DAMMAM: A. P. MollerMaersk (Maersk), a global integrator of container logistics, signed an agreement with Refad Real Estate to operate a brand new Cold Storage facility at King Abdulaziz Port in Dammam, Saudi Arabia. Maersk will open the doors to the facilityinMarch2023foritscustomers.
The agreement was signed in the presence of His Excellency the Minister of Transport and Logistics, Chairman of the Board of Directors of the Authority, Engineer Saleh bin Nasser Al-Jasser, His Excellency the President of the Saudi Ports Authority, Mr Omar bin Tala Hariri, Mohammad Shihab, Managing Director, MaerskSaudiArabiaandtheChairmanoftheBoardof Al Qahtani Holding, Sheikh Abdulaziz Abdelhadi Al-Qahtani. The agreement was signed by Group Director of Real Estate, Mr Abdelhadi Abdulaziz Al Qahtani of Refad Real Estate and the Director of Products and Services, Maersk Saudi Arabia, MohamedSedeekHashish.
“Saudi Arabia is a significant market for us. With more than a fifth of the country’s food imports coming through King Abdulaziz Port in Dammam, we wanted to establish a state-of-the-art cold storage facility that will help us serve the food industry better”, said Mr Mohammad Shihab during the signing ceremony. Dammam enjoys a strategic location in more than one way.Severalfoodprocessingmanufacturersinthedifferent industrial zones and residential communities are based around King Abdulaziz Port in Dammam. This means that thereismanufacturingaswellasconsumptionoffooditems in and around Dammam. Moreover, Dammam lies in close proximity to neighbouring Gulf countries like the UAE, Kuwait, Bahrain and Qatar, making it a significantly important distribution hub for several markets. Maersk’s Cold Storage facility at King Abdulaziz Port in Dammam will primarily serve the requirement to store frozen commodities such as poultry, meat, vegetables, confectionary and processed food. The facility will also house chilled cargo such as dairy products and seasonal fruits. To ensure top-notch quality of service, the facility willbeequippedwithworld-classstandardswhenitcomes totemperatureandhumiditycontrol.Thiswillhelpensure minimum to no food wastage during its storage at the facility. The customers will also get complete visibility on these parameters, thus creating transparent and trusted operations.
Sustainabilityatthecore
ESG, especially decarbonisation, is at the core of every decision Maersk takes. In line with that, several considerations have been made to ensure that greenhouse gas emissions are kept to a minimum through variousactionssuchas:
1. A 600 kWp solar panel plant will be installed on the facility’s roof to generate at least 15% of the power requirement at the start of operations. This power plant can be extended to cover most energy requirementsinthefuture.
2. An on-site water treatment plant will be installed to cater to all facility water requirements. This will avoid transporting water in trucks from external water treatment plants, thus eliminating the carbon emissions from driving these trucks for almost 87,600 kmperyear.
3. In the near future, the trucks shunting between the facility and King Abdulaziz Port’s terminal will also be replacedwithelectriconestoreducecarbonemissions further.
NEW DELHI: The Central Board of Indirect Taxes and Customs has said there is no proposal at present to reduce the threshold limit to Rs 5 crore for e-invoicing under the GoodsandServicesTaxregimefromJanuary1,2023.
“There is no proposal before the Government, at present, to reduce this threshold limit to Rs 5 crore with effect from 01.01.2023, as no such recommendation has been made by GST Council as yet,” it said in a tweet. It is clarified that presently, e-invoicing has been made mandatory for registered persons having aggregate turnover more than
Rs 10 crore in any preceding financial year from 2017-18 onwards,CBICfurthersaid.
The GST Council in its 35th meeting in June 2019 had decided to introduce the e-invoicing or electronic invoicing system in a phase-wise manner for business-to-business transactions.
E-invoicing was made mandatory for businesses with a thresholdofRs500crorefromOctober1,2020.Thethreshold has gradually been lowered to bring more businesses under thesystem.

Senior officials of the Commerce Ministry have started in-depth, product-wise analysis to identify export opportunities in markets beyond the traditional ones, sources said. “The Ministry is closely reviewing exports with various export promotion councils and overseas missions,” said one of the officials. Given that the large markets are likely to see a demand slowdown even in the next fiscal, the diversification efforts assumesignificance.
