


NEW DELHI: India will benefit from greater trade and investment flows from Quad members. India is poised to become a growing destinationmarketforgoodsfromthe other Quad countries (US, Japan and Australia), including commodities, machinery and chemicals, Moody’s Investor Service said on Tuesday, 27thSeptember.
QuadrilateralSecurityDialogueis better known as the Quad and comprises four nations – US, Japan andAustraliabesideIndia.
In a report titled, ‘Geopolitical Risks – Asia Pacific: Quad alliance’s economic pivot has potential to amplify supply-chain and investment shifts’, the firm said that India will benefit from greater trade and investment flows, although regulatory and infrastructure constraints remain. “The US and Japan will continue to be major sources of foreign direct investment (FDI) to India in services, telecommunications and software,
while Australia’s presence will grow as a result of a free-trade agreement withIndia,”itsaid.
However, the report cautioned that the magnitude of the trade flow shifts will also depend on improvements in India’s business climate and level of investment attractiveness, which remains weak compared with that of other APAC economies and the other Quad members. India also stands out as a relatively protectionist market for goodsandcapital,reflectedinitshigh weightedaverageimporttariff.
The note highlighted that as Quad’s member countries seek to counter China’s growing strategic influence in Asia Pacific (APAC), the coalition’s objective of increasing technologicalandenergysecuritywill be challenged by latter’s importance in the production of computing and renewableenergytechnologies.
Expandingmarketaccess
As reflected in its reluctance to join the RCEP trade agreement,
India is keen to reduce its dependence on imports from China while expanding its market access to Australia, Japan and the US. The US has become India‘s largest export market over the last 15 years, while bilateral trade between India and Australiaisalsolikelytoincreasewith the completion in April of the Australia-India Comprehensive EconomicCooperationAgreement.
Since 2000, the US and Japan have been among the top sources of FDI to India when excluding offshore centres such as the Cayman Islands and Mauritius. The top recipient sectors include services, computer software and hardware, telecommunications and automobiles. “India may also benefitfromFDIdiversionfromChina in lower-skilled, labor-intensive sectors. However, FDI in exportoriented manufacturing sectors such as electronics and machinery has been comparatively lower than in service-oriented sectors in India,” thereportsaid.
NEW DELHI: The Competent Authority of Railways has decided that with effect from October 1, 2022, the Busy Season Charge will be leviable as it was in force prior to October 1, 2019, that is Busy Season Charge shall be leviable on transportation of all commodities exceptcoalandcoke,containertraffic andautomobiletrafficmovedinNMG, BCACM, BCCNR and BCACBM wagons, said a Railway Ministry circular.
The charge will be levied on the basepriceandisexpectedtohelpthe Railways earn an additional
Rs. 3,400 crore from freight movement in the six months of the current fiscal. “It is a function of demand and supply and is part of the dynamic pricing policy of the railways,”anofficialexplained.
The national transporter typically levies a 15 per cent charge between October 1 and June 30 every year, which it terms the busy or peak season. In the monsoon months, when freight movement is often low, thechargeiswaivedoff.
The charge was has been held in abeyance for the last three years. The Railways withdrew the
busy season charge of 15 per cent in 2019 to boost freight operations. Thiswaiverwascontinuedin2020and 2021, amidst the Covid-19 pandemic, along with other incentives to encouragefreightmovement.
But with the opening up of the economy,theRailwayshasreporteda rebound in its freight revenue this fiscal. Between April and August this fiscal,itreporteda20percentjumpin goods revenue to Rs. 65,502.02 crore from Rs.54,724.99 crore a year ago.
It also recorded freight loading of 119.32 mt in August 2022, which was itsbesteverforthemonth.

BENGALURU: Kempegowda International Airport (BLR Airport) in Bengaluru continuestheNo.1airportinIndiafor handling perishable cargo. In FY22, BLR Airport handled 52,366 Metric Tonnes (MT) of perishable cargo, up from 48,130 MT the previous year. BLR Airport now handles 41% of South India's air-cargo perishable tonnage, making it India's top airport for perishables. Fruits and vegetables, as well as poultry and flower exports, have been important drivers of this rise. In FY'22, BLR Airportexported36,493MTofchicken and1,952MTofflowers.Dohawasthe most popular destination, followed by Singapore, London, and Male. In fiscal year 22 (FY22), 33 cargo
freighter planes delivered perishable supplies from BLR Airport to 85 overseasdestinations.

