India needs increased draft depth to handle large vessels : Parliamentary Committee

NEW DELHI : A parliamentary committee has stressed on the need for increasing the draft depth of almost all the ports of the Country under the Sagarmala Programme according to their respective cargo profile. Increased draft depth helps ports handlelargervessels.Initslatestreport,thedepartment-related parliamentary standing committee on transport, tourism and culture said that the draft depth at major ports, both in the channel and berths, has been historically low and ranges from 7 metres in older ports up to 20 metres in newer ports. The draft depth is not commensurate with the change of ship sizes and changesincargotrendssuchascontainerisation.

APM Terminals announces strategic partnership in Vietnam

THE HAGUE - APM Terminals engagesinastrategicpartnership with Vietnamese HATECO group for a project to develop two new deep-waterberthsatLachHuyenportinHaiphongCitylocated inthenorthofVietnam.

As part of the strategic partnership, APM Terminals will provide financial, operational and technical support to HATECO Group Joint Stock Corporation (HATECO). The project aims to capitalise on the favourable natural conditions and geographical location of the area, with the objective of facilitatingdirectimportandexportofgoodsbetweenthenorth of Vietnam and European and American markets. The project is also expected to directly create attractive opportunities for keycustomersandcargoownersinthenorthofVietnam.

18,000 TEU Vessel Capacity

The project entails the investment into and development of two berths with the total length of 900 metres (450 metres each), capable of accommodating container vessels of up to 18,000TEUscapacity.

The investor, HATECO, intends to complete all construction works and deploy equipment by the end of 2024 and the new terminal is expected to become operational by the first quarter of 2025. In the initial phase, the facility will have 5 ship-to-shore (STS)cranesand14rubber-tyregantry(RTG)cranes.

ZIM and Shell complete the First LNG Bunkering Under 10-year LNG Supply Agreement

JAMAICA : ZIM Integrated Shipping Services Ltd. (NYSE: ZIM) and Shell International Petroleum Company Limited (Shell), are pleased to announce the successful bunkering of the ZIM SAMMY OFER container vessel with liquefied natural gas (LNG). This vessel was bunkered at Kingston Freeport Terminal Limited(KFTL)onMarch26,2023.

Thiswasamilestoneoperationforanumberofreasons:

• It is the first LNG bunkering operation in Jamaican waters

• The ZIM SAMMY OFER is the first in a series of ten 15,000 TEU LNG dual-fuel containerships which ZIM plans to deployontheirZCPtrade line.

• For these vessels, ZIM recently signed a tenyear marine LNG sales and purchase agreement withShell.

The Maritime Authority of Jamaica has supported Shell and ZIM in enabling LNG bunkering in Jamaica.

“We are proud to be able offer and promote LNG bunkering in Jamaica” said Rear Admiral Peter Brady, Director-General at Maritime Authority of Jamaica.

“Decarbonization of the shipping industry is critical and, being readily available today, LNG is a key part of the transition to cleaner marine fuels. This offering will not only grow local businesses but also encourage

companiestoembracesustainablesolutions”.

David Arbel, ZIM EVP COO, stated, “The safe and efficient LNG bunkering of the ZIM SAMMY OFER is a great achievement for all parties involved. This is the first vessel in our growing LNG-powered fleet that will enable ZIM to be more carbon and cost efficient, thereby improving our competitive position, particularly on the strategic Asia to USEC trade, and allowing customers to reducetheircarbonfootprint.

EquippedwithME-GI(M-type,ElectronicallyControlled Gas Injection) two-stroke engines, ZIM’s LNG dualfueled vessels have negligible methane slip of around 0.2%, a testament of ZIM’s commitment to decarbonizeitsfleet.

MOL and Rio Tinto to strengthen Partnership for Safer Operation

TOKYO- MitsuiO.S.K.Lines,Ltd.(MOL; President & CEO: Takeshi Hashimoto, Headquarters: Minato-ku, Tokyo) and Rio Tinto, a leading mining and metals company, signed the Designated Owners & Operators (DOO) programme, a Rio Tinto initiative targeted to enhance safety and improve crew welfare in the drybulkindustry.

As a foundational member of the DOO programme, MOL had been closely involved in a series of meetings with Rio Tinto in the conceptualisation and design of the programme, leading to MOL's eventual membership, as one of five initial members,inJanuary2023.

