SPM Port Authority’s cargo berth privatisation plans get a boost with Bothra Shipping

KOLKATA: A consortium of Bothra Shipping Services Pvt Ltd and Ripley & Co. Stevedoring & Handling Pvt Ltd is set win the rights to mechanise and run a 5 million tonne (mt) capacity dry bulk cargo berth at Haldia Dock Complex of state-owned Syama Prasad Mookerjee Port Authority by placing the highest royaltyofRs74.06aton,officialssaid.

The auction result boosts the strategy of Syama Prasad Mookerjee Port Authority to privatise operational cargo berths through the publicprivatepartnership (PPP) route at one of India’s oldest state-owned ports, which until recently was lagging its compatriots in their bid to become landlordports.

Under the landlord model followed globally, the publicly governed port authority acts as a regulatory body and as landlord, while private firms carry out port operations, mainly cargo handlingactivities.Thelandlordport,in return, gets a share of the revenue from theprivateentity.

The privatisation of state-run cargo berths has become necessary after the major ports transitioned into ‘authorities’ under a new law passed by Parliament – the Major Port Authorities Act – whereby the 11 major ports will playtheroleofalandlord.

The privatisation plan is also in line with the Government’s

National Monetisation Pipeline (NMP), wherein operational infrastructure assets including port terminals will be privatisedthroughthePPPmode.

The share of cargo handled by privateoperatorsatSPMPortAuthority isnegligible.

SPM Port Authority has only two private cargo handling facilities, one run by Singapore’s PSA International Pte Ltd and another by TM International Logistics Ltd, a joint venture between Tata Steel Ltd, IQ Martrade (Germany) and NYK Holding (Europe) BV. The clean bulk and break-bulk cargo handling facility run by TMIL from Berth No 12 at Haldia Dock Complex is one of the oldest PPP projects at state-owned ports.

“In the next five years, our target is to have 80 percent of the port’s overall cargo coming from private operators,” said an official. This strategy is playing out well with the port authority awarding or set to award 30-year concessions for mechanising and operating cargo handling facilities worthasmuchasRs2,700crores.

These include mechanising Berth No 2 at Haldia Dock Complex with an investment of Rs298.26 crore for handling 3.744 million tons (mt) of dry bulk cargo that was awarded to AdaniPortsandSpecialEconomicZone Ltd(APSEZ).

APSEZ also won a five-year operation and maintenance (O&M) contract to handle containers from five berths at Netaji Subhas Dock with a capacity to handle some 7 lakh twenty foot equivalent units or TEU’s, entailing aninvestmentofRs569.85crores.

The SPM Port Authority is also processing bids for privatising NSD berths7and8alongwithback-upareaof 25 acres having a capacity to handle some5lakhTEUs.

“All the PPP tenders have received or are getting huge response from privateoperators,”theofficialsaid.

The consortium of Bothra Shipping Services Pvt Ltd and Ripley & Co. Stevedoring & Handling Pvt Ltd will invest Rs348 crores to install mechanized system at Berth No 5 of Haldia Dock Complex for unloading dry bulk cargo from ships through rail mounted mobile harbour crane (1,000 tons per hour), moving the cargo through conveyor system (2,000 tons per hour) in the storage area, stacking and reclaiming at the yard/storage area by stacker cum reclaimer (2,000/2,000 tons per hour) and evacuation of cargo from yard/ storage area to wagon by rail through mechanized silo based rapid wagon loading system (2,000 tons per hour rated capacity) and/ or through road along with all other facilities and services.

AN TW ER P: T he t ot al throughput of Port of AntwerpBruges was 143.2 million tonnes in the first six months of this year, an increase of 3% compared to the same period last year. This upward trend, which started in the first quarter driven by increased demand for container transport, is now extending to other product categories as well. This is despite ongoing geopolitical tensions and an uncertain macro-economic climate. Port of Antwerp-Bruges continuestobeapioneer,investinginafuture-proofport.

