India needs to improve its Customs clearance framework to become Export hub : DP World Chairman & CEO

NEW DELHI: There is an urgent need to reform the Customs clearance framework in India if the country wants to become an export hub according to Sultan Ahmed Bin Sulayem, Group Chairman and Chief Executive Ofcer, DP World.

Speaking at the B20 Summit India 2023, organised in collaboration of the Confederation of Indian Industry (CII), Sulayem said, “If you (India) want to become an export country, then the laws have to be changed You have to be

more liberal, to allow people to export and fast track exports, remove many of the restrictions and Customs.” He said that while there are rules around Customs clearances, the departments around the world are slow to adopt, hampering trade “Customs (Department) is key today and they need to be improved Procedures need to be digitised If Customs can coordinate with Customs Departments of other countries, it is better than even free trade,” Sulayem said, adding that the “biggestproblem”ineverycountryisCustoms

India, Greece target doubling bilateral trade by 2030: PM Modi

ATHENS: India and Greece plan to double their bilateral trade by 2030, announced Prime Minister Shri Narendra Modi during his official visit to the Country The bilateral trade stood at nearly $2 billion in 2022-23.

India mainly exports aluminum, organic chemicals, fish and crustaceans and iron and steel to Greece, among other things. Meanwhile, Greece’s top exports to India are minerals fuels, mineral oils and products, sulphur and aluminium foil.

Both sides will also sign a migration and mobility agreement to improve the flow of people and talent between the two countries. Mint had reported on this development in August. The two countries also agreed to elevate bilateral ties to the level of a “strategic partnership”.

Prime Minister Modi met with his counterpart Kyriakos Mitsotakis, Prime Minister of Greece, for leaderlevel talks.

“The discussions covered various dimensions of the bilateral partnership, including trade and investment, defense and security, technology, infrastructure, digital payments, shipping, pharma, agriculture,

migration and mobility, tourism, skill development, culture, education and people to people ties. They also discussed regional and multilateral issues, including the EU, Indo-Pacific and the Mediterranean. They called for respect of international law, sovereignty and territorial integrity,” according to a press release from the Ministry of External Affairs.

Prime Minister Modi also met with Greece’s President Katerina N. Sakellaropoulou.

India and Greece have enjoyed a close relationship for years.

India's heart with US rather than China-led trade pact RCEP : Piyush Goyal

NEW DELHI: At a session with Chinese and US Trade Ministers, Union Minister Piyush Goyal recently said India did not join China-led RCEP as its trade deficit would have widened and New Delhi's "heart" is with Washington, hinting at the trade surplus with the US. The Commerce and Industry Minister's remarks at the B20 summit in the national capital while moderating the 'Trade Ministers' Session' where Wang Shouwen, Vice Minister in the Ministry of Commerce of China and US Trade Representative Katherine Tai were present.

Goyal asked Wang if Beijing regretted that India chose not to join the Regional Comprehensive Economic Partnership (RCEP). To this, Wang said China and India's trade relationship has been growing very fast and last year, the bilateral trade reached USD 130 billion.

"If there had been an FTA agreement between China and India, either bilaterally or in RCEP context, the trade potential (that) exists between our two countries will be much further tapped in to the benefit of our two peoples. So, it is your decision to decide whether you will join RCEP but the RCEP door will be always open to India," Wang said.

Responding to the comment, Goyal said the bilateral trade would have gone up, but also the trade deficit.

"We are already concerned that the bilateral trade even though USD 130 billion is largely skewed in favour of China The Indian industry feels that if you had entered into this agreement with the RCEP this trade would have suddenly increased, but it would only have

increased the trade deficit further "

The Indian Minister also wondered how China does the costing and pricing of goods it exports.

"...it's a matter that I think all the Ministers would like to know how you can supply goods at less than the raw material costs," Goyal asked.

In reply, Wang congratulated Goyal for being a very successful Trade Minister for India.

"...even though you are not able to balance your trade with each and every ... trading partner, you have been very successful in maintaining a global trade balance overall for the Country. "So it is natural that you will have trade deficits with countries like China, but you will also have a trade surplus with other countries. It is very good that you are able to maintain your trade balance globally," he added.

With the US, India enjoyed a trade surplus of about USD 28 billion during 2022-23, while there was a deficit of about USD 83 billion with China, as per the Commerce Ministry data.

