MUMBAI: FFFAI welcomed World Bank (WB) team along with FFFAI Women's Wing at headquarters in Mumbai on 23rd August, 2023 for a roundtable meet, with participation of FFFAI Women Wing’s members across the country through hybrid mode of meeting. The WB team was represented by Ms. Nora Dihel, Sr Economist (Trade and Investment) World Bank (WB); Ms Mitali Nikore, WBConsultantandeconomistandMs.Pranidhi.
The team was welcomed by FFFAI Chairman Mr. Shankar Shinde, Chairman Elect Mr. Dushyant Mulani, Hony. Secretary Mr. Vinod Sharma, Women’s Wings Convenor Ms Chaitaly Mehta and Women’s Wings MentorMrs.PhilomenaPereira.

The objective of the meet was to understand and discuss the underlying reasons witnessed on less women’s participation in the logistics and international trade domain in India The roundtable meet also emphasised on identifying constraints and requirements in seeking more women's participation in the Logistics sector. Discussions were also held on Safety & Security aspects and required measures,Transport&InfrastructureissuesandTraining& Skill development requirements to analyse gaps to undertakeprojectsforeffectiveimplementation.
Commenting on the importance of this meeting with the World Bank, the FFFAI Chairman said, “The roundtable meeting with WB provided a platform for the women stakeholders to share their perspectives on women employment in logistics and international trade as well as share knowledge and good practices on this subject. The meet/workshop also endeavored to identify domains in the logistics value chain where women can participate more proactively According to him, with the introduction of digitization,automation,ArtificialIntelligenceandsoftskills there is tremendous scope for women to enter into the logistics business in India despite some inherent challenges. He also pointed out that things are changing rapidlythankstotheinitiativesofthegovernmentregarding infrastructure development and announcement of the National Logistics Policy to woo young aspirants, irrespectiveofmenandwomentothisburgeoningsector
He further stated that the platform is open to all women in Logistics at different levels of Management, office staff and operational field to participate through FFFAI online membership application which is free for participation of WomenandyouthinIndia.Itprovidesexposuretoseniorsof Industry for better interaction as they are the future of industrytoinventinnovationinlogistics.
FFFAI Women's Wing Convenor Ms. Chaitaly Mehta sharing her experience of activities undertaken in FFFAI with physical field visits experience at Petrapole Land Customs (West Bengal), Visakhapatnam Port, Kakinada Port, MumbaiAircargoComplexandICDTalegaoninPune said that the interaction was quite informative and valuable information/experiences was shared by the Women members who participated in a large number from all30memberassociationsofFFFAI.
The WB representatives shared that they would soon be going to roll out a survey for the Logistics Industry to understand the challenges faced at the operational level by trade and industry, object scenario of gender neutrality as regard to the challenges, which would help in implementation of corrective measures. She also pointed out the poor participation of women in the logistics sector in Indiaatpresent.
It should be pertinent to mention that WB has already tied up with CBIC and solicited support from FFFAI to complete a study in India for better understanding the ground reality, challenges and data collection for larger interest of the exim trade in terms of fast cargo clearance, risk management and women participation in logistics business.
Speaking on this occasion Mr Dushyant Mulani, Chairman Elect, FFFAI observedthattheCovid-19pandemic has shown the importance of women participation in logistics thanks to adoption of ‘Work from Home’ concept and IT where women proved to be better performers. He also advocated for flexi working hour mechanism for women and fulfilling the compliancesregardingwomensafetyatalloffices

Custom House propose Universal Seal Reader to speed up processing of Shipping Bills
MUMBAI: The Jawaharlal Nehru Customs House (JNCH), India’s largest customs house in terms of container handling, has initiated the process to introduce Universal Seal Reader (USR) to expedite processing of shipping bills, said Mr. Rajesh Pandey,I.R.S.,ChiefCommissioner of Customs, JNCH, Mumbai CustomsZone–II attheOpenHouse MeetingheldrecentlyinMumbai.
The Customs Commissioners from India’s leading ports, viz. Jawaharlal Nehru Port and the Mumbai Port shared various digitization initiatives to expedite Export-Import cargo clearance process at the meeting organised recently.
“SuchaUniversalSealReaderwill streamline processing of shipping bills by facilitating paper-less process and smooth processing of export cargo. It also has the potential to eliminate the need for registration of self-sealed containers at the customs when they arrive at the Centralized ParkingPlaza(CPP),”saidPandey.
