ANTWERP: The distribution of pharmaceutical products requires specific handling. This method is defined in the GDP (Good Distribution Practice) guidelines. Port of Antwerp-Bruges was the first seaport in the world to translate these rules into the maritime sphere in order to operate in accordance with these European GDP rules throughoutthelogisticschain.Theguidelineshavealsonow been officially recorded in a certificate issued by SGS, which was presented to pharmaceutical industry professionalsduringatouroftheportyesterday.
Domestic and foreign stakeholders from the Life Sciences & Healthcare sector gathered in Antwerp yesterday for a behind-the-scenes look at the distribution process for pharmaceutical products at the port. During a tour of the individual steps of operations, from the security checks to the loading process, they saw how Port of Antwerp-Bruges had become the world's first maritime GDP port. This means that all links of the logistics chain, including the container terminals, can operate according to the standard for European Good Distribution Practices (GDP)rules.GDPisaqualityassurancesystem.Thisishow the quality of products such as medicines, blood plasma, vaccinesandmedicalequipmentpassingthroughtheportis maintained during the distribution process. Moreover, the visit from the pharmaceutical professionals was the perfect opportunity to announce that these GDP rules are now also enshrinedinanofficialcertificate.
The basis of the certificate is the guidelines previously issued by Port of Antwerp-Bruges for deep-sea cargo and port logistics of temperature-sensitive pharmaceutical products. These are based on global WHO standards, with a specific focus on Europe and a translation to the maritime sector. The certificate is issued by SGS, an internationally renowned certification organisation for the pharmaceutical sector. Operational companies such as terminal operators and shipping companies can apply for the certification, demonstrating that they value quality in every aspect of theirserviceprovision.
Belgium is a major hub for the Life Sciences & Healthcare sector, and many multinationals have their
offices here. 1 in 6 medicines exported from Europe set off from Belgium, and half of these medicines are produced here. Owing to cost and sustainability, there is increasing demand for shipping by reefer instead of air freight. With 63,000m² of GDP-compliant warehouses and 9500 plugs for reefers, the port platforms in Antwerp and Zeebrugge can playanimportantrolehere.
Jacques Vandermeiren, CEO Port of AntwerpBruges: "That the logistical chain for pharmaceutical products poses challenges became more evident than ever during the COVID-19 virus outbreak. As a port, we have demonstrated the essential role that we play in this. After the GDP guideline, as the first seaport worldwide, we are showing the pharmaceutical sector that we take their specificneedsveryseriouslywiththiscertificate."
Vice-Mayor of the City of Antwerp and President of the Board of Directors of Port of Antwerp-Bruges, Annick De Ridder: "Our strategic location, the over 1,200 fixed connections, our reefer capacity and in particular our know-how make our port an ideal gateway for high-quality medical cargo. We were the first seaport in the world to translate the European Good Distribution Practices rules into the maritime sphere. Thanks to this certificate, transporting pharmaceutical products by reefer is a fullfledged alternative to air freight and we are showing ourselvestobepioneers.”
Eddy Weygaerts, LDO Vaccine Lead for EMEA: "Much of our production takes place in Belgium. For us as shippers, maintaining product safety and quality in the logistical chain is critical. This certificate that specifically addresses the needs during deep-sea transport and handling at the port is therefore very good news for us and a confirmationoftheopportunitiesfromtransportbysea.".

NEW DELHI: The Government has identified a pipeline of 81 public private partnership (PPP) projects worth Rs. 42,300 crore for developing berths and terminals across the Major Ports till 2024-25, Minister of Ports, Shipping and Waterways SarbanandaSonowalsaidrecently.
“Our Ministry through various initiatives under the ambitious PM GatiShakti National Master Plan aims to provide systematic, multi modal connectivity to various economic zones for seamless movement of people, goods and services.”
The Shipping Ministry is identifying new alignment and upgradation of road and new rail projects which are essential for ports for movement of sizeable freight traffic in the future. There are 101 projects under GatiShakti worth Rs. 62,627 crore for implementation
by2024,ofwhich13projectsworthRs. 565 crore are supported financially underSagarmalascheme.
On National Logistics Policy (NLP) he said that it envisages creationofasinglewindowe-logistics market to reduce logistics cost, to improve India's trade competitiveness, and to create more jobs and pave the way for India to become a logistics hub. Cargo movement through Inland Waterways and Coastal Shipping shall be enhanced to attain optimal Multimodaltransportmix.