"The Chairman had retorted that his heart was on the left-hand side. So my heart here is with (USTR) Katherine Tai from the United States of America (who was sitting on Goyal's left side)," the Indian trade minister said amid applause from the audience, largely comprising domestic and global business leaders.

Goyal also applauded the USTR's leadership in bilaterally resolving six out of seven disputes at WTO between India.

Govt to decide on New Freight Corridors soon : Chairman, Railway Board

NEW DELHI: The Ministry of Railways will soon take a call on taking up three proposed dedicated freight corridors (DFCs) worth at least Rs 2.35 trillion, Chairman and CEO of the Railway Board Anil Kumar Lahoti said recently Lahoti was speaking during an internal review of the Dedicated Freight Corridor Corporation of India (DFCCIL) when he told the chief general managers of the public sector undertaking (PSU) that the railway board has received detailed project reports (DPRs) for the new corridors

The three proposed corridors — East-West Corridor, North-South Corridor, and East Coast Corridor were conceptualised in 2020 in the wake of the Centre’s aim to increase the modal share of railways to 45 per cent in national logistics by 2030 from the present 27 per cent.

A DPR is the foundational document for any infrastructure project to be undertaken. It contains

geographical estimates, location surveys, compliance burdens, and financial assessments.

Planning for the corridors took a long time due to uncertainties over the future of the plan along with a change in approach by the railway board, where it sought an alternate approach of enhancing existing corridors over building new DFCs, this paper had reported in May 2022.

The proposed 1,115-kilometre (km) East Coast Corridor starts from Kharagpur (near Hijli station of IR), passes through Rupsa, Jakhapura, Haridaspur, Rajatgarh, Khurda Road, N a u p a d a , V i z a N a g a r , Vishakhapatanam and ends near north of Vijayawada Station.

The proposed East–West DFC is p l a n n e d b e t w e e n K o l k a t a (Andal/Dankuni) to Bhusawal in Maharashtra, with an approximate length of 1,868 kilometre.This, earlier, was expected to be integrated with the partly operational eastern DFC which was to be built up to Andal.

However, the Union Cabinet committee on economic affairs recently decided to scrap the DFC and build regular rail tracks from Bihar to Andal.

The third corridor or North–South DFC will start from Vijayawada to Itarsi covering 975 kilometre through Madhya Pradesh, Maharashtra and Andhra Pradesh.

According to a projection by railway- owned consulting firm RITES, the East-West corridor is slated to account for 449 million tonne (mt) of freight in the coming years, while the east coast corridor would handle 405 mt by 2031-32.

Currently, 200 trains are running on DFCCIL tracks daily, which will be scaled up substantially over time, Lahoti said at the event.

“The organisation should leverage the liberal Gati Shakti Multi-Modal Cargo Terminal (GCT) policy to maximize the number of GCTs along its alignment,” he told the PSU’s officials.

Trade decit falling at a rapid pace, exports to see growth in coming months: Piyush Goyal

JAIPUR : India's trade deficit is falling at a rapid pace and the exports are expected to see positive growth in the coming months, Commerce and Industry Minister PiyushGoyal said recently. He said that countries in the world are facing a slowdown & global trade is relatively weak right now

Given the challenging situation, high interest rates, and cut down in discretionary spending have led to a fall in the exports of readymade apparel and the gem and jewellery sector, the Minister said adding lower petroleum prices have resulted in

lower export numbers.

"All in all, trade continues to be robust, our trade deficit is falling rapidly And India will continue to benefit significantly from our global outreach," Goyalwas by PTI as saying.

When asked if he expects the country's merchandise exports to come in positive growth from September, he said, "I do believe it is possible".

India's exports contracted by 15.88 per cent in July, the sixth straight month of decline, to USD 32.25 billion this year due to a global slowdown and

a fall in shipments of key sectors like petroleum, and gems and jewellery

Imports during the month also declined by 17 per cent, the eighth month of fall in a row, to USD 52.92 billion from USD 63.77 billion in July 2022. This led to a narrowing of the trade deficit to USD 20 67 billion against USD 25.43 billion in July 2022.

Talking about his bilateral meetings, the Minister said that more and more countries are looking at expanding trade and business with India. "There is a lot of interest to invest in India," he added.

Shipping Ministry mulls ₹ 11,000-crore

PLI scheme for standard Container making

NEW DELHI : The Ministry of Ports, Shipping and Waterways is mulling over a ₹11,000-crore PLI scheme spread over a nine-year period for the manufacture of shipping containers. The scheme will look to push the country as a shipping container manufacturing hub, competing with the likes of China, and garnering at least 10 per cent demand from global liners.

