NEW DELHI: Private cargo terminal operators such as DP World, PSA International, A P M Terminals and JSW Infrastructure running facilities at state-owned major ports before pricing freedom was introduced in 2021 post the enactment of a new law, have urged the Government to approve norms allowing them to migrate to the free pricing regime for a level playing field.
“Tariff freedom is a critical factor in the success of Public-Private-Partnership (PPP) projects in the port sector
T h e G o v e r n m e n t h a s r e c o g n i z e d t h i s f a c t a n d provided it in the new Major Port Authorities Act, 2021,” Mr. Devki Nandan, President, Indian Private Ports and Terminals Association (IPPTA), a 25-member group, was quoted as saying recently.
The existing operators are governed by the rates guidelines of 2008, 2013 and 2019 (revised norms for those covered by the 2005 rate regime), depending on the year in which they were awarded the contracts While the new concessionaires (private operators) governed under the 2021 tariff guidelines have been given the freedom to levy market rates, the same has been “denied” to the old concessionaires governed under 2008, 2013 and2019tariffguidelines,IPPTAsaid.
“The concessionaires governed under the old tariff guidelines do not have a level playing field and are suffering in efficiency and financial viability The Government must examine this issue on priority and approve migration guidelines to provide a level playing field to the terminals governed under the old tariff guidelines,” Nandan added.

NEW DELHI: In a breakthrough, a Memorandum of Understanding (MoU) was signed between the Bipartite Wage Negotiation Committee (BWNC) and the Indian Port Association (IPA), averting an indefinite strike that was set to disrupt operations across 12 major ports in India, through the timely intervention of the Union Minister of Ports, Shipping & Waterways, Shri Sarbananda Sonowal.
The MoU facilitates the revision of the wage structure and addresses other service conditions, including pensionary benefits. It was agreed that the fitment benefit of 8 5% on the aggregate amount of basic pay as of 31-12-2021, plus 30% VDA as of 1-1-2022, shall be granted. The periodicity of the settlement is set for five years, from 1-1-2022 to 31-12-2026. The new pay scales, effective from 1-1-2022, will be formulated according to existing practices.
Both parties agreed to consider aligning the periodicity of future wage revisions for both officers and employees, starting from 1-1-2027, to avoid any potential anomalies.
Additionally, a special allowance of Rs. 500 per month will be provided to working employees during the operative period of the settlement, from 1-1-2022 until 31-12-2026, or until the date of the employee’s superannuation, whichever comes first.
On the successful resolution, Shri Sarbananda Sonowal, Minister of Ports, Shipping & Waterways, said, “This agreement marks a significant step forward in ensuring fair and equitable treatment for our port workers, who are the backbone of the Indian maritime sector. The timely resolution of these issues reflects MoPSWs commitment to foster a harmonious and productive working environment across all Indian ports ” Shri Sonowal also commended both the workers federations and the IPA for their constructive approach to these negotiations.
NEW DELHI: India will soon wear a grand necklace of Industrial Smart Cities as in a landmark decision, the Cabinet Committee on Economic Affairs chaired by the Prime Minister Shri Narendra Modi has approved 12 new project proposals under the National Industrial Corridor Development Programme (NICDP) with an estimated investment of Rs. 28,602 crore.
Key Highlights: Strategic Investments: NICDP is designed to foster a vibrant industrial ecosystem by facilitating investments from both large anchor industries and Micro, Small, and Medium Enterprises (MSMEs). These industrial nodes will act as catalysts for achieving $2 trillion in exports by 2030, reflecting the Government's vision of a self-reliant and globally competitive India.
Smart Cities and Modern Infrastructure: The new industrial cities will be developed as greenfield smart cities of global standards, built "ahead of demand" on the 'plug-n-play' and 'walk-to-work' concepts. This approach ensures that the cities are equipped with advanced infrastructure that supports sustainable and efficient industrial operations.

THIRUVANANTHAPURAM: The Vizhinjam port is getting ready for commissioning, with the construction of an extended berth almost completed.