JNCH has tasked the Custodian of its Centralised Parking Plaza (CPP) to
create software application for integration of all the vendors of electronicself-seal,therebyeliminating theneedforscanningthedifferenttypes ofelectronicsealindividually.
“Further, this is envisaged to be taken forward so that the data of the self-sealed export containers can be automatically integrated with the CustomsICEGATE,”addedPandey.
The average time taken by the Indian customs for clearance of import cargo has declined to 85 hours in 2023 because of various digitization and paper-less initiatives undertaken to process import consignments, Pandeyinformed.
Mr. Vivek Pandey, I.R.S., Commissioner (Import- I), Mumbai Customs Zone – I suggested importers to opt for the Anonymised EscalationMechanism(AEM)incase their Bill of Entry is not assessed within 24 hours under the Faceless Assessment system. Importers can also raise their grievances at the Turant Suvidha Kendra to expedite cargoclearance.
Mr. R K Singh, Commissioner Zone I, Mumbai informed the trade
about the system driven trade facilitation to importers and exporters accredited under the Authorised Economic Operator (AEO)program.
He explained the major incentives given to such accredited importers and exporters, namely Defer Payment of Duty, reduced Bank Guarantee, facilitation of their cargo under Mutual Recognition Agreement(MRA).
Singh informed that India has signed MRA with South Korea, Hong Kong, Taiwan and and is in the process of signing similar agreements with other countries like UK, Malaysia, Indonesia etc. He urged trade to join Indian AEO Program to reduce the clearance time and cost and to ease the Trading AcrossBorder.

Private Terminals at Major Ports may have freedom to levy market rates : Sources
NEW DELHI: Cargo handling terminals run by private firms at Major Ports prior to the implementationofanewlawin2021to govern 11 of the 12 state-owned ports, are set to win freedom to levy market rates for their services, potentially ending years of turmoil, marked by prolonged court battles and viability concerns.
The Ministry of Ports, Shipping, and Waterways has set up a threemember panel of port chairmen headed by Mr. Sanjay Sethi, IAS, Chairman, Jawaharlal Nehru Port Authority to examine the issue of permittingtheregulatedolderpublicprivate-partnership (PPP) cargo terminal operators to migrate to a marketdrivenpricingregime,similar to the freedom available to private
cargo handlers that started or will start operations after the new law took effect in 2021. According to sources. The panel is expected to suggest a set of guidelines for migrating the older cargo terminals to a market driven rate regime keeping in view the commercial and otheraspects,saidasource.
The process of writing the guidelines is underway and the exercise will likely be concluded in a month,henoted.

WTO : Global Trade signals upturn in Q3
GENEVA: Global goods trade showed signs of a turnaround in the second quarter of 2023, driven by strong automobile production and sales, but further upward momentum in Q3 and beyond may be limited as long as export orders remain weak, according to the latest WTO Goods Trade Barometer issued on 24 August.
The current reading of 99.1 for the barometer index is up from the previousreadingof95.6fromlastMay and close to the baseline value of 100. Thissuggeststhatmerchandisetrade volume turned up in Q2 after two quarters of decline, but that it remains slightly below trend. Sustained recovery in Q3 and beyond is less than certain as long as the barometer's export orders component (based on purchasing managers'indices)remainsweak.
The Goods Trade Barometer is a composite leading indicator for world trade, providing real-time
information on the trajectory of merchandise trade relative to recent trends. Barometer values greater than 100 are associated with abovetrend trade volumes while barometer values less than 100 suggest that goods trade has either fallen below trendorwilldosointhenearfuture.
The volume of merchandise trade was down 1.0% year-on-year and 0.3% quarter-on-quarter in the first quarterof2023,extendingadownturn that began in the fourth quarter of 2022. Several factors contributed to the slump, including high food and energy prices linked to the war in Ukraine, and tighter monetary policies aimed at fighting inflation in advancedeconomies.
Global import demand remains weak, weighed down by sluggish economic growth in leading economies including the European Union and China. The current results are slightly weaker than WTO's most recent trade forecast
issued on 5 April, which projected 1.7% growth in merchandise trade in 2023. However, the target is still attainable if trade growth picks up in the second half of the year as expected.
Most of the barometer's component indices were slightly below trend in their latest readings. Theseincludetheexportordersindex (97.6), the container shipping index (99.5), the air freight index (97.5), and the raw materials index (99.2). The main exceptions were the automotive products index (110.8), which has climbed firmly above trend, and the electronic components index (91.5), which has fallen below trend. Surging exports of automotive products have contributed to stronger-thanexpected GDP growth in Japan in the first half of 2023. Vehicle exports have alsobeenararesourceofstrengthfor the Chinese economy, which has struggled to gain momentum in recentmonths.