On financing such large scale projects, he said, “Public Private Partnership (PPP) is considered as an effective mode for attracting investment. Until now 86 projects at major ports worth Rs. 55,000 crore have been granted approval under PPP. To achieve large-scale investment target through PPP, asset
monetisation was introduced. A robust pipeline of well-structured projects was introduced as National Monetisation Pipeline. The Ministry ofPorts,ShippingandWaterwayshas identified a pipeline of 81 PPP projects worth Rs. 42,300 crore till 2024-25 for developing berths and terminalsacrosstheMajorPorts.
The PPP mode of investment in Indian ports has made a remarkable progressinthelast25years,resulting in the capacity addition and productivity improvement. Now, Jawaharlal Nehru Port has become the first major port of the country to become100%Landlordporthavingall berths being operated on PPP model. We are speedily moving towards landlordmodelofportoperationsand you can expect similar transformational changes like JNPA in other Major Ports also in the near future.”
NEW DELHI: The new Foreign Trade Policy (FTP), scheduled to be announced at the end of this month, is expectedtofocusonenhancingtheease of doing exports from India, industry body PHD Chamber of Commerce and Industrysaidrecently.
TheupcomingFTPisexpectedtobe thekeytodefiningthestrategyforIndia to capture a significant share in the world economic system amid the changing global supply-chains, trade andinvestmentdynamics, saidPradeep Multani, President, PHD Chamber of CommerceandIndustry.
At this juncture, we expect the New Foreign Trade Policy to ease exportscentric trade with enhanced trade facilitation measures by the Government, hesaid.
During its interactions with DGFT, PHDCCI suggested various FTPspecificpointsandsomeothersthatare outside FTP but directly related to trading.
PHDCCI has advocated the identification and promotion of
potential products from specific districts.Giventhegrowingimportance of E-Commerce exports, PHDCCI has been advocating a focused policy chapterforthesame.
PHDCCI has also been suggesting a simpler scheme for Duty Exemption on the lines of IGCR (Import of Goods at Concessional Rate of Duty) under section 25 of the Customs Act, where self-declaration is relied upon with some supervision. If this is difficult PHDCCI had suggested and given a detailed presentation for simplification in the current Duty Exemption scheme itself where details of Exports and Import items need not be given in the beginning.Thiswillsimplifytheprocess and may help the country's manufacturers immensely in being internationally competitive, Multani added.
The Export Promotion Capital Goods (EPCG) Scheme has been very successful both in boosting industrialisationaswellasencouraging manufacturers to increase exports and
explore newer markets. At this juncture, we expect the continuation of thescheme, hesaid.
Multani also pointed out that while the RoDTEP scheme was supposed to take care of various duties and taxes outside GST, which become the cost of exports, it is unable to do so because of various anomalies, restrictions and very low rates. PHDCCI had suggested RoDTEPonspecificexporterbasisthat can be applied basis actual duties suffered by the specific exporter, akin to BrandrateofDutyDrawback.
We expect high focus on leveraging India's potential in the Services sector forgreaterexportrevenueaseducation services, healthcare, financial and tourism services hold immense potential to increase India's share in globalservicesexports, hesaid.
Multani expressed hope that the new Foreign Trade Policy (2022-2027) will provide a renewed thrust by addressing the much-needed areas requiring the utmost attention to make India'sforeigntrademorecompetitive.

highcourthasallowedtheexportofnonbasmati rice from Visakhapatnam Port without customs duty but backed by a bank guarantee, in response to a plea filed by the exporters. The interim relief to rice exporters gains special significance as an estimated 700,000 to 1milliontonnesofricegotstuckatvarious ports such as Kandla, Jawaharlal Nehru Port Authority (JNPA), and Visakhapatnam after the Government bannedexportsofbrokenriceandimposed 20%dutyoncertainvarietiesofrice.
The high court refused to pass an immediate order on whether the export duty levy is applicable on consignments on which shipping bills were issued before the duty imposition was notified. The court also said it would next hear thecaseon15November.
“We do not intend to go into the question of whether the petitioners (exporters) are liable to payment of exportduty, atthisstage,"thecourtsaid initsorderissuedrecently.
The court, however, asked the exporters to furnish a bank guarantee

The sudden policy change had caught the exporters, shippers, and shipowners by surprise, and the cost of consignments went up sharply overnight. The government allowed exports of the rice consignment that were in transit till 30 September, but exporters said that they were struggling to pay the duty on a low-margincommodity.
