PSA Mumbai (BMCT) serves the important industrial and manufacturing centres and cities in Northwest India, as well as India’s largest hinterland with a population in excess of 400 million. The development of PSA Mumbai, JNP’s fourth Container Terminal, will cater to the ever-increasing demand for container handling capacity, boost export / import trade and increase economic activities betweenIndiaandothercountries.

WhenPSAMumbaiisfullycompleted,itwillhaveaberth length of 2,000 metres and the deepest berths in JNP to handlelargesuperpost-panamaxvessels.

It will also be equipped with the latest technology and equipment to offer customers fast turn around of their vessels. PSA Mumbai is well-connected by major highways and rail networks to key markets in Maharashtra, Gujarat, and the National Capital Region of India.

AD Ports Group’s SAFEEN Feeders and Invictus Investment sign strategic agreement

To Own and Operate Five Dry-Bulk Vessels Under a Long-Term Contract

Total Capital Commitment for the Five Vessels will be AED 463 million

ABU DHABI: AD Ports Group’s SAFEEN Feeders has signedamajoragreementwith Invictus Investment to launch a new international dry bulk shippingservice.

Under the terms of the agreement, the two companies will purchase ships through Special Purpose Vehicles, owned 85% by SAFEEN Feeders and 15% by Invictus Investment. In addition, SAFEEN Feeders and Invictus Investment will form a joint venture to operate the service. The joint venture will be owned 51% by SAFEEN Feeders and49%byInvictusInvestment.

The two companies are expected to initially commit approximately AED 463 million (USD 126 million) for the investment in the vessels. Five ships of varying sizes are expected to be deployed within six months, starting in September2022,withadditionalvesselsenvisagedaspartof futuregrowthplans.

The joint venture will serve as the carrier for Invictus’ dry-bulk trading business, which currently ships more than three million tonnes of commodities annually, principally wheat and complementary grains. The majority of the ships’ capacitywillbeprovidedtosupportthisbusiness.

In addition, the joint venture will also extend its commercial bulk shipping services to other companies globally, with an initial focus on the Red Sea and Pacific corridors, the Indian sub-continent as well as the Black Sea region,andwiththecapacitytoshiptoanywhereintheworld withininternationalnavigatinglimits.

Under the joint venture agreement, Invictus Investment will commercially operate the vessels, and with Invictus’ large existing trading volumes added to the program, it is expectedtogeneratestrongreturnsontheinvestment.

Invictus, which was listed on the Abu Dhabi Securities

Exchange (ADX) in June 2022 under the ticker INVICTUS, has leveraged its core competency in wheat trading to diversify into complementary grains, as well as cotton, groundnuts, meat, other commodities and finished goods. SAFEEN Feeders, which launched in 2020, has significantly expanded its fleet over the past two years, deploying new vesselsofvaryingsizesandcapacitiesforbulkandcontainer services,boostingoverallcapacityto23,400TEUs.

This not only higher than the combined Q2 EBIT ofthepast11yearsbutisalsorightatthetop with the 2021-Q4 and 2022-Q1 EBIT; once CMA CGM’s EBIT is included in the list, 2022-Q2 would likely become the most profitablequarterinthelastdecade.

“We should stress that we do not mean this as a value judgement on whether Shipping Lines making money is a good or a bad thing, and we note it has generally been an unprofitable business for the past decade or so; we are merely pointing out the unprecedented nature of the current market dynamics,” said Alan Murphy, CEO, Sea-Intelligence.

“To see just how unprecedented these profits are, figure1showstheEBIT/TEUfor the carriers that publish both their EBIT and their global volumes.Pleasenotethatweare still missing CMA CGM for 2022Q2. This level of profitability, however, might not continue into Q3, due to the fast-falling freight rates, and the slowdowninglobaldemand.”

Engineering goods exports to China, EU fall on demand slowdown

KOLKATA: Engineering goods exports to China and the European Union fell in August due to demand slowdown while the shipments to the United States rose during the month, Engineering Export Promotion Council(EEPC)ofIndiasaidrecently.

Continuing the downtrend, engineering goods exports to China nosedived over 70 per cent in August 2022 to $173.7 million as compared to $619.5 million in the same month last year.

