Speaking at FICCI's Cold Chain and Logistics Summit, Dr Ahirwar noted that the cold chain sector currently has a turnover of about Rs 2 lakh crore and is growing at a rapid rate of over 10%. He said, "As per one estimate, we are going to reach a Rs 5 lakh crore limit, maybe by 2030 or 2032."
The Joint Secretary emphasised the importance of the industry's various initiatives, including innovations, infrastructure creation, and partnerships between industry and academia He cited examples such as temperature-controlled warehousing, ice battery technology, and efficient packaging solutions as positive developments in the sector.
Dr Ahirwar also highlighted the government's efforts to create an enabling environment for innovation and efficiency in the cold chain sector He mentioned the PM GatiShakti National Master Plan initiative, which catalyses accelerated infrastructure development for the logistics sector, including temperature-controlled warehouses Besides, he alluded to the National L o g i s t i c s P o l i c y l a u n c h e d i n 2 0 2 2 , w h i c h comprehensively addresses various aspects of the logistics sector, including the cold chain.
Speaking on occasion, Mr Asheesh Fotedar, Chief Operating Ofcer, National Centre for Cold-Chain Development (NCCD), Ministry of Agriculture, alluded to NCCD’s several initiatives aimed at bolstering India's cold chain infrastructure, with a focus on sustainability, efficiency, and innovation. In this regard, NCCD is revising technical standards and minimum guidelines to implement cold-chain components in the sector. The revised guidelines will serve as a roadmap for all central and state government bodies setting up cold
chain facilities nationwide. Besides, NCCD is engaging with stakeholders to identify the problems faced by the reefer truck owners and simultaneously working out the policy part to provide proper recommendations to the ministry
In addition to the guidelines, NCCD is developing a mobile application to digitalise data related to cold chain components. This is expected to increase capacity utilisation, reduce fuel costs, and minimise the carbon footprint. The application will also capture relevant logistic data for policymaking and analytics.
Mr Amit Kumar, Committee- Co-Chairman, FICCI Committee on Logistics and Director, Pristine Logistics & Infraprojects, stressed the importance of developing sustainable infrastructure and adopting smart technologies to optimise energy usage and reduce environmental impact. "We stand at a pivotal juncture where technology diffusion, policy initiatives, and market demand present unparalleled opportunities for the cold chain sector By placing sustainability at the forefront, we can mitigate environmental impact, uphold economic viability, and fortify food security," Kumar stated.
On occasion, the FICCI-Grant Thornton Bharat Report on “Cold Chain Dynamics: Mapping India's Logistics Transformation” was also released. The knowledge report highlights India's dynamic food processing industry, emphasising the crucial role of the cold chain sector in light of challenges such as infrastructure gaps and high costs.

UN Global Supply Chain Forum calls for resilience amid world trade disruptions

GENEVA: The inaugural United Nations Global Supply Chain Forum, hosted by UN Trade and Development (UNCTAD) and the Government of Barbados, convened from 21 to 24 May 2024. The event brought together over 1,000 participants from around the globe to address escalating disruptions in global supply chains.
Global disruptions and supply chain vulnerability
UN Deputy-Secretary General Amina Mohammed, Prime Minister Mia Amor Mottley of Barbados, and UN Trade and Development Secretary-General Rebeca Grynspan inaugurated the forum amidst a volatile global trade landscape.
Global disruptions are causing ships to spend more days at sea and emit higher levels of greenhouse gases, highlighting the growing unreliability and uncertainty of our interconnected world.
Against this backdrop, UN Trade and Development Secretary-General Rebeca Grynspan spotlighted the urgent need to make global production and distribution networks more inclusive, sustainable, and resilient.
Context of urgency
The forum addressed the compounded effects of climate change, geopolitical tensions, and the COVID-19 pandemic on global supply chains, for which UN Trade and Development has provided critical analysis. Ports play a crucial role in maintaining global value chains through technology and sustainable practices.
Visiting the port of Bridgetown in Barbados, SecretaryGeneral Grynspan highlighted the importance of ports remaining part of global value chains through technology and adaptation, showcasing Barbados as an example for other small island developing states (SIDS) in implementing sustainable practices.
Decarbonizing global shipping
The forum highlighted the complexities and opportunities in decarbonizing global shipping, focusing on developing countries with renewable energy resources. Ports are central to this transformation, with their authorities serving as facilitators and connectors for various stakeholders. Efforts to incentivize low- or zero-carbon fuels, establish safety frameworks for new fuels, and develop port readiness assessment tools were underscored as critical steps towards preparing ports for handling various fuels and ensuring safe
bunkering operations.
