Indo-French Chamber hosts interactive meet with Joint Secretary (Logistics & Trade)

MUMBAI/DELHI: Indo-French Chamber of Commerce & Industry (IFCCI) organized an interactive Roundtable Meeting with Dr. Surendra Ahirwar, Joint Secretary (Logistics & Trade), Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, Govt. of India, on 22nd February 2024.

To strengthen Indo-French trade and investment relations, IFCCI Committees are focussing largely on creating meaningful advocacy dialogues with the Government of India.

This meeting offered a platform to its members in the Logistics and Supply Chain industry to share their concerns and challenges faced with respect to their operations in India.

Ms. Payal S. Kanwar, Director General, IFCCI apprised Dr. Surendra Ahirwar about IFCCI, its activities and acknowledged the policy initiatives undertaken by the Govt. of India, namely the National Logistics Policy and the PM Gati Shakti Master Plan, that have improved the country’s logistics ecosystem.

Capt. Ram Iyer, Chairperson, IFCCI Logistics & Supply Chain Committee & Vice President, Seahorse Ship Agencies, while setting the context for the Meeting, shared the purpose of this meeting and thanked Dr. Ahirwar for his presence.

M e m b e r s s h a r e d t h e i r c o n c e r n s a n d s o u g h t recommendations in the following areas:

• Improvements in vessel window management at ports to avoid delays

• Development of Multi Modal Parks

• Regulatory support to facilitate smoother freight operations

• Need for a sustainable transportation and to reduce carbon footprint in logistics and make rail freight competitive; increase LNG, CNG, and electric vehicle stations to promote cleaner energy

• S t r e a m l i n i n g i m p o r t - e x p o r t p r o c e s s e s t o reduce bureaucratic hurdles.

• Unifying import-export documentation and digitization being the need of the hour.

Dr. Surendra Ahirwar specified the vision and the thrust areas of the National Logistics Policy and reiterated government’s commitment to enhance countr y ’s trade competitiveness by addressing inefficiencies, embracing appropriate technologies, and ensuring efficient planning. He also talked about the importance of harmonization between all the modes of transportation for better connectivity and efficiency in this sector He addressed the specific queries raised by the companies and assured them of the Government’s efforts in addressing those challenges

Albania ready to be India’s gateway to Western Balkans: Foreign Minister Igli Hasani

NEW DELHI: Albania, a country in the Western Balkans with a rising economy and famous for Mother Teresa, is pitching itself to emerge as India’s gateway to the region where countries are in negotiations to join the European Union (EU), according to Igli Hasani, Minister for Europe and Foreign Affairs of Albania.

Hasani who was on a visit to India to participate in Raisina Dialogue said about the immense opportunity to deepen and strengthen the relationship with India with a focus on economy and people to people ties. 'Albania offers Mediterranean culture and with its mountains and seas and affordable tourism infrastructure has emerged as the most attractive European tourist destination,' Hasani said, adding, '50,000 Indians visited Albania last year A total of 10 million tourists visited Albania in 2023 and the country with a population of three million, this is a big achievement.'

'Albania is at the crossroads between the European Union and the East. Albania is a part of many corridors that go through possible routes of goods that link India with the European Union. With Albania today emerging as one of

the fastest growing European economic realities in the last year, we are moving rapidly to foster stronger economic ties with India. Six countries in the region including Albania are in negotiations to join the EU and we are ready to be a gateway for India in the region.'

Albania also provides opportunities for Indian investors in IT, agriculture and manufacturing.

Hasani said 'I’m glad to know the plans of the Indian Government to open a representation in Tirana and we are also planning to open an Embassy very soon in New Delhi, India '

Honorary Consul General of Albania in India, Dikshu Kukreja said, 'Albanian language traces its roots in Sanskrit and has a strong connection with India. The beauty of the country and peace-loving nature of Albanians go hand-in-hand.'

Albania, which was close to China during the Cold War period does not have a major Chinese economic presence in the country and is not under any debt burden, Hasani pointed out.

Tripura positioned as Gateway to Southeast Asia via Chittagong Port : Manik Saha

AGARTALA: Tripura Chief Minister Shri Manik Saha outlined the northeastern state’s strategic role as a gateway not only to Southeast Asian nations but to numerous others through the utilization of Chittagong Port in Bangladesh. With Dhaka’s approval for India to access Chittagong Port via South Tripura’s Sabroom subdivision and the imminent inauguration of Maitri Setu facilitating cross-border movement, Saha emphasized the transfor mative impact on business and trade opportunities.

Speaking at the foundation stone laying ceremony for the redevelopment of Agartala railway station, Shri Saha highlighted Prime Minister Shri Narendra Modi’s virtual

Financial Institutions should consider Asset backed funding for Ship purchases : IFSCA Chairman

The local shipping industry needs long-term, low-cost funds to renew and expand fleet to boost Indian tonnage as well as to meet decarbonisaon goals.