Interestingly, the fresh push comes at a time when the export pecking order has changed dramatically. TheNetherlandshasemergedasIndia’s third-largest export destination this fiscal, ahead of China and Bangladesh. But what comes as a greater surprise is that Brazil, which occupied the 21st spot in FY22, is now India’s 8th biggest export market. Similarly, Indonesia has moved up seven notches tograbthe7thpositionthisfiscal.
Having hit a record $422 billion in
FY22, India’s exports started faltering inrecentmonths,thankstotheUkraine war and the interest rate tightening by key central banks that will hit growth in advanced economies. Merchandise exports barely inched up in November from a year before and they had shrunk 16.7% in October. This has dragged downIndia’sexportgrowthtojust11.1% in the first eight months of this fiscal, after a decent performance earlier this fiscal.
The International Monetary Fund has forecast only 0.5% growth for Europe and 1% for the US for 2023, against the projected expansion rates of 3.1% and 1.6%, respectively, for this year. The World Trade Organization (WTO) has estimated only 1% growth in global trade volume for 2023. This will weigh on the prospects for India’sexportgrowthaswell.
Of course, while India’s exports to theNetherlandssawaspurtthisfiscal, those to some other EU economies — such as Belgium, Greece, Ireland, Poland and Denmark — have started
faltering. In fact, amid a demand slowdown, only two European nations — the Netherlands and the UK — are amongIndia’stoptenmarkets,against 4 in FY22. Germany and Belgium, whichfeaturedinthelistlastfiscal,are outofitnow.
Meanwhile, the US and the UAE continue to be the largest and secondlargest export destinations, respectively, for India. The exports to the US rose 9% until October (still lower than the rise in overall goods exports) to $47.2 billion, while those to theUAEshotup18.9%to$18.2billion.
Interestingly, exports to Australia and Taiwan, who have been seeking to diversify away from a belligerent China, were as high as $8.06 billion and $2.7 billion, respectively, last fiscal–or 165.9% and 142.1% of the respective targets. These markets are expected to be tapped more aggressively by exporters. An interim trade deal with Australia,whichwillcomeintoforceon December 29, is expected to further spurexports.

NEW DELHI: The Government has accorded an ‘in-principle approval’ for the setting up of 21 greenfield airports across the Country. Ten such airports have been operationalized so far in the country, the latest being the Manohar International Airport in Goa, which wasinauguratedonDecember11this year,said UnionMinisterofStatefor Civil Aviation, Lt Gen (Retd) VKSingh inRajyaSabha.
Since 2018, seven airports,
Pakyong (Sikkim), Kannur (Kerala), Kalaburagi (Karnataka), Sindhudurg (Maharashtra), Kushinagar (Uttar Pradesh), Orvakal (Andhra Pradesh) and Donyi Polo (Arunachal Pradesh) airports have been operationalized apart from the inauguration of Manohar InternationalAirportatMoPA,Goa.
The Airports Authority of India hasincurredacostofRs2504.38crore in2017-18,Rs.4297.44crorein2018-19, Rs. 4713.49 crore in 2019-20,
Rs. 4350 crore in 2020-21 and Rs. 3724.34 crores in 2021-22 for the constructionoftheseairports.
Duringthepre-covidperiod,inthe year 2018-19, the number of passenger footfall at airports across the country increased by 11.6 percent as compared to the previous year i.e. 2017-18. Passenger footfall decreased during the pandemic era. However, post-covid, in the year 2021-22thetrendshowsanincreaseof 63.7percentovertheyear2020-21.