According to a Cabinet note accessed, of the nine years of outlay, incentives will be fixed for the first five years, while it would “taper or decrease” for the next four years.

Feasibility studies for the PLI scheme were carried out by the Kolkata-based Indian Institute of Foreign Trade.

A senior Shipping Ministry official said, due to Covid, India has seen an acute shortage of shipping containers

since October 2020, which has disrupted the global supply chain.

PLI draft

Two incentive schemes are being proposed – one, based on the differential price between the Indian and international manufacturer; and the second, a differential price calculation if the PLI beneficiary fails to have incremental production. Calculations of incentives are being worked out.

T h o s e a w a r e s a y f i n a n c i a l implications are estimated at around ₹32 crore in Year 1; which then increases to ₹88 crore in Year 2; the outlay is expected to jump 10-fold to

₹880 crore in Year 3; at ₹1,890 crore in Year 4 & then to ₹2,800 crore in Year 5.

It subsequently tapers down. In Year six, it is ₹2,160 core, in Year 7

₹1,620 crore, in Year 8 ₹1,000 crore, and finally down to ₹550 crore in the

last year (Year 9). A review will be carried out in the eighth year to see if the scheme is to be extended or not.

The first two years of the scheme have been pushed as an “incubation stage” , where manufacturing facilities are expected to come up.

Growth in container trafc

The containers handled at all ports of the country registered a growth of 13.04 per cent from 16.50 million TEUS (twenty equivalent units) in 2020-21, to 18 66 million TEUS in 2021-22 The total traffic handled in the domestic segment was 803,899 TEUS in 2021-22, as against 607,536 TEUS in 2020-21, an increase of 32.32 per cent.

During the same period, domestic containerised loading of Indian Railways also increased by 40.03 per cent to 17.35 mt in 2021-22, from 12.39 million tonnes in 2020-21.

Adani Group may buy 1k acres of RINL land for port expansion

AHMEDABAD : Despite stout denial, a prominent social activist and former IAS officer on Tuesday said the Adani Group is in talks with the management of Rashtriya Ispat Nigam Limited (RINL), the corporate entity of Visakhapatnam Steel Plant, for buying its surplus lands for increasing stacking area of Gangavaram Port, which it had acquired recently from the DVS Raju-led consortium, its foreign partners and the Andhra Pradesh Government.

The claim has come amid protests by the employees of VSP over alleged denial of discharge of raw material by the Adani Group from Gangavaram Port for delayed payment of cargo handling charges due to working capital crunch. Interestingly, while criticising the attempt by the employees led by eft-affiliated unions to barge into the premises of the port sometime ago, the Adani Group had categorically stated that it had no interest in the privatisation of RINL. The Department of Investment and Public Asset Management (DIPAM) under the Ministry of Finance is overseeing the preparations for selling off RINL, its subsidiaries and joint ventures by way of 100 per cent privatisation.

Former IAS officer EAS Sarma said in a statement that VSP is being forced to raise financial resources in the face of a deliberate attempt by the Government of India to weaken it in all respects He alleged that it is in negotiation with the Adani Group to lease out 1000 acres for the latter’s

stockyard requirement at their recently acquired Gangavaram Port.

Gangavaram Port, which was built in the land belonging to RINL, originally conceived as its captive jetty as per its DPR, was alienated later during the TDP regime to facilitate construction of a minor port under PPP mode. After the YSRCP assumed office, the State Government’s stake in the port was also sold off to Adani Ports and Special Economic Zone (APSEZ) to enable 100 per cent stake acquisition by the Adani Group. The port is located on the backyard of VSP and it has been speculated for quite a time that the Adani Group is eyeing to get hold of surplus lands of RINL as part of its land monetisation efforts so as to meet its future requirement needs.

RINL, with a ca pacity of 7.3 million tonnes per annum after it increased its capacity from three million tonnes in two phases with a total investment of Rs 16,300 crore, has a land bank of 22,000 acres. It is a known fact that the management of RINL has been making several efforts to sell away its surplus lands to meet its working capital requirement.

The company is also in the process of finalising the proposals for strategic partners to either fund it or supply iron ore and other raw material required for the plant in exchange of finished products rolled out from VSP

Reports are being circulated that Adani Group, which is on expansion-spree, is keen on foraying into the steel sector and may take part in bidding for buying RINL, apparently to give legacy players like JSW and Tata Steel a run for their money.
