Critical port connectivity projects to get Rs 1 lakh cr Gati Shakti push : Sarbananda Sonowal

NEW DELHI : The Centre has earmarked over ₹ 1 lakh crore for 100 critical port connectivity projects under the PM Gati Shakti Master Plan, according to Minister for Ports, Shipping and Waterways Shri Sarbananda Sonowal.

Sonowal said that the cost of moving goods through the shipping route is always cheaper as he alleviated concerns raised by Punjab on increasing power costs due to coal movement by coastal shipping.

Sonowal’s ministry is monitoring the progress of Sagarmala,anambitiousplanforimprovingportconnectivity and developing coastal regions. The initial plan comprised

802 projects, at a budget estimate of ₹5.4 lakh crore. Additionally, 567 new projects with an estimated cost of ₹ 59,000 crore were added during the last Sagarmala ApexBodymeetingheldinMaylastyear.

Notably, this year also saw growth in agricultural exports due to India’s record high foodgrain production and the Russia-Ukraine conflict that opened up

opportunitiesforfarmexports.

At a time when the country’s electricity demand is at an all-time high, Adani ports have risen to the occasion and handled the sudden surge of imported coal volumes flowingtoIndia.

“In line with the Government’s vision of RSR (Rail-Sea-Rail) movement of domestic coal, APSEZ) has begun offering coastal coal export solutions to TANGEDCO through its Gangavaram Port. Similarly, it has been supporting the coastal coal movement to NTPC Khudgi by commencement of coastal coal handlingatitsMormugaoTerminal,”itsaid.

Not just business expansion, APSEZ said it has also metitssustainabilitycommitments.

Energy and emission intensity, it said, has been reducedbyaround41%andwaterintensityby56percent from 2016 levels. With its plan to install 250 mega watt of renewable capacity on a captive basis, APSEZ is moving closertoitsgoalofbecomingcarbonneutralby2025.

“This is part of the Holistic Coastal District Development plan starting from Gujarat to Bengal. Of these, 220 projects have already been completed, 230 projects entered the implementation phase, while the restareunderdifferentstagesofdevelopment,”hesaid.

In addition to these, Sonowal said that port connectivity is also being aided through more projects. “There is ₹1 lakh crore PM Gati Shakti Master Plan, which has given us further opportunities by bringing 18 infra allied ministries together to work under one single banner,” he said, adding that 100 critical projects have been identified including improved connectivity between variousportseitherthroughrailorroad.

“For this, ₹75,000 crore will be invested, wherein ₹15,000 crore will be from private players, which is very

encouraging,” Sonowal said, adding that this is in line with Prime Minister Shri Narendra Modi’s vision of empowering India by enhancing capacity building along withefficiency.

Improved port connectivity will supplement the Centre’s plan to move coal through coastal shipping routes in a bid to ease pressure on the Indian Railways duringpeakpowerdemandmonths.

Responding to a query on whether India is ready for thisinthesummerof2023,hesaid,“Wearealreadydoing it from Paradip to Chennai and soon we will start shippingfromParadiptoKanglaalso”.

But this plan has been fraught with concerns of rising power costs in Punjab that has raised the issue with the Centre since coal is travelling a much longer distance.

MoPSW Secretary Sudhansh Pant directs VPA to speed up cruise berth works

VISAKHAPATNAM : Ministry of Ports, Shipping and Waterways Secretary Sudhansh Pant has directed the Visakhapatnam Port Authority (VPA) to speed up the works of the cruise berth in the outer harbour at the earliest as it is the prestigious project of the Union Government.

He visited VPA and Dredging Corporation of India Limited (DCI) on Saturday for reviewing the performance of the companies. VPA and DCI Chairman K. Rama MohanaRao co-ordinatedthereviewmeetings.

Mr. Pant focussed on the operations of PPP berths and Green Port initiatives by the VPA during the review meeting. The port authorities presented a PowerPoint presentationtoshowthestatusofcargohandling,financial performance of VPA, road, rail connectivity, capacity augmentation, modernisation and mechanisation of

berths, development of flyover, truck parking terminal, construction of covered storage sheds, electrification of VPA railway tracks, modernisation of fishing harbour and statusonNLPmarineportal.

A short-haul coastal container feeder service to be launched between Chennai & Puducherry

CHENNAI : In a first of its kind in the country, a short-haul coastal container feeder service will be launched between Chennai and Puducherry Ports. To be operated by the Chennai-based Global Logistics, the 12-hour ferry service is expected to help the trade avoid the congested road traffic and take delivery of boxes through Direct Port Delivery (DPD) and Direct Port Entry (DPE) than using storage spaces like Container Freight Stations (CFS) and Inland Container Depots (ICD).

The Chennai Port Authority (CPA) and Puducherry port signed a memorandum of understanding in 2017 for the diversion of cargo to the latter and sharing of revenue. Sunil Paliwal, Chairman, CPA, willflag off the operations offered by Global Logistics from DP World Container TerminalinsidetheChennaiport onMondaymorning.

The overall freight cost could be reduced by 25 per cent by moving through sea as against the road movement (160km),saidanindustryofficial.

The service will help the trade in the hinterland of Puducherry as DPD and DPE-cleared containers can be moved easily since no clearance is required in the Puducherry port, said S Narasimhan, Managing Director, Sattva ICD at Puducherry. The Government of Puducherry should make sure that the city does not becomecongested,headded.