As per EEPC India analysis, engineering exports to the European Union (EU) fell 27.3 per cent year on yearto$1.47billion.

With the demand from China, the EU, and other key markets slowing down substantially, overall engineering exports in August 2022 dropped by 12.64 per cent to $8.4 billion as compared to $9.6 billion in August2021.

The15percentexportdutyonsteel continued to weigh on engineering exports as India’s iron and steel exports dropped by 62.2 per cent in August2022onayear-on-yearbasis.

Cumulative engineering export during April-August 2022-23 was recorded at $46.6 billion as against

$45.1 billion during the April-August period of 2021-22, managing 3.33 per centgrowth.

After a spell of positive year-onyear growth since February 2022, Indian engineering exports for the first time dropped drastically in the monthofAugust2022.

“The preliminary data indicates that fall in iron and steel exports have been the biggest contributor to this decline – iron and steel exports in the month of August 2022 declined by 62.2 percent over the same period last year. In cumulative terms, the decline was around 37 percent. The 15 percent export duty on certain steel products has seriously daunted India’s export capability in many potential markets including EU countries,” said Mahesh Desai, Chairman,EEPCIndia.

Desai stated that the industry believes that if the duty continues it will seriously impact our exports, especially at a time when global conflicts are generating new opportunitiesinmanymarkets.

“The iron and steel sector is already going through several challengessuchasthecontinuationof the EU safeguard on Indian steel and

the impending EU GSP withdrawal,” headded.

Amid slowing demand from various markets, the United States (US)continuedtoregistergrowthand remained the top importer of Indian engineeringgoodsinAugust2022.

Engineering shipments to the US grew 14.2 per cent year-on-year in August to $1.58 billion as against $1.39 billion in the same month last year. Cumulative growth during the AprilAugust period was higher by 33.7 per cent.

As per the Quick Estimates of the Ministry of Commerce and Industry, Government of India, the share of engineering in total merchandise exportswasrecordedat24.44percent in August 2022 while the claim was 24.10percentonacumulativebasis.

“Several international agencies have predicted an economic slowdown in the US – the biggest market for Indian iron and steel. In such a scenario, we feel that the Government should reconsider the export duty on steel such that the industry can make the most of the opportunities and also at the same time face the global challenges,” EEPCIndiaChairmansaid.

The policy has set targets and includes a detailed action plan to achieve them. The targets are — to reduce the cost of logistics in India to be comparable to global benchmarks by 2030; improve the Logistics Performance Index ranking, to be among the top 25 countries by 2030; and create data-driven decision support mechanism for an efficient logistics ecosystem.

“First, we will organise a national workshop here on the policy in which there will be brainstorming sessions with all the key stakeholders, including Centre,statesandtheindustry.Theaim is to make stakeholders aware of its advantages,”theofficialsaid.

After that, the Country will be divided into six zones for zonal conferences and then there will be

workshops on different action plans of thepolicy,suchasonwarehousing,skill, andEaseofLogisticsServices(ELoGS) platform.

The policy has laid down an action agenda for immediate on ground implementationofvariousinitiatives.

To ensure that the benefits of this policy have maximum outreach, important initiatives under the policy including the Unified Logistics Interface Platform (ULIP), the Ease of Logistics Services platform, ehandbook on warehousing, training courses on PM GatiShakti and logistics on i-Got platform were launched along withthepolicy.

Companies can raise grievances on the ELoGS platform and that issue will be taken up by the concerned authoritiesonaprioritybasis.

Citing an example, the official said there are about 200 Container Freight Stations (CFSs) in the country which deal with export and import related consignments.

But after the introduction of direct port delivery, these stations are unable toworktotheirfullcapacity.So,theyare urgingthegovernmenttoallowusageof these facilities for domestic purposes also, but the customs department has certainobjections.

According to the DPIIT, this policy supports enhancing the competitiveness of Micro, Small and Medium Enterprises, and other sectors such as agriculture and allied sectors, fast-moving consumer goods and electronics. With greater predictability, transparency and reliability, wastages in the supply chain and need for huge inventorywillreduce.

Logistics Policy paves way for Digitizing & Simplifying Trade : Dy Secy, Logistics Division, DPIIT

NEW DELHI: Cabinet-approved National Logistics Policy (NLP) paves the way towards digitizing and simplifying the process of export and import in the Country said a top Government official while sharing how the policy aims to bring Ease of Doing Business for MSMEs and small businesses entering the trade basket.

