Government extends support

under Scheme for Remission of Duties and Taxes on Exported Products (RoDTEP) till 30th June 2024

NEW DELHI: The Scheme for Remission of Duties and Taxes on Exported Products (RoDTEP) support which was notified till 30th September 2023 is now being extended till 30th June 2024 at the same rates to the existing export items.

This will help our exporting community to negotiate export contracts in the present international environment on better terms

The Scheme is WTO compatible and is being implemented in an end-toend IT environment.

In another development, in line with the Scheme framework, the RoDTEP Committee has again been constituted in the Department of Revenue to review and recommend the ceiling rates under the RoDTEP Scheme for different export sectors.

India-Middle East-Europe Economic Corridor not a threat to Suez Canal : DP World CEO

DUBAI: The development of the India-Middle EastEurope Economic Corridor (IMEC), unveiled at the G20 Summit two weeks ago, will not threaten established maritime routes like the Suez Canal, Sultan Ahmed Bin Sulayem, Group Chairman and CEO of DP World told gathering at the Arab Media Forum in Dubai.

Such corridors, he added, would enhance supply chain resilience. “For example, in 2021, the Suez Canal was blocked for six days by Ever Given [a container ship that had run aground in the canal]. The blockage had a cascading effect and ended up paralysing trade for three months,” said Al Sulayem.

“Economic corridors [such as the IMEC] offer an alternative land-based route, reducing the risk associated with maritime transport,” add the DP World Chief.

The shipping and logistics giant is also actively exploring options to optimise the maritime line between Eastern Asia and Europe. “Our focus is on maintaining speed and reliability in supply chains,” he said.

Following the G20 Summit, the UAE announced it would work alongside the Governments of Saudi Arabia, Member States of the European Union, India, and the United States on the IMEC.

Diversifying transport options

“Economic corridors, although not a new concept, play a crucial role in facilitating the movement of commodities from India to the Gulf region and beyond,” said Al Sulayem More than 80 per cent of global commodities are shipped by sea.

“The goal is to diversify our transportation methods, offering better and faster options for delivery to Europe. While maritime shipping remains the dominant mode, trains offer cost-effective alternatives for certain routes.,” he added.

Cost reduction

Bolstering supply chains is the need of the hour, especially after the pandemic exposed vulnerabilities in the global supply chain. The issues were heightened after the Russia- Ukraine war “Shipping costs skyrocketed during this period. For example, the costs to ship a container from China to the UAE during the crisis skyrocketed from $2,500 to $3,000, up to $15,000. That’s why diversifying the means of transportation is important during times of crises,” he said.

Ports were often closed, and the scarcity of empty containers was also a significant challenge. “To address this, we’ve invested in storage facilities and digital distribution systems to enhance supply chain resilience,” he added.

Securing supply chains

Recognizing the impact of external factors on the company’s operations, Al Sulayem said DP World made strategic decisions to secure their supply chain “Between 2016 and 2021, we invested a significant sum, approximately $6 billion, to acquire companies that could enhance our supply chain capabilities,” he said.

The company’s investments ranged from Indian railways and logistics companies to improving railway infrastructure in India. Al Sulayem said this was particularly important given the complexities of truckbased shipping in India.

Last month, DP World signed a concession agreement with the Deendayal Port Authority to develop, operate and maintain a new 2.19 million TEU per annum mega-container terminal at Kandla in Gujarat on India’s Western coast.

He recalled the vision of the then Chief Minister and current Prime Minister for whom investment promotion was a mission. He said that the event has become a role model for other statesHe recalled his experience during the first Vibrant Gujarat when Shri Modi advised him to expand in the Kutch region which was recently devastated by the earthquake. The Prime Minister’s advice, Shri Goenka said, proved historic and with all the support they could start production in a very short span of time He underlined the vibrancy of the present-day Kutch, a far cry from being just a deserted area and said soon the region will become the hub of green hydrogen for the world. He also remembered the Prime Minister’s optimism in 2009 amidst the global financial crisis and Vibrant Gujarat was a great success in that year also. More than 70 percent MoUs have seen investment in the state, he said.