InstitutionalframeworkforSagarmalaProjectapproved by the Cabinet. At the top of the framework, a National Sagarmala Apex Committee has been formed for overall policy guidance and high-level coordination, and to review aspect of planning and implementation of the plan and projects. The committee has been empowered to provide policy direction, guidance for the initiative implantation and review the progress of implementation of maritime plan. Till now Sagarmala has a tally of 802 projects worth Rs 5.4 Lakh Cr. which are currently under monitoring. Out of these, 220 projects to the tune of Rs 1.12 Lakh Cr. have been completed, 231 projects worth Rs. 2.21 Lakh Cr. are being implemented and the remaining projects are under various stages of development. Further, for the Holistic Development of Coastal Districts 567 projects with an estimatedcostofRs.59,000crorehavebeenidentifiedunder the four pillars of Coastal Infrastructure Development, Coastal Industrial Development, Coastal Tourism DevelopmentandCoastalCommunityDevelopment. Ro-Ro/Ro-Pax
Watertransportbeingeconomicalaswellaseco-friendly mode of transport, Ministry of Ports, Shipping and Waterways under Sagamala programme has undertaken Ro-Ro/Ro-Pax and passenger jetty projects across several routes. 15 new projects have been identified in the State of Gujarat, Maharashtra, and Karnataka for development of Ro Ro / Ro Pax ecosystem taking the tally of RoRo/Ropax Jetty projects to 71 under Sagarmala programme. 9 projects have already been completed with a total financial assistance of ~Rs. 207 crore under the Sagarmala funding scheme. Among these, one of the key impact projects is the ROPAX ferry between Ghogha – Hazira commenced from November, 2020which resulted in reduction of travel time from 10 hours to 4 hours apart from facilitating quick movement of 15,000+ trucks, 50,000 cars and around 2 lakh passengers so far. Similarly, to ease the road congestion in Mumbai, the government launched ferry service between Mumbai-Mandwa from November, 2022 resulting in reduction of distance of 109 km by road to 18.5 km sea-distance, time reduction from 3 hours to just 45 minutes and provided much needed relief to passengers resulting in movement of 5.5 lakh+ passengers and 1 lakh+ vehicles so far. Services have also been started on several routes in North – South Guwahati, Dhubri – Hatsingimari, Majuli –Neamati,WellingtonIsland–Bolgatty.
Promotion of Coastal Shipping is topmost priority of the Ministry under Sagarmala and the ministry has undertaken several initiatives to promote coastal shipping in the country. In order to continue this pace and seek further growth of coastal trade, a perspective plan up to 2025 on development of coastal shipping in India has been prepared by Asian Development Bank. To encourage a modal shift, Coastal vessels are being provided a discount of 40% in port charges over foreign going vessels. Other measures such as reductionofGSTonbunkerfuelfrom18percentto5percent,
Cabotage relaxation for cargo vessels, integration of inland and coastal cargo, Subsidy support to Indian shipping companies, Green channel clearance for coastal cargoes and priority berthing for coastal vessels at major ports are some of the efforts to promote coastal shipping. GOI is providing assistance for construction or upgradation of exclusivecoastalberths,platformsorjetties,mechanization of coastal berth, and capital dredging. Five dedicated Coastal Berths have already been constructed at various ports and another six are under development at various other ports. With the advent of PM GatiShakti and National Logistic Portal, Coastal shipping will get further required boost and will help in realizing the goal of bringing down the overall logistic cost. The coastal shipping traffic has grown from74.9MMTAin2014to133MMTPAin2022.
Under the coastal shipping and IWT pillar of Sagarmala programme, there are various projects which specifically focus on promotion of cruise passenger transport. Upgradation/Modernization of International Cruise Terminal at Indira Dock, Mumbai at a total coast of Rs. 303 crore has been undertaken in Sagarmala. Further, Ministry is providing assistance to Syama Prasad Mookerjee Port for Development Of River Cruise Terminal And River Tourism Facility Along With Riverfront BeautificationWork.
For development of water aerodromes /Floating jetties, guidelines on various technical aspects for implementation including the suitability of Floating Jetty/ platform and their broad Performance Criteria & Specifications and Loading and Stability were issued by the Ministry and has given approval to Syama Prasad Mookerjee port Authority (SMPA) for undertaking prefeasibility studies at 8 locations identified in the state of Jharkhand and West Bengal. Letter of Intent (LOI) has been issued to successful bidder tocarryoutprefeasibilitystudiesattheidentifiedlocations.
Skill Development
Phase 2 of Sagarmala Deen Dayal Upadhyaya Grameen Kaushal Yojana (DDUGKY) for convergence for skill development in Port and Maritime Sector is progressive in Gujarat, Kerala, Andhra Pradesh and Tamil Nadu. 2400 candidates have been trained during Phase 2 of the program of which around 1200 candidates have been placed in logistics, ship breaking, tourism and hospitality industries. Multi-skill Development Centres (MSDC) are being setup at all major ports. MSDCs linked to Jawaharlal Nehru Port is operational. Further, more than 39,000 candidates have been trained in the Safety Training InstitutionatAlangShipBreakingYard.
National Monetization Pipeline (NMP)
• The Ministry has a clear and robust pipeline of 81 projects of more than INR 42,400 crore which are goingtobeawardedonPPPtillFY25.
