TEHRAN/NEW DELHI: The Long Term Bilateral Contract on Chabahar Port Operation was signed between Indian Ports Global Limited (IPGL) of India and the Port & Maritime Organisation (PMO) of Iran, enabling operation of Shahid-Behesti in Chabahar Port Development Project for a period of 10 years. PSA Singapore enhances Service Route Productivity through Port to Port Collaboration
SINGAPORE: PSA Singapore has made significant strides in enhancing service route productivity on the Singapore Qinzhou Shuttle (SQS) service. By optimising ship schedules and routes, PSA has maximised efficiency and effectiveness in operations, reducing vessel loading times and bunkerfuelused.
The SQS service operates through PSA Singapore, Kuantan Port in Malaysia, Eastern Sea Laem Chabang Terminal Co. (ESCO) in Laem Chabang, Thailand, and Beibu Gulf-PSA International Container Terminal Co. (BICT) in Qinzhou, China. This service route currently encompassesthreeoutoffourportsthataremanagedby PSA, offering ample opportunities for value addition through collaborative efforts between PSA ports. To capitalise on these opportunities, PSA Singapore created a stowage template – akin to a tailor-made plan for loading containers onto a ship at each PSA node, ensuring a snug and efficient fit. With this plan, ships berthing at PSA Singapore, ESCO and BICT now experience shorter port stays thanks to streamlined operations, contributing to greener and more efficient operations.

Earlier, A Memorandum of Understanding (MoU) for development of Chabahar Port by India was signed in May 2015. Thereafter, the contract was executed on 23rd May, 2016 at Tehran (Iran) during the visit of Hon’blePrimeMinisterofIndiatoIran.
This agreement aims to enhance regional connectivity and facilitate trade, particularly between India, Iran and Afghanistan. The India Ports Global Chabahar Free Zone (IPGCFZ), a subsidiary of IPGL, facilitated the first consignment of exports from Afghanistan to India in 2019. The operations continued through short terms contracts while negotiations on the Long Term Agreement peaked pacewiththevisitofUnionMinisterSarbanandaSonowalto Chabahar in August, 2022. This 10 years long term lease agreement further strengthens the bilateral ties between the two countries while bolstering confidence & boosting trustoftradingcommunitiesfromtheregion.

Located in the Sistan-Baluchistan province on Iran’s south western coast, the Chabahar port is an important point on Arabian Sea with easy access from India’swestcoast.KandlaportinGujaratistheclosesttothe Chabahar port at 550 Nautical Miles while the distance between Chabahar and Mumbai is 786 Nautical Miles. Since 2019, it has handled container traffic of more than 80,000 TEUs and Bulk and General Cargo of more than 8milliontones.
The Chabahar port project fosters trade ties and strengthens economic interdependence. The port aims to becomeamultiplierofeconomicactivityintheregionaswell ascreatingjobopportunities.Strategicallysituated,theport offers an alternative transit from Strait of Hormuz for cargo traffic between Central Asian Countries and Afghanistan. This diversification strengthens India's strategic position in theregion.
The port's integration with a special free zone augments its appeal, while India's incentives, such as concessions on vessel-related charges and cargo charges, bolster trade flows through Chabahar, fostering economic growth and cooperation.
Chabahar is envisaged as a crucial link in the eastern route of the International North-South Transport Corridor (INSTC), facilitating the movement of goods between India and Central Asian Countries. This collaboration between India and Iran on developing infrastructure and logistics along the 7,200 kms INSTC aims to reduce transportation costs and time, thereby promoting trade between these regions.

