MUMBAI: DP World will invest over Rs 600 crore on expanding its free trade zones (FTZ) in India, the Head of its Economic Zones Business, Ranjit Ray was quoted as saying recently
The company is exploring opportunities with big electronics and tech companies to export and import from i t s f a c i l i t i e s a s t h e y a i m t o e n h a n c e t h e i r manufacturing presence in the country, people close to the development said.
DP World is the third company in India to set up free trade zones after J Matadee in Chennai and Arshiya in Mumbai.
DP World has five gateway terminals across the coastline of the country – two in Jawaharlal Nehru Port Authority, and one each in Mundra, Kochi, and Chennai.

DP World’s Jebel Ali Free Zone (Jafza) is a dynamic base for over 9,500 businesses from over 100 countries and contributes 25% to Dubai’s GDP .

The FTZ caters to big and small-scale enterprises in automobile, pharmaceuticals, chemical, FMCG, and tech industries.
“We are investing in three zones Mumbai is an 85 acres of land parcel in JNPT The first phase is fully operational We will commence construction for
the second phase by the end of the year We have invested Rs 1,200 crore already and will invest an additional Rs 600 crore,” Ray said.
Another facility in Chennai is spread over 126 acres “We have divided into three phases Phase 2 and 3 will be operational by FY27 First phase investment is Rs 700 crore which includes the entire land parcel,” he added
DP World will invest Rs 85 crore in its upcoming free trade facility in Kochi.
The company in August said it will invest $510 million to build a new container terminal at Kandla Port in Gujarat.
The FTZ, which cuts down time and cost for its customers, can be an opportunity for big manufacturers such as Apple and Foxconn as they expand their manufacturing footprint in India, encouraged by the Government that wants to make India a hub.
Bahri closes Participation in Saudi Maritime Congress 2023 as a Founding Partner

During the conference, Bahri felicitated the captain and crew of its oil-chemical tanker NCC NAJEM on receiving the letter of commendation from International Maritime Organization for their bravery in saving the lives of 35 people from a capsized boat in the Strait of Malacca near the Malaysian coast.

COSCO SHIPPING signs Memorandum of Cooperation on the Construction of a Green Methanol Industrial Chain
BEIJING: On September 20, China COSCO SHIPPING Corporation Limited (COSCO Shipping), State Power Investment Corporation Limited (SPIC), Shanghai International Port Group (SIPG), and China Certification & Inspection Group (CCIC) jointly signed the “Memorandum of Cooperation on the Construction of a Green Methanol Industrial Chain” online. This milestone signifies the start of the actual construction phase for this comprehensive industrial chain cooperation project, which encompasses the production, transportation, refuelling, and certification of green methanol for ships. It represents a significant step towards the application of new energy and the green transformation of the shipping industry.
The adoption of green methanol fuel is a crucial step for the shipping industry to achieve environmental sustainability COSCO SHIPPING has recently placed an order for 12 methanol dual-fuel container ships, each with a capacity of 24,000 TEU, making them the largest in the world. The global order for methanol-powered ships has exceeded 200. Establishing a green methanol industrial chain is not only necessary for shipping companies to align
with the new trend of green, low-carbon, and intelligent shipping, but also to offer customers sustainable and ecofriendly global supply chain logistics services. WCO calls for greater supply chain visibility
BRUSSELS: On 20 September 2023, Mr. Ricardo Treviño Chapa, Deputy Secretary General of the World Customs Organization (WCO), spoke at the third annual Global Trade and Supply Chain Summit organized by Economist Impact in Dubai, United Arab Emirates. In front of an audience of over 500 attendees made up of Chief Supply Chain Officers, Chief Financial Officers, Chief Technology Officers, Chief Executives, Managing Directors and other senior directors with responsibility for procurement and trade, supply chain management, technology, sustainability and compliance, as well as senior government officials and advisors, the Deputy Secretary General took part in a keynote interview titled “Getting things done at the World Customs Organization - next steps at the borders”. The interview was moderated by Gregg Carlstrom, Middle East correspondent, The Economist.
Some of the current challenges facing Customs were addressed during the interview. Against the global backdrop characterized by growing enforcement requirements, the discussion revolved around how Customs administrations worldwide are dealing with a heavier workload, using new technology and meeting the need for more and better skilled staff, and how the WCO is assisting its Members in these domains.