By drawing on existing industry best practices, the DOO programme aims to achieve zero-fatality on ships and improve both safety as well as quality management on

ships. It also targets to uplift crew welfare through selfassessment tools that identify areas for improvements withverificationbyindependentnominatedparties. MOL Group includes "S: Safety" in the MOL CHARTS, the Group Values, and regards safety as a top priority. In addition, we identify "Safety & Value" as one of the sustainability issues that we recognise as a priority social issue to be addressed through our business, and have set goals, KPIs and action plans for safety quality. Among its targets, we include the "4 ZEROES" target of zero serious marine incidents, zero oil pollution, zero fatal accidents, and zero seriouscargodamage. Through many initiatives including thisprogramme,theMOLgroupiscontinuouslyworking toachievethehighestlevelofsafetyintheworld.

MOL and Rio Tinto will continue to work together on the stable transportation of resources through safe vessels' operation.

WCO marks the 40th anniversary of the Enforcement Committee

BRUSSELS : On 27 March, Dr Kunio Mikuriya, the Secretary General of the World Customs Organization (WCO) opened the 43rd Session of the Enforcement Committee (EC), which will last a week, at the WCO HeadquartersinBrussels,Belgium,thusalsomarkingthe 40thanniversaryoftheEC,createdin1983.

In his keynote speech, Secretary General Mikuriya recalledtheevolutionoftheEnforcementCommitteeover the years, comparing today’s state of play to the sessions he attended 25 years ago as a national delegate. He mentioned five areas of evolution, namely: the scope in respondingtotheneedforenhancedsupplychainsecurity; technology, through the use of the WCO Customs Enforcement Network (CEN) and data analysis; operationsforraisingthevisibilityofCustomscontribution toprotectsocietyatbordersandprovidecapacitybuilding; intelligenceandriskmanagement,toimproveintelligence and risk management tools; and cooperation with

partners. Dr Mikuriya wished further progress in the WCO enforcement and compliance activities to protect society and citizens in line with this year’s theme: Nurturing the Next Generation: Promoting Culture of Knowledge-sharingandProfessionalPrideinCustoms”.

The Enforcement Committee had a special agenda itemtocelebratethe40thanniversarywithavideo.

Members, representative of INTERPOL, Regional Intelligence Liaison Offices (RILOs) and Observers also shared their experience with regard to the Committee meetings and highlighted the Enforcement Committee’s achievements and guidance

Established in 1983, the Enforcement Committee is the leading global forum for WCO Members to discuss Customs Compliance & Enforcement related matters, in order to identify new trends, work priorities and coordinate global and regional cooperation

NEW DELHI : Government of India is implementing various flagship and other schemes for the development of the North Eastern Region through the respective administrative Ministries/Departments within the approved financial outlays as per scheme design As per extant policy of the Government, fifty-five non-exempted Central Ministries/ Departments are mandated to spend at least 10% of their Gross Budgetary Support (GBS) for Central Sector and Centrally Sponsored Schemes in the North Eastern Region (NER) for the overall development of the region including infrastructure development. Under 10% GBS, an expenditure of Rs.3.01 lakh crores has been incurred by these Central Ministries/ Departments since financial year 2017-18. .....the committee said. It observed that increased competition and economy of scale has fuelled the development of bigger ships and to accommodate such vessels,portsmusthaveaccesschannelsofsufficientdepth alongwithadvancedandhighlyefficientterminalfacilities.

“There is an urgent need to increase the draft of almost all the ports of the country under the Sagarmala Programme, for which, the requirement of dredging at Indian Ports should be assessed and dredging plans should be formulated to accommodate larger ships,” the committee recommended.

While noting that though the Government has taken a number of initiatives to modernize our ports under the SagarmalaProgramme,thecommitteesaidalotremainsto be done to ensure deep draft availability to handle mega ships.

The committee recommended that the Ministry of ports,

shipping and waterways should expeditiously resolve all pending issues, including clearances related to land acquisition, CRZ clearances etc, so that the execution of Sagarmalaprojectsisexpedited.

The committee pointed out that only two Indian ports featureinthetop40GlobalContainerPorts.

While pointing out that there is significant potential to develop port infrastructure in India and become competitive with other leading maritime nations by driving cost effectiveness, it recommended that overall capacity augmentation of Indian ports should be done and cost competitiveness at Indian ports should be ensured in a manner that in the next 5-7 years India has at least 5 of its portsbycontainerthroughputinthetop40ports. The committee also suggested that Major Ports should consider suitable reduction in vessel related charges and make them at par with the charges prevailing in neighbouringforeignports.

Interested in improving Rupee trades with G20 countries : Commerce Secretary

NEW DELHI - The Country will use the G20 platform to further push the cross border trade settlement in rupee with the member countries, Commerce Secretary Sunil Barthwal saidrecently.