“On long-term volume guidance, the next milestone for us is a billion ton.Thecompanyisworkingonthat,” D Muthukumaran, Chief Financial Ofcer, APSEZ, told analysts during the fourth quarter earnings call on 2May.
APSEZ has a network of 15 ports/terminals across India’s coastline with a capacity to handle some 627 million tonnes (mt) of cargo ayear.
In FY24, APSEZ handled 420 mt of cargo, accounting for 27 percent of India’s total cargo and 44 percent of thenation’scontainercargo.
The Company’s domestic cargo volumes grew by 21 percent in FY24, compared to the overall India cargo growthofaround7percent.
The port operator has set a cargo handling target of 460-480 mt for the currentfiscal.
APSEZ’s overseas presence is limited to Haifa port, Israel’s largest, operationandmaintenancecontracts in Australia and Tanzania and a new container terminal it is constructing
atColomboportinSriLanka.
APSEZ has “always delivered twiceorthricetheIndiagrowth”,said Ashwani Gupta, Whole Time Director and Chief Executive Ofcer.
“With the operational excellence we have, with the customer base we have, with the confidence of our stakeholders whether the shipping lines or whomsoever and our strategic positioning of ports on the India coastal line, definitely anything between twice and thrice is very credible, looking at what we have delivered and are delivering. This means if India cargo is growing between 6-6.5 percent, for us to grow between 12-14 percent will not be a surprise because we are strategically positionedtocoverthattrade,”Gupta toldanalystson2May.
A 12-15 percent volume growth is, thus, not a surprise if India is growing between6-6.5percent,Gupta,whotook overasCEOinJanuarythisyear,said.
“That is where we see growth in India in the coming 3 to 5 years,” he noted.
APSEZ, according to the CEO, is “always open for any kind of opportunity, especially internationally, to bring further growthinourportfolio”.
“Our next or our continued efforts are to go international, but to go international is not the objective, but to go international profitably which can sustain the cargo traffic is the objective.Andthat’swhythestrategic positioning of Haifa port in Israel, the strategic positioning of WestContainerTerminalinSriLanka are examples that we are choosing our bet for the international expansion purely driven by the businessopportunity,”Guptastated.
“Next, what we are studying is the same cargo traffic whether it is the Middle East, whether it is Southeast Asia,whetheritisAfricaoritcouldbe Mediterranean. And that’s where wewillmoveforwardsothatwegofor strategic acquisitions/partnerships for these four regions. That’s our 3 to 5 years strategic roadmap to grow sustainably every year,” Guptaadded.
Government working to help exporters deal with countervailing duty cases
NEW DELHI: The Government is working on a verification system to help exporters deal with countervailing duty cases on domestic products over the RODTEP scheme, an official said. The exercise isimportantascountervailingorantisubsidy duties were imposed on certain domestic units by the US and EuropeanUnion(EU).
The products which were investigated by these countries involved reimbursement of levies like electricity duty, VAT on fuel or APMC taxes under the Scheme for Remission of Duties and Taxes on ExportedProducts(RoDTEP).
The scheme is a WTO (World Trade Organisation) compliant measure.
The official explained that the duties have been imposed on certain units only and that too because they could not produce the right documents to the investigation authorities.
The Commerce Ministry is helping Indian exporters to keep proper documentation to deal with thesecases.
“We will be giving guidance notes from DGTR (directorate general of trade remedies) to units so that whenever an investigation happens, theyshouldbeinapositiontogivethe properdocuments,”theofficialsaid.
Besides checking the documents of units, investigation authorities also look at the official verification
mechanism to ascertain whether the governmentisrandomlycheckingthe incidenceofdutiesornot.
On the government side, the officialsaid,“Wearetryingtoputupa jointverificationmechanismofDGFT (Directorate General of Foreign Trade), DGTR and DoR (Department of Revenue), where officials would randomly verify certain units on the issueandkeeprecord”.
The system would help to verify the claims which a unit is availing undertheRodTEPscheme.
“Suppose we are giving RodTEP reimbursement of 1.7 per cent, then I need to convince myself from time to time that the unit’s actual incidence of duties is not below 1.7percent,”theofficialexplained.
“So we will be setting up this verification system. We will keep the records to show that we also have an official verification to check the incidenceofduty,”theofficialadded.
Beforeimposingcountervailingor anti-subsidy duty (CVD), a country carries out detailed investigations on products which it believes that its trading partner is subsidising for export purposes. Subsidising exports isakindofunfairtradepractice.
Countervailing duties can only be imposediftheinvestigatingagencyof the importing country determines that the imports of the product in question are subsidized and are injuringadomesticindustry.
Imposition of this duty does not
prohibit or restrict imports. World Trade Organisation (WTO) allows its member countries to use these tools to provide a level-playing field to their domesticplayers.
The US had conducted countervailing investigations and submitted final determination on three Indian products — paper file folders, common alloy aluminium sheet, and forged steel fluid end blocks.
The European Commission too had conducted a similar probe on certain graphite electrode systems fromIndia.
The Indian government and the affected exporters have strongly defended the subsidy allegation against various programmes and schemes of the government, both at central and state levels, in their writtenandoralresponsesduringthe conductofinvestigations.
RoDTEP scheme has been implemented for exports from January 2021 to refund, currently un-refunded taxes/duties/ levies, which are not being refunded under any other mechanism , at the central, state and local level, but which are incurred in the process of manufacturing and distribution of exportedproducts.
Theschemeisbeingimplemented bytheCentralBoardofIndirectTaxes and Customs (CBIC), Department of Revenue, in an end-to-end IT environment.

India’s imports from FTA partners up 38% during 2019-24 fiscal years: GTRI
NEW DELHI: India’s imports of goodsfromcountrieswithwhichithasa free trade agreement like the UAE, South Korea and Australia grew about 38percentduring2019-24fiscalyearsto $187.92 billion, according to think tank GTRI.
On the other hand, the country’s exports to the FTA (free trade agreement)partnersrose14.48percent to $122.72 billion in 2023-24, from $107.20 billionin2018-19.
“From FY’2019 to FY’2024, India’s imports increased by 37.97 per cent, from $136.20 billion to $187.92 billion. This growth highlights the significant and varied impact of free trade agreements on India’s global trade dynamics,” the Global Trade Research Initiativedatashowed.
According to the data, India’s
exports to the UAE increased by 18.25 per cent to $35.63 billion in 2023-24 as against $30.13 billion in 201819, while imports surged 61.21 per cent, from $29.79 billion in FY2019 to $48.02 billioninthelastfiscal.

Similarly, the country’s exports to Australia, with which the interim trade pact came into force in December, 2022, more than doubled to $7.94 billion in 2023-24from$3.52billionin2018-19.
Imports from Australia grew 23.06 per cent from $13.13 billion to $16.16 billioninthelastfiscal.
Exports to 10-nation southeast Asian bloc ASEAN, increased by about 10 per cent to $41.21 billion in the last fiscal from $37.47 billion in FY-2019. Imports jumped by 34.3 per cent from
$59.32billionto$79.67billion.
The data showed that India’s outboundshipmentstoSouthKorearose by36.38percentduringthelastfivefiscal yearsfrom$4.71billionto$6.42billionand imports increased by 26.12 per cent from $16.76billionto$21.14billion.
India and South Korea’s comprehensive economic partnership agreementcameintoforcein2011.
Exports to Japan showed a modest increase of 6.06 per cent, from $4.86 billionin2018-19to$5.16billionin2023-24, whileimportsroseby38.56percentfrom $12.77 billion to $17.70 billion. IndiaJapanFTAwasimplementedin2011.
Overall,Indiaranked17thgloballyin exports, with a 1.8 per cent share in world trade. On the import front, the country is ranked 8th, holding a 2.8percentshareinglobaltrade.