• 13 projects of value INR 6,944 crore for financial year FY 2021-22 approved by the Government.7 projects of INR 5,278 crore have already been awarded and others areinvariousstagesofbidding.

• 24 projects of value ~INR 12,550 crore scheduled for award in FY 2022-23. Out of which approval to 7 projects has been accorded by the Government, 1 project of value Rs. 343 crore has been awarded and other are under tendering/developmentphase.

• With the cargo volume expected to increase between 1.7 to 2 times (of 2020) by 2030, the percentage of cargo handled at Major Ports by PPP or other operators, isexpectedtoreach85%byyear2030.
Development of Multipurpose Cargo Berth Off Tuna Tekra
Development of Multipurpose Cargo (other than Container/Liquid) Berth Off Tuna Tekra at Gulf of Kutch at Kandla on Build, Operate and Transfer (BOT) basis under Public Private Partnership (PPP) mode with an estimated cost of Rs.2,250.64 crore accorded by the Government through Cabinet Committee on Economic Affairs.
Development of Berth will give it a strategic advantage as it will be the closest container terminal serving the vast hinterlandofnorthernpartofIndia.
Development of Container Terminal at Tuna-Tekra
Development of Container Terminal at Tuna-Tekra, Deendayal Port on Build, Operate & Transfer (BOT) basis under Public-Private-Partnership (PPP) mode with an estimated cost of Rs 4,243.64 crore accorded by the Government through Cabinet Committee on Economic Affairs. On commissioning of the Project, it shall cater to the futuregrowthinContainerCargotraffic.
Major strides have been taken at the major ports towards the digitization of key EXIM processes. The PCS 1x has digitized processes such as Electronic Invoice (e-Invoice), Electronic Payment (e-Payment) and Electronic Delivery Order (e-DO) for physical release of cargo by custodians. Further, the process of generation of electronic Bill of Lading (e-BL) and enabling the Letter of Credit (LC) process to be conducted digitally have already been implementedinthePCS1x.Thereisalsogoingtobecomplete integration between PCS 1x and Indian Customs EDI Gateway (ICEGATE). Further the process to bootstrap PCS 1x into National Logistics Portal-Marine (NLP-Marine) is already underway which will act as a Unified Digital Platform all maritime stakeholders. NLP Marine + PCS 1x platform is envisaged as the central hub for all interactions with various stakeholders viz. Port, Terminals Shipping Lines/ Agents, CFSandCustomsBrokers,Importer/Exporteretc.
Now, PCS module of NLP-M has been partially released on 5/12/2022. NLP-M is integrated with ICEGATE via SFTP for existing messages, further for SCMTR messages LP-MICEGATE is getting integrated for API integration. Outof11APIpayloads,7APIpayloadshavebeenintegrated.
Further, the Radio Frequency Identification Device (RFID) solution has been implemented at all major ports to enable seamless movement of traffic across port gates, including substantial reductions in documentation checks. AllMajorportshavealreadyimplementedRadioFrequency Identification Device (RFID). Up gradation and integration with recent technologies- IGoT, Block Chain to ease transaction and real time basis tracking has been envisaged inMaritimeIndiaVision2030.
The Major Port Authorities Act 2021 (1 of 2021) has come into force with effect from 03.11.2021. Five Rules under the Act notified in the Gazette of India on 22nd November 2021. The Sixth Rule i.e. the “Major Port Authorities (Chairperson, Deputy Chairperson and Board Members) Rules,2022”havebeennotifiedon26.09.2022.
Inauguration of DFC Compliant Rail Yard
Union Minister, MoPSW, inaugurated the DFC Compliant Rail Yard and the recently renovated Administration Building at Jawaharlal Nehru Port Authority (JNPA) on 15.05.2022. He also launched the First Sustainability Report and reviewed various infrastructure anddevelopmentalprojectsatthePort.
JNPA SEZ Investor Conclave 2022
Jawaharlal Nehru Port Authority (JNPA), organized ‘JNPA SEZ Investor Conclave 2022’ on 27.05.2022 in association with the Confederation of Indian Industry (CII) in Mumbai for investors to invest and be a part of country’s growing port-led economy. In line with the objective of Portled Industrialization, this multiproduct Special Economic Zone (SEZ) project is developed on 277.38 Ha of freehold landbyJNport,incorporatingtheLandUsePlanofthePort. This industrial hub is India’s first Port-based multi-product operationalSEZ.
