Rice exports to Bangladesh on the rise NEW DELHI: The growing demand for rice is expected to be a big boost for exporters of the commodity in India. Even though Bangladesh is the third-biggest rice producer in the world with 35 million tonnes a year, it depends on imports from other countries to deal with shortages caused by natural disasters like floods and drought.

Recently, Bangladesh has become India’s fourth biggest e x p o r t d e s t i n a t i o n i n t h e c u r r e n t c a l e n d a r y e a r.

India’s exports to the neighbouring country have increased 46 per cent on an annual basis at $3.16 billion during January-March 2021. Bangladesh has secured the fourth position as top export destination for India, after the US ($15.41 billion), China ($5.92 billion) and UAE ($5.34 billion).

Bangladesh has achieved the status as one of the top export destinations for India largely due to New Delhi’s diplomatic efforts, logistical ease and robust demand for Indian farm produce in that country.

The surge in farm exports to Bangladesh for FY21 is driven by record-high sales of rice i.e. 13.9 million tonnes of non-basmati and 4.6 million tonnes of basmati. Whereas in FY 2019-20 Bangladesh has imported nearly 9 lakh tonnes of non-basmati rice at an estimated cost of about $30.65 million. The growing demand for rice is expected to be a big boost for exporters of the commodity in India. Even though Bangladesh is the third-biggest rice producer in the world with 35 million tonnes a year, it depends on imports

from other countries to deal with shortages caused by natural disasters like floods and drought.

Bangladesh invites global tenders for rice imports Bangladesh has invited seven global tenders for the import of 3.10 lakh tonnes of rice in January 2021 including two 50,000 tonnes and one 10,000 tonnes orders. Apart from these tenders, Bangladesh is set to import another 2.5 lakh tonnes of rice from India, which includes 1.5 lakh tonnes through government-to-government deals and others through exporters.

Indian firms, including a subsidiary of the Singaporebased company, have won five tenders, quoting rates between $405 and $418 a tonne on cost, insurance and freight (CIF) basis. While the lower bids are for non-basmati parboiled rice, the higher quotes are for white rice.

The state-owned National Agricultural Cooperative Marketing Federation of India Ltd. (NAFED) has decided to supply one lakh tonnes of the non-basmati parboiled rice to Dhaka, as part of this bilateral deal.

It is noteworthy that a large chunk of rice exports from India to Bangladesh are contributed from West Bengal and the majority of the exports take place during the September to February period. The boost in rice exports has also helped other major rice producing states like Telangana and Andhra Pradesh.

Special Secretary – Logistics launches "Secured Logistics Document Exchange" • Calculator for Green House Gas Emissions launched • Will further improve Ease of Doing Business Cont’d. from Pg. 3 These digital initiatives have been launched to fill the gap areas where no action has yet been taken either by private players or any of the line ministries. The Launch Event was attended by more than 75 participants from the Central Ministries, Banks, IT companies, international organizations, logistics sector stakeholders and industry bodies.

The Event emphasized on the importance of digital transformation in the logistics sector to achieve the targets of improved India’s ranking in Logistics Performance Index; reduction in logistics cost and establishment of indigenous India-specific metrics for continual improvement in logistics.

The Logistics Division with the mandate of “Integrated Development of the Logistics Sector” has planned specific digital initiatives with a focus on integrating the various digital systems across ministries/ departments and filling gaps so identified. In this context, key digital initiatives including SLDE platform for digital exchange of logisticsrelated documents and a Calculator for GHG emissions for choosing sustainable and right mode of transport for freight movement, have been developed.

The SLDE platform is a solution to replace the present manual process of generation, exchange and compliance of

logistics documents with a digitized, secure and seamless document exchange system.

This will enable generation, storage and interchange of logistics-related documents digitally using Aadhaar and blockchain-based security protocols for data security and authentication; it will also provide a complete audit trail of document transfer, faster execution of transaction, lower cost of shipping and overall carbon footprint, easy verification of authenticity of documents, lowered risk of fraud, etc. The proof of concept of the platform has been developed and executed with banks (ICICI, Axis Bank, State Bank of India and HDFC Bank) and stakeholders including freight forwarders, exporters, importers and vessel operators.

