior partner, AMRG & Associates.
NEW DELHI: India’s new Coastal Shipping law, which is awaiting Parliamentapproval,seekstoinclude “service”inthedefinitionof“coasting trade” that currently covers transportation of goods and passengers, making it easier to secure a license to operate offshore vessels.
Offshore vessels provide services without engaging in transportation of goodsandpassengers.
“In offshore areas, there is a lot of work going on for oil and gas exploration and research related activities. Those offshore ships are neither taking passengers nor transporting goods. They are supporting drilling, research activities etc. So, we have added service also within the ambit of the Coastal Shipping Bill. If an entity is providing service in any coastal area, then a license will be
required if it is not using an Indian flag ship,” a Government official said.
Indian flag ships will be exempted fromlicensingrequirements.
“There was ambiguity in the existing law; service was excluded, onlytransportationofpassengersand goodswereincluded.Now,everything hasbeenmadeclear,”theofficialsaid, noting that a license is required for foreign flag vessels that transport passengers, goods and provide servicesalongthecoast.
Service will cover oil and gas exploration activities, dredging, drilling, laying pipeline etc where neither passenger nor cargo is transported. A license will be made mandatory for providing these serviceswiththehelpofaforeignflag shipforthedurationofthecontract.
To be sure, offshore vessels currently take licenses if they are
chartered and brought into the country.

TheCoastalShippingBill2024was drafted by carving out Part 14 of the Merchant Shipping Act, 1958 into a separate legislation to help the government make focussed policy decisions and give impetus to coastal shipping.
The new Merchant Shipping Bill 2024, which is also awaiting Parliament nod, will only deal with ship registration, survey and certification. The trade part will be covered in the Coastal Shipping Bill which deals with both coastal shipping and export-import trade, theofficialsaid.
NEWDELHI: US Ambassador to India Eric Garcetti highlighted the potential of the US-India partnership, emphasising the need to lower tariffs and to increase trade and make it morefairandequal.
While addressing an event organised by the US-India Business Council (USIBC), Garcetti said, "We need, together, to lower tariffs, not to see them go up. We need,
together, to increase trade and to make it more fair and equal. We need to, together, make sure that there's training and talent that meets the needs of companies on both sides of theIndo-Pacific."
He further said, "We have to protect our trademarks and our intellectual property, and we have to make sure that transportation and infrastructure exists, for India to

NEW DELHI: According to preliminary government data, India’s imports of finished steel from China hit arecordhighinthefirsteightmonthsof the fiscal year ending in March 2025, which heightened worries among domestic mills about low-cost shipments from China. India, the world’s second-largest producer of crude steel, was a net importer during the period, and total finished steel imports reached an eight-year high. According to the data, India imported 6.5 million metric tons of completed steel, a 26.6% rise from the previous year.
According to the data, China supplied1.96millionmetrictonsofsteel to India between April and November, a 22.8% increase from the previous year. Stainless steel, hot-rolled coil, plates,
electrical sheets, pipes, bars, and rods, as well as galvanized plain or corrugated sheets, were among the grades that Beijing mostly exported. According to the data, Japanese finished steel imports more than doubled to 1.4 million metric tons between April and November, hitting at least a six-year record. During that time, 79% of India’s total imports of finished steel came from China, Japan, and South Korea. During that time, the most imported steel product was hotrolled coils, while the most imported non-flatproducttypewasbarsandrods. To tackle Trump's threat of a "reciprocaltax"onIndiangoodsforhigh tariffs, some officials of the Indian commerce ministry are ready to consider cuts on certain products such as pork, a senior government source said. Currently India slaps about a 45% import tariff on pork, which is mostly suppliedbytheU.S.
Tariffs could also be reduced on high-end medical devices such as pace makers and luxury motor-cycles, including Harley Davidson, said a second official with direct knowledge of tradeissues,citingthe25%to60%tariffs ontheseproducts.
With bilateral trade between India andtheU.S.exceeding$118billioninthe 2023/24 fiscal year ending in March, and India enjoying a $32 billion trade surplus, the country is readying for trade talks with the U.S., aiming to clinch a broader trade and investment deal once president-elect Donald Trumptakesoffice.