The new 800m berth will be ready in the next 15-20 days. The transshipment port, developed by Adani Ports, will be able to accommodate two large or three smaller container ships simultaneously The existing 600m berth is being expanded by 200 meters and is expected to be completed in time for the port’s commissioning in Oct, according to a port official.
The port is currently undergoing testing.
The breakwater, for which work has already been completed, and the 800m berth are part of the phase 1 work of the project. “There is no need for additional cranes, as we now have 32 cranes in the 600m berth. These cranes can be relocated as needed when the extension is completed,” he added. The port’s semi-automated systems are designed to speed up loading, unloading, and container handling.
Further expansion of the port will take place in two more phases, ultimately extending the container berth to 2,000m. This extension will allow the port to accommodate up to five ships at a time when all the work is completed by 2028. The project will also involve reclaiming around 129 acres from the sea.
Shipping companies have shown huge interest in using
Vizhinjam port as alternatives like Colombo and Singapore face congestion issues. During the trial phase, ships are being brought in gradually to test and optimize processes. “Ships are being brought in one by one, and then the processes are checked and fine-tuned in a systematic manner More ships will start coming in when the port is commissioned,” the official said.
The port has released competitive rates that are lower than Colombo’s, aiming to attract ships carrying transshipment cargo destined for India. Currently, transshipment containers are typically unloaded by mother ships at Colombo or Singapore, and then feeder vessels transport them to Indian ports Port authorities at Vizhinjam are pushing shipping companies to shift these operations to Vizhinjam Trade bodies believe that shipping directly to Vizhinjam will expedite the delivery of containers to businesses in India Reports indicate that increasing congestion is making Colombo less popular amongshippingcompanies.
Vizhinjam Port, being developed by Adani Vizhinjam Port Private Ltd under a design, build, finance, operate, and transfer model for a 40-year term, is the first deep-water transshipment port in India and is strategically located close to major international shipping routes. Two ships, including a mother ship, are scheduled to dock at the port by the end of the week.
HONG KONG: Orient Overseas Container Line Ltd. (OOCL) and partners join hands to advance low-carbon shipping, opting for cleaner fuel to reduce supply chain emissions With the participation of several partners including IKEA and Kyocera, the first voyage commenced in early August.
The fuel used on the voyage is a B24 biofuel blend, with ISCC certified Used Cooking Oil Methyl Ester as a component in the VLSFO Replacing fossil fuel with biofuel can reduce carbon emissions in shipping and is considered a viable transitional solution towards long-ter m decarbonization goals. The amount of carbon saved on this voyage will be attributed to these partners, reducing the carbon footprint of the cargo.
A Green Certificate will be issued to each of these partners as a credible certification of the saved carbon emissions by opting for biofuel. The process is verified and powered by Global Shipping Business Network (GSBN), a non-profit blockchain consortium. Carbon emission saving calculation and allocation are tracked by blockchain, with traceable and immutable record. OOCL uses the Well-toWake approach to comprehensively measure the lifecycle carbon emissions, from the production of the fuel to its consumption in ship operation.
OOCL has started using biofuel on some of its vessels since 2023 as one of the company’s strategies to advance with the transition towards decarbonization. Promoting the use of biofuel in low-carbon shipping with partners has not only further demonstrated the company’s commitment to decarbonizing the ocean shipping industry but also its determination to provide first-class shipping services to partners. OOCL is committed to building greener maritime supply chains with partners and has formulated sustainable shipping solutions for them based on their demand and environment target, working with partners towards the mutual goal of decarbonizing ocean shipping.
Michael Xu, Director of Trades at OOCL, commented: “Working with partners on low-carbon shipping is definitely a very important milestone in OOCL’s environmental and sustainability journey that enables both OOCL and our partners to advance towards their own decarbonization roadmap. I would like to thank our partners such as IKEA, Kyocera and several others for their trust and support in OOCL and for their participation in the first voyage. We are keen to establish additional long-lasting sustainability collaborations with all our partners and stakeholders to reduce emissions along the supply chain and to create a greener future together.”