Along with the SLDE, Centre also launched a Green House Gas Emission calculator as well.The GHG Calculator is an efficient, user-friendly tool and provides for calculating and comparing GHG emissions across different modes. It allows for commodity-wise comparison of GHG emissions and total cost of transportation, including their environmental cost, between movement by road and rail. The tool is intended to facilitate appropriate modal choice for allconcerned.

In his opening remarks Special Secretary (Logistics), Shri Pawan Kumar Agarwal remarked on the importance of

Digital Transformation in the Logistics space and highlighted the role of Logistics Division in facilitating digital integration across the sector through such critical initiatives that have interface with more than one Ministry / Department. He further added that the initiatives launched at the event have the potential of creating a lasting and significant impact on the sector.

Emphasising on the benefit of sectors u doing business in the logistics sector that the SLDE platform would facilitate, the banking sector endorsed the robustness of the SLDE platform and lauded the efforts of the Logistics Division, MOCI, in this direction. Emphasising on the need for a fast, secure and efficient way of exchanging logistics-related documents including digitization of the ebill of lading, all industry stakeholders expressed their support and adoption of this initiative.

Speaking on the occasion representatives from user industry associations like Federation of Indian Export Organisations (FIEO), Container Freight Station Association of India (CFSAI), etc., stressed on the importance and utility of a tool for calculating GHG emissions and basing modal choice on availability of environmental costs estimates would go a long way in promoting green and sustainable logistics.

We have entered into a Supply Chain Resilience Initiative (SCRI) with Japan and Australia to enhance the resilience of supply chains in the Indo-Pacific Region.

There has been substantial growth in India’s Merchandise exports in April-June 2021 which was USD 95.39 Billion, exhibiting a positive growth of 85.88 per cent over the same period last year and a positive growth of 17.90 per cent over April- June 2019, across commodity groups such as Engineering goods, Petroleum

products, Gems &Jewellery, Organic & I n o r g a n i c C h e m i c a l s , Te x t i l e & Garments, Electronic goods, Plastic & Linoleum etc from across the country, including from Gujarat.

This information was given by the Minister of State in the Ministry of Commerce and Industry, Smt. Anupriya Patel, in the Lok Sabha recently.

Indian Carriers share in International cargo business increased from 2% to 19% : Civil Aviation Minister NEW DELHI: Minister for Civil Aviation Jyotiraditya Scindia informed the Rajya Sabha that the share of Indian carriers in the international cargo business has increased from 2% to 19%.

Speaking during the Question Hour, Scindia said the cargo business in the domestic sector, which was 800,000 metric ton in 2010-11, has increased to 1.4 million

metric ton, an increase of 75%.

Scindia said efforts such as providing cold chain logistics and new cargo hubs have been made to increase the share of Indian carriers in the international market. He said India’s share in the international cargo business was worth Rs. 1,686 crore in 2019-20, which rose to Rs. 2,644 crore in 2020-21 despite the

Covid-19 pandemic.

To a question on whether his ministry was considering extending the 50% subsidy for agri-perishables for transportation from the North-east and four Himalayan states to other parts of the country, the minister said that the Centre was contemplating how this could be turned into a pan-Indian scheme.

King Chilli ‘Raja Mircha’ from Nagaland exported to London for 1st time NEW DELHI: In a major boost to exports of Geographical Indications (GI) products from the north-eastern region, a consignment of ‘Raja Mircha’ also referred as king chilli from Nagaland was today exported to London via Guwahati by air for the first time.

The consignment of King Chilli also considered as world’s hottest based on the Scoville Heat Units (SHUs). The consignment was sourced from Tening, part of Peren district, Nagaland and was packed at APEDA assisted packhouse at Guwahati.

The chilli from Nagaland is also

referred as Bhoot Jolokia and Ghost pepper. It got GI certification in 2008.