The forum served as the ideal setting to launch the "Manifesto for Intermodal, Low-Carbon, Efficient and Resilient Freight Transport and Logistics". This manifesto emphasizes the urgent need for transforming freight transport to meet global climate targets and enhance socio-economic resilience. Key focus areas include transitioning to zero-emission fuels, optimizing logistics systems, and creating sustainable value chains, with the goal of keeping global warming below 1.5°C.
SIDS face heightened risks from climate change impacts on transport infrastructure, placing the transport and logistics sector at the forefront of their development priorities. These countries must improve connectivity within and between their nations, as well as to regional and global markets, through strategic investments in maritime and air transport infrastructure, efficient multimodal transport networks, and streamlined customs and administrative procedures.
Digital solutions for resilience
Digital technologies will be key to strengthening global supply chain resilience. Innovations like blockchain-enabled traceability mechanisms and advanced customs automation systems were showcased as indispensable tools for optimizing trade facilitation processes, enhancing transparency, and mitigating operational risks. UN Trade and Development presented guidelines for developing an electronic single window for trade. Key industry voices emphasized the importance of collaboration and digitalization in the maritime sector, urging ports to become intermodal hubs integrating energy and digital capabilities.
Groundbreaking trade and transport dataset
The forum also saw the launch of the UN Trade and Development Trade-and-Transport Dataset. Developed with the World Bank, this groundbreaking repository of global data is the first of its kind. It covers all countries and trading partners, with data on over 100 commodities and various transport modes, offering a holistic view of trade, including mode of transport and associated costs. Accessible for free, the dataset is expected to significantly contribute to better understanding and optimizing global trade flows, as well as improving evidence-based policymaking.

NEW DELHI: Department of Commerce holds Chintan Shivir on FTA Strategy and SOP for Trade Negotiations Economic Assessment and Modelling of FTAs, Services and Digital Trade in FTAs, and Leveraging India’s FTAs to address emerging areas like AI, critical minerals discussed.
Department of Commerce, Ministry of Commerce and Industry in collaboration with Centre for Trade and Investment Law (CTIL), Indian Institute of Foreign Trade, New Delhi organised a Chintan Shivir on Free Trade Agreement Strategy and SoP for Trade Negotiations in Rajasthan.
The two-day Chintan Shivir facilitated discussions on various issues related to negotiations of Free Trade Agreements (FTAs) by India, its position and strategy that should be adopted for such negotiations.
The attendees also deliberated on standard operating procedures (SoP) for FTA negotiations, capacity building and resource management for trade negotiations as well as certain contemporary issues under modern FTAs such as
The Chintan Shivir unfolded across six dynamic sessions and one roundtable, each delving into critical themes: Economic Assessment and Modelling of FTAs; addressing New Disciplines into FTAs such as Labour, Environment, Gender, Indigenous Peoples; Services and Digital Trade in FTAs; Standard Operating Procedures for FTA Negotiations including Stakeholder Consultations; Capacity Building and FTA resource management; and Leveraging India’s FTAs.
The shivir addressed emerging areas such as Carbon Border Adjustment Mechanism (CBAM), Supply Chain disruptions, Critical Minerals and Artificial Intelligence.
Commerce Secretary Sunil Barthwal spearheaded the Chintan Shivir, seeking to chart a strategic course for India’s future engagement in FTA negotiations.
The program drew active participation of senior government officials involved in India’s FTA negotiations from various Ministries, Departments, and Agencies of Government of India.
CHENNAI: India’s first Multimodal Logistics Park at Mappedu near Chennai will see the limelight as Reliance Industries(RIL) starts construction in June, according to multiple sources. The project aims to facilitate efficient, cost-effective and value-added logistics services such as cargo aggregation and disaggregation, distribution, intermodal transfer, sorting, packing, and repacking However, it did not take off due to the poor response from the private sector on issues like connectivity.
In 2022, the Centre awarded the contract to Reliance with Prime Minister Shri Narendra Modi laying the foundation stone on May 26, 2022. However, many issues, including road access to local villages, delayed the start of the construction. All these have been sorted, and the construction is to start in June, they said.
In October 2021, a Memorandum of Understanding was
signed among Tamil Nadu Industrial Development Corporation, National Highways Logistics Management Limited and the Chennai Port Trust.
It is located 52 km from the Chennai Port, 80 km from Ennore Port and 87 km from Kattupalli Port. It will be a focal point of logistics in the southern region. It is estimated to cater to around 7.17 million tonnes (mt) of cargo over 45 years.
