SINGAPORE: The International Federation of Customs Brokers Associations (IFCBA) held a very successful conference on 12-13th December 2022 in Singapore, welcoming customs brokers from 12 countries in Asia, North and South America, the Caribbean, and Africa, and celebrating the IFCBA’s 30th anniversary. The focus of the conferencewasontheWorldCustomsOrganization(WCO) study review of the Harmonized System of Tariff Classification.

In his opening speech, the Secretary General of the WCO, Dr. Kunio Mikuriya, congratulated the organisers of the Global Conference and extended his best wishes on the IFCBA 30th anniversary. Dr. Mikuriya expressed his appreciation for the role of customs brokers worldwide and for the contribution of business operatorstocustomswork.
The WCO official launch of the study on the possible strategic review of the HS, in September 2022, was in the spotlightoftheConference.Inthisrespect,theSecretary of the IFCBA, Ms. Carol West, shared the consolidated results of the replies of the IFCBA members to the survey.
TheIFCBAincludesHSexpertpractitionerswhoare committed to the progress of the HS strategic review project and who have substantially contributed already to the WCO Global Conference for the future of the HS, heldinBrussels,inMay2019.
The WCO Secretariat represented by a WCO project officer, whose participation was funded by the Customs Cooperation Fund (CCF) of China, expressed its appreciation and assured that IFCBA input would be reflected in the study for the WCO members' consideration. Furthermore, she updated the customs brokers on the progress of the study, since its launch, addressed the comments expressed and discussed the pointsraisedbytheparticipants.
Finally, within the framework of the Conference, the Chairperson of the WCO Private Sector Consultative Group(PSCG),Mr.JaimeKingandtheChairpersonofthe
Asia-PacificPrivateSectorGroup,Mr.KitHickey,provided informationontheirmainachievementsoverthepastfew yearsasaresultoftheopportunitiesprovidedbytheWCO fortheengagementwiththeprivatesector.
FFFAI also participated in this important meet. Representing FFFAI, its Executive Committee Member Mr. Vikrant Gogia made a presentation at the IFCBA Conference to highlight the recent developments in Indian Customs with active collaboration from the pan India apex body FFFAI. He also shared that Indian Customs Act 1962 completes its 60 years and FFFAI sharesthecommonDiamondjubileeyearcelebration.
MrGogiaemphasisedontheIndianCustomsvarious facilitation measures along with IT and faceless transaction initiatives, which include Electronic Cash Ledger, Anonymised Escalation Mechanism, Electronic Cargo Tracking System, Customs Brokers Licensing Management Portal, Turant Customs, E-Sanchit, Authorised Economic Operators, Direct Port Delivery, etc, which ensure Ease of Doing Business in line of the Government of India’s mission. With a transparent and trust-based system in place, Indian Customs and Customs Brokers in India working as partners to promote the EXIM trade in the country. FFFAI is constantlyindialoguethroughitsrecommendationsand working together with the Indian Customs and Government of India for achieving the set target of $5 trillion economy by 2025. The audience representing different countries from across the world strongly applauded the developments pertaining to ease of Customs Clearance and Customs Broking Business inIndia.

NEW DELHI: With the IndiaAustralia interim trade deal set to kick off later this month, the Central Board of Indirect Taxes and Customs has notified the Rules of Origin. The notification, which relates to the eligibility requirement to claim the preferential customs duty on trade in goods, under the economic cooperation and trade agreement (ECTA), will come into effect from December 29. This is when the ECTA will also come into effect.
RoAs specify the threshold for value addition in the country concerned to qualify for the tax concessions under the FTA, so that the benefits are not misused by firms basedinothercountries.
Called the Customs Tariff (Determination of Origin of Goods under the India-Australia Economic Cooperation and Trade Agreement) Rules, 2022, the notification by the
CBIClaysouttheorigincriteriabased onwhichtheproductwouldbeeligible forthepreferentialcustomsduty.
India and Australia had in April this year signed the ECTA, which is expected to cover 90% of the bilateral trade between the two. India will benefit from preferential market access provided by Australia on 100% of its tariff lines. India will be offering preferential access to Australia on over 70% of its tariff lines, including lines of export interest to Australia which are primarily raw materials and intermediaries such as coal, mineraloresandwines.
Experts said the notification by the CBIC would help businesses evaluate the benefits of the ECTA for theirproducts.
Oncethetariffnotificationisrolled out for the ECTA, Indian businesses need to evaluate the benefit extended on the inbound and outbound trade from the perspective of supply chain
optimisation and enhanced access to a new market, covering a large cross section of goods or sectors,” said PwCinanote.
Abhishek Jain, Partner Indirect Tax, KPMG in India said, “It is important to note that each FTA has its own origin rules and nuances thereof, and given the CAROTAR provisions which were introduced by the Indian government in 2020, the onus is on Indian importer to ensure that the said rules are duly complied with. As such, for Companies looking to take benefit of the Indian- Australia FTA, a detailed perusal and compliance of the origin rulesremainsindispensable.”
Australia is the 17th largest trading partner of India and India is Australia’s 9th largest trading partner. India-Australia bilateral trade for both merchandise and services is valued at $ 27.5 billion in 2021.