APEDA in collaboration with the Nagaland State Agricultural Marketing Board (NSAMB), coordinated the first export consignment of fresh King Chilli.

APEDA had coordinated with NSAMB in sending samples for laboratory testing in June and July 2021 and the results were encouraging as it is grown organically.

Exporting fresh King Chilli posed a challenge because of its highly perishable nature. Nagaland King Chilli belongs to genus Capsicum of family Solanaceae.

Naga king chilli has been considered as the world’s hottest chilli and is constantly on the top five in the list of the world's hottest chilies based on the SHUs. APEDA would continue to focus on the north eastern region and has been carrying out promotional activities to bring the North-Eastern states on the e x p o r t m a p . I n 2 0 2 1 , A P E DA h a s facilitated exports of Jackfruits from Tripura to London and Germany, Assam Lemon to London, Red rice of Assam to the United States and Leteku ‘Burmese Grape’ to Dubai.

JNPT to issue Global tenders to privatise Port-owned Container Terminal NAVI MUMBAI: Jawaharlal Nehru Port Trust (JNPT), India’s biggest state-run container port, will issue a global tender in the next few days to privatise the container terminal run by the port authority itself after the project was approved by the ministry of ports, shipping and waterways last week.

The project is part of a list of seven operational cargo berths run by the government-owned major ports that will be privatised this fiscal through the public-private-partnership (PPP) route as the state-run ports move from a ‘trustee’ set up to an ‘authority’ model of governance under a new law passed by Parliament in February.

The successful bidder will have the freedom to set rates at the terminal based on market forces as envisaged by the new law. JNPT will only set indicate reference tariff for the purpose

of bidding and the entity quoting the highest royalty per twenty-foot equivalent unit (TEU) will win the 30-year deal.

The plan to privatise the terminal through the PPP route was cleared by the port’s board of trustees last December. “It was approved by the standing finance committee (SFC) in the ministry and signed off by the minister last week,” a ministry sources said.

“The global tender will be issued soon,” according to sources in JNPT. J N Port Container Terminal (JNPCT), one of the five container terminals operating at JNPT, handled 544,027 twenty-foot equivalent units (TEUs) in FY21 from 718,863 TEUs in FY20. The terminal has a capacity to handle 1.35 million TEUs a year.

JNPCT is the only container handling facility operated by a government-owned port authority across any of the 12 state-owned major ports in India.

Economic slowdown and pandemic impacts development of MMLPs MUMBAI: The government’s plan to set up 35 Multi-Modal Logistics Parks (MMLP) across the country to reduce logistics costs is facing numerous hurdles, and barely four of the proposed projects have been allocated land since the scheme was announced in 2017.Many parks face s e r i o u s q u e s t i o n s a b o u t v i a b i l i t y, particularly after the outbreak of the COVID-19 pandemic and soaring fuel prices, while inter-ministerial tussles and multiplicity of necessary approvals are major roadblocks, officials said. The government had announced in 2017 that memorandums of understandings worth Rs 2 lakh crore were signed with states, public sector companies, and private companies to set up these parks after the cabinet approved the scheme. However, as of July 22, land has been allocated for only four of these projects — in Nagpur, Chennai, Bengaluru and Guwahati — the government told Parliament in response to a question. Further, the proposed projects in Patna, Vijayawada and Valsad have been deemed currently not feasible, the government said. Official sources said

that land allocation for four more proposed parks is likely to be completed in the current fiscal, while all other proposed projects were still in the stage of prefeasibility studies and faced many issues.

Denition of Multi Model Logistics Parks “There are many issues surrounding the feasibility of multimodal logistics parks, including definition, specification, and standardization of these parks,” a senior official said.

In the absence of a specific definition, different ministries including railways, shipping and the department of industrial policy and promotion are facing clearance issues for these parks, the official added.

A definition and roadmap for setting up these parks is expected in the proposed National Logistics Policy, but this is being delayed because the concerned ministries have sought more time and differences persist over which authority will have the major role, sources said.