NEW DELHI: Indian banks and financial institutions should consider asset backed funding for ship p u r c h a s e s , K R a j a r a m a n , Chairman, International Financial S e r v i c e s C e n t r e s Au t h o r i t y (IFSCA) was recently quoted as saying as the local shipping industry clamour for long-term, low-cost funds to renew and expand fleet to boost Indian tonnage as well as to meet decarbonisation goals. “We have to bring in a lot of appetite amongst Indian financial institutions to finance the shipping industry.”

Cur rently, Indian financial institutions lend to corporates, they do book or balance sheet financing but not real asset financing. So, I guess time has come maybe for many of the financial institutions to look at asset financing as well now that India’s growth is on a very strong trajectory,” R a j a r a m a n s a i d . R a j a r a m a n emphasised that “shipping being a very important element of exports is taken care of in the appropriate manner”.

“If you look at India 2047, the target is to reach a GDP of $32 trillion. Currently, we are at less than $4 trillion. So, the exports are expected to reach at least $5-6 trillion which would mean that the logistics and shipping eco system have to be of a different order,” Rajaraman pointed out.

The Shipping Ministry, he said, has rolled out what is known as the Maritime Amrit Kaal Vision 2047, which focuses on a variety of things including sustainability, increasing tonnage of Indian ships, things like improving the policy regime in terms of the ease of doing business, among other issues.

The system that prevails in IFSC GIFT City is a tax regime which provides a ten-year tax holiday out of

any 15 years and entities setting up units in the GIFT City are also exempt from capital gains tax, GST, stamp duty, and so on.

“This has created a fairly good financial basis for people to look at GIFT City for setting up their leasing platforms,” he said, noting that more than 8 ship lessors have set up businesses and there are many more who are in the process of applying.

Besides, three ships have been financed out of the GIFT City through some of the banks and 3-4 large ships have also been leased out of GIFT City.

“So, a process has been kick started. I know it’s a very long haul in the sense this is a very large industry which has been through ups and downs in a very volatile sector,” he said.

“The opportunities for ship f i n a n c i n g a r e v e r y h i g h ; the global landscape for ship financing has undergone tectonic shifts after the global financial crisis (of 2008) from what used to be a financial institutions lending of some $500 billion, which is now scaled down to nearly $300 billion or something around that because of the volatilities in this market and maybe perhaps because of lack of prudential lending also at some point of time. Now, lot of other players like private debt funds, private equity funds all of them have also joined the bandwagon in some way or the other in this highly specialised vertical,” Rajaraman said.

“There is an opportunity for some specialised institutions also to look at setting up their businesses in GIFT City We would also encourage private equity funds engaged in ship financing to set up units in GIFT City,” he exhorted.

Indian lenders have stayed clear

of financing ship purchases citing the highly volatile nature of the industry that impacts asset values.

“Our local banks are highly ignorant on ship finance; they are also not interested,” said a Mumbai-based shipping lawyer

The local shipping industry has been lobbying the government to ensure a level playing field through tax rationalisation and long-term, low-cost funds to help compete with global fleet owners.

“We need longer term money,” Mr. Anil Devli, Chief Executive Ofcer at the Indian National Shipowners Association (INSA), a lobby group for local fleet owners was quoted as saying.

“We need shipping banks that understand shipping and provide shipping finance. In the earlier days, we had a Shipping Credit and Investment Corporation of India (SCICI) which used to provide s p e c i a l i s e d f u n d i n g f o r s h i p acquisitions,” Devli added.

“Today, banks support our members, but they are commercial banks with short term money, and they are unable to provide us money long term, whereas my asset life would be 18-20 years, for which the funding that we get in India is for 6-7 years,” Devli stated.

“You can’t sweat an asset which should be written off over 12 years in 6 years. It puts a huge amount of strain on my cash flows and hinders me from competing with my competition who’s probably getting money longer term. So, we are hoping that the efforts of IFSC and Marine Money will lead to the establishment of an enterprise that will provide long term funding either by way of debt funding or even by way of lease financing under the framework that has been created in IFSC,” Devli added.

Import of yellow peas allowed after registration under monitoring system: DGFT

NEW DELHI: Import of yellow peas is allowed after registration under the import monitoring system with immediate effect for all consignments where bill of lading (shipped on board) is issued on or before April 30, according to a Commerce Ministry notification

The Directorate General of Foreign Trade (DGFT) said the import is permitted without the MIP (Minimum Import Price) and port restriction conditions. However, the imports are subjected "to registration under the import monitoring system, with immediate effect for all import

consignments where bill of lading (shipped on board) is issued on or before April 30, 2024," the DGFT notification said.

During April-December this fiscal, the import of yellow peas stood at USD 5.43 million. It was USD 0.14 million in 2022-23.

Canada Minister says trade talks with India may be re-established

NEW DELHI: Six months after negotiations over an early harvest trade pact between India and Canada were paused, there is no timeline for their resumption but high level contact may be re-established this week at the World Trade Organisation Ministerial.

This was indicated by Canada’s Minister of Export Promotion, International Trade and Economic Development Mary Ng recently

“I will see my counterpart when I get to the WTO in the next couple of days,” she told host Vassy Kapelos, referring to Minister of Commerce and Industry Piyush Goyal.