“With the change of the profile of exports, probably Europe will have much reliance on India,” said Sahai, the director general and CEO of the Fe d e r a t i o n o f I n d i a n E x p o r t Organizations (FIEO).
Underlining that it is always “good to deal with a democratic country,” Sahai said India was able to assure businesses “independent organizations” in the long run despite “initial hiccups.”
Since the coronavirus pandemic erupted in late 2019, the Western world, especially Europe, began looking for n e w s u p p l i e r s b e c a u s e o f t h e deterioration in supply chains mostly related to China.
India is one of the candidates, especially in leather, textiles, jewelry, food, electronics, and automotive, said Sahai.
“Luckily for us, we’re making inroads into all fields, we have rolled out a production incentive scheme for all the sectorsforinvestments,”hesaid
Sahai said the country has begun to bear the fruits of its works, noting that technology giant Apple is building “its biggest plant in India.”
“We were a net importer of mobile today,” he added.
India may not roll out a kind of red carpet as other nations do, but it is home to the greatest profitability compared to anywhere else, asserted Sahai, adding:
“We’re developing an evolving ecosystem and we’re focusing more on ease of doing business.”
India-Europe corridor
Besides trade goals, the IndiaM i d d l e E a s t - E u r o p e E c o n o m i c Corridor (IMEC) will also be important for digital transformation, digital connectivity, energy, and food security.
“The corridor is not only about the trade, we are talking about the distant corridor and about the energy security corridor,” said Sahai.
Providing a new route for trade to Europe, the IMEC will save time by 40% and cost by 30% compared to the currently used Suez Canal.

“More important is the digital corridor, because we require very secure data transmission and that’s why the corridor becomes very important,” said Sahai.
“The world is moving toward energy security and therefore for energy transmission, the corridor will also be used So I’m not just looking at the corridor from the great part of that, that is one of them. But probably more important would be for the digital transformation and for the digital connectivity and for the energy and food security,” he said

DGTR suo-motu probing alleged dumping of three Chinese goods; to protect MSMEs from cheap imports
NEW DELHI: The Commerce Ministry's investigation arm DGTR has "suo-motu" initiated probes against alleged dumping of three products, including unframed glass mirrors and fasteners, by Chinese companies as the authority seeks to guard MSME units against cheap imports from the neighbouring country Usually, antidumping investigations are initiated based on an application filed by domestic producers, but since the fragmented industries did not have the know-how of the procedures involved in
the trade remedy probe, the Directorate General of Trade Remedies (DGTR) has undertaken the exercise to investigate the matter on its own initiative.
According to three separate notifications, the DGTR said that it is probing alleged dumping of telescopic channel drawer, unframed glass mirror and fasteners. The move is aimed at granting much-needed protection to the MSME (micro, small and medium enterprises) producers against dumped goods from China.
"This is a giant leap forward from DGTR's first suo-motu investigation in 2000 on dry batteries from China wherein the duties were imposed for five years. This is also the first occasion where India's anti-dumping watchdog h a s i n i t i a t e d t h r e e s u o - m o t u investigations at one go against China," a senior government official said.
The directorate had received information that Indian producers of these three products were facing stiff competition from unfairly priced Chinese imports.