Slowdown due to COVID-19 The outbreak of the pandemic has not only delayed the completion of feasibility

studies of the proposed parks, it has also hit expectations of both goods and passenger traffic at these locations.

“COVID-19 has brought forward some issues that question the viability of some of MMLP projects, especially in areas where transport infrastructure needs to be developed, in particular aerial coverage and shipping coverage,” the official said.

The main objective of the proposed parks is to reduce logistics costs by permitting state-owned or private firms to develop and manage these terminals which will be linked by rail, road and airways.

“This is a good initiative but just an idea as of now and it remains unclear on how it will help reduce logistics cost.

Isolated projects such as the construction of the Dedicated Freight Corridor (DFC) will go a long way in bringing down congestion and directly impacting cost,” an analyst from ICRA said.

However, the country’s aviation sector, road transport sector, and shipping sector are currently facing issues of their own due to the outbreak of COVID-19.

“Instead of the shipper waiting 60 or 90 days to get paid, we effectively are buying the cargo,” Mukewar said. “Then we can focus on finding a buyer that can pay us back. Small businesses are conservative and want to

minimize risk.”

Drip Capital is a Palo Alto -based company that primarily focuses on financing smaller exporters to the US from India and Mexico. Their online platform offers credit lines ranging from $100,000 to $2.5 million and has been utilized by exporters of avocados or auto parts from Mexico and spices or textiles from India.

The lack of liquidity from one cargo to the next has force many Indian shippers to plan their export schedule further in advance, said Vivek Pandit, CEO of New Jersey-based Indian Foods and Spices.

“At times the goods are sitting ready but for two-to-three weeks, but we can’t get an empty container to have the goods shipped to us from India,” Pandit said. “This has been affecting our sales and delaying our collections.”

The slowdown recently slowdown at US ports also delays new procurement since many buyers need to sell a cargo of goods before buying additional ones, a Los Angelesbased coffee trader said.

“The supply chain is crumbling and goods are spending more time on the sea, and this is a problem for us. A larger chunk of our money gets tied up in transit, and this has led to disruptions in our financial planning,” the trader said.

NC Railways start loading of cement from Dadri NEW DELHI: Post conversion of Inland Container Depot Dadri into Brownfield PFT (Private Freight Terminal), North Central Railway loaded the first rake of cement on 18th July.

ICD Dadri is the most important loading point for NCR yielding significant revenues for Railways.

On 18th July 2021, the cement rake was loaded for Alwar. Cement bags were loaded as a bagged consignment in 21 BCN wagons giving revenue of Rs 4.61 Lakh to NCR. As a result of marketing efforts of NCR

Business Development Unit (BDU), Inland Container Depot Dadri (ICDD) of Prayagraj Division received the nod from Railway Board to commence outward loading of cement thereby fulfilling the long-standing requirement of a cement loading point near the industrial hub of NOIDA and Greater NOIDA. ICD Dadri has been an important loading point for NCR with an average loading of 6 container rakes per day. The average monthly revenue accrued to Railways from the loading of container rakes is approx 17.5 crores.

In view of demand explored as a result of aggressive marketing by North Central Railway for loading of other commodities in addition to the containerised traffic, ICD Dadri was given the status of Brownfield Private Freight Terminal on 12.03.2021. This has paved way for the loading of non containerized traffic also.

Hitherto, local cement merchants who used to transport cement through roads will now be able to transport their products to far off destinations with lesser transit time and reduced transport costs.

Rajasthan launches “Mission Niryatak Bano” to boost Exports JAIPUR: The Rajasthan government’s industries department and the Rajasthan State Industrial Development and Investment Corporation (RIICO) launched the “Mission Niryatak Bano” campaign to promote aspiring exporters in the state. The campaign is aimed at registering and handholding the local traders willing to expand their business to foreign countries, in six steps. This shall cover assistance from training, securing necessary documentation, registration in Rajasthan Export Promotion Council and even support in exports and trade operations.