Jawaharlal Nehru Port becomes first 100% Landlord Major Port
The PPP mode of investment in Indian ports has made a remarkable progress in the last 25 years, beginning from the Jawaharlal Nehru Port (JNP), resulting in the capacity addition and productivity improvement. Now, JNP has become the first major port of the country to become 100% Landlord port having all berths being operated on PPP model. JNPA has placed Letter of Award (LOA) to J M Baxi Ports and Logistics Ltd. and consortium member CMA Terminals on 28.06.2022 and the concession agreement signed on 29.07.2022.The Jawaharlal Nehru Port Container Terminal (JNPCT) has 2 berths with total length of 680m and 15m draft which will be handed over under this PPP contract along with backup area of 54.74 hectares for 30 years. The concessioner has to upgrade, operate, maintain and transfer this terminal on PPP basis.
Union Minister’s visit to Iran
The Union Minister of Ports, Shipping & Waterways and Ayush visited Shahid Behestti port at Chabahar in Iran on 20.08.2022 to review the progress in the development of the port. Union Minister also handed over Six mobile harbour cranes to Indian Ports Global Chabahar Free Trade Zone (IPGCFTZ) at the Chabahar port to improve the cargo handling capacity of the port. The Union Minister was accompaniedbytheIndia’sAmbassadortoIran.
Inauguration
On 14.08.2022 the Union Minister of PS&W laid the foundation stones for two Sewage Treatment Plants at the Chennai port in order to champion the cause of sustainable growth. The combined capacity of these two plants is pegged at130KiloLitresperDay(KLD),withoneat90KLD&otherat 40 KLD capacity. The water generated through these plants willbeusedwithinthePortreducingitsdependenceonusage of fresh water. A new Drive through Container Scanner was inaugurated by the Union Minister to drive up economies of scaleandboostbusinessandtrade.

Inauguration / Foundation Stone laying of NMP
Prime Minister, during his visit to New Mangalore Port (NMP) on 2nd Sept 2022, inaugurated/laid foundation stone for 6 projects worth Rs.1277 crore. The project ‘Mechanization of container handling and other cargo at Berth No.14 on DBFOT basis’ was inaugurated. Foundation stone was laid for setting up of 4 storage tank farms for edible oil, LPG, bitumen and construction of fisheries harbouratKulaiduringvisit.

The President laid the foundation stone of four Projects worth more than Rs.280 crore of Deendayal Port, Kandla, Gujarat on 03.10.2022. These Projects will enhance Port Infrastructure along with boosting its Logistics performance as well as the overall Economic Growth for its entirehinterland.Theseprojectswillalsoimprovethecargo handling capacity of the port along with further improvement in the turnaround time of the Ships and faster evacuationofthecargo.

Prime Minister visited Visakhapatnam on 12.11.2022 for laying the foundation stone and inauguration of several projectsworthofRs.10,742croreandtodedicatethesameto the Nation. In this context, Hon’ble Prime Minister laid foundation stone to Port road from Convent Junction to Sheela Nagar worth Rs. 566 crore and Modernization, up-gradation of Visakhapatnam Fishing Harbour with Rs.152crore.
PM Gati Shakti Multimodal Maritime Summit 2022
Union Minister of State, MoPSW attended the PM Gati Shakti Multimodal Maritime Summit 2022 on 23.11.2022 at Kolkata, organized by Syama Prasad Mookerjee Port to highlighttheneedoftransformationinMaritime&Logistics Industry. The traffic handled at Major Ports during the period “April to November” has increased by 8.78% in the current financial year (FY 2022-23) as compared to the same period last year. It has gone up from 466.19 million Tonnes last year to507.12millionTonnesthisyear.
In terms of container traffic, 39,29,735 TEUs were handledatJNPAduringtheApriltoNovember,2022whichis 7.59% higher as against 36,52,474 TEUs handled in April to November, 2021. During November, 2022, JNPA handled 559 container rakes and 79,765 TEUs as compared to 515 rakes and 80,704 TEUs in November 2021. During April to November, 2022, JNPA handled 4,352 container rakes and 674,243 TEUs as compared to 4,133 rakes and 651,654 TEUs duringcorrespondingperiodinpreviousfinancialyear.

