India plans to introduce a single-window clearance system for exports : CBIC

NEW DELHI: Central Board of Indirect Taxes and Customs (CBIC) Chairman Vivek Johri said on Thursday, that a system is in the works where web-based registration of goods, including from special economic zones, would be allowed to facilitate integration of Customs systems with other regulatory agencies to ensure faster clearances for consignments. Indian government is now planning to introduce a single window clearance system for exports, in line with the existing clearancesystemforimports.

“Currently, we still have physical process for registration on exports side…but we are actually working on a system where web-based registration of goods is possible which would mean that there’s no need for any broker or exporter to actually travel to a port to submit theirdocumentstocustomsforinitiatingprocesses”

“You are familiar with the single window on the import side. We are trying to introduce something similar on the export side. There are export consignments that require regulatory intervention from control agencies, say drug controller, other agencies. We are trying to integrate Customs ICEGATE with these agencies. This will further compress time taken to release export consignments,” JohrisaidatCIINationalExportsSummit.

Indian Customs Electronic Gateway (ICEGATE) is the national Customs portal of CBIC that provides e-filing services including electronic filing of the Bill of Entry (import goods declaration), Shipping Bills (export goods declaration), e-payment of Customs Duty, Common Signer

utility for signing all the Customs Documents, to trade, cargocarriersandothertradingpartnerselectronically.

At present, about 43,542 users are registered with ICEGATE who are serving over 12.5 lakh importers / exporters. Customs is also trying to integrate SEZs to the ICESportal.

Johri also said that the average release time, which is measured by the time of arrival of goods to the port and their actual departure, of export cargo has been halved. The Trade Facilitation Action Plan, which ends in 2023, has set a target of average release time of 24 hours and 12 hours for exports through sea port and airport, respectively.

“There is a need for further compression in release time taken by regulatory agencies… The target is quite steep… We are very consciously working on reducing the average release time,” Johri said. He also said that 80-85percentoftheaveragereleasetimeofexportcargois on account of the time taken after Customs clears the consignments.

There is a need to share real time information with exporters, such as the time when the vessel is docking at port for taking the consignment, which will also help cut down on the time to release export consignments, he said. “India has set an ambitious target of reducing the average release time of exporting cargo through sea and air to 24 hrs and 12 hrs respectively. The average release time has been reduced to half of what it used to be, but still a lot ofworkisstillneededtomeetthetargetlevel,”hesaid.

Foreign Exchange reserves plunge $4.5 bn

MUMBAI: Foreign exchange reserves fell by $4.5 billion after rising marginally in the previous week. The reserves stood at $528.4 billion for the week ended October 14, data released by the Reserve Bank of India showed. The decline in the reserves was on account of foreign currency assets and gold reserves. Forex reserves have been on the decline since July 29, with an exception of thepreviousweek,whenforexassetsgrewby$204million.

India’s forex reserves played a critical role in cushioning the impact of a severe turmoil witnessed in the global markets in recent months, T Rabi Shankar, DeputyGovernoroftheRBI, said. “Reservescontinueto be healthy and complement the strong macroeconomic fundamentalsoftheIndianeconomy,”hesaidattheannual day event of the Foreign Exchange Dealers Association of India.

Huge scope for India to move in global value chain systems: Commerce Secretary

NEW DELHI: There is a huge scope for India to move in the global value chain systems and have high-value addition in global exports, Commerce SecretarySunilBarthwalsaidrecently.

India’sshareinglobalexportsisless than 2 per cent. So, huge potential is there to boost the shipments despite global headwinds and low trade growth predictions,headded.

“So, we can easily aim for doubling our exports and increasing our exports

(share) to 10 per cent over a period of time and these opportunities exist even if somebody is saying that global trade scenario is looking bleak,” he said here at the CII National Exports Summit. The domestic exporters should not be pessimistic about this scenario, he added.