“Along with traditional handicrafts and products, many new industries producing quality products in the state following the supporting policies of the state.

“By handholding the local businessmen, the mission shall help increase the total exports from Rajasthan and increase job opportunities,” said Industries Minister Parsadi Lal Meena in a statement. Following state-level meetings, district-level meetings started from Wednesday, 28th July to associate more and more potential exporters with the campaign. The Rajasthan government has made efforts to ease up the processes of

government clearances for new and existing industries along with other incentives offered under the new policies such as Rajasthan Industrial Development Policy and Rajasthan Investment Promotion Scheme.

The state government in consideration of the challenges of small businesses had waived-off the need for several state level clearances for initial three years of upcoming businesses. The exporter assistance campaign shall be another step in helping the local business develop understanding towards the procedures and increase their business.

Syama Prasad Mookerjee Port trials LPG movement on barges KOLKATA: The Syama Prasad M o o k e r j e e Po r t ( Ko l k a t a Po r t ) recently said it has moved LPG on waterways on trial from its Haldia dock to Kolkata on RoRo barges. This will pave the way to transport LPG containers in a less polluting and cost effective way till Sahibgunj in Jharkhand in the upstream of National Waterways-I, compared to transportation by road, officials said. Four LPG tankers were transported on RoRo

vessels to Kolkata docks from Haldia.

“An MoU in this regard was signed during the Maritime India Summit 2021 and the movement of LPG by RoRo barges has now become a reality,” Port Chairman Vinit Kumar said.

It is envisaged that initially a volume of about two lakh MT of LPG will be routed along NW-1 up to Sahibgunj, officials said. Further movements along the Coastal Route and the Bangladesh Protocol Route are also likely to materialise and the volumes are expected to grow to about 7 lakh MT in a few years.

Gangavaram Port achieves 2 records in Bauxite Discharge and highest iron ore loading target

V I S A K H A PAT N A M : Gangavaram Port the deepest and the most modern port in the country today achieved yet another historic milestone by setting a National Record by discharging 125,380 tons of Bauxite within 24 hours using the Mechanical Unloading System. The vessel M V. Berge Apo carrying 165,598 tons of Bauxite was berthed at GPL on account of M/S Vedanta Limited. This achievement stands out as the fastest Bauxite discharge rate in the history of any port in India and possibly in the world. Vedanta Limited expressed their gratitude and appreciated the port management and staff who helped in achieving this milestone of bauxite discharge.

The Port recorded another milestone in iron ore loading target by changing its loading pattern. The team achieved the highest loading in difficult grade of Iron Ore Fines. The vessel MV Night Sky which was berthed at GPL used MHC (Mechanical and Ship loader simultaneously. The vessel was berthed at 09:40 hrs on July 27, 2021 and commenced her

loading at 14:05 hrs on July 27, 2021 by engaging manual MHC mode as well as Mechanical through Ship Loader mode to help customer to achieve their goal.

Speaking on the occasion, Gangavaram Port management said “We are extremely delighted at this dual achievement by our team. Maersk : Complete end-to-end supply chain visibility with TradeLens Helping a UK supply chain solutions provider bring transparency to their business operations and provide their customers with cargo journey visibility.

COPENHAGEN: Managing large amounts of documentation, data and paperwork can take a toll on the supply chain operations of any business. It can end up being a drain on resources, without providing accurate results. In order to improve their relationship with their customers and offer cargo journey visibility, Drac Logistics (Drac), a supply chain solutions provider based in the United Kingdom, turned to TradeLens for a solution.

The Customer Established in 2009, with their head office in Staffordshire and their Scottish regional office in Falkirk, Drac currently generates a turnover of GBP 23 million per annum, providing their logistical services primarily to the East Asian, African, North American, and Middle Eastern markets.

Over 80% of Drac’s customer base is comprised of food producers with big names such as Kellogg’s. However, they also facilitate a wide range of other industries, including general cargo, vehicles and chemicals.

With a focus on customer-centricity, Drac is able to cater to businesses of all sizes across the supply chain spectrum by offering them a personal relationship where others might not.