According to a pre-feasibility report, the project will also serve as secondary market clusters in Ranipet, Ambur, Tirupur, and Bengaluru, which are home to industries like leather, heavy machinery parts, automobiles, cement, sugar and chemicals.
The project is also near the automobile and electronics manufacturing clusters on the Sriperumbudur-Oragadam industrial belt and near Chennai Peripheral Ring Road.
However, the project’s success will depend on rail connectivity from Mappedu to the ports, said sources.
NEW DELHI: Goldman Sachs has raised its GDP growth forecast on account of the bumper dividend by the Reserve Bank of India (RBI) and has also pushed back its expectations of interest rate cut by the central bank.Analysts at Goldman Sachs have revised upwards India’s GDP forecast by 10 basis points (bps) to 6.7% for 2024 as they expect sustained growth momentum with extra fiscal space on the back of massive dividend transfer by the RBI
On domestic growth, high frequency indicators remain strong, with our proprietary consumption index tracking a recovery in Q1 (+7 8% YoY) underpinned by a nascent recovery in rural consumption and a sustained momentum in urban consumption indicators.
“Going forward, we expect investment growth momentum to sustain with extra fiscal space for infrastructure spending given a higher than expected dividend transfer by the RBI. As a result, we recently revised our growth forecasts for CY24 slightly higher by 10 bps to 6.7% YoY,” Goldman Sachs analysts Santanu Sengupta, Arjun Varma and Andrew Tilton said in a note.
India’s growth momentum remains strong and they expect the core inflation will bottom out in April-June 2024 and be around 4.0% – 4.5% in H2CY24.
Meanwhile, the Monetary Policy Committee (MPC) members from the RBI have sounded cautious on sticky food inflation owing to supply side disruptions due to the ongoing hot weather conditions in many parts of India.
SINGAPORE: PSA Singapore (PSA) and Pacific International Lines (PIL) announced the completion of their first trial of low-carbon green shipments, in a joint effort to build a more sustainable end-to-end supply chain ecosystem.
This pilot trial is part of the Memorandum of Understanding signed in October last year between the two long-standing partners to collaborate on green and sustainability solutions to decarbonise supply chains. The pilot consists of warehouse-to-warehouse cargo flow from Singapore to Chongqing via the International LandSea Trade Corridor The containers, bound for Mitsui Chemicals Asia Pacific, Ltd’s beneficial cargo owner, were transported via PIL’s vessel Kota Ratna and PSA’s coastal terminal and rail nodes in Singapore, Qinzhou and Chongqing.
Green levers utilised in this pilot include the use of biofuel on the PIL vessel, Kota Ratna, as well as landside supply chain optimisation by PSA
The biofuel used for this trial, a blend of 24% used cooking oil with very low sulphur fuel oil, abated about 100 tonnes of carbon, equivalent to planting 4000 trees, and reduced the emissions of greenhouse gases (GHG) by 84.1%.
With first-hand data on carbon emissions obtained from this pilot trial, PIL will be better equipped to assess how it can further lower emissions from its vessel operations, not just for its existing ships but also for its eight new LNG dual-fuel container vessels that will be progressively delivered from end 2024.
The PSA Port Ecosystem Business Division leveraged container barging, a greener mode of transportation as compared to trucking, to haul cargo from PSA Jurong Island Terminal to Pasir Panjang Terminal for onward shipment towards Chongqing. In addition, the use of container handling equipment powered by electricity and greener alternative fuels at PSA’s ports reduced emissions in the port area.
The collaborative efforts by both partners across the end-to-end supply chain translated to planting one tree for every laden container moved across this value chain.
Mr Philbert Chua, Managing Director, Container Division, PSA Corporation Ltd, said, “The successful completion of this green pilot project with PIL is an important step forward for the maritime and supply chain sector Combating climate change is one of our urgent priorities and PSA is committed to work with likeminded partners to put these words into action. CHABAHAR: The recently concluded contract between India and Iran, which gives New Delhi rights to invest in and operate the Shahid-Behesti Ter minal at Chabahar Port for another 10 years, has created many headlines The port remains the crown project anchoring economic relations between the two countries. The deal came at a precarious time in West Asia as the war in Gaza continues unabated, Israel-Iran tensions remain critical, and the passing of Iran’s President and Foreign Minister in a helicopter accident challenges domestic politics in Tehran.
