by 50%

SRINAGAR : The Jammu and Kashmir administration has come up with a draft Logistics Policy 2023 with a view tobuildinfrastructureforthetransportsectorinresponse totheJ&K’sphenomenalexpansioninthelogisticssector. New efforts like GPS-based tolling to enable distancelinked toll collection, zero waiting time, and digital clearances at interstate crossings and customs checkpoints were noted in the draft policy paper as being introduced.

According to the draft plan, logistics costs are expected to be reduced by at least 50 percent from their current level overthenextfiveyears.

“The policy aims at identifying critical problems and bottlenecks affecting the effectiveness of logistics in J&K. The strategy also prioritises decision-making in this area while regularly examining ways to increase ground, air, and inland waterway connectivity throughout J&K (when possibleorviable),”readsthedraftpolicy.

“A strong logistics infrastructure, including a network of logistics parks, transport yards, warehouses, and controlled atmosphere stores will be established, according to the proposed policy. Apart from new chapters on e-commerce exports and district export hubs, one on dual items under Special Chemicals, Organisms, Materials, Equipment and

Technologies (SCOMET) is also likely to be introduced.

India’s exports of goods in the current fiscal have slowed down since July and are set to post only a small increase over last fiscal’s exports of $422 billion. The slowdown is due to the shrinking of demand in major markets in the West struggling with high inflation and rising interest rates and uncertainties due to the on-going Russia-Ukrainewar.

“The vision and strategy statement will chart out a course for development of foreign trade in the longer term keeping in view the evolving global system,” the source said, adding that it will be a forward-looking document.

Over 400 companies register on ULIP within 6 months: Special Secretary Logistics

Cont’d from Pg.3 Dawara, who is also the CEO and MD of NICDC and Chairman of NLDSL, further added that ULIP should now focus on fulfilling data requirements for logistics of specific sectors like coal, cement, fertiliser, foodgrain, etc.

Major industry players like Maruti Suzuki, DHL, Safexpress, Ultratech, TCIL, Jindal Stainless, Tata Steel, Yes Bank, BOSCH, Total Group, etc have already onboarded on ULIP, to develop their use-cases which will benefitthemandtheirstakeholdersalike.

According to the Ministry, ULIP users with API based integration can utilise the data for various activities and services like multi-modal track and trace, people and vehicle authentication, document digitisation, process automation at yards and gates, discovery services etc, which shall lead to reduction of overall operational cost of logisticsandsavetime.

The new FTP was initially scheduled on April 1, 2020, but it was postponed several times, mainly to tide over the

uncertainties unleashed by the Covid-19 pandemic. The last extension of the FTP (2015-20) is set to expire on March 31, 2023. The new FTP is expected to be in place fromApril1,2023.

Car carrier orderbook surges by 30% in opening three months of 2023

SINGAPORE: The car carrier orderbook is surging, up by 30% in the year-to-date, and now represents 25% of the fleet on the water, according to data from Gersemi Asset Management. Another notable trend in this booming sector is the reentry of global containercarriers.

After a decade of limited orders, car carriers have become hot shipping property over the past year with rates hitting record levels, and tonmiles increasing significantly, thanks in part to the growth of China’s electric vehicle (EV)exports.

With rates still highly

elevated, experts believe there is little chance for the sector to cool off this year. Just 12 vehicle carriers are scheduled for delivery in 2023 compared to ultra-low demolition activity predicted at three vessel removals, marginally improving the net fleet balance by 1.8% by totalceu, accordingtodatafromVesselsValue.

“This niche sector remains comfortably short on shipping supply through 2023. This is ominous for

OEMs desperately seeking additional car capacity for their EV seaborne exports – but highly positive for shipowners and their shareholders enjoying record returns for another 12+ months,” Dan Nash, head of ferry, vehicle carrier and roro at VesselsValue, told said.

However, 46 vessels are scheduled for delivery in 2024, followed by 52 vessel deliveries in 2025, compared to forecasted vessel removals at less than half the delivery rate for both years based on the latest data. This will add 0.6m ceu capacitytotheglobalfleetby the end of 2025, something Nash warned could go higherifChineseOEMsexercisecurrentoptions.

Chinese automotive manufacturers have piled into the car carrier scene in recent months, responsible for mostoftheneworders.