They utilise the industry experience of their staff and invest the appropriate time to fully understand the requirements for each customer. Designing their service around those requirements, and setting up dedicated teams with the right expertise, ensures they provide the precise services their customers need.

“Service on top of visibility are key factors for all of our customers, “ said Andy Hopkin, Business Development Director at Drac Logistics.

The Challenge Drac had been seeking ways to improve the cargo journey visibility for their customers but struggled to find a supply chain software that could add value to their existing systems.

Unable to find a digital twin solution that could scale down to their needs, the team at Drac were often required to interpret notification emails that were up to 20 pages long. Each staff member had to spend 2 hours each morning preparing reports on the shipment schedules and delays to ensure their customers were kept up to date on the status of their cargo.

The Solution With Maersk already being Drac’s global logistics partner for over 12 years, their account manager understood the pain points their business was facing and recommended they use TradeLens to streamline their processes.

TradeLens is an open and neutral supply chain ecosystem developed by Maersk, underpinned by IBM blockchain technology, and now supported by 5 of the top 6 global ocean carriers. Eager to find out more about how they could begin working with an all-in-one data interchange that could provide them with information updated in real time, an online demo of

the supply chain software was arranged for Drac.

Following the demonstration, the team at Drac felt that the solution ticked all the boxes and would enable them to easily gather information on the status of the cargo at each stage of the journey. The ability to have visibility over the previous blind spots in their journey was the dominant factor that led to their decision to opt for TradeLens as their supply chain software.

The Results Using TradeLens Core, Drac will now save significant amounts of staff time when creating KPI reports, as well as streamline the process to keep up to date with the location and status of all their containers. They are now able to enhance their systems, forgoing the pain of change management in deploying new client-facing interfaces, and instead enhance their existing software to now become the best in class in terms of data speed and accuracy.

This enables Drac to provide full visibility to their customers whilst delivering a higher level of service, as their customers will now be updated in real time when any breaks in the supply chain arise in the journey of their goods. As TradeLens allows them to inform their customers of every detail in the journey and how long goods spent at each stage, Drac now has a direct advantage over competitors who still rely on traditional track-and-trace systems.

NYK takes delivery of New LNG Carrier Diamond Gas Victoria TOKYO: On the July 28, the liquefied natural gas (LNG) carrier Diamond Gas Victoria was delivered. The new ship will transport LNG from British Columbia for the LNG Canada project, as well as from other locations around the world, under a long-term time-charter contract with Diamond Gas International Pte. Ltd., a wholly owned subsidiary of Mitsubishi Corporation (MC), which has a stake in the LNG Canada project.

The vessel was built at Hyundai Samho Heavy Industries and is owned by NYK, Asia LNG Transport Dua Sdn. Bhd. (ALT Dua), and MC through the joint venture Diamond LNG Shipping 6 Pte. Ltd. The NYK Group will be responsible for ship management.

Diamond Gas Victoria is equipped with a state-of-the-art WinGD-made dual-fuel slow-speed diesel engine (i.e., X-DF diesel engine) that has superior fuel-consumption efficiency and can operate on marine gas oil or boil off gas stored in the cargo tank. The vessel will also feature a re-liquefaction system that can use re-liquefied excess boil-off gas and return it to the cargo tank.

The cargo tank will be a 174,000 cubic meter capacity membrane-type tank that will make use of advanced insulating materials to suppress the boil-off rate (percentage of gas volume that vaporizes during navigation) in the cargo tank and realize superior efficiency and economical LNG transportation.

On February 3, NYK released the NYK Group ESG Story, which aims to further integrate ESG into the company’s management strategy and promotes activities that contribute to the achievement of the SDGs (Sustainable Development Goals) through business activities. To strongly promote ESG management, the NYK Group will encourage new value creation as a sustainable solution provider through a business strategy that includes the transport of LNG, which is expected to be a low-carbon bridge-fuel prior to the transition to future zeroemission fuels.