To address Trump's concerns over the trade imbalance, officials have also proposed buying more LNG and defence equipment from the U.S., the secondofficialsaid.
Commerce ministry officials have
previously said they would wait for the Trump administration to take office before any offer of trade talks, while working out plans for possible negotiations.
Indian officials are also sensing an opportunity in Trump's plans to impose up to 60% tariffs on Chinese imports, by pitching India as an alternative manufacturingbase.
The government has held consultations on the issue within ministries, as well as with local thinktanks and industrial groups, said a government source who attended some ofthemeetings.
"Thatisanopportunity,"said Arvind Virmani, a Government adviser and member of the state-run policy thinktankNITIAayog.
"It is in the interest of the U.S. and India that more of critical manufacturing or the sensitive manufacturing be done in India rather than China," he said, adding a "preferential trade cum investment deal," which is more ambitious than an earlier proposed mini-trade deal, would benefitbothcountries.
Ajay Sahai, director general at the Federation of Indian Export Organisations,saidhightariffsongoods from China would accelerate the process of global companies moving to India.
"We have to do our homework... Overall the coming of Donald Trump is definitelygoodforIndia,"hesaid.
During Trump's first term, a proposed mini-trade deal aimed at addressing trade imbalances and strengthening trade ties through limited agreements faltered over disagreementsontariffs,marketaccess andintellectualproperty.
India is now seeking a broader deal, offering significant concessions including production-linked incentives for shipping and support for logistics companies.
"Under Trump's 'Make in America programme', India could extend concessions for U.S. companies for manufacturing low-end products in India for their supply chains," said Ram Singh, a trade analyst at the state-run IndianInstituteofForeignTrade.
In the semiconductor sector, for instance, he said, India could become a hub for the production of low-end chips as part of the global supply chain while U.S. companies focused on high-end products.
Noting that India has attracted investments,suchasAppleInc'siPhone production, the sources said the government plans to offer further incentives in sectors like aircraft maintenance, semiconductors, electronicsandrenewables.
India also plans to allow 100% foreign direct investment in the insurance sector, up from the current 74% in a move that could help leading USinsurerslikeAIG.
The plan would require parliament approval.
Forex reserves fall to $652.87 billion, down $1.98 billion
MUMBAI: India's foreign exchange reserves dipped by $1.98 billion to $652.87 billion as of December 13, according to data shared by the Reserve Bank of India(RBI)recently.
For the previous week,
India's foreign exchange reserves dropped by $3.23 billion during the week ending December 6, 2024, settlingat$654.86billion.
Meanwhile,goldreserveswereup by $1.12 billion, bringing the total to $68billion.
The Special Drawing Rights (SDRs) dipped by $35 million, now totalling $17.99 billion, while the reserve position in the International Monetary Fund (IMF) contracted by $27 million, standing at$42.40billion.

NEW DELHI: The Union Minister of Road Transport and Highways, Shri Nitin Gadkari said that the National Highways Authority of India (NHAI) will build a 2,881 crore road link to the upcoming Vadhvan Port in Maharashtra using the Engineering, Procurement, and Construction (EPC) mode. Once traffic volumes increase following the port’s operational launch, the project will be monetized through the Toll-OperateTransfer (TOT) route.
The meeting agreed that the Build-Operate-Transfer (BOT) Toll model “may not be feasible” for the 32 km long, 8-lane highway stretch from NH 48 and Delhi-Mumbai Expressway to the planned Vadhvan port as the traffic flow would be low in the initial stages, particularly when the highway will become operational before the new port starts operations. There will be no traffic till the first phase of the port starts operations in 2029-30.
“But, once the traffic flow builds up with the development of the port, the toll revenues can be monetised through the TOT (model),” an official briefed on the meeting said, asking not to be named.
“NHAI will submit the proposal for approval of the Union
Minister of Road Transport and Highways, Nitin Gadkari, to take up the project on EPC mode,” the official said.
The meeting was informed that the land acquisition for the road and rail links to Vadhvan port is expected to be completed by the Jawaharlal Nehru Port Authority by March 2025
NHAI was directed to ensure that the EPC contract for the highway project was awarded before March 2025.