Takashi Suzuki, Chief Director General, Jetro ( S o u t h A s i a ) c o n g r a t u l a t e d t h e G u j a r a t Government for the 20th anniversary of Vibrant Gujarat and said that Japan has been the biggest contributor to the Make in India initiative. Speaking about Jetro’s partnership with Gujarat since 2009, Mr Suzuki said that cultural and business linkages with Gujarat have only deepened with time and credited the guidance of Prime Minister Narendra Modi upon whose recommendation, Jetro opened up its project office in Ahmedabad in 2013 to facilitate investments from Japanese companies He also highlighted country-focused townships in India that have encouraged investments and mentioned that the project office in Gujarat was upgraded to the regional office in 2018. Mr Suzuki informed that Gujarat is home to almost 360 Japanese companies and factories He also mentioned venturing into f u t u r e b u s i n e s s s e c t o r s i n I n d i a s u c h a s semiconductors, green hydrogen, renewable energy and pharmaceutical sectors and informed about inviting a Japanese business delegation focussing on semiconductor electronics in the next Vibrant Gujarat Mr Suzuki also thanked Prime Minister Modi for his guidance in making India a desirable place for investment.

Mr Lakshmi Mittal, Executive Chairman of ArcelorMittal said that the trend started by Vibrant Gujarat led to such events in other states also making India a favoured destination for global investors

He credited the Prime Minister's vision and efficiency for this. He congratulated the Prime Minister for the G20 which has emerged as a global consensus builder under the leadership of the Prime Minister Shri Mittal underlined Gujarat’s status as the leading industrial state and how it showcases global competitiveness in an effective way. He briefed about ArcelorMittal projects in the state.

Addressing the gathering, the Prime Minister remarked that the seeds sown twenty years ago have taken the form of a magnificent and diverse Vibrant Gujarat. He expressed delight at becoming a part of the 20th-anniversary celebrations of Vibrant Gujarat

He said it is difficult to imagine the condition of Gujarat after the 2001 earthquake. Even before the earthquake, Gujarat was undergoing a long drought. These were compounded by the collapse of Madhavpura Mercantile Cooperative Bank leading to a chain reaction in other cooperative banks also. Shri Modi recalled that it was a new experience for him as he was new in the role in the government at that time. In this scenario, violence erupted in Gujarat in the wake of the heart-rending Godhara incident. Shri Modi said that despite his lack of experience as Chief Minister, he had full confidence in Gujarat and its people. He also recalled agenda-driven doomsayers of the time as a conspiracy to defame Gujarat was pursued.

“ I t o o k a p l e d g e t h a t w h a t e v e r b e t h e circumstances, I will take Gujarat out of this situation. We were not just thinking about reconstruction but were also planning for its future and we made the Vibrant Gujarat Summit one the chief medium for this ”, the Prime Minister said. He highlighted that Vibrant Gujarat had become a medium for uplifting the spirits of the state and engaging with the world. He underlined that the summit became a medium to showcase the decision-making and focused approach of the state government to the world while also bringing to the fore, the industry potential of the country. He further added that Vibrant Gujarat has been effectively used to present countless opportunities in a multitude of sectors, showcase the talent pool of the country, and highlight the nation’s divinity, grandeur and cultural traditions. Speaking about the time of organization of the summit, the Prime Minister mentioned that Vibrant Gujarat became a festival for the industrial development of the state as it is organized during the hustle and bustle of Navratri and Garba.

The Prime Minister remembered the indifference of the then central government towards Gujarat. Despite his dictum of ‘country’s development through the development of Gujarat’, the development of Gujarat was seen from a political prism Foreign Investors chose Gujarat despite intimidation. This was despite no special incentive. He said the main attraction was good governance, fair and policydriven governance, and an equal system of growth and transparency Recalling the 2009 edition of Vibrant Gujarat when the entire world was going through a recession, the Prime Minister mentioned that as the then Chief Minister of the state, he emphasized going forward and organizing the event As a result, the Prime Minister underlined that a new chapter of Gujarat’s success was written during the 2009 Vibrant Gujarat Summit.

PM addresses programme marking 20 years celebration of Vibrant Gujarat Global Summit

The Prime Minister explained the success of the Summit through its journey. The 2003 edition attracted only a few hundred participants; today more than 40000 participants and delegates and 135 countries take part in the summit, he informed. The number of exhibitors has also increased from 30 in 2003 to more than 2000 today

The Prime Minister said that core elements of the success of Vibrant Gujarat are, idea, imagination and implementation. He underlined the audacity of the idea and imagination behind the Vibrant Gujarat and said that it was followed in other states.

“However great the idea may be, it is imperative for them to mobilize the system and deliver results”, the Prime Minister remarked as he noted that this organization of such scale requires intense planning, investments in capacity building, meticulous monitoring and dedication. He reiterated that with Vibrant Gujarat, the State Government with the same officers, resources and regulations achieved what was unimaginable for any other government.

The Prime Minister said that today, Vibrant Gujarat has become an institution from a one-time event with an ongoing system and process within and outside government.