She emphasised on the role of R&D and strengthening of the
entire value chain to achieve the exporttarget.
Technical textiles is one of the key emerging industries having far reaching applications across geotextiles, medical textiles, agrotextiles and sports textiles. “We must leverage opportunities in TechnicaltextilestoensurethatIndia leads the global market in the segment”,saidtheminister.
Speaking at the occasion, Smt. Rachna Shah, Secretary, Ministry of Textiles, reiterated the significant role that the textiles industryplaysinachievingthevisionof India@100asadevelopednationwitha 10-fold increase in per capita income. The sector is poised at a critical juncture and ready to take a big leap facilitated by favorable policy regime, robust domestic demand and overall optimism. PLI scheme in the sector is helping to create big global players in
shorter time and is expected to generate investment to the tune of Rs. 20000 crore. MITRA scheme providingcompletevaluechainsupport for textile parks will further help enhancingindustrycompetitivenessby reducinglogisticscost,increasingscale, andgeneratingemployment.
India must explore new global opportunities and focus on emerging markets, such as South America and Africa. Secretary urged the industry to scale up and focus on value products, especially apparel, man-madefibre(MMF)andtechnical textiles, which are already growing at around 10% per annum. She also emphasized on increasing cotton productivity,ensuringqualitythrough traceability and focus on R&D towards product diversification and process innovation and invited industry to collaborate with research agencies.
NEW DELHI: The Government hasinvestedRs30,000croreinthelast eight years in the Andaman and Nicobar Islands, and investments of over Rs 10,000 crore are in the pipeline, Union Minister L Murugan saidrecently.
Addressing a press conference here, Murugan said a Transshipment hub, a greenfield international airport, a township and a diesel/solar power plant have
been planned as part of the proposed mega infrastructure project on the Great Nicobar Island.
“In the last eight years, our Government has invested more than Rs30,000croreforthedevelopmentof the islands, and as you all know investments worth Rs 10,000 crore are in the pipeline. This will not only generate a lot of employment opportunities for the local youths, but
will also boost the economy of this place,”hesaid.
“Under the leadership of Prime Minister Narendra Modi, wearecommittedtothedevelopment of Andaman and Nicobar Islands,” said Murugan, the MoS for Information&Broadcasting.
The Minister expressed satisfaction with the implementation of central projects by the local administration.

SINGAPORE: CMA CGM-owned intra-Asia shortsea specialist CNC Line has announced the launch of the Yangon Cambodia Express YCX Service, a direct connectionbetweenMyanmar,Cambodia,Singaporeand Malaysia.
The new service will begin its inaugural voyage on 3 January from Singapore with the following rotation: Singapore – Port Klang (Malaysia) – Yangon (Myanmar) – Port Klang – Singapore – Sihanoukville (Cambodia)–Singapore.
CNC said that YCX connects Myanmar with the transshipment hubs of Singapore and Port Klang in Malaysia, the primary shipping route for Myanmar exportsandimports.

LONDON: Drewry’s composite World Container Index decreased by 0.3% to $2,119.96 per 40ft container last week.

The composite index decreased by 0.3% last week, the 43rd consecutive weekly decrease, and has dropped by 77% whencomparedwiththesameweeklastyear.
The latest Drewry WCI composite index of $2,120 per 40-foot container is now 80% below the peak of $10,377 reached in September 2021. It is 21% lower than the 10-year average of $2,693, indicating a return to more normal prices, but remains 49% higher than average 2019 (pre-pandemic) rates of $1,420.
The average composite index for the year-to-date is $6,461 per 40ft container, which is $3,767 higher than the 10yearaverage($2,693mentionedabove).
The composite index decreased by 0.3% to $2,119.96 per 40ft container, and is 77% lower than the same week in 2021. Freight rates on Shanghai – New York dropped 2% or $63 to $3,889 per feu. Spot rates on Shanghai – Genoa and LosAngeles–Shanghaifell1%eachto$2,879and$1,169per40ft box, respectively. Similarly, rates on Rotterdam – Shanghai and Rotterdam – New York slipped 1% each to $789 and $6,989 per 40ft container, individually. However, rates on Shanghai –Rotterdamgained2%or$32to$1,706perfeu.RatesonNewYork – Rotterdam and Shanghai – Los Angeles hovered around the previous week’s level. Drewry expects smaller weekon-week reductions in rates in the next few weeks.