He said the focus will be on those countries that are facing problems with a particular currency or a basket of currencies, andarelookingtocomeoutofthatcrisis.

“We are interested in improving the trade with respect to the currencies of the countries that are trading (with India). Definitely, we would like to see that rupee trade also happens, particularly with those countries which are facing (currency) issues,” Barthwal said while answering a question on whether IndiawillusetheG20platformtoboostrupeetrades.

He was addressing the media on the eve of the first Trade and Investment Working Group (TIWG) under India’s G20 Presidency,inMumbaifromMarch28to30.

India is holding the G20 Presidency from December 1, 2022 to November30,2023.

Last year in July, the Reserve Bank of India (RBI) had put in place a mechanism to settle international trade in rupees to promotegrowthofglobaltradewithemphasisonexportsfrom India and to support the increasing interest of the global trading community in the rupee. On March 14, Minister of State for Finance Bhagwat Karad informed Rajya Sabha that the Reserve Bank of India (RBI) has given approvals to domestic and foreign AD (Authorised Dealer) banks in 60 cases for opening of Special Rupee Vostro Accounts (SRVAs)ofcorrespondentbanksfrom18countries.

The countries include Botswana, Fiji, Germany, Guyana, Israel, Kenya, Malaysia, Mauritius, Myanmar, New Zealand, Oman, Russia, Seychelles, Singapore, Sri Lanka, Tanzania, Uganda,andtheUnitedKingdom.

CCI approves acquisition of shareholding of JM Baxi Ports and Logistics by HL Terminal Holding B.V.

NEW DELHI : The Competition Commission of India (CCI) approves the acquisition of shareholding of JM Baxi Ports and Logistics Limited by HL Terminal Holding B.V., a wholly ownedsubsidiaryofHapagLloydAktiengesellschaft. The proposed combination pertains to acquisition by HL Terminal Holding B.V. (Acquiring Entity) of certain shareholding of JM Baxi Ports and Logistics Private Limited (Target)(ProposedCombination).

AcquiringEntity

The Acquiring Entity, is a newly incorporated entity, intended to serve as a strategic / investment holding company for the port terminal business of Hapag Lloyd Aktiengesellschaft (HLAG). HLAG is the parent company of the Acquirer Group.

Headquartered in Germany, the Acquirer Group is an international group of companies active in the maritime sector, offering global transport services for containerized cargo (i.e., deep-sea and short-sea container shipping services for the transport of both reefer and dry cargo) under theHapag-LloydAGbrand.

Target

The Target is a private terminal and inland transport service provider in India. Its operations comprise providing container terminal services (CTS), operating a multipurpose terminal, inland container depots, container freight stations and additional logistics activities, such as rail transport servicesacrossIndia.

National highways infra of India to match US by 2024: Nitin Gadkari

NEW DELHI : India’s highways infrastructure will match that of the US by 2024 for which work in time bound ‘mission mode’ is on including construction of green expressways and rail over bridges, Union Road Transport and Highways Minister

Shri Nitin Gadkari said.

He said cabinet nod to ‘Bharatmala 2’ is likely soon and once obtained it will meet the requirements of a robust infrastructure inthecountry.

“I am confident that India’s highways will be on par with that of the US by 2024. Work in a time bound mission mode is on to build a robust infrastructure including a network of green expressways across the length and breadth of India,” Gadkari told in an interview.

The Road Transport and Highways Minister said in this year railway over bridges are being constructed at a cost of Rs 16,000 crorewhichwillbeincreasedtoRs50,000croreinfiveyears.

On the Kailash Mansarovar highway project via Pithoragarh,

Gadkari said “Ninety three per cent work on Kailash Mansarovar project has been completed.” With the completion of this project, the arduous trek through treacherous high-altitude terrain can be avoided by pilgrims of Kailash Mansarovar Yatra and the period of journey willbereducedbymanydays.

At present, travel to Kailash Mansarovar takes around two to three weeks through Sikkim or Nepal routes.

On Bharatmala Phase 2, the minister said: “Nod is likely soon to Bharatmala Phase 2 that will further accelerate the making of highways.” About 5,000 km of highway network is envisaged under phase 2 initially.

Bharatmala Pariyojana is India’s largest infrastructure programme to develop about 35,000 km of National Highway corridors, connecting over 580 districts in the nation. The programme signalled a paradigm shift to corridor approach of infrastructure development.

A new insight brief series from the Global Maritime Forum identifies four actions that maritime and shipping industries can take now to support shipping’s transition to a sustainable and resilientzero-emissionfuture.