In the first quarter, container throughput recovered following a global slowdown due to economic uncertainty and inflation. This growth continued in the second quarter. In the meantime, sailing around the Cape of Good Hope has become the 'new normal'. This ensured a rise in total container throughput of 6.8% in tonnes and 4.1% in TEUs (6,665,000 TEUs),comparedtothefirsthalfof2023.

Throughput volumes of conventional breakbulk also showed an upward trend. This started in the first quarter, following a weak final quarter of 2023. Exports show resilience amid Global challenges in Q1 : CRISIL

MUMBAI: Despite geopolitical tensions in Europe and the Middle East, India's merchandise exports grew by 5.8 percent to USD 109.96 billion compared to USD 103.9 billion in the same period last year, accordingtoaCRISILreport.

The report states that the deceleration in the growth momentum of exports in June compared to May was largely due to an 18.2 percent contraction in oil exports. The growth momentum slowed down in June, with merchandise exports increasing by only 2.6 percent year-on-year, downfrom9.1percentinMay.

Non-oil exports continued to maintain steady growth, rising by 7.7percentinJune,almostinlinewith the 7.8 percent growth recorded in May. Services exports exhibited a strong performance in June, contributing positively to the overall tradescenario.

The positive aspect is that merchandise imports grew at a slower pace of 5.0 percent year-on-year in June, down from 7.7percentinMay.

However, core imports, excluding oil and gold, surged by 7.1 percent, increasing from the 0.8 percent growth in the previous month. This spike in core imports was partially driven by a low base effect fromthepreviousyear.

Despite the positive growth in exports, the trade deficit widened to USD 21 billion in June from USD 19.2 billioninthesamemonthlastyear.

For the first quarter, cumulative imports rose by 7.7 percent to USD 172.4 billion from USD 160 billion, resulting in a trade deficit of USD 62.44billion,upfromUSD56.1billion.

This widening deficit was mainly due to a higher oil trade deficit, while the non-oil trade deficit narrowed. Services exports were a bright spot,

increasing by 10.2 percent year-onyear to USD 29.76 billion in May. On the other hand, service import growth moderated to 5.4 percent, down from 19.1 percent in the previousmonth.

Consequently, the services trade surplus expanded to USD 13.02 billion, up from USD 11.1 billion in Maylastyear.

Oil exports fell by 18.3 percent year-on-year and 18.5 percent monthon-month in June, despite stable international prices. This suggests a reduction in export volumes, with exports falling to USD 5.5 billion from USD 6.8 billion in June last year andthepreviousmonth.

Oil imports increased by 19.6 percent in June compared to 28 percent in May, driven by domestic demand and local refineries operating above capacity. Sectors such as drugs and pharmaceuticals, engineering goods, organic and inorganicchemicals,andready-made garmentsshowedpositivegrowth.

However, pharmaceuticals (9.9 percent vs. 10.5 percent) and ready-madegarments(3.7percentvs. 9.8 percent) saw slower growth comparedtoMay.

Gems and jewellery exports continued to decline, marking the seventh consecutive month of negative growth at -1.4 percent yearon-year.

Growth in carpets, handloom products, man-made products, plastics, and linoleum was positive butslowerthanthepreviousmonth.

Handmade carpets (-16.6 percent vs. 20.6 percent), jute manufacturing (-11.1 percent vs. -5.2 percent), and leather products (-2.2 percent vs -2.1percent)recordedcontractions.

Cashew exports have been declining since 2018, with only sporadic months of positive growth. In June, cashew exports fell by

7.3percent,animprovementfromthe 25.8percentdeclineinMay.

Coffee (70 percent vs. 64.2 percent), fruits and vegetables (7 percent vs. 20.8 percent), rice (1 percent vs. 2.8 percent), spices (9.8 percent vs. 20.3 percent), tea (3.2 percent vs. 19.6 percent), and tobacco(37.7percentvs.58.4percent) sawslowergrowthcomparedtoMay.

Marine products (-7.7 percent vs.3.9 percent) and meat, dairy, and poultry products (-13.9 percent vs. 22.9 percent) also experienced a decline.