NEW DELHI: The Centre for Economics and Business Research (CEBR) recently said that India's growth trajectory will see the country rise from fifth place on the World Economic League Table in 2022 to thirdintheglobalrankingsby2037.
The said in its annual World Economic League Table 2023 that over the next five years, the annual rate of GDP growth is expected to average 6.4 per cent, after which growth is expected to average 6.5 per cent in the subsequent nine years. This growth trajectory will see IndiarisefromfifthplaceontheWorld Economic League Table in 2022 to
third in the global rankings by 2037, the consultancy said in the report releasedonMonday.
CEBRsaidIndiahadanestimated PPP-adjusted GDP per capita of USD 8,293 in 2022, classifying it as a lower middle-income country. PPP GDP is gross domestic product converted to international dollars using purchasingpowerparityrates.
Though agriculture employs a bulk of majority India labour market, CEBR said most of the country's economic activity is accounted for by the nation's services sector, as its economy has diversified and developedovertheyears.
"The pandemic had a particularly devastating effect on the South Asian countryin absolute terms, India has the third highest death toll globally. This,inturn,ledasignificantdecline in economic activity, with output contracting by 6.6 per cent in fiscal year2020-21,"theconsultancysaid.
CEBR said in the report that a sharp rebound in economic activity followed, fuelled by an uptick in domestic demand, as the pandemic subsided, resulting in GDP growing by 8.7 per cent in fiscal year 2021-22, making it the fastest-growing major economyintheworld.

TOKYO: Mitsui O.S.K. Lines, Ltd. (MOL; President & CEO: Takeshi Hashimoto) has announced that it concluded a commitment line agreement through a transition-linked loan with Sumitomo Mitsui Banking Corporation (President and CEO: Makoto Takashima; Head Office: Chiyoda-ku, Tokyo). This is Japan's first global commitment line agreement using a transition-linked loan.
This loan is a financial instrument designed to assist companies that are taking action on climate change and are committed to reducing greenhouse gas (GHG) emissions in accordance with a long-term strategy to achieve a decarbonized society. This is the third such loan that MOL has procured, following previous financing arrangements for the LNG bunkering vessel Gas Vitality and the bulk carrier Shofu Maru equipped with the Wind Challenger, which converts wind power into propulsive force. It marks the first time MOL used this approach to procure funds not tied to a specific vessel.
MOL has established a transition finance framework thatsetssustainabilityperformancetargetsforthegoals set forth in "the MOL Group Environmental Vision 2.1," The eligibility of the loan has been assessed in a thirdparty evaluation (Note 4) by "DNV Business Assurance Japan" to ensure that it complies with all standards: (1) the Climate Transition Finance Handbook published by the International Capital Markets Association (ICMA), (2) the Basic Guidelines on Climate Transition Finance published by the Financial Services Agency, MinistryofEconomy,TradeandIndustry,andMinistryof the Environment, (3) the Sustainability Linked Loan Principles published by the Loan Market Association International (LMA) and others, and (4) the Sustainability Linked Loan Guidelines published by Japan'sMinistryoftheEnvironment.
The MOL Group has set a goal of achieving net zero emissionsby2050.Throughthisloan,thegroupwillcarry forward its environmental strategy from the aspect of financing and contribute to the realization of a lowcarbon/decarbonized society through concerted groupwideefforts.
DUBAI: DP World and the Saudi Arabia-based Hassana Investment Company (Hassana), the investment manager for the General Organisation for Social Insurance(GOSI)–whichownsoneoftheworld’slargest pension funds – announced today an investment of approximately US$2.4 billion (SAR9.0 billion) in three of DP World’s flagship UAE assets. This sale of a strategic minority stake in Jebel Ali Port, Jebel Ali Free Zone and National Industries Park, follows on the earlier transactionthatsuccessfullyclosedinJune2022.
Hassana will invest approximately US$2.4 billion in a new joint venture with DP World through which it will hold its economic interest in a stake of approximately 10.2% in the three UAE assets. The investment by Hassana implies a total enterprise value of approximatelyUS$23billionforthethreeassets.
TheJebelAliPort,FreeZoneandNationalIndustries Park together comprise a best-in-class group of infrastructureassets,withasolidlong-termtrackrecord of growth. Combined, they form a world-class integrated ecosystem for the supply and logistics chains of over 9,000 companies from around the world, serving more than 3.5 billion people globally. The three assets generatedpro-forma2021revenueofUS$1.9billion.
After this investment, which closed on 19 December 2022, the three assets will remain fully consolidated businesses within the DP World Group, and their day-today operations, customers, service providers and employeeswillnotbeaffected.