Global container carriers have also sought to get in on the act with VesselsValue noting COSCO, CMA CGM and HMM have ordered and chartered vehicle carriers overthepastyear.

Western Railway joins the club of ‘100 million tonnes’

NEW DELHI - Western Railway has become the sixth zone of the Railways to transport 100 million tonnes in a financial year.WesternRailwayisthefirstnon-coalzonetoachievethis feat. Some part of Maharashtra and Rajasthan comes in this zone. The traffic in this sector is expected to see a significant jumpof24percentin2022-23(FY23).

The area has historically served the needs of industrial traffic. According to the analysis, there has been a radical change in the transportation of imported coal in this financial year. The nationwide coal crisis had pushed towards an energy crisis. Thisincreasedthedependenceonimportedcoal.

Due to this, the coal transportation of Western Railway

increased by 7.7 times in FY23. During this period coal was supplied directly from the western ports of Gujarat. Experts had pointed out that coal transported to power plants in eastern India was also transported through the ‘Rail-C-Rail’ model or waterways. The central government was promoting the movement of coal and other commodities through waterways.

This was expected to continue to benefit non-coal zones such as the Western Railway. However, Western Railway carried largely imported coal. But the share of coal in the total traffic ofthiszonewasonly15%,whichwasmuchlessthan50%ofthe IndianRailways.

He opined that Export promotion fund to the tune of Rs 500 crores may be provided for aggressive marketing as small exporters find it difficult to market in overseas market with their limited resources. He added we need to set up state ofartexpositioncentreswhereState’sartisansandcraftsmen can showcase their best products, which can help them to contributeininternationaltrade.

Congratulating the award winners, Shri Paresh Mehta, Regional Chairman (WR), FIEO highlighted the significance of the Western Region Export Awards, as it felicitates top performing exporters from 5 major states of India, Maharashtra, Gujarat, Madhya Pradesh, Goa & Chhattisgarh. All those years, when the economy touched 8% plus growth were the years when exports clocked over 15% plus growth. If exports show 15-20% growth, the Indian economy will be on a doubledigit trajectory. Global Trade slows, but ‘Green Goods’ grow: UNCTAD

GENEVA:GlobaltradewaswortharecordUS$32trillionin2022, but amid deteriorating economic conditions and rising uncertainties, growth turned negative in the last half of the year and issettostagnateinthefirst halfof2023.

The silver lining was the strong performance of trade in “green goods”, whose growth held strong throughout the year, says UNCTAD’s latest Global Trade Update, published on23March.

Green goods, also called “environmentally friendly goods”, refer to products that are designed to use fewer resources or emit less pollutionthantheirtraditionalcounterparts.

Defying the downward trend, trade in such goods grew by about 4% in the second half of the year. Their combined value hit a record US$1.9 trillion in 2022, adding more than $100 billion comparedto2021.

Among green goods that performed especially well were electric and hybrid vehicles (+25%), non-plastic packaging (+20%) and windturbines(+10%).

This is good news for the planet,” says Alessandro Nicita, one of the report’s authors, “as these goods are key to protecting the environmentandfightingclimatechange.”

The good news comes just days after the UN released its latest climate report, in which scientists have delivered a “final warning”, saying rising greenhouse gas emissions are pushing theplanettothebrinkofirreversiblechange.

More green growth expected

UNCTAD expects green industries to boom as countries scale upeffortstofightclimatechangeandcutemissions.

The organization, in its recent Technology and Innovation Report 2023, projected the global market for electric cars, solar and wind energy, green hydrogen and a dozen other green technologies to reach US$2.1 trillion by 2030 – four times more than their value today. “The patterns of international trade are

anticipated to become more closely tied to the transition towards a greener global economy,” the Global Trade Update says.

Slowdown hits goods harderthanservices

While imports and exports of green goods held strong throughout 2022, most products saw their trade start to decline in the second half of the year – and thedownturncontinuedinthefourthquarter.

The report shows that global trade in goods, worth US$25 trillion in2022,declinedby3%inthefourthquarter.Buttradeinservices remainedalmostconstant,finishingtheyearatUS$7trillion. And UNCTAD nowcasts for the first quarter of 2023 show global trade in goods will increase by about 1% in terms of value. Meanwhile, trade in services is set to jump by about 3%, as demand continues to grow for information and communication technology services, and travel and tourism sectors recover further.