The Marine Aids to Navigation Bill, 2021 was passed by Lok Sabha on 22.03.2021 and by the Rajya Sabha on 27.07.2021. The Act was notified in the Official Gazette on 2nd August, 2021 after getting the President’s assent on 31.07.2021. The Act came into force from 31.03.2022. The Act replaces the old Lighthouse Act,1927 and incorporates the global best practices, technological developments and India'sInternationalobligationsinthefieldofMarineAidsto Navigation. Start-up program in Maritime sector – MOU between CSL and IIT (Madras)
CochinShipyardLimited(CSL)andtheIndianInstituteof Technology Madras (IIT Madras) signed an agreement on 06.11.2022 to support start-ups in the maritime sector. IIT Madras will act as one of the implementation partners of this initiative and will provide incubation, mentorship, trainingtostart-upsselectedunderthisprogram.Thisispart of the start-up engagement program ‘USHUS’, launched by CSL to augment the Government of India's initiatives to encourage and develop an ecosystem in India for supporting Maritime Start-ups from the technical, regulatory, financial, and marketing points of view by bringing the stakeholders together. This program is expected to provide a platform for young and talented entrepreneurs to develop products/services in the marine space with financial support provided by CSL. Under this initiative, start-ups can get upto Rs.50 lakhs as seed grants, Rs.1 crore as prototyping grants andequityfundingforstart-upsatthescaleupstage.
Hooghly Cochin Shipyard Limited
Union Minister of Port, Shipping and Waterways & AYUSH dedicated the newly built State-of-the-Art ship building facility of Hooghly Cochin Shipyard Limited at Nazirgunge, Howrah, West Bengal to the nation on 16 August 2022. The Rs. 180 Crore facility, which is a whollyowned subsidiary of Cochin Shipyard Ltd, a PSE under the Ministry of Ports, Shipping and Waterways was dedicated to the nation by the Union Minister of PSW and AYUSH in the presence of Minister of State of Ports, Shipping and Waterways.
Delivery of 2nd 500 PAX vessel of A&N Administration by CSL
The second 500 PAX vessel of Andaman and Nicobar Administration M.V. Nalanda was delivered on 05.07.2022. The vessel built at Cochin Shipyard Ltd, Kochi. Shipping Corporation of India (SCI) as Technical Manager was actively involved during the shipbuilding process and further the Operation and Management (O&M) will also be done by SCI. M.V. Nalanda sailed on its maiden voyage from Kochi anchorage on 22.07.2022 at 06:30 hrs and reached Port Blairon26.07.2022.
VARANASI: Land-locked Uttar Pradesh, which is aiming to become a trillion-dollar economy by 2027, will develop a network of Dry Ports and freight con¬tainer stations(FCS) to boost exports. The state plans to develop a modern logistics ecosystem in partnership with privateplayers.
A dry port is an inland intermodal port directly linked to a seaport by roads or railway to facilitate faster movement of export cargo. Under the UP Wareh¬ousing and Logistics Policy 2022, the state will fast-track landallotmentsforlogisticsparksand offer a string of subsidies and incentives to attract private investments.
The state will support the private sector for the development of storage facilities, cold chains, multi-modal parks, container depots, and container freight stations
infrastructureinthestate.
“The fresh policy has been framed with an objective of developing a strong logistics ecosystem and fostering an international business and investment environment to achieve the trillion-dollar economy vision,” a Government official said. Thestatetargetstohikemerchandise exports from Rs 1.56 trillion to nearly Rs3trillioninthreeyears.
The Government has said it would also leverage the Varanasi-Haldia InlandWaterwaytocatalyseexports.
The state is planning to harness the comparatively cheaper cargo movement from Varanasi via the waterwaytoseaportinWestBengalto boost shipments of farm and dairy products, apart from micro, small, and medium enterprises (MSME) items.
The Varanasi-Haldia inland waterway is operated by the Inland
Waterways Authority of India (IWAI). Now, the UP government is looking to develop other intrastate inland waterways systems to support passengerandcargomovements.
Under the new UP logistics policy, thestatewillalsodevelopanetworkof transport infra, upgrade existing warehousing and logistics infrastructure, pare logistics cost, and promote operational efficiency in logistics.
Meanwhile, the beneficiary projects will be given both front and backend subsidies, including exemption in stamp duty, concession in land use change levy, and exemption in development fee. The new policy will be effective for five years and replace the one promulgated in 2018. However, the incentives promised to private sector projectsunderthepreviouspolicywill remaininforce.