Listing the action areas where the Government is working to simplify export-import and cross-border trade, Dr. Jivisha Joshi, Deputy Secretary, Logistics Division, DPIIT was recently quoted as saying that, “We are working on track and trace, making sure that proper infrastructure is in place and how concerns related to customs regulationscanbesimplified”

On Why a National Logistics Policy, sheopinedthat,“thescopeoflogisticsis more than just the supply chain, transportation, and storage. “NLP is the missing thread connecting different sectors and industries across the Country.”

Highlighting the three target areas of the National Logistics Policy, Dr. Joshisaidthatthepolicyaimstoreduce the cost of logistics in India to be comparable to global benchmarks by 2030,improvethelogisticsperformance index and be amongst the top 25 countries, and develop a data-driven support mechanism for an efficient logisticsecosystem.

Additionally, the policy focuses on process and service reforms, sectoral plansforefficientlogistics,andbringing

in standardization and harmonization intheindustry,sheshared.

On Unified Logistics Interface Platform, she added that along with the policy, the Unified Logistics Interface Platform (ULIP) was launched which aims to assist different stakeholders of the industry including shipping companies, government agencies, and private representatives to exchange informationonareal-timebasis.

ULIP to become a logistic emarketplace, commented Dr. Joshi on the scope of the platform adding that it is now for the industry to collaborate with the government for that. “ULIP has been launched and open for industry stakeholders. We request everyone to have a look at it and get onboarded.”

World needs Maritime Trade to brave rough seas of crises : UNCTAD Chief

NEW YORK: The world again needs the shipping industry to brave the rough seas of crises, UNCTAD Secretary-General Rebeca Grynspan said on 22 September as she addressed the Global Maritime Forum’s annual summit.

Speaking at a New York navy yard dubbed the “can-do shipyard” at the height of World War Two, Ms. Grynspan said maritime trade is facing a “historic momentofcrisis”.

The war in Ukraine has disrupted major shipping routes and supply chains. It has also triggered global food, energy and finance crises that have sparked record prices and could push tens of millions more people across the worldintohungerandpovertythisyear.

Maritime transport has a key role to

play in cushioning the blow, since ships carry over 80% of the goods the world trades – including most of the food, energy and fertilizers people desperatelyneedrightnow.

Ms. Grynspan lauded the work already done to help load and transport food and fertilizers from Ukraine under the Black Sea Grain Initiative brokered bytheUnitedNationsandTürkiye.

“I have seen you sail through literally mined waters. I have seen you work the ports in the middle of a war zone,”shesaid.

“There are rougher seas ahead, and we will need your bravery more than everbefore.”

Bringing down food prices

Globally, a record 345 million people in more than 80 countries are currently

facing acute food insecurity, according totheUN.

As of 12 September, the Black Sea Grain Initiative had enabled over 2.7millionmetrictonsofgrainandother foodstuffs to move from the Ukrainian ports of Odesa, Chornomorsk and Yuzhny(Pivdennyi).

The UN points out that all the grain coming out of the three Ukrainian ports benefits people in need, as it helps to calm markets and limit food price inflation.

The initiative is succeeding in one of itskeyaims:tobringfoodpricesdown.

“We need more ships. We need bigger ships,” she said. “We need you. Theworldneedsyou.”

“The seas are rough. Let’s brave themtogether.”

India may soon pave the way for a Rupee loan line to Bangladesh as it fights forex crunch

NEW DELHI: A dollar crunch in Bangladesh, dip in the country’s foreign exchange reserves and a weakening Taka may soon pave the way for a Rupee loan line to Bangladesh and settlement of India’s trade with the neighbourinlocalcurrency,accordingtobankingcircles.

Banking sources told that in the wake of the turbulence faced by Bangladesh they expect a bilateral loan denominated in Indian rupees can be used by the country to pay for the imports from India. A framework for settling exports and imports invoiced in rupees is in place with the Reserve Bank of India’s June 11 circular allowing special vostroaccountsthatbanksofthepartnercountrycanhave withbanksinIndia.