DFCCIL Chairman assures completion of more than 90% of Dedicated Freight Corridor by year-end
NEW DELHI: The Dedicated Freight Corridor Commission India Ltd. (DFCCIL) Chief General Managers Conference was held recently. The Railway Board ChairmanandCEOA.K.Lahoti was appreciativeofthespeedatwhichthe Dedicated Freight Corridor (DFC) was being commissioned and completed.
He said that about 2,196 km i.e. 77.2% of the DFC has already been commissioned and 90% of the DFC shouldbecompletedbyyear-end.
The DFC tracks are host to running almost 200 freight trains on a daily basis – a number that is only bound to increase substantially over thenextfewyears.
Lahoti also said that the DFCCIL shouldleveragetheGatiShaktiMultiModal Cargo Terminal (GCT) policy to maximize the number of GCTs alongitsalignment.
Another point he mentioned was safety and asset maintenance, which he regarded as most important. He said that the Chief General Managers should conduct extensive personal inspections of the DFC assets at the ground level to maintain the integrity and quality of the state-of-the-art technologyusedinbuildingtheDFC.
Along with Lahoti, DFCCIL Managing Director Ravindra Kumar Jain spoke of the efforts of team and projectpartnersintheconstructionof theDFC,andtheRailwayBoardPED
(Infra) Mukul Saran Mathur also spoke on the occasion. Back in June 2022, Jain also said that most of the DFC tracks, over 90%, will be operationalbyJune2023.
A detailed performance review and brainstorming of the field units with a special focus on the aspects of innovation are the highlights of the two-day CGM Conference. DFC is considered a critical tool for the perfect and efficient execution of the National Logistics Policy. It should also be noted that freight infrastructure capacity augmentationbyDFCiscrucialinthe achievingofIndianRailwaystargetof 3000 million tons of goods loading by 2030.
Kolkata Port offers prime land for WB’s 1st MMLP
KOLKATA: Kolkata Port, also known as Syama Prasad Mookherjee Port (SMP), is offering nearly 60 acres of its land in the city for the State’s 1st Multi-Modal Logistics Park (MMLP), anofficialsaidonSunday,27thAugust.
The official said although there are 6-7 MMLPs proposed across the country to improve logistics infrastructure, none of them is in the port area. This makes the Kolkata project more attractive, as it is just 2kmfromthedock,theofficialsaid.
“Wehaveinvitedane-tender-cume-auction for the allotment of the vacant land at Transport Depot Road, Hide Road Extension, and Sonapur Road,onalong-termleaseof30years
for setting up the MMLP. The base annual rent is Rs 21 crore. We have also kept a minimum guaranteed volume of cargo of one million tonne as part of the terms,” SMP Deputy Chairman Mr. Samrat Rahi was quotedbyPTIassaying.
Asked why the port is lending out land for the MMLP, Rahi said logistics infrastructure is a key component of reducing costs in foreign trade. “This willhelptoattractmoreportusersand benefittheKolkataport,”headded.
He said facilities such as warehousing, cold chain packaging, commercial offices, transport, and logistics facilities are part of any logistics park, but kind of
infrastructure will depend on specific usecase.
“Investment will also depend on the nature of use that a leaseholder willmakeoftheMMLP.Theportisnot putting any binding on the bidders,” Rahisaid.
Healsosaidotherhighlightsofthe locationarethatmorethan25acresof warehousing space is available, there is a single window system, it is strategically located very close to highways, and it is well-connected to Bangladesh, Nepal, Bhutan, and North-EasternIndia.

India will be more competitive in International market for Export : Nitin Gadkari
NEW DELHI: Minister for Road Transport and Highways Nitin Gadkari has expressed confidence that before the end of this year, the logistics cost will come down to nine per cent from 40 per cent currently and India will be more competitive in the international market for export. He was addressing an event in NewDelhirecently.
Talking about infrastructure, Mr Gadkari said, Prime Minister Narendra Modi has prioritised Water,
Power, Transport, and Communication, hence, there has been a focus on building robust infrastructure. He shared the Government's expressway, National Highway, and tunnel projects for seamless interstate connectivity. The Minister said, that before the end of 2024, India's National Highway road infrastructure will be equal to the USAstandard.