Increaseswerenotedinelectronic goods (15.9 percent vs. 6.7 percent), fruitsandvegetables(22.6percentvs. 3 percent), non-ferrous metals (47.6 percent vs. 1.1 percent), project goods (31.4 percent vs. -44.3 percent), textiles and yarn fabric made-up articles(23.8percentvs.-1.1percent), and wood products (16.2 percent vs. -7.2percent).

The fiscal year has started positively with steady merchandise export growth in the first quarter. Encouragingly, multilateral organisations have forecasted better year-on-yeartradegrowth.

The Indian government's focus on foreign trade agreements (FTAs) is expectedtofurtherboosttrade. However, the persistent growth in imports surpassing exports is a concern, widening the trade deficit. The recent US tariff hikes on Chinese imports could lead to potential dumping by China in the Asian market, including India, whichrequiresclosemonitoring.

Despite these challenges, the expected moderation in domestic growth may help contain import growth and the trade deficit. The service trade surplus and robust remittance flows are positive indicators that the current account willremainstable.

CRISIL alerts Government to watch imports amid US tariff hikes on Chinese goods

MUMBAI:TheGovernmentneeds to monitor imports especially since the US has announced tariff hikes on Chinese imports, which could potentially lead to some dumping by China in the larger Asian market, including India, according to rating agencyCrisil.

“Growth in imports so far has surpassed exports, thus widening the trade deficit. This will remain a key monitorable,….,”itsaidinanote.

That said, it pointed out, the expected moderation in domestic growth should keep a tab on growth in imports and, thereby, on trade deficit.

“At the same time, the surplus in

services trade and robust remittances flow suggests the currentaccountisexpectedtoremain inasafezone,”itsaid.

Thegovernment’sincreasedfocus on foreign-trade agreements (FTA) should also provide a thrust to exports,itobserved.

The agency noted that the fiscal had started on a good note, with merchandise exports registering positive growth in the first quarter and this along with key multilateral organisations’ forecasts of better onyeartradegrowthareencouraging.

Exports remained resilient in the first quarter of the current fiscal (FY25), as core export goods such as

drugs and pharmaceuticals, engineering goods, organic and inorganic chemicals and readymade garmentsexhibitedpositivegrowth. The overall export growth eased to 2.6% on-year in June, primarily due to an 18.2% contraction in oil exports. In contrast, merchandise importsgrewatafasterpaceof7.7%, reaching $172.4 billion, up from $160 billion last year. Non-oil exports have maintained a steady momentum, with a growth rate of 7.7%inJune,slightlydownfrom7.8% in May, it showed. This imbalance has resulted in a widened trade deficit of $62.44 billion, compared to $56.1billionpreviously.

In the past six months, throughput of iron and steel has remained more or less stable (+0.6%), with a growth in exports (+7.4%) and a drop in imports (-3.7%). This contrasts with thefirstquarter,whichexperiencedagrowthinimportsand a decline in exports. Although most other goods continued toshowadeclinecomparedtothesameperiodlastyear,the throughput of these products increased compared to the firstquarter.

Roll-on/roll-offtrafc droppedinthefirsthalfof2024by 5.7% – a minor improvement compared to the end of the last quarter. The congestion at the RoRo terminals persists due to the altered business model of the car manufacturers stockpiling at the ports, decreased demand and delayed exports caused by sailing around the Cape of Good Hope. This resulted in a decrease in throughput for all transport materials by 13.2%. The lower throughput of second-hand cars in particular (-45.8%) contributed to this, followed by high & heavy (-22.7%), trucks (-17.6%) and new cars (-9%). Throughput of unaccompanied cargo (excluding containers) carried on RoRo vessels, on the other hand, rose by 2.4%. The decline in throughput to and from the United Kingdom (-4.6%) was more than compensated by an increase in throughput to and from Spain and Portugal (+35%),Scandinavia(+18%)andIreland(+1.4%).