NEW YORK: King Dollar is facing a revolt. Tired of a too-strong and newly weaponised greenback, some of the world’s biggest economies are exploring ways to circumvent the US currency, according to a Bloomberg Report.
Smaller nations, including at least a dozen in Asia, are also experimenting with de-dollarisation. And corporates around the world are selling an unprecedented portion of their debt in local currencies, wary of furtherdollarstrength.
No one is saying the greenback will be dethroned anytime soon from its reign as the principal medium of exchange. Calls for “peak dollar” have many times proven premature. But not too long ago it was almost unthinkable for countries to explore payment mechanisms that bypassed the US currency or the SWIFT network that underpins the global financialsystem.
Now, the sheer strength of the dollar, its use under President Joe Biden to enforce sanctions on Russia this year and new technological innovationsaretogetherencouraging nations to start chipping away at its hegemony.Treasuryofficialsdeclined tocommentonthesedevelopments.
“This will simply intensify the efforts in Russia and China to try to manage their part of the world economy without the dollar,” said Paul Tucker, a former Deputy
Governor of the Bank of England in a Bloombergpodcast.
Writing in a newsletter last week, John Mauldin, an investment strategist and president of Millennium Wave Advisors with more than three decades of markets experience said the Biden administration made an error in weaponising the US dollar and the globalpaymentsystem.
“That will force non-US investors andnationstodiversifytheirholdings outsideofthetraditionalsafehavenof theUS,”saidMauldin.
Plans already underway in Russia and China to promote their currencies for international payments, including through the use of blockchain technologies,acceleratedrapidlyafter the invasion of Ukraine. Russia, for example, began seeking remuneration for energy supplies in rubles. Soon, the likes of Bangladesh, Kazakhstan and Laos were also steppingupnegotiationswithChinato boosttheiruseoftheyuan.Indiabegan talking up more loudly the internationalisation of the rupee and just this month, started securing a bilateralpaymentmechanismwiththe UnitedArabEmirates.
Progress however appears to be slow. Yuan accounts haven’t gained traction in Bangladesh for example due to the nation’s wide trade deficit withChina.
“Bangladesh has tried to pursue de-dollarisation in trade with China, but the flow is almost one-sided,” said Salim Afzal Shawon, head of research at Dhaka based BRAC EPL Stock BrokerageLtd.
A major driver of those plans was the move by the US and Europe to cut off Russia from the global financial messaging system known as SWIFT. The action, described as a “financial nuclear weapon” by the French, left most major Russian banks estranged from a network that facilitates tens of millions of transactions every day, forcing them to lean on their own, muchsmallerversioninstead.
That had two implications. First, the US sanctions on Russia stoked concern that the dollar could more permanently become an overt political tool — a concern shared especially by China, but also beyond Beijing and Moscow. India, for example, has been developing its own homegrown payments system that wouldpartlymimicSWIFT.
Second, the US decision to use the currencyaspartofamoreaggressive form of economic statecraft puts extra pressure on economies in Asia tochoosesides.
Without any alternative payments system, they’d run the risk of being compelled into compliance with, or enforcement of, sanctions they may not agree with — and losing out on tradewithkeypartners.

NEW DELHI: The Department for Promotion of Industry and Internal Trade (DPIIT) has sought the views of 16 departments and ministries on its draft national retail trade policy, which is aimed at the overall development of all formats of the sector, anofficialsaid.
After getting comments from all the Departments and Ministries, DPIIT would seek approval of the Union Cabinetonthepolicy,theofficialadded.
The policy would focus on formulating strategies to provide a globally competitive and sustainable environment for the overall development of retail trade throughtargetedefforts.
Theobjectivesofthepolicyincludeensuringeasyand quick access to affordable credit, facilitating modernization and digitisation of retail trade by promoting modern technology and superior infrastructural support; development of physical infrastructure across the distribution chain; promotion
of skill development and improve labour productivity, and providing an effective consultative and grievance redressalmechanismforthesector.
India is the world’s fifth-largest global destination in theretailspace.
According to a report of CII-Kearney on retail, a cohesive national retail policy can help generate 30 lakh more jobs by 2024. The report was released in November2020.
The retail industry is likely to see 10 per cent annual growthtoreachaboutUSD2trillionby2032,accordingto aBCG-RAIreport.

A new industrial policy is also on the anvil, the official said.