There is no denying that the Chabahar project is an important endeavour for both economic and strategic reasons. At the core of it, Chabahar, for India, represents its thinking from the perspective of an extended neighbourhood, and not necessarily as part of its West Asia outlook. The port is a fulcrum of the I n t e r n a t i o n a l N o r t h – S o u t h Transport Corridor, a project looking towards seamlessly linking India with Central Asia and Russia, bypassing Pakistan. Beyond this, Chabahar is also astutely tuned into the ‘new’ realities of Afghanistan. T h e T a l i b a n - l e d i n t e r i m government in Kabul has also thrown its weight behind the port, offering an investment of $35 million as it looks to secure alternatives and not be economically reliant on Pakistani ports such as Karachi or t h e C h i n a - b a c k e d G w a d a r. In November 2023, Taliban leader Mullah Baradar visited Chabahar, with Shahid-Behesti visible in the background.
Bilaterally for India and Iran, Chabahar is also a symptom of challenges between the two states. While there is a lot of public championing for the project, and for good reasons, if it was not for Chabahar, India-Iran ties today would look extremely dry. The reasons are multifaceted and tied to both country’s views of their national, regional, and geopolitical interests. Instead of expanding projects and economic cooperation beyond Chabahar, many older ones, such as the gas field Farzad-B which was discovered by Indian state-owned enterprise ONGC Videsh, have now been written off. Another old bilateral platform, the IranoHind shipping company, was
dissolved in 2013 because of sanctions Chabahar is a legacy project, which has its foundations going back to 2003. This was an era w
abroad. Chabahar in Iran was one, and Sakhalin-I in Russia, was another.
The geopolitics today that surrounds India’s play in Chabahar, and Iran’s leverages, make for an interesting study. This latest iteration of the deal was signed not too long after both Israel and Iran exchanged missile fire and came critically close to a full-scale conflict. India’s Adani Group, meanwhile, has also invested in a large port project in Israel
The company bought Israel’s Haifa portontheMediterraneanSeafor$1 2 billion This was also made possible in part due to India’s participation in new diplomatic and economic endeavours with the United States, Israel, and Arab partners, such as the I2U2 and India-Middle East-Europe EconomicCorridor.
The fact that India’s buy-in into Haifa was not a constraint for the Chabahar deal to go through is not o n l y a t e s t a m e n t t o I n d i a n diplomacy but also for the U.S. to recognise that this kind of access which New Delhi has is beneficial, and not detrimental, to Washington.
Recent remarks from the U.S. over potential sanctions against Chabahar stand out as myopic. India’s relations with Iran and the c o n t i n u i t y o f C h a b a h a r ’ s development, which offers access to difficult political terrain such as Central Asia, and even Afghanistan, could bring in a significant level of integration and help in building alternatives to China-backed projects. Despite public discourse, China’s heavy financial might and the 2021 strategic deal with Iran, do
not automatically make Tehran subservient to Beijing Iran is a quintessential survivalist state and plays a diverse set of cards in its playbook of geopolitics.
The Biden administration would benefit by not blindly following former U.S. President Barack Obama’s doctrine on how to deal with India-Iran ties, and Chabahar, at its centre. New Delhi burnt its fingers by giving Mr Obama too much room when it completely stopped importing oil from Iran. This took Tehran, consistently among India’s top two suppliers of oil for decades, out of the top 10. Even if India’s thinking was to build influence in Washington around the nuclear deal negotiations, Donald Trump as the U.S. President and the unilateral exit of the U.S. under his w a t c h f r o m t h e J o i n t Comprehensive Plan of Action (JCPOA) in 2018, recalibrated how non-partisanship and the stability of critical U.S. foreign policies were to be viewed thereafter
The bigger picture
Finally, for Chabahar, there are two main points to consider moving forward First, the port project cannot be the singular major play in the bilateral relationship This concentration of interests is volatile. Second, the U.S. must move towards being accommodative on sanctions against Chabahar. Viewing the port as collateral against problematic Iranian policies in West Asia would not be an accurate understanding of the big picture of India’s own outreach t o w a r d s i t s e x t e n d e d neighbourhood which could benefit larger American aims as well.
T h i s i s i m p o r t a n t t o b e considered at a time when the U.S. itself maintains a channel with the Iranians not only through Swiss intermediates but, increasingly, through Oman and Qatar as well.

Transport and infrastructure make up for a substantial part of the prospective planning for 2030 and beyond that aims to build a “Viksit Bharat” or “Developed India” by 2047, a key promise of the Bharatiya Janata Party (BJP) seeking a consecutive third term in power The Congress has also pledged in its election manifesto to give high priority to infrastructure creation by making the conditions conducive for private investments.
Currently, despite many institutional mechanisms being created, the infrastructure sector is witnessing predominance of the public sector, and the resultant heavy reliance on budget funds, and heavy indebtedness of key state-run entities such as the NHAI and the railways.