The dry bulk segment remains stable with a slight increase of 0.4% – a significant improvement compared to the 12.2% decline in the first quarter. Imports decreased by 6%, while exports rose by 10.9%. A sharp rise (+34.8%) was observed in the throughput of fertilisers. This is the largest productcategorywithindrybulkandisnowrecoveringafter a sharp decline in 2023. The throughput of non-ferro ores (+26.9%)andotherconstructionmaterials(otherthansand and gravel) (+13.6%) grew. The throughput of coal (-40%), grains (-9.5%), sand & gravel (-8.3%) and scrap (-5.9%) dropped.

The throughput of liquid bulk, which experienced a slight decline of 0.7% in the first quarter, grew by 0.7% by the endofthesecondquarter.Adecreaseinimportsby2.4%was compensated by a rise in exports of 5.4%. There was an increase in the throughput of gasoline (+18%) and fuel oil (+10.2%). Despite the ongoing pressure on the competitiveness of the European chemical industry due to the high costs of energy, raw materials and labour, recovering demand led to an increase in throughput of naphtha (8.2%) and chemicals (+6.7%). Diesel throughput dropped by19.3%, while LNG and other energy gases also saw declines of 6.4% and 3.6% respectively. Liquid fuels in totalexperiencedaslightdecline(-1.1%).

During the first half of 2024, 9,906 ocean-going vessels called at the port, marking a decrease of 2.8%. The gross tonnageofthesevesselsfellby4.2%.

During the first half of 2024, Zeebrugge received 270,600 cruise passengers (+8.9%) on 82 cruise ships. This represents a decrease of eight cruise ships compared to last year (-8,9%), indicating an increase in cruise ship occupancylevels.

Future-proofandclimate-neutral

The figures confirm the resilience of the port, which is continuing to pioneer and invest in a future-proof port in challengingtimes.

May saw a global first with the launch of the world's first tug-boat running on methanol, the Methatug. This, just like theHydrotug,thefirsttug-boatrunningonhydrogen,ispart of a greening programme for our own fleet. As such, Port of Antwerp-Bruges once again took some important steps in the transition towards a climate-neutral port by 2050. The firstshorepowerconnectionforocean-goingvesselsin Belgium confirmed the port's pioneering role in the energy transition in the maritime sector. The installation of one of Europe's largest public charging stations for electric trucks makes the Antwerp port area an indispensable link in electrictrucktransport.

Sustainable growth remains a priority for guaranteeing afuture-proof port.Inthefirstquarter,acontainershipwith a draught of 16 metres entered the Deurganck Dock for the firsttimeunderthenormaladmissionpolicy.Fourcontainer ships with that draught entered in the second quarter. Admission for this has since been extended to other containerterminals.

Besides the establishment of the initial draft project decision for the complex project New Zeebrugge Lock, the completion of the initial phase of the development of the Southern Channel Basin and the accompanying expansion of the ICO RoRo terminal by 600 metres of extra quayside wasamajormilestonefortheZeebruggeportplatform.

APM Terminals Pipavav CSR team enhances water security with new check dams in Bherai

PIPAVAV: APM Terminals

Pipavav CSR team has taken another significant step in its commitment to community development by inaugurating three check dams in Bherai village. This initiative, part of the company's comprehensive Corporate Social Responsibility (CSR) program, aims to improve water security and agricultural productivityintheregion.

The inauguration ceremony was attended by Captain P K Mishra, COO, Mr. Subir Mehrotra (Head – Engineering) and Mr. Jignesh Adhiraiyu (Head – Projects) from APM Terminals Pipavav, the Village Sarpanch and local farmers. The new check dams are expected to provide crucial irrigation support to Bherai's farmers during the Rabi season and enable the cultivation of an additional summer crop. Furthermore, these structures will play a vital role in enhancing groundwaterqualityinthearea.

EU's carbon tax could cost India 0.05% of GDP: Report

NEW DELHI: The European Union's Carbon Border Adjustment Mechanism (CBAM) will impose additional 25 per cent tax on energy-intensive goods exported from India to the EU, a new report said on Wednesday. This tax burden would represent 0.05 per cent of India's GDP, according to the report titled "The Global South's response to a changing trade regime in the era of climate change" by independentthinktank Centre for Science and Environment(CSE).