The Prime Minister emphasized the spirit of Vibrant Gujarat that aimed to benefit every state of the country He remembered requesting other states to avail the opportunity that the summit offered.

Noting that the identity of Gujarat in the 20th century was that of trader-based, the Prime Minister informed that the transformation from the 20th to the 21st century led Gujarat to become a powerhouse in agriculture and a financial hub, and the state got its new identity as an industrial and manufacturing ecosystem. He also stated that the trade-based reputation of Gujarat was strengthened. The Prime Minister credited the success of such developments to Vibrant Gujarat which is working as an incubator for ideas, innovation and industries. Referring to the success stories and case studies from the past 20 years that have been made possible with effective policy-making and efficient project implementation, the Prime Minister gave the example of the growth in investments and employment in the textile and apparel industry and also mentioned the record growth in exports. Shri Modi touched upon the automobile sector where investments rose 9 times in comparison to 2001, a 12-time jump in the manufacturing output, a 75 percent contribution in India's dyes and intermediates manufacturing, the

highest share in investment in Agro and food processing industry in the country, more than 30,000 operational food processing units, more than 50 percent share in medical devices manufacturing and about 80 percent share in Cardiac Stents manufacturing, processing of more than 70 percent of the world's diamonds, 80 percent contribution to India's diamond exports, and 90 percent share in the ceramic market of the country with about 10 thousand manufacturing units of ceramic tiles, sanitary ware and different ceramic products. Shri Modi also informed that Gujarat is the largest exporter in India with a current transactional value of 2 billion US dollars “Defense manufacturing will be a very big sector in the coming times”, he added.

We should intensify efforts to make it a globally competitive financial marketplace”, he added.

The Prime Minister said that this is not the time to pause. “The next 20 years are more important than the last 20 years. When Vibrant Gujarat completes 40 years, India will not be far away from the centenary of its independence. This is the time when India will have to create a roadmap that will make it a developed and self-reliant nation by 2047”, concluded the Prime Minister expressing the hope that the Summit will move in this direction.

NEW DELHI: Exporters have raised concerns with the Government about slow growth of labour-intensive exports such as garments, gems and jewellery, marine products, and plastics, over the past few years, compared to Bangladesh, China,andVietnam

India's goods exports contracted for the seventh straight month in August though the extent of decline narrowed to 6.86% from double-digit contractions in recent months, to hit a three-month high of $34.5 billion.

As per an analysis by the Federation of Indian Export Organisations (FIEO), the "most pressing concern" regarding the negative export growth is the poor performance of labour-intensive sectors. "An analysis of sector wise export

“The Inland Waterways Authority of India (IWAI) is constructing an Inter Modal Terminal at Kalughat, Bihar. He said the Government was confident of attaining the ‘Atma nirbhar Bharat’ mission and ‘Net-zero’ goals by 2047 and leading India towards a

resilient and self-reliant future.

Anchored by IWAI, the roadshow served as a precursor to the Global Maritime India Summit to be held from October 17-19 in Mumbai.

“We are celebrating IWAI’s growth from Rs 1,517 crore to Rs 5,210.81 crore in nine years, 16% growth in cargo movement (315% increase since 201415), and international cooperation with Bangladesh, Myanmar, Bhutan,” IWAI Chairman Sanjay Bandopadhyay said.

On this occasion, an agreement was signed between IWAI and the UP Government for operation of electric catamarans in Varanasi, Ayodhya and Mathura.

He also expressed gratitude towards the Government of India for signing a special trade agreement with Nepal, aiming at faster and easier movement of goods via waterways. He added, “This agreement will not only c r e a t e g r e a t e r c o l l a b o r a t i o n opportunities for both the nations in trade and tourism sectors but also help in capacity building and training of the e x i s t i n g w o r k f o r c e f o r f u r t h e r expansion of the maritime sectors across geographies.”

As per the analysis, the compound annual growth rate (CAGR) of export of woven garments by India in 2018-22 was 1 12%, lower than the global trade growth rate of approximately 2%, with Bangladesh and Vietnam growing at 6% and 4%, respectively.

India being the second-largest supplier of Made-ups after China clocked a growth rate of 3 53% as against the global growth of 9%, FIEO said. In the footwear sector, Bangladesh grew to $1.7 billion from $1 billion over three years in contrast with India's growth to $3 billion from around

$2.8 billion, according to the analysis. However, export performance by technology-driven sectors indicated a significant surge in global demand for machinery, auto components, electrical and electronics goods.

People in the know said there is a possibility that goods export this year may be similar to last year India's merchandise exports were $453 billion in FY23.