“There is a huge scope for India to not only move in the global value chains systems but also to have high-value addition and contribution in the world’s

exports,”Barthwalnoted.

The growth in world trade is expectedtoslowdowntoonepercentin 2023, due to global uncertainties, accordingtoaWTOforecast.

The World Trade Organization (WTO)hasalsoprojectedagrowthof3.5 percentinglobaltradethisyearagainst theAprilestimateof3percent.

The secretary also said that global firms are looking at India as an alternativedestinationforinvestments.

Centre may consider increasing interest subsidy for MSME manufacturers and exporters

NEW DELHI: The Government is contemplating to raise the interest subsidy from 3 per cent to 5 per cent for micro, small and medium manufacturers, and from 2 per cent to 3 per cent for manufacturer-exporters and merchant-exporters exporting under410tarifflines.Thesubsidywould come across as a relief for the concerned exporters following the risinginterestrates.

Indian exporters are currently witnessing the challenge of reduced demandinkeymarketsledbythethreat of global recession and high inflation and hence, this move would give some respite to the MSME manufacturers andexporters.

The Ministry of Commerce and Industry is analyzing the cost of the exercise and will further move the proposal to the Ministry of Finance, as per the report. The scheme helps exporters get access to capital at a reducedcost.

As a matter of fact, exporters have beenpushingthegovernmenttorestore the interest equalization benefits among a series of hikes in the interest ratebytheReserveBankofIndia(RBI).

“We are considering the demand to

restoretheinterestequalizationratesof 5percentforMSMEexportersand3per cent for those dealing in 410 specified tariff lines…we are calculating the additional cost burden for the exchequer.Wewillthenmoveaproposal totheministryoffinancetoconsiderit,” said a senior government official as per the report by Mint. He further added, “exportersarefacingtheburdenofhigh interest rates and slowing international demand, and therefore, we are considering the proposal of hiking the interestsubsidyrates.”

Over the last two years, the Centre had reduced the interest equalization benefit to 3 per cent from 5 per cent for MSME manufacturers, as overall interest rates had come down and MSMEs were procuring loans at 7-7.5 per cent interest. However, the exporters are now alarmed by the increased rate of interest which is nearing10percentforMSMEloansand is higher than the pre-covid level. They have raised their concern that it will increasetheinterestburdenonthem.

Under the interest equalisation scheme, the government has allocated Rs 2,621.5 crore for fiscal year 2022-23. It was Rs 3151.15 crore in the revised budgetfor2021-22.

RBIinMarchthisyearhadextended theinterestequalisationschemeforpre and post-shipment rupee credit for MSMEexporterstillMarch2024.

The RBI’s Monetary Policy Committee had hiked the repo rate for the fourth time this year on 30 September by 50 basis points and economists expect another increase in December with inflation rising to over sevenpercent.

The interest equalization scheme is applicable for sectors that are labourintensive and employment generating such as readymade garments, toys, handicrafts, auto components and processedfood.

Innovative initiatives being taken by Ministry of Ports, Shipping and Waterways as part of the Special Campaign 2.0

NEWDELHI:TheMinistryofPorts,

Shipping and Waterways has taken number of initiatives under the ‘Special campaign for Disposal of Pending matters’ (SCDPM 2.0) of GOI. MoPSW has identified removing pendency and improving cleanliness as the focus areas, which will result in better record management, improve work efficiencies, enhance transparency and contributetowardsasustainablefuture.

As advised by the SCDPM 2.0 guidelines, all the special focus is on field/outstation offices in addition to the Ministries/Departments and their attached/subordinate offices. All the major ports and subordinate/attached officesunderMinistryofPorts,Shipping andWaterwaysareundertakingvarious efforts to remove pendency and improve cleanliness in their offices and their office compounds. Details of targets set and progress made is regularly uploaded on SCPDM 2.0 Special campaign Portal. All the Major Ports and attached offices of MoPSW under taken various initiatives under theSwachhBharat2.0campaign.