AV Vijayakumar, Managing Director and CEO, Paramount Shipping Service Pvt Ltd, says that it is an innovativeconceptofthebusinessmodelbutwilltaketime for the industry to shift its existing comfort zone where the boxispickedupanddeliveredattheirdoorstep.

Unless cost-effectiveness is established, this could not be a lucrative model, and feeders will drop boxes at ports andthereisalastlegconnectivitytotheimporter/exporter at an additional cost and time. Looking at the larger picture, this will reduce density on the roads, fewer carbon footprints, and be more eco-friendly. DPD/DPE could be a potential business, which can be easily grabbed if there is anaggressivestrategy.

The sailing time between the ports could be half a day. Afeedercantakeatripeveryalternatedayorevery3days. (Considering loading / discharge / reloading, and sailing time).

According to Ennarasu Karunesan, Maritime & Ports Expert and IAPH’s Regional Director to India, the coastal feeder service is a step forward towards the ambitious Sagarmala Project. This service is expected to benefit the Pondicherry and Cuddalore Industrial clusters where the trade can now do the ‘unstripping’ and ‘stripping’ofContainersinsidethePuducherryport,which can become an extended arm of the Chennai Hub-andSpokecontainermovement.

USD 523.8 million worth of onions exported from April to December 2022

NEW DELHI : USD 523.8 million worth of onions was exportedfromApriltoDecember2022.

Government has not restricted or prohibited the export of onion. The extant export policy of onions is ‘Free’. Only the export of onion seed is ‘Restricted’ and that too is permitted under Authorisation from DGFT.

DGFT vide Notification No. 50 dt. 28.12.2020 amended export policy of Onion (of all varieties) in cut, sliced or broken in powder form and Bangalore Rose onions and Krishnapuram onions excluding cut, sliced or broken in powder form from ‘prohibited’ to ‘free’.

DGFT exempts Cashew EoUs & SEZ Units from minimum import price requirement

NEW DELHI - In a notification issued on few days ago, the Director-General of Foreign Trade (DGFT) stated that the MIP on cashew kernel brokens and whole nuts will not be applicable for imports by 100% export-oriented units and units in SEZs, provided that the imported cashew kernelsarenotsoldinthedomestictariffarea(DTA).

Imports of cashew kernels and broken nuts are prohibited. However, imports are free if the cost, insurance, and freight (CIF) value is greater than Rs 680 per kg for broken cashew kernels and greater than Rs 720 per kg for whole cashew kernels. The MIP conditions, however, will not apply to imports by 100% EoUs and units in the SEZ. According to the DGFT notification, SEZs and EoU units are not permitted to sell imported cashew kernelsinthedomestictariffarea(DTA).

According to P Sundaram, Chairman of the Cashew Export Promotion Council of India (CEPCI), the domestic market will be flooded with produce from competing countries, resulting in the closure of cashew processing

units in the ountry. The domestic industry is already experiencing low demand, and the MIP notification will exacerbate the situation, according to Sundaram. Former CEPCI Chairman RK Bhoodes stated that the decision would be detrimental to the domestic cashew industry because it would pave the way for undervalued importsviaSEZs.

“With the current notification, the MIP is again made not applicable to SEZ, which in other words makes import of broken kernels through SEZ and its subsequent sales in the Indian market made easy. SEZ units can now import kernels at much lower prices than in India and export them at even lower prices after value addition under the Indian label. A genuine Indian exporter cannot compete with such SEZ exports,” he said. He emphasized that the industry worked hard to get MIP imposed on cashew kernel imports, which nearly stopped the unethical and undervalued import of kernels.

Performance of sectors including IT, ITeS, tourism and healthcare is helpingtheexportsregistersignificant growth rates, he said.“Going by the current growth rate, the services exports will cross USD 300 billion this fiscal,”Sinhasaid.

According to the data of the Commerce Ministry, the estimated value of services export in AprilJanuary 2022-23 is $272 billion as comparedto$206.28billionintheyearago period. In 2021-22, these exports touchedanall-timehighof$254billion.

IT and ITeS accounts for 40-45 per cent share in the exports. It is followed by travel and tourism, education, and financial services like banking, and accountancy.

Developed countries are contributing maximum share in these

exports, he said adding Common wealth of Independent States (CIS) countries holds huge potential to increasetheexports.

“Export support measures will help in enhancing competitiveness of the sector and free trade agreements withtheUAEandAustraliaarehelping explore new markets and increase shipments,”Sinhasaid.

He said the one trillion dollars targetby2030is notambitiousandthe industry can achieve this with the help oftheGovernment.

HAMBURG : The two port authorities of Hamburg and Halifax have officially inked a memorandum of understanding (MoU) to set up a joint maritimeinnovationnetworkplatform.

Jens Meier, CEO of the Hamburg Port Authority and Allan Gray, President and CEO of the Halifax Port Authority, signed the agreement on the sidelines of the Green Tech for Ports and Terminals Conference 2023 on 21February2023.

The PIER, a global centre of excellence for research and collaboration in port innovation, planning, and strategy in Halifax, Canada and homePORT, an innovation campuslocatedintheportofHamburg in Germany are “very similar”, accordingtothetwoportauthorities.

According to the statement, the goals of The PIER and homePORT are very similar in terms of fundamental concepts and vision. Because the two innovation ecosystems have a similar orientation, both organisations want to reinforce their collaboration to produce addedvalue.

Therefore, The PIER and homePORT Hamburg will set up a joint maritime innovation network platform as an “Open Innovation Platform” with the aim of exchanging best practices, solutionsandchallenges.