The exporters' body cautioned about the rise in India's overall exports to a "distinct spike" in export growth of roughly $40 billion and attributed the surge to "a rerouting of crude oil trade routes via India to Europe." This may not be sustainable in the coming years, it added.

MoPSW in talks with Shipping Lines for dedicated service between Port of Chennai and Vladivostok

NEW DELHI: The Ministry of Shipping is in discussion with five international shipping lines for a dedicated service between the Port of Chennai in Tamil Nadu and the Free Port of Vladivostok in Russia, as part of the bilateral discussions between the two countries for an Eastern Maritime Corridor, multiple officials aware of the discussions told.

“We are in discussion with international and Indian shipping lines for a dedicated service between Chennai and Russia through the eastern route,” a senior Government official said.

He added that as part of the ongoing discussions, multiple shipping lines have submitted proposals asking for priority docking rights and subsidies to set up a dedicated line.

The proposed shipping line is

expected to reduce the distance between India and Russia from the current 8,675 nautical miles to around 5,600 nautical miles, a second Government official said.

“At present, the two (Russia & India) are linked through the European route, and goods take an average of 40 days to reach their destination. The proposed maritime route will ship goods from Chennai Port to Vladivostok in 24 days,” the official said.

Last year Russia offered India “leasing and building large-capacity ships” as insurance on Russian oil amid the G7 price cap on its energy purchases.

On September 25, Minister of Ports, Shipping, and Waterways, Shri Sarbananda Sonowal, told that the Eastern Maritime Corridor (EMC) connecting Vladivostok to Chennai is in the works.

“We are organising a workshop in Chennai in October-end for the EMC. Russian stakeholders and business houses will also participate and the workshop will be dedicated to activate this trade route. Such deliberations and consultations will help build a roadmap for future course of action,” Sonowal told.

The discussions held between Sarbananda Sonowal for India and A O Chekunkov, Minister of the Russian Federation for the Development of the Far East and the Arctic, covered a wide spectrum of maritime connectivity issues, underlining the growing importance of maritime cooperation betweenthetwonations.

The corridor will allow India to have a presence in the South China Sea through a trade route that is primarily aimed at the speedy transportation of coking coal.

India’s share of global manufacturing and exports forecast to rapidly expand

FLORIDA: India is poised to become a major global manufacturer and exporter as multi-nationals seek alternatives to China and investment transforms trade processes and logistics infrastructure, according to s e n i o r t r a d e e x p e r t s a n d practitioners.

Speaking on the latest episode of The Freight Buyers’ Club podcast, produced with the support of Dimerco Express Group, Rahul Kapoor, Global Head of Shipping Analytics & Research, S&P Global Commodity Insights, said that although India would not replace China as the workshop of the world, it would make market share gains at China’s expense in the years ahead as manufacturers diversified production to bolster supply chain resilience.

“Supply chain diversification is not a f a d a n y m o r e , i t ’ s a c t u a l l y happening, and it will continue to accelerate,” he said.

“India stands to benefit from that, so that’s a massive opportunity to i n c r e a s e i t s s h a r e o f g l o b a l manufacturing exports.”

Minister Narendra Modi has made rapid progress in streamlining customs processes and reducing bureaucracy as it bids to lif t manufacturing’s share of GDP from around 17.7% now to some 25% by

2025, according to Rajesh Srinivasan, India Country Manager, Dimerco Express Group.

He said India’s young population of 1.43 billion people, ample land and cargo-focussed investments were making it increasingly attractive to foreign investors (See video available below).

Logistics challenges

India is still ranked just 38th out of 139 countries in the World Bank’s Logistics Performance Index (LPI), but Kapoor believes its port, airport, road and rail investments will fasttrack its ability to serve the supply c h a i n n e e d s o f i n t e r n a t i o n a l manufacturers.

“We’ve seen improving road and rail connectivity and a noticeable acceleration in highway building,” he said “The share of containers being shipped by rail [is set to] increase to around 33% by 2030.”

“India has a huge coastline of 7,000+ kilometres, and 13 operating c o n t a i n e r p o r t s w h i c h h a v e connections around the world including to Southeast Asia, Europe and to the US,” added Srinivasan “We also have 34 international airports and 11 airports [receiving] international freighters.”

He told The Freight Buyers’ Club that three more international airports would be operational by 2025 as part of

“a major infrastructure revamp” that would help India make the most of its d e m o g r a p h i c a n d g e o g r a p h i c advantages.

Kapoor said investments in new container ports and airports would increase connectivity, while container lines were already starting more direct services as trade volumes increased. “All these cuts to logistics costs are a boost to manufacturers as well as to exports,” he added.