BEIJING: Following a slowdown of growth in late August, container volume at eight major Chinese ports further declined 12.3% year-on-year in early September a periodwhichisnormallypeakseasonforboxvolumes.
Export container volume declined 14.6% while the domestic volume also dropped 5.3%. The ports of Dalian and Tianjin in north China posted a growth rate of 15.2%and31.4%respectively.
Cargo throughput at major coastal hub ports fell 9.9%. The international trade cargo throughput
declined15%whiledomesticvolumefell5.33%.
Crude oil shipments at major coastal ports declined 18.2% year-on-year. Volume at the port of Yantai increased mostrapidlywithagrowthrateof33.3%.
Metal ore shipments at major Chinese ports increased 2.1%whiletheportinventorygrew16.4%.
Cargo throughput and container volume at three major Yangtze river ports, Nanjing, Wuhan and Chongqing both declined 9.9% and 5.7% year-on-year in earlySeptember.
NEW DELHI: The Government has extended the deadline for export of broken rice in transit by 15 days till October 15. A few days ago, the deadline was revised to September30fromSeptember15.
It had banned the export of broken rice on September 8 but allowed shipments of certain consignments during September 9-15. On September 20, thedatewasextendedtillSeptember30.
"Export of consignments of broken rice, as permissible under notification dated September 8 has been...extended till October 15, 2022," PTI quoted the Directorate General of Foreign Trade as saying in a notification. India banned exports of broken rice and imposed a 20% duty on exports of various grades of rice as the world's biggest exporter of the grain tries to augment supplies and calm local prices afterbelow-averagemonsoonrainfallcurtailedplanting.
COPENHAGEN: While freight rates continue to tumble on Transpacific and Asia-Europe, they are holding firm on Transatlantic Westbound. The primary question is why the rates are holding up; is it supply or demand? Secondly, since this presents carriers with an opportunity to make money on the trade, by shifting capacity onto the Transatlantic (like we saw with the Transpacific in 2021), would this inevitably cause a downwards pressure on Transatlanticrates?
A cursory look at the spot rates indices shows that rates on Rotterdam-New York have been holding firm since August2021andhaveevenincreasedmarginallysincethen. However,thisisnotaproductofdemandgrowth,asdemand growthhasstalledonTransatlanticWestbound,justasithas on Transpacific and Asia-Europe. If freight rates are not beingliftedbydemand,thenitsurelymustbesupply?
If we look at figure 1 (which shows the weekly capacity growth, both as a normal Y/Y and as an annualised growth versus 2019) and look above the volatility in favour of the longer-term trend, we can see that carriers have so far shownexceptionalcapacitydiscipline,withtheannualised capacity growth staying negative all throughout the
pandemic. Despite easing congestion issues on US East Coast, so far (as of week 38) we have not seen a sharp capacityinjectiononthetrade.
However, past the dotted line (which shows the future deployment up to week 44), we can see a sharp capacity injection, with the Y/Y growth peaking at 19.6% in week 44. If this capacity increase is realised in the coming weeks, a sharp downwards correction in the North Atlantic spot ratesisbothhighlylikelyandimminent.

It will not only lead to economic benefits in terms of cost saving in handling cargo, but also generate employment for people in the region. Also, the CNG Import Terminal will provide an additional alternate source of energy to meet the growingdemandsofcleanenergy.
Prime Minister will also inaugurate the Regional Science Centre in Bhavnagar, which is spread over 20 acres andhasbeenbuiltatacostofaroundRs.100crore.

Joining the Amsterdam and Hong Kong air freight stations from 2021, CEVA’s locations in Frankfurt, Incheon, Shanghai (PVG), Singapore and Tokyo are now CEIV certified in the handling of lithium batteries. CEVA became the world’s first company to receive the new IATA CEIV in 2021 after teaming with IATA to support the development of the new certification program. Wheat flour exports from India have registered a growth of 200 per cent during April-July 2022 compared to the corresponding period in 2021.
NEW DELHI: Wheat processors have approached the Government to seek permission for wheat import under the advance authorisation scheme, so that they can export value-added products, an official said.
An advance authorisation scheme allows duty-free import of inputs, which have to be mandatorily used in products that are required to be exportedwithinaspecifiedtime.They are not allowed to sell the products in thedomesticmarket.
“We have received the request from wheat processors. They are seeking policy change as at present there is a ban on wheat and its
products’export.Thebanalsoapplies forgoodsimportedundertheadvance authorisation scheme,” a Commerce Ministryofficialsaid.
The DGFT, under the Ministry, would have to change the policy to meet their demand. On May 13, India banned wheat exports in a bid to check high prices amid concerns of wheat output being hit by a scorching heatwave.
In August, the Government also prohibited exports of wheat flour, maida, semolina and wholemeal aata withaviewtocurbrisingprices.
India’s wheat exports stood at an all-time high of 7 million tonnes, valuing USD 2.05 billion,
in 2021-22 fiscal on better demand for Indian wheat from overseas. Of the total wheat exports, around 50 per cent of shipments were exported to Bangladesh in the last fiscal.
Russia and Ukraine are the major exporters of wheat, accounting for around one-fourth of the global wheat trade. The war between the two countrieshasledtoglobalwheatsupply chain disruptions, thus increasing the demandforIndianwheat.

NEW DELHI: The Commerce Ministry has recommended imposition of anti-dumping duty on Chinese steel tubes and pipes for five years to guard domestic players from cheap imports from the neighbouring Country.
The Directorate General of Trade Remedies (DGTR) has recommended
the duty on imports of ‘stainless-steel seamless tubes and pipes’ from China after concluding in its probe that the product has been exported at dumped prices into India, which impacted the domesticindustry.
“Definitive anti-dumping duty…is recommended to be imposed for five years,” the Directorate has said in a
notification.
Stainless-steel seamless tubes and pipes are used for structural purposes and to transfer liquids and gases. It is used in application relating to oil and gas; petrochemicals and refineries; atomic energy; power generators, includingnuclearandthermalpower.