For sure, the goods and services tax, easier inter-state transport and the rise in port capacity have eased logistical constraints significantly in recent years. The plans for infrastructure involve meeting the standards set by the best in the world and getting recognition for the efforts in the World Bank’s Logistics Performance Index (LPI). The government’s aim is to break into the top 25 of the ranking by 2030. In 2023 India was ranked 38 out of 139 countries in LPI.
“India’s logistics costs ranged from 7.8% to 8.9% of GDP in FY 2022. It is important to optimise logistics costs, especially to catalyse substantial benefits for India’s manufacturing sector, economic growth, and export competitiveness,” Anurag Gupta, Director, Deloitte Touche Tohmatsu, was recently quoted as saying.
A proposal is being discussed to have an apex body for longterm national transport strategy that should plan with a 10-year horizon. It will also be given other tasks such as coordination between different arms of the government. The targets are steep — to accelerate large-scale integrated and multi-modal transport networks, set up multi-modal logistics parks, dedicated freight corridors and regional rapid transport systems.
The aim would require massive investments that are yet to be quantified. For road transport and highways, railways, shipping and aviation, physical targets are being set The targets spell out the outcomes of investments in terms of impact they will have and not the quantum of capacity additions as was done in the past. There are multiple impediments to publicprivate partnership projects, and removing this would involve revising the concession terms, and preparing projects that investors would find lucrative.
In highways, the aim is to increase the proportion of villages and towns that have accessibility or are just 50 km away from the trunk road network to more than 95% by 2030 from 89% at present. By 2047 the target is to get to 100%. Another target is to increase the density of four-lane highways. The government has already planned to increase the length of expressways to 50,000 km from around 4,000 km now The top rankers in LPI are already there.
For logistics efficiency, the aim is to increase the average speed of a freight truck to more than 90 km per hour by 2047 from 25-40 km now The expressway expansion plan is expected to be completed by 2037, according to the ministry of road transport
and highways. The increase in road network also aims to bring down the cost by half to `1.6 per tonne per km by 2047. The national masterplan for development of national highways & expressways for 2047 will enable trucks to double the distance they cover in a day to 800 km. At present trucks in India cover 300-350 km in a day, which is much less than that in the US and Europe.
Bhanu Patni, Associate Director, Sector Head (Energy) at India Ratings, was quoted as saying that, “In the power transmission sector, if we look at the 2022-2027 period, we see a lot of progress happening with awarded inter-state projects being very high compared to the awards in the last 10-15 years. In the period FY08-12, such projects worth Rs 12,300 crore were awarded i whereas for 2022-27,projects worth Rs 3 trillion are lined up.
As for the power sector, the new LPS (late payment surcharge) regulations have led to discoms becoming serious about collection efficiencies and improvement that they want to make on ground to reduce AT&C (aggregate technical & commercial) losses. We are seeing a great thrust in improving the network. Smart metering is also picking up quite well.
On green energy corridor, some progress has been made. A few transmission lines are already completed and a few are close to completion, especially in MP , Maharashtra and other central states. Southern states are still slightly lagging. As part of the green energy corridor, 24 GW of RE capacity was supposed to be integrated. “The achievement in these have not been very great. But the networks are now getting established, integration should happen,” said Patni.
For the railways, the costs are to be brought down to 0.55 per km per tonne in ‘Viksit Bharat’, a figure China has already achieved. Freight train speed also has to be increased to 100 km per hour by 2047 from 25 km now High speed passenger train speed will be 450 kmph in 2047 from 160 kmph.
In shipping, the turnaround time has to be brought down to less than 20 hours by 2030 from 24-36 hours, at least two Indian ports should be in the world’s top 10 by 2047 and the country should become a major player in cargo transshipment in the Indian Ocean region. The aim is also to bring down the share of India transshipped cargo handled outside India to less than 10% by 2047 from 90%. In aviation, a six-fold growth in passenger traffic is envisaged.
“There is increasing focus towards developing integrated logistics hubs that combine different modes of transportation, warehousing, and value-added services, which will bring in operational synergies and cut down costs,” vice-president at ICRA Ashish Modani was quoted as saying.
The funding for the massive amount of infrastructure being planned involves an increase in asset recycling (monetisation of existing assets) and public institutional funds like retirement funds. Private investment avenues include corporate bonds, infrastructure investment trusts (InvIT), and multilateral and sovereign funds.
The plan for risk mitigation for private financing includes regulatory reforms and guarantees.
For procedural efficiency, standardised detailed project reports and tendering, accelerated land acquisition and approvals, and strengthening of the dispute resolution framework would be required, according to the discussions around logistics and infrastructure planning.