Focus: high-end manufacturing

India has already attracted major investments by companies including Tesla, Apple, Asus, Lenovo, and Dell. Kapoor expects the focus to remain o n a t t r a c t i n g m o r e h i g h - e n d manufacturing investments in electronics, machinery, components and EV automobiles.

Economic expansion averaging 6.5% per annum over the next decade, allied with strong domestic demand and consumption growth, would further fuel investments, he added, citing S&P Global forecasts.

“I’m not expecting a lot of Christmas goods to be built there,” he said. “I think they’re placing their bets on certain markets where there’s a big bang for their buck. So it’s not a mass scale movement out of North Asia into India, but certainly we are expecting market share gains every year.”

PSA BDP and ALISAN Logistics celebrate expanded presence in Türkiye

SINGAPORE: P S A B D P , a leading provider of globally integrated and port-centric supply chain, transportation, and logistics solutions, and ALISAN Logistics A.S. (ALISAN), a logistics provider in Türkiye and member of the PSA Group, celebrated with a formal event to finalise the acquisition of ALISAN by PSA International.

Earlier this year, PSA announced an agreement to acquire 75% of the shares of ALISAN, with the company grouped under PSA BDP, PSA’s cargo solutions arm

Held in Istanbul, Türkiye, on 21 September, the commemoration included a formal reception attended by PSA, PSA BDP , and ALISAN stakeholders and customers, as well as notable Turkish government, trade, and industry representatives. During the evening, leaders unveiled a new ALISAN logo to highlight the integration of ALISAN as a member of the PSA Group.

ALISAN is well-recognised within the Turkish logistics market, providing international and domestic packed distribution, bulk liquid and dry bulk distribution, warehouse operations and value-added services (VAS). Türkiye continues to be a critical market for the logistics sector due to its unique geographic location, bridging Europe and Asia along with its extensive network of roadways, railways, ports, and airports.

Customers within the Turkish market and beyond stand to benefit from the strength of PSA’s global network of deepsea, rail and inland terminals worldwide, affiliated businesses in supply chain management, logistics,

marine and digital services, coupled with PSA BDP’s expertise in the realm of innovative end-to-end cargo solutions. With the ALISAN integration, PSA BDP now operates in 50 locations with 2,000 employees in Türkiye.

Recognizing the impact of external factors on the company’s operations, Al Sulayem said DP World made strategic decisions to secure their supply chain “Between 2016 and 2021, we invested a significant sum, approximately $6 billion, to acquire companies that could enhance our supply chain capabilities,” he said.

The company’s investments ranged from Indian railways and logistics companies to improving railway infrastructure in India. Al Sulayem said this was particularly important given the complexities of truckbased shipping in India.

Last month, DP World signed a concession agreement with the Deendayal Port Authority to develop, operate and maintain a new 2.19 million TEU per annum mega-container terminal at Kandla in Gujarat on India’s western coast.

Bengaluru overtakes Delhi-NCR, Mumbai in warehousing rental growth in H1 2023

MUMBAI: Bengaluru saw the highest rise in warehouse rents among Indian cities, with an annual average jump of 7 5 percent, overtaking Delhi-NCR and Mumbai in the top 10 Asia-Pacific (APAC) warehousing markets in H1 2023, a report by Knight Frank India has said.

The Asia-Pacific Logistics Highlight H1 2023 report said that the rental growth was up 10.4 percent from the same period of the previous year

While rent in Bengaluru, ranked sixth in the APAC list, rose to Rs 21.5 per sq ft a month, Delhi-NCR, which is positioned eighth, reported a 6.6 percent jump from the previous year at Rs 20.20 per sq ft per month.

Manila tops the list with a 49.3 percent year-on-year (YoY) jum in rent followed by Sydney and Brisbane at 38.6 percent and 23.8 percent, respectively. Bangkok ranked last with rentals dropping 0.2 percent.

Mumbai was ranked 11th with an annual growth of 4.2 percent at Rs 23 per sq ft a month.

The vacancy level for Delhi and Mumbai dropped by 9.7 percent and 10.3 percent. While Bengaluru saw the highest vacancy level of 15 8 percent compared to 28.2 percent last year

“Mumbai and Bengaluru experienced healthy growth in leasing transaction volumes as vacancies tightened rapidly through the last six months Activity in Delhi-NCR slowed marginally, albeit from the high base set in the previous period Rents continued to rise in the first half of 2023 due to sustained demand and an increase in input costs,” the report added

Knight Frank, however, pointed out that though e-commerce demand had come down, manufacturing and 3PL players plugged the gap.

In 2022-23, industrial sector of Punjab grew at 4%, said Mr. Sachdeva.