The International Maritime Organisation (IMO) is expected to adopt a revised greenhouse gas emissions strategy at the MEPC 80 meeting in July – the most important climate meeting for shipping this year. While the industry is unsure whether the outcome of MEPC 90 will result in the adoption of a low-ambition or high-ambition strategy, in either case, the need for short-term operational efficiencies will be crucially important for the transition.

Randall Krantz, Senior Adviser on Decarbonisation at the Global Maritime Forum says: “the operational performance of vessels and entire fleets presents a huge opportunity to the shipping industry, but it will require unprecedented levels of disruptive thinkingtobreakthroughfromdialoguetoaction.”

Govt. aims to bring down logistics cost to a single digit at 9% by the end of 2024 – Nitin Gadkari

NEW DELHI, 28th March 2023: The main challenge in the Indian industry, trade and business is the high cost of logistics which is currently at 16%, whereas in European countries and America it is 12% and in China it is 8%. By the end of 2024, the aim of my Ministry is to bring down logistics to a single digit at 9% which in turn will help us increase export, said Shri Nitin Gadkari, Minister of Road Transport and Highways, GoI. He was speaking at the ASSOCHAM Annual Session 2023 held at Delhi.

“To accomplish this, the Government is focusing on improving both roadways and railways. We are building green highways and industrial corridor with focus on reducing the distance betweenmajorcitiesandhubs.”Hefurtheradded.

Talking about some of the key national highway projects Shri Gadkari said, “After completion of the Delhi-Mumbai expressway, people can travel between Delhi and Mumbai in just 12 hours; Nagpur Mumbai in 5 hours and Nagpur Pune in 6 hours. This will help reduce the logistics cost. We are building tunnels in Jammu and Kashmir and Ladakh and these are going to reduce the distance drastically For example from Manali to Rohtang pass it us to take a travel time of 3 ½ hours and now with Atal Tunnel, one can cross the tunnel in just 45 minutes and reach in 8 minutes after coming out of the tunnel.”

Discussing about saving fuel cost by focusing on alternative fuel Shri Gadkari said, “Our focus should be on converting waste to wealth. For example, Delhi has three mountains of solidwaste.Withinnexttwoyearsthiswastewillbeusedinroad construction, flattening the waste fields. We are focussing on developing outer-outer ring road which passes over 13 railways lines. Roadmap has been prepared to shift wholesale markets andwarehousestodesignatedzonesaroundthiszone.Thiswill decongest Delhi- commercial vehicles will bypass entry into Delhi,reducingpollutionproblem.”

Giving more insights, he said, Delhi NCR suffers from the problem of rice straw (parli) burning causing high level of pollution. “Central Road Research Institute in collaboration with Central Road Research Institute has developed technology to convert rice straw (parli) into bitumen which will

be used for road projects. This will not only help in reducing pollution but also save on the import cost of bitumen. With the help of technology rice straw (parli) is also being converted in bio ethanol and considered as alternative fuel. Our focus has also shifted towards hydrogen as alternative fuel. There are three types of hydrogen namely brown hydrogen from petroleum, black hydrogen from coal and green hydrogen from water Indian Chemical Research Institute is already engaged in developing technology to build up biomass, which biotechnologically will yield methane and consequent green hydrogenwithoutusingpowerforelectrolyzingwater.”

“The aim is to reduce the cost of hydrogen as fuel to $1 which in turn will run a vehicle up 450 Kilometres. Green hydrogen is a futuristic fuel and help run transportation and various other industries without power It can be used in aviation and railways.Theproblemofpowerplantsproducingflyashsolved. Fly ash now being utilized in road construction as mix with bitumen and cement. I personally feel that our priority should be ethics, economy, ecology and environment. So, our focus shouldbefromwastetowealth,”hesaid.

Acknowledging ASSOCHAM’s contribution to nation’s growth, the Minister said “I would like to thank ASSOCHAM for helping us save 5 thousand crores in the Zoji-La Tunnel project, the project cost of which was estimated at 12 thousand crores. This has been made possible with the contribution ASSOCHAM in a veryconduciveenvironmentandisasavingforthenation.”

Earlier, Shri Sumant Sinha President ASSOCHAM, while delivering the welcome address said, “Policy interventions on green hydrogen can catapult India into a major green economy. It can create value changes that can help us leapfrog to a cleanenergy future Commending the Hon’ble Minister, Shri Nitin Gadkariforhisvision,focusoninnovationandemphasisontimely completion of projects that are becoming key drivers towards making India a $5 trillion economy by 2025 he also said, “EmpoweringIndia’syouthinAmritKaalwilltakeusonthewayto becoming a developed nation in the next 25 years and ASSOCHAM’s vision of Bharat@100 will play an important role ”