The work on the highway connectivity to Vadhvan port is expected to start in May 2025.
“This is a big boost to the Vadhvan port project,”
Mr. Unmesh Wagh, IRS, Chairman, Jawaharlal Nehru Port Authority, was quoted as saying recently which is helming the new port project.
“Now, the road link to the new port project will be ready in a year and facilitate the construction of the port apart from reducing time and cost,” he stated, adding that “everything is falling in place at a fast pace” for building the new port.
Gadkari also advised Chairman, Jawaharlal Nehru Port Authority to identify 150-200 acres of land along or near the road/rail link for setting up a multi-modal logistics park (MMLP) following a suggestion put forward by the Chief Executive Officer, National Highways Logistics Management Ltd (NHLM), a unit of NHAI.
LONDON: The last 12 months has seen values rise to near-record levels across several sectors of the shipping industry, fuelled by the post-covid shipping boom and a strong newbuild market according to Veson Nautical’s ‘2024 End- Of-Year-Report’.
The report states that the newbuild market experienced continued growth, with a notable rise in orders, particularly in the Post/Panamax and Capesize sectors. Chinese dominance in both ordering and shipyard production remains a defining trend, further consolidating their position in the bulker industry Containersectorcontinuesitsmeteoricrise
The report states that increased sailing distances from a prolonged Red Sea crisis became the main driver of demand in 2024 that culminated in global twenty foot equivalent unitmiles (TEU-miles) gaining around16% year-on-year, supported by around 6% growth in global trade. As a result, one-year time charter (TC) rates for container vessels rose across all sectors and at the end of the year, Post Panamax earnings hit US$73,330/day, more than double the levels seen at the same time last year and up by an impressive ~111% year-on-year
“The container market experienced remarkable growth over the past year, driven by increased demand, rising earnings, and a robust asset value resurgence across all sectors,” Rebecca Galanopoulos, Senior Content Analyst says. “This is also reflected in new ship orders which were up by around 76% year-on-year based on 321 deals including options, compared to 182 orders in 2023.” Strongmineralsexportsdrivingbulkermarket
The report also states that values for bulkers strengthened for most of the year, rising across all age sectors and sub types, when compared to 2023 levels. The most impressive gains were seen in the Capesize sector, where values for 15-year-old vessels of 180,000 DWT increased by around 26.1% year-on-year This was led by firm earnings for bulkers, driven by strong imports of iron ore, bauxite and coal to China, combined with the rerouting of vessels from the Red Sea around the Cape of Good Hope.
The longer distance required for this increased ton mile demand, and this has had a significant impact on earnings this year. However, although bulker values remain at very high levels compared to the historical average, levels have corrected lower in the final quarter of the year, due to somewhat weaker sentiment.
The report adds that the tanker market kicked off the year with a dynamic start with both rates and values in a strong position,supportedbytheincreasedtonmiledemandthathas occurred because of the sanctions on Russian oil and more recently, vessels travelling around the Cape of Good hope in order to avoid conflict in the Red Sea However, by the end of the year, earnings had corrected lower and second-hand sales slowed because of very high prices and weak demand from China combined with uncertainty over the recent US electionsandwhattheincomingPresidentTrumpmayholdin storefortheoiltrade.
The report adds that earnings in the liquefied natural gas (LNG) carrier sector have been soft in 2024 on the back of delayed projects, increased vessel supply and high inventories. Large LNG one-year TC began the year around US$70,000/day but at the beginning of December it stood around US$26,000/day, making the 2024 average of around US$55,000/day, which is 52% below 2023 average. The typical peak season for LNG vessels have been absent this year as 62 vessels have been delivered and demand has struggled to keep up the pace.
“Looking at asset values for fixed age LNG vessels [Veson Nautical] sees firm value developments for all sizes and ages despite a softening in earnings,” Jarl Milford, Maritime Analyst at Veson Nautical says. “Overall newbuilding ordering activity for LNG vessels has increased year-on-year in addition to second-hand transactions and there has also been increased sales and purchase (S&P) activity for LNG vessels.”
Milford adds that the bullish conditions being witnessed in the container market in terms of newbuild orders is contributing to higher asset prices for other markets.
