NEW DELHI: India has changed its strategy to source four new ship-to-shore or so-called rail mounted quay cranes (RMQCs) to be erected at the Government-funded Chabahar Port in Iran by asking potential suppliers to deliver the cargo handling equipment in Mumbaiperanewtenderfloatedrecently.
The change in sourcing strategy is aimed at sidestepping the sanctions imposed by the United States on Iran thatfoiledtwoearlierattemptsbyIndia, spreadoverfiveyears, tobuythecrucial cargo handling gear and help start fullfledgedoperationsatChabaharPort.
“We are trying all possible ways to buy the new cranes,” said a person briefedonthematter.
India Ports Global Ltd, the stateowned entity formed to develop and run the Chabahar Port, issued a fresh tender on 26 September, the third since 2017, to buy the post Panamax size cranesof65-toncapacityeach.
The second tender, issued on 31 August 2020, ran for two years through 27 extensions before it was scrappedon23Junethisyear.
The tender, which was discharged, had received interest from at least two firms, but they were reluctant to put price quotations due to the continuing sanctions on Iran by the West against the Persian Gulf nation’s nuclear programme. The sanctions made it difficult for foreign banks to open a
letter of credit (LC) that assures payment to the supplier despite a sanctions-waiver given by the United StatestotheChabaharPortproject.
The fresh tender has retained almost all the conditions set by the previousoneandaddedafewnewrules, with the big change pertaining to the delivery of the cranes in Mumbai instead of the supplier shipping it directlytoChabaharPort.
“From Mumbai, India Ports Global will take the responsibility of transporting the cranes to Chabahar port,” said the person, a Government official in Delhi, mentioned earlier. “That’s the plan, let’s see how it works out,”headded.
THIRUVANANTHAPURAM: The Kerala high court on Wednesday, 28th September reiterated its directive to the State Government to ensure that the ingress and egress of employees and workers at the Vizhinjam InternationalSeaportarenotprevented by the fishermen protesting against the project.
Justice Anu Sivaraman directed that the protestors should not be allowed to prevent the ingress and egress of workers and asked the governmenttoensurethatthedirective isbeingcompliedwith.
A directive was issued by the court after a counsel representing Adani Vizhinjam Port Pvt Ltd (AVPL)
submitted that the protestors are preventing the entry and exit of its workers. In addition to AVPL’s petition seeking police protection, the court is considering a contempt of court plea alleging that the court’s order of September 1st to provide police protection has not been complied with.
DHAKA:Bangladeshisgoingtostart exporting goods to India by train for the first time in what is billed by many as a majorboosttocross-bordertrade.
Once the freight trains start rolling withtheclosedcontainers,Bangladeshi businesses will also be able to export goods to different other countries through certain Indian ports, officials said.
Earlier this year, India lifted the restrictions on importing goods from Bangladesh via trains, and Bangladesh Railway (BR) fixed the shipping costs, theyadded.
India also urged Bangladeshi businesses to use its ports for transshipmenttoothercountries.
“Mostoftheconditionsonbothsides have been met. We expect the formalities to be done and export to start in two-three months,” said Sardar Shahadat Ali, Additional Director General(Operations)attheBR.
Several firms have already expressed interest in shipping their productstoIndiabyrail, headded.
Arrival of goods through the railways from India saw a sharp rise in the last two years. Currently, the trains
return empty after dropping off the goodsinBangladesh.
In the first 10 months of fiscal 2021-22, the BR brought in 29.92 lakh tonnes of goods from India. The amount was 36.93 lakh tonnes in the previous fiscal, sourcessaid.
Operation of freight trains between Bangladesh and India revived in February 1972 while operation of passengertrainsresumedinApril2008.
Around 120 freight trains now operate between the two countries every month using five railway interchanges.
NEW DELHI: India has proposed additional customs duties of 15 per cent on the import of 22 products, including whiskey, cheese and diesel engine parts, from the UK in retaliation to Britain’sdecisiontoimposerestrictions onsteelproducts.
In a communication to the World Trade Organisation (WTO), India said it is estimated that the safeguard measures taken by the UK on steel products have resulted in the decline of exports to the tune of 2,19,000 tonnes on which the duty collection would be USD 247.7 million. Accordingly, India’s proposed suspension of concessions
would result in an equivalent amount of duty collected from products originatingintheUK,itsaid.