Jawaharlal Nehru Port Authority (JNPA) in collaboration with "Uplift India Association" and their partner organization Humsafer foundation are working for the welfare of truck drivers and offering them with safe driving technology along with free health protectionscheme. ByDecember,2022, about 10000 truck drivers would be benefitedunderthesaidscheme.

Cochin Shipyard Limited has disposed-off612MTcopperslag,210MT industrial waste, 400 MT steel scrap. ‘SRAMDAN’ movement started on 11 Oct2022withtheparticipationabout400 employees. This has resulted in cleaning and rearranging of an area of about 1500 Sqm in the Yard. CSL is also converting industrial waste to useful products under ‘Waste to Wealth’ mission with the help of NIIST. GIFT City signs MoU with Fintech Association of Japan

GANDHINAGAR: Gujarat International Finance Tec City (Gift City) has inked an agreement with Fintech Association of Japan (FAJ) to promote innovation and entrepreneurshipinthefintechdomain.

On Thursday they announced a memorandum of understanding (MoU) for conducting programmes related to international financial services, promoting GIFT City as a fintech hub in India, and exposing young innovators in the fintech domain to opportunities in IndiaandJapan.

GIFTCityandFAJwillalsoorganise bootcamps, hackathons, and incubation and acceleration programmes focused on fintech areas such as payments, lending, financial planning, insurance technology, regulatory technology, wealth management and trade processing, among others, a statement said.

The entrepreneurial programmes will also focus on financial inclusion, cyber security, artificial intelligence (AI), blockchain and human augmentation.

Tapan Ray, Managing Director and Group CEO, Gift City, said, “The association with FAJ aims to strengthen and create more value for the entities in GIFT City that will further spread awareness, knowledge and empowerment in the fintech domain. Highlighting the importance of the mega event, Mr Shankar Shinde, Chairman, FFFAI shared that at this Diamond Jubilee Celebration event, FFFAI will also release a documentary video containing the major happenings in FFFAI and its 28 member associations during last 60 years’ journey. A Coffee Table Book to feature in significant memories and a Souvenir will also be published to commemorate the event. Further Mr Shinde informed that at this event there will be some CSR activities like felicitating people from Armed Force and Sports, those who made India proud. Some other CSR activities are also being considered whichwillbefinalisedinduecourseoftime.

Cosco Shipping enters logistics arena with investment in 3PL affiliate

BEIJING: Cosco Shipping Holdings officially launched its supply chain logistics division recently, joining peers like MSC, Maersk and CMA CGM in entering the3PLarena.

The state-controlled group said, in a Shanghai Stock Exchange filing, it wanted to optimise warehousing, trucking, container distribution, sea and rail freight, customsclearance,airfreightandLCLtransportation.

The windfall reaped by liner operators in the last two years,theresultoflogisticalbottlenecks,hasencouraged oceancarrierstoinvestinthelogisticsfield.

TherehadbeensignsthatCoscowantedtoenlargeits logisticscapabilities.On1October,itwasannouncedthat Cosco Shipping Lines would take a 7% stake in affiliate Cosco Shipping Logistics Supply Chain, describing the

moveas“astrategicinvestment”.

On 10 October, Parent Cosco Shipping Group gave away 805m “A” shares in Cosco Shipping Holdings to compatriot state-owned carmaker SAIC Motor Corp, a 5%stake,inamoveitsaidwasaimedatstabilisingSAIC’s position in automobile logistics, while helping the shipping group to expand its end-to-end transport services.

And today, Hua Chuang Securities said: “Cosco Shipping Holdings is positioning itself as a digitalised supply chain operation with container shipping as the core. Gaining an interest in its 3PL affiliate will improve itsend-to-endservicenetwork.”

It added that, as container freight rates continued their downward trajectory, getting into logistics could boost Cosco Shipping’s earnings once US and European retailersstartedtorestockgoodsfromChina.