The four-day WTO ministerial meet is being held in Abu Dhabi, beginning on Monday

However, renewed discussions over the Early Progress Trade Agreement (EPTA) remain in limbo, as Ng said, ““We haven’t made any

decisions at this point.”

The talks, which began in March 2022 when Ng visited New Delhi, were paused in late August just before Canadian Prime Minister Justin Trudeau’s statement in the House of Commons that there were “credible allegations” of a potential link between Indian agents and the killing of pro-Khalistan figure Hardeep Singh Nijjar in Surrey, British Columbia, on June 18.

India's trade pacts with UK, Oman, EFTA bloc positive signal of economic integration with world: GTRI

N E W D E L H I : S u c c e s s f u l conclusion of India's proposed trade agreements with the UK, Oman and four European nation bloc EFTA will reflect its commitment to trade l i b e r a l i s a t i o n a n d e c o n o m i c integration at a time when the whole world is turning protectionist, according to a report. Economic think tank Global Trade Research Initiative ( G T R I ) s a i d t h e f r e e t r a d e agreements (FTAs) have become pivotal instruments for India's economic expansion and integration into the world market.

These nations and the bloc are eager to finalize these agreements before the upcoming general elections, GTRI said, adding the talks are on the verge of conclusion.

Signing of these three agreements willtakeIndia'sFTAtallyfrom13to16.

N u m b e r o f c o u n t r i e s w i t h comprehensive FTAs will go up from 22 to 28. In addition India has six small scope PTAs (preferential trade agreements).

L ast pact was signed with Australia in March 2022.

'Everyone wants to do an FTA with India The main reason for this is India's high import duties, which make it difficult for these countries to access India's large and rapidly growing market,' the report said.

It added that these three pacts with the UK, Oman, and the European Free Trade Association (EFTA) also reflect a shift in India's focus from east to west in terms of preferential trade partnerships.

India's most important FTAs are with countries located in the east of India: ASEAN, Japan, South Korea, and Australia.

It said that in all the new FTAs, India is negotiating many non-trade a r e a s s u c h a s s u s t a i n a b l e development, digital, IPR, labour, g e n d e r, M S M E , G o v e r n m e n t

procurement, and competition.

'India is reluctantly changing its earlier approach to focus only on traditional market access subjects like merchandise and services trade to also include new issues. Most new issues restrict policy space for domestic regulations by forcing adoption of developed country r e g u l a t i o n s , ' G T R I Fo u n d e r Ajay Srivastava said.

EFTA members are Iceland, L i e c h t e n s t e i n , N o r w a y, a n d Switzerland.

He said that the negotiations for the trade pact with EFTA were initiated in January 2008 After 20 rounds of talks, the negotiations are reaching towards conclusion.

India has a large trade deficit with EFTA, especially with Switzerland. In FY'2023, India's imports from EFTA were significantly higher than its exports, leading to a trade deficit of USD 14.8 billion, he added.

It also said that gold, accounting for 80 per cent of India's imports from Switzerland, is a critical factor in this agreement.

'The complexities surrounding the inclusion of gold in the FTA and its compliance with Rules of Origin conditions pose a significant challenge.

EFTA's demand for TRIPS-plus (trade related aspects of intellectual property rights) protection for strengthening intellectual property rights in India could conflict with India's domestic regulations and interests,' it said.

With Oman, the report said that over 6,000 India-Oman joint ventures exist in Oman with an estimated investment of over USD 7.5 billion.

Indian companies are leading investors at Sohar and Salalah Free Zones of Oman.

Srivastava said that India can hope to radically increase its exports

post FTA as currently over 80 per cent of its goods enter Oman at average 5 per cent import duties, and there are not many trade barriers.

Oman's import duty ranges from 0 to 100 per cent along with the existence of specific duties. 100 per cent duty is applicable on specific meats, wines and tobacco products.

'Government procurement is one of the limited policy tools still available to the Government to incentivise domestic producers India should not agree to stop preferential treatment to domestic s u p p l i e r s i n t h e G o v e r n m e n t procurement chapter,' it said.

Further, it said that India's trade agreement with the UK would have a positive impact on domestic export sectors such as silver, metal scrap, p e t r o l e u m p r o d u c t s , a l c o h o l , machinery and medicine.

'India may reduce, but not eliminate, tariffs on automobiles and Scotch whiskey from the UK. For luxury cars like those from JLR, Bentley, Rolls-Royce, and Aston Martin, the UK might want zero tariffs, but India could reduce them from 100 per cent to 50 per cent India might also consider allowing a few thousand units at a 25 per cent tariff,' he added.

India could also reduce tariffs from 150 per cent to 50 per cent over a few years, similar to what it did for Australian wines, the report said, adding that these sectors in India have had high tariff protection, even more than agricultural products.

‘Significant tariff cuts, especially for wines, will help the Indian market grow,' it said, adding, 'In UK too, India may face challenges in obtaining a large number of short-duration business visas for its professionals, as the UK erroneously associates it with immigration, a sensitive issue since Brexit.'