Adani looking for Greek Ports to serve as gateway for Indian exports bound for Europe
NEW DELHI: The Adani Group may be looking at taking over a Greek port and turning it into a key gateway forIndianexportstoEurope.
Reporting on Prime Minister
Shri Narendra Modi’s one-day visit last week, a Greek news portal, the English-language Greek City Times, and other local media said among the subjectsdiscussedinofficialtalkswas the possibility of Adani taking an interestinatleastoneport–ormaybe more.
The two ports mentioned were Kavala in northern Greece and Volos, which lies 330km from Athens. The portal also suggested Adani may be interested in a third port, Alexandroupoli.
Modi emphasised during his Greek visit last Friday that he considers Greece to be an essential economic, transport and strategic gateway of India to the EU and talked about “great opportunities” on both sides.
The English-language Greek City Times, quoting unnamed sources, said during talks between Modi and Greek Prime Minister Kyriakos Mitsotakis the Indian leader “expressed the country’s interest in acquiringportsinGreece”
There also has been talk in local
Greek media that India may also be exploring the possibility of using Greece’s Port of Piraeus near Athens for its European exports. But the rub there is that the facility is Chinesecontrolled. China’s COSCO Shipping is majority-owner of the Piraeus Port witha67-per-centshareholding.
China has turned Piraeus into the largest port in the region. Xi Jinping visited the port in 2019 and described it as an, “Important hub for China’s fastland-sealinkwithEurope,andfor connectivity between Asia and Europe.”
Kavala in northern Greece is the principal port in the eastern Macedonia region and serves parts of the Balkans. It is also a take-off point for ferries that operate to nearby islands. It would probably need to be expanded considerably for it to serve as a gateway into Europe for Indian consignments. If India does pick up one or more ports, Greek City Times said that, “Greece would officially become India’s central transit hub to Europe.”
The two leaders also looked at increasing tourism from India. In addition, they also looked at the possibility of having an “interstate agreement” to bring in skilled and unskilled personnel from India to
tackleGreece’slabourshortages.
Greece is a member of the European Union (EU), so any agreements on labour and personnel would have to fit the wider organisation’s rules on personnel working in the country. The Greek City Times said Modi pointed to India’shugemiddleclassandalsothe rising number of billionaires and other such wealthy individuals. The two sides have agreed to upgrade ties towhattheydescribedasa“Strategic Partnership” and also double twoway trade by 2030. Two-way trade is currentlyat$2billion.
Over the last decade, India has boosted relations with Greece as its interests expand from the Indian OceantotheEasternMediterranean. The emerging “commercial corridor between India and Greece could radically reconfigure trade patterns between the Indian Ocean region, the Middle East, and Europe,” said Professor Michael Tanchum, who’s aninternationalrelationsprofessorat Spain’sUniversityofNavarra.
“For India, this new connectivity constitutes a strategic paradigm shift of enormous geopolitical consequence that could reshape its role in the Eurasian economy order,” addsTanchum.
Central Govt imposes 20 % export duty on Parboiled rice
NEW DELHI: The Government has imposeda20percentdutyontheexport of parboiled rice, a move aimed at maintaining adequate local stock and keepdomesticpricesundercheck.
The export duty, imposed on August 25, will remain effective till October 16, 2023, the Finance Ministry said in a notification.
Duty exemption would be available on parboiled rice lying in customs ports which have not been granted LEO (let export order) and are backed by valid LCs (Letter of Credit) before August25,2023.
With these curbs, India has now imposed restrictions on all varieties on
non-basmati rice. Non-basmati white rice constitutes about 25 per cent of the totalriceexportedfromthecountry.
Last month, the Government banned exports of non-basmati white rice to boost domestic supply and keep retail prices under check during the upcoming festive season. In September last year, exports of broken rice were prohibited.
In the April-June period of this fiscal, about 15.54 lakh tonnes of nonbasmati white rice was exported against only 11.55 lakh tonnes in the year-agoperiod.

The annual retail or consumer price inflation has touched a 15-month high of 7.44 per cent in July, against 4.87percentinJune,amidasharpspike infoodprices.
A week back, India had imposed 40 per cent export duty on onion to increasedomesticavailability.
India’s total exports of basmati rice stood at USD 4.8 billion in 2022-23 in terms of price, while in volume terms it wasat45.6lakhtonnes.
Exports of non-basmati stood at USD 6.36 billion in the last fiscal. In volumeterms,itwas177.9lakhtonnes.