Attention of the Importers, exporters, Custodians, Customs Brokers, General Trade, Port Terminal Operators, Shipping Lines/ Shipping Agents, Container Freight Stations coming under the Jurisdiction of Jawaharlal Nehru Custom House and all other stakeholders is invited to Public Notice No. 58/2021 dated 23.06.2021 wherein procedure required to be followed for scanning of containers selected for scanning at MXCS at NSICT/DP WORLD (Scan Mode- M2) and APMT (Scanned Mode- M3) was stipulated.
2. Vide the said public notice i.e. 58/2021 dated 23.06.2021, it was stipulated that Mobile X-Ray Container Scanner located at APMT site shall be operational during day time only between 09.00 am to 07.00 pm. In partial modification to working hours of Mobile X-Ray Container Scanners (MXCS) installed at APMT, it is envisaged that;
a) Mobile X-Ray Container Scanners (MXCS) installed at APMT shall be operational during 24x7 with effect from 20.09.2023
b) In case of PMI (Preventive Maintenance Inspection) or any breakdown, all the containers selected for scanning at MXCS/APMT will invariably be diverted to MXCS at JNPA/NSICT, DTCS at BMCT or DTCS near PUB as per convenience of trade without any endorsement from Customs.
3. No other modification regarding procedure and other content as stipulated vide Public Notice No. 58/2021 is being envisaged vide this public notice. In case of any difficulty faced in implementing this Public Notice, the specific issue may be brought to the notice of Deputy/Assistant Commissioner in charge of CSD Cell. Centre considering demands of State Maritime Boards
NEW DELHI: An immigration facility at the Puducherry port, regional oil spill response centres in five states and removing submarine oil and gas pipelines in Mumbai are among the requests from State Maritime Boards that are being considered by the Centre. Most state government controlled maritime boards want improved support for their ports along with better facilities to help them gain more cargo and passenger volumes.
“Calls for financial incentive to encourage shift of cargo from road or rail to coastal shipping also figure on t h e l i s t o f d e m a n d s , ” a t o p government official aware of such requests said.
Meanwhile, the Centre has flagged some concerns “A critical issue regarding statutory compliance
for ports was raised. Many stateor union territory-run ports (also called non-major ports) have not obtained c o m p l i a n c e c e r t i f i c a t e s o f navigational safety In some cases, clearance from the Petroleum and Explosives Safety Organisation was also lacking,” the official said, adding that all maritime states and union territories have been asked to speedily rectify this.
To bring more accountability and better manage oil spills, regional r e s p o n s e c e n t r e s i n Va d i n a r (Gujarat), Mumbai (Maharashtra), Kochi (Kerala), Chennai (Tamil Nadu) and Paradip (Odisha) have been proposed.
These Regional Oil Spill Response Centres (ROSRCs) have also been recommended by a committee set up under the Ministry of Ports, Shipping
and Waterways.
Raising issues related to multiple government arms conducting audits and inspections, the Tamil Nadu M a r i t i m e B o a r d p r o p o s e d streamlining security audits and inspections in non-major ports. Currently, export-import (Exim) ports are audited by the Directorate General of Shipping. Separate audits a r e b e i n g c o n d u c t e d b y t h e Intelligence Bureau, Navy, Central Industrial Security Force and the Coast Guard.
To address this, the Ministry of Ports, Shipping and Waterways is going to set up a Bureau of Port Security (BPS).
“Once materialised, only the BPS will have the authority to do port audits,” a second government official said.
Rajasthan plans for export promotion of agriculture

The state is one of the top
producers of mustard, moth beans, bajra, guar, and Isabgol.
In mustard, the state contributes over 43 per cent of the country’s total production, and in guar, its share in the country stands at over 70 per cent.
The official pointed out that u n d e r t h e R a j a s t h a n A g r oProcessing, Agri-Business and Agri-Export Promotion Policy, 2019, a 50 per cent subsidy in the capital cost is provided to farmers and 25 per cent to non-farmers for agricultural products processing
The government has enhanced this capital subsidy to 75 per cent and
50 per cent for farmers and nonfarmers, respectively. The maximum limit of grant is now Rs 1.5 crore.

LONDON: According to data from Clarksons Research fully 50% of the the global orderbook in cgt terms is contracted for just two shipping segments, LNG and containers.
Clarksons Research’s upcoming S h i p p i n g R e v i e w & O u t l o o k publication shows the huge variation in orderbooks with LNG orders, for instance, now equivalent to 53% of the
extant fleet, while tanker orders account for just 5% of the extant fleet.

The Alliance announces TranspacicNorth West Coast Change
SINGAPORE: In consideration of the present market situation, THE Alliance will make changes to the Asia to Transpacific-North West Coast Network by temporarily suspending the PN3 service and enhancing the existing PN2 service as of week 41 until further notice.
The following change shall ensure that customers continue to receive a frequent and comprehensive service coverage.
• PN3: To be suspended until further notice
• PN2: Enhanced service with added port call and rotation change:
Singapore – Laem Chabang – Cai Mep – Haiphong –Yantian – Yangshan (new) – Pusan (new) - Vancouver – Tacoma – Tokyo - Kobe – Kaohsiung (new) –Hong Kong (new) - Singapore
The effective sailings of the change will be from October 12th at Singapore for PN2, and October 8th at Hong Kong for PN3.

HAMBURG: Hapag-Lloyd is set to transform connectivity at sea with the rollout of Starlink satellite internet technology across its fleet This strategic decision comes after a successful pilot phase.
Since May, crewmembers aboard four pilot vessels have had the opportunity to test the Starlink technology. The feedback from these trials has been very positive. The high-speed satellite Internet has revolutionized communication for seafarers, enabling seamless video calls and streaming services.
The Starlink satellite network offers an impressive bandwidth of up to 250 megabits per second, facilitating not only private use but also enabling Hapag-Lloyd to conduct remote maintenance and vessel inspections. This innovation will result in cost savings and an increase in service quality