“India hereby notifies the (WTO’s) Council for Trade in Goods of its decision to suspend concessions or other obligations under the General Agreement on Tariffs and Trade 1994 and the Agreement on Safeguards that are substantially equivalent to the amount of trade affected by the measuresoftheUK,”itadded.

preparations, cosmetic and toilet preparations, unsorted diamonds, silver, platinum, semi-diesel engine parts, unwrought gold, turbo jets, and certainelectricconductors.

MUMBAI: Logistics in India is an unorganized sector and there was a need to collate towards progress, achieving the Government’s endeavors of striving towards single digit logistics cost aligning with developed countries to compete and promote ourproductsintheinternationalmarket
We welcome the much-desired National Logistics Policy (NLP) which was unveiled by the Hon’ble Prime Minister on September 17,
2022atVigyanBhawan,NewDelhiwithanaim towards Reducing logistics cost to single digit to make India one of the viable manufacturing hubsintheworld.
Other key objectives of the NLP are as follow:
• To create common platform for better understanding of Government with stakeholders to assess and take steps towardsdevelopments.
• Integrating the modes of transport, Multimodal with Transmodal to make it seamlessandeffective.
Cont’d. from Pg. 6
• In achieving “Atmanirbhar Bharat” and “Make in India” dreams cometrue.
• The First and Last mile delivery to be effective on real time monitoringbasistoreducedwelltimeandlogisticscost.
• Delivering product on time at right market towards alternate market of Perishable and Agro products to avoidwastage.
• TointegrateMinistriesandPGAsoncommonportal.
• To reduce multiple exchange of physical documents by creating a common Documents for seamless movements of good with maximum use of IT platform throughRFID/QR/Barcodesetc.
The NLP highlighted that present logistics cost is the result of multiple factors including policy framework and constraints of required infrastructure, both physical and IT, and aptly addressed those bottlenecks to facilitate the country’s manufacturing and domestic distribution for internationaltradesupportedbydomesticconnectivity.
The emphasis has been on a holistic approach and it wouldgiveimpetustothespeedthattheCountrywants.
We at FFFAI are proud to be part of this initiative and contributingtowardsachievingGovernmentgoals.
The NLP has been supported by various other projects to make it effective to accelerate logistics operations and cargo clearance, which include Sagarmala, Bharatmala, new Waterways, Dedicated Freight Corridors, Multimodal Logistics Parks, Krishi Udan, Drones for transportation of goods, DPD, AEO, e-Sanchit, Faceless Assessment, Turant Customs, SWIFT, GST, PM GatiShakti National Master Plan, LEADS Report, the Unified Logistics Interface Platform,
The facilitation on e-LOGS would be more beneficial to interact on IT platform on real time basis for immediate responseandredressalforum, etc.
We are hopeful that four major features of the NLP
i.e Integration of Digital System (IDS); Unified Logistics Interface Platform (ULIP); Ease of Logistics (ELOG) and System Improvement Group (SIG) would yield desired results in the days to come for the larger interest of the end-to-endlogisticsindustry.
FFFAI also appreciates that the NLP aspires not only to reduce cost of logistics in India to be comparable to global benchmarks by 2030, it also endeavours to be among top 25 countries by 2030 in the Logistics Performance Index ranking, and creates data driven decision support mechanismforanefficientlogisticsecosystem.
Commendably, NLP has a human face as well, which emphasisedonthebenefitsofcommonpeople(asthelogistics industry serves the nation even during the crisis period like pandemic or natural calamity, etc) and ground level workers liketruckdrivers,loaders/labours,etc. Keyobjectiveofthese initiatives were to expedite cargo clearance, Ease of Doing Business and improvement of Logistics Performance Index of the Country to adopt best practices to compete world standardswithfirstandlastmileconnectivity.
We look forward for proper implementation and active roleofallMinistries/Departments/IndustryStakeholdersto achieve the goal of the innovative initiatives / announcements of the National Logistics Policy. FFFAI is committed to continue its efforts of strengthening the logistics operations for the greater interest of the International Trade and the country’s economy, asproclaimedintheNLP.
The best part of NLP is the monitoring of performance with progress. It’s only with the monitoring system we will be able to achieve our result and we are confident that the Government is serious towards developing and supporting Logisticsindustryinachievingtheirvision.
NLP comes with lot of opportunities in Logistics sector to make it organised and to attract the generation next/young entrepreneurs’ participation as choice of industry, to be proud of being in Logistics Industry which is thebackboneofeconomy.