It may further require a central bank notification allowing settlement of trade transactions in Indian rupees outside the Asian Clearing Union mechanism – an arrangement, in vogue since the mid-70s, to facilitate payments among member countries on a multilateral basis to economise on the use of forex reserves and transfer costs. (In May, RBI permitted settlement of trade with Sri Lanka in rupees as the country grappled with a severeshortageinhardcurrency).

Indian banks have turned cautious and selective on their exposure to Bangladesh amid fears that in the coming days banks there may find it difficult to

organise dollars from the market to pay for the goods the Country imports. Bangladesh is considering currency diversification and measures to cut down dollar outgo.

“Under the circumstances we understand that a rupee loan facility may be under consideration. It would reduce the strain on Bangladesh’s forex kitty and is likely to work out cheaper when the loan is repaid later. If the loan is in rupee,theoutgointakatermswouldbelesscomparedtoa dollar loan because the rupee would also depreciate,” said abanker.

However, the advantage is retained only if the loan is used only to buy Indian goods invoiced in rupees. If the rupees lent is converted to US dollars and used to buy dollar-invoicedgoods,thebenefitgoesaway.

But a rupee loan line is a matter that New Delhi and Dhaka, along with the central banks of the two countries havetofinalise.“Wehavenotreceivedanycommunication from the RBI or the ministry so far. However, we believe some initial discussions have happened given the relationshipbetweenthetwocountries,”saidtheperson.

Bangladesh had a trade deficit of $14 billion with India inthelastfinancialyear.Thecountry’sforexreserveshave fallen below $37 billion – down by over $11 billion in one year.

India-UAE CEPA makes significant positive impact on India-UAE trade

NEW DELHI: The India-UAE Comprehensive Economic Partnership Agreement (CEPA) which came into effect on the 1st of May 2022 is already creating a significant positive impact on India-UAE trade. Indian exports to the UAE, excluding petroleum products grew from US$ 5.17 billion during June-August 2021 to US$ 5.92 billion during June-August 2022, which denotes an increaseof14%.

It is pertinent to note that India’s global non-petroleum exportsduringthesameperiod(Jun-Aug2022)grewby3% on an annual basis. This implies the growth rate of India’s non-petroleumexportstotheUAEisalmost5timesasthat ofIndia’snon-petroleumexportstotheworld.

Excluding petroleum related imports, Indian imports from the UAE during the same three-month period grew from US$ 5.56billion (June-August 2021) to US$ 5.61 billion (June-August 2022) or an increase of 1% in percentage terms.

WTO’s global trade growth forecast for the entire year 2022 was at 3% in April 2022. This forecast is expected to be revised downwards as the macroeconomic headwinds had worsenedsinceApril2022.

Indian exports are likely to increase further in the coming months with increasing use of the CEPA by the exporters and with dedicated efforts from Department of Commerce, in association with Indian Mission in the UAE, through organization of a series of trade promotion events intheUAEduringthecurrentFinancialYear.

Centre to financially assist 16 projects under PM Gati Shakti in UP

NEW DELHI: The Centre recently approved assistance of more than Rs 1,000 crore for Uttar Pradesh for 16 projects under its Special Assistance to States for Capital Expenditure scheme introduced last year to help states with resources for capital investment and projects underPMGatiShaktiPlan,inthewakeofCovid-19.

The decision was taken at a meeting of the screening committee on Annual Action Plan organised by the Department for Promotion of Industry and Internal Trade

(DPIIT) under the Chairmanship of Amrit Lal Meena, Special Secretary, Logistics, Department of Commerce andIndustry.

16 projects under the Gorakhpur Industrial Development Authority (GIDA), Noida, Yamuna Expressway Industrial Development Authority (YEIDA) and Greater Noida Industrial Development Authority (GNIDA) will be provided central financial assistance underthescheme.

The container detention charges will be applicable after standard free days from the discharge of containers meant for delivery at Nhava Sheva. The containers meant for movement by road to inland destinations will be dispatched upon receipt of required documents from consignees/receivers and the consignees will be liable for payment of port storage charges in case of delay in submission of these documents. Our Surveyors are M/s. Zircon Marine Services Private Limited. and usual survey conditions will apply. Consignees are also requested to note that the carriers and their agents are not bound to send individual notification regarding the arrival of the vessel or the cargo.