The transport equipment sector saw trade grow by 14% in the fourthquarterof2022–althoughtheresultfortheyearwas-6%. On the negative side of the spectrum, energy took the biggest fall in the fourth quarter of 2022, dropping by 10%. Yet the sector still reported24%growthfortheyear.

Negative factors weigh on outlook for 2023

The outlook for trade remains uncertain amid ongoing geopolitical tensions and concerns about inflation, high commodity prices – especially for energy, food and metals – and theriskycombinationofhighinterestratesandpublicdebt.

As of 30 November 2022, more than half of least developed and other low-income countries were either at high risk or already in debtdistress.Thereportwarnsthat“thecurrentrecordlevelsof global debt, coupled with high interest rates, will continue to negatively affect the macroeconomic conditions of many countries.”

DP World’s overseas logistics investments since 2012 cross $10 billion mark

DP World is the only firm from outside Europe and the US among the top-five overseas investors in the global logistics sector

DUBAI - DP World has invested more than $10 billion (AED37.3 billion) in the global logistics sector since 2012, making it one of the top five overseas investors in this period, according to the latest foreign direct investment (FDI) data released by leading industry consultants.

The FT’s FDI Intelligence recently published its top five list for 2022, which ranks DP World fifth in the world by total value of direct investments allocated to the overseas logistics services sector. DP World's investments over the past year totalled $320 million (AED1.18 billion) despite demand for logistics services stalling as the global economy slowed. 2023 forecastsexpectsingle-digitdemandgrowthintheindustry. Other firms in the top five include US giant Amazon and AP Moller Maersk from Denmark. DP World is the only firm in thetopfivebasedoutsideoftheUSorEurope.

Commenting on the ranking, Sultan Ahmed Bin Sulayem, Group Chairman and CEO of DP World, said: “The data shared by FDI Intelligence demonstrates where we stand globally within the logistics sector, not only in the last year but consistently over the last 10 years. DP World’s companies touch people’s lives around the world every day. Sometimes it is tangible, and sometimes we are in the background making sure people and businesses get the goods they require. Our infrastructure opens untapped trade opportunities, grows economies and makes goods more affordable. Investing in developing economies helps trade go further, facilitates economic growth, attracts foreign investment and generates thousandsofjobs–raisingthequalityoflifeforeveryone.”

The latest “Trade in Transition” study in January, commissioned by DP World and led by Economist Impact, revealed the emergence of major shifts in globalisation, as companies rushed to move manufacturing closer to home to protect against supply chain disruptions while increasingly

protectionist policies are breaking the world into trade blocs. Itskeyfindingisthat96%ofcompaniesaremakingchangesto their supply chains due to geopolitical events. One of the company’s key priorities in 2022 was to broaden its partnerships to unlock this trade potential. DP World enhanceditsrelationshipwithIndia’sNationalInfrastructure Investment Fund (NIIF) to raise approximately $300 million (AED1.1 billion) and created a new investment platform with the British International Investment Group to accelerate investmentinAfrica.

The continent has been a key focus area, with the development of the Port of Ndayane, Senegal, representing the beginning of a $1 billion investment. This is DP World’s largest port investment in Africa and the largest single private investment in the history of Senegal. The nearby Dakar port is credited with a 10% uplift in Senegal’s GDP growth, so the new port will reinforce Senegal’s position as a trade hub in West Africa and further its development through the next century.

Plans are also progressing to expand the capabilities of operations in Caucedo, Dominican Republic while the Callao Port expansion in Peru will create one of the single biggest terminalsinSouthAmericaonceitiscompletedlaterthisyear. The UK has been another key destination for investment. Over the last decade, DP World has invested £2 billion (AED 8.99 billion) in the UK, supporting thousands of jobs. For the next 10 years, the logistics provider has earmarked a further £1 billion of investment, with a £350m new fourth berth at LondonGatewaynowwellunderconstruction.

In Romania, DP World is also building new infrastructure at the Port of Constanta – including a new roll-on/roll-off (RO-RO) terminal -- to turn it into one of the most critical cargo and vehicle hubs on the Black Sea, a key gateway for tradeintoEasternEurope.