These findings are based on data from the past three years(2021-22,2022-23,and2023-24).

CBAM is the EU's proposed tax on energy-intensive products, such as iron, steel, cement, fertilizers, and aluminum, imported from countries like India and China. Thetaxisbasedonthecarbonemissionsgeneratedduring the production of these goods. The EU argues that this mechanism creates a level playing field for domestically manufactured goods, which must adhere to stricter environmental standards, and helps reduce emissions from imports. But other nations, particularly developing countries, are worried this would harm their economies andmakeittooexpensivetotradewiththebloc.

The move has also sparked debate at multilateral forums, including UN climate conferences, with developing countries arguing that, under UN climate change rules, countries cannot dictate how others should reduceemissions.

Avantika Goswami, who leads CSE's climate change programme, said that India's CBAM-covered goods exports to the EU accounted for 9.91 per cent of its total goodsexportstotheblocin2022-23.

Shesaid26percentofIndia'saluminumand28percent of its iron and steel exports were destined for the EU in 2022-23. These sectors dominate the basket of CBAMcoveredgoodsshippedfromIndiatotheEU.

In 2022-23, the exports of CBAM-covered goods to the EUmadeupaboutone-fourth(25.7percent)ofIndia'stotal such goods exported globally, which is significant for the industriesoperatinginthesesectors.

Currently, hydrogen and electricity are not exported fromIndiatotheEU.

Of India's total goods exported worldwide, CBAM-covered goods exports to the EU constitute only about1.64percent.

JNPA's Mega CSR Drive, funds 3.5 Cr to CDROME Education Society in presence of Maharashtra Governor

The cheque was handed over by Shri Unmesh Sharad Wagh, IRS, Chairman of JNPA, in the presence of the senior officials from the Ministry of Tribal Affairs, Govt. of India,andallHeadsofDepartments(HoDs)ofJNPA.

Emphasising JNPA’s philosophy of being a socially responsible organisation, Shri Unmesh Sharad Wagh, IRS, Chairman of JNPA, stated, “The Ministry of Tribal Affairs, Govt. of India, had requirements to improve the quality of education provided to students at the Eklavya Model Residential Schools (EMRS). We were more than delighted to fulfill these requirements through our CSR activity. This project will technologically upgrade the EMRS schools and provide a better education and learning system to the tribal students. With JNPA’s contribution, this project will help provide quality education in38EMRSinMaharashtra.”

This project will be implemented by CDROME Education Society, Kalyan in collaboration with the Entrepreneurship & Rural Development Centre (ERDC)IIT Ropar. Under the project, a total of 1000 computers will be installed in computer labs, 76 tablets will be provided to teachers, and a psychometric test, mental health support, career counselling, and mentorship programme for

studentsof10thand12thclasses,aswellasteachertraining, will be undertaken in 38 Eklavya Model Residential Schools in Maharashtra. Around 2000 tribal students will benefit fromthisproject.

During the 35th Anniversary Celebration function of JNPA held on May 29th, 2024, at Hotel Taj Mahal Palace, Mumbai, the Hon'ble Governor of Maharashtra commendedthesocialinitiativestakenbyJNPA.

Taking from health related initaitives, women empowerment through health camp and vocational training, over the years JNPA has carried out several initiativesunderCSRactivity.

Educationallyempoweringtheyouthhasalwaysbeenat theforefrontofJNPA’sCSRpolicy.

Aliging with this, JNPA is also coming up with VadhvanPortSkillingProgramfortheyouthofVadhvanand near by villages. JN Port in association with various organizations like Brihanmumbai Custom Brokers Association and Central Institue of Fisheries Education have already conducted training program on Employment Opportunities in Customs Clearance Services and fish processing and value-added product respectively.

This initiative highlights JNPA’s commitment to the well-being of society and being a socially responsible entity. JNPA not only contributes to the economic growth of the nationbutalsotosocialwelfareofthecountry.