NEW DELHI: With the Mamata Banerjee Government in West Bengal approving the issuance of a letter of intent to the Adani group recently, for the development of the Tajpur port, India’s Eastern region is set to become ahuboftradeandinvestment.Thedeep seaportisexpectedtoensuresmoother access to neighboring countries like Bangladesh, Nepal and Bhutan, a ShippingSectorAnalystsopined.
The West Bengal Maritime Board will soon hand the letter of intent to AdaniPortsandSpecialEconomicZone (APSEZ), India’s largest port operators and a wholly owned subsidiary of Adani Ports. The development of the Port would entail an investment of Rs25,000crore.
APSEZ was the highest bidder against the Request for Proposal floated for the development of the port by the West Bengal government’s Department of Industry, Commerce and Enterprises last October. But since then the state government had gone slow on approving the letter of intent to APSEZ. The letter of intent will be followedbytheformalawardofcontract toAdaniPorts.
The approval for the letter of intent comes close on the heels of a Supreme Court ruling on 5 September, which observed that the Adani Group’s disqualification from a port project in Visakhapatnam, Andhra Pradesh, should not be treated as an “ineligibility” that bars it from bidding forotherportprojects.
While Tajpur will be the secondbiggest port in West Bengal, after the Kolkata Port — now known as the Syama Prasad Mookerjee Port (SMP) —itwillbeBengal’sfirstgreenfieldport in close to half-a-century. A greenfield project is one in which construction happens on unused land, where there is no need to remodel or demolish an existingstructure.
In addition to SMP, which is a Major
Port, there are a handful of Minor Ports too in the State. SMP handled 61.36 million tonnes (MT) of cargo traffic during 2020-21 — the fifth-highest among the 12 Major Ports in India. It also handled the highest number of vesselsduringthisperiod.
Besides SMP, other Major Ports in the Eastern region include the Paradip portinOdisha.
According to the West Bengal Government and maritime sector experts, the Tajpur deep sea port will act as a maritime gateway for not only the state, but the entire eastern region. Firhad Hakim, State Urban Development Minister, recent said that atideofdevelopmentissettohitBengal throughtheTajpurPort.
“This is indeed a historic moment for Bengal, it will bring massive employment opportunities and a wave of progress in Bengal. The CM will very soon hold an event and serve the letter ofintent.Wewillgettoseethefirstdeep seaportinBengal,”hesaid.
APSEZ had also emerged as the highest bidder in February 2021 for the mechanisation of a berth in the Haldia Dock Complex in public private partnershipmode.Buttheyareyettobe awarded the contract by the Syama PrasadMookerjeePortTrust. Not just a port but a port-led development’
Tajpur Port is located near Tajpur in West Bengal’s Purba Medinipur district, some 200 km from Kolkata. It willenablealarge‘capesize’,thelargest class of cargo vessels of one lakh dry weightintons(DWT),tocallontheport. Maritime experts said this is significant as the shallow draft has constrained largershipstocallonportsintheState.
The Tajpur Port will have a deep draft of 12.1 metre with an 18 km channel. A tidal support of 3.9 m leading to a net 16 m draft facility will enable large capesize vessels to call on the port.
Industry experts said that Tajpur is not just a port but a “port-led development”.
“Close to 1,000 odd acres of land will be given (to Adani) along with the port for setting up industries and other portled development. The magnitude of investment is also quite significant,” said Jagannarayan Padmanabhan, Director and Practice leader, consulting, transport, mobility and logistics, Crisil Market Intelligence & Analytics.
Padmanabhan added that, in the medium term, the port can facilitate a lotofcoastaldevelopment.
“For instance, if from West Bengal, you want to go to Chennai, Kerala, Maharashtra… you now have an additional option, which can happen. It could facilitate development on the eastern freight development corridor, which goes through Amritsar (in Punjab) to Dankuni (in West Bengal).
With the Tajpur Port coming through, theintegrationfromDankunitoKolkata could be taken up for further consideration,”saidPadmanabhan.
“It could facilitate a lot of exports…there is an abundance of coal, iron ore and other minerals in that belt. It could give a huge impetus to the overall development of the state. Also, when a port comes across, there will also be improvement in the road infrastructure, your rail infrastructure willalsobeupgraded,”headded.
A statement issued by the West Bengal Government said that, overall, the project would involve an investment of Rs 25,000 crore. Besides, it would create 25,000 jobs directly and over one lakhjobsindirectly.

He said the new Logistics Policy will helpinthesurge.
Baijal noted that warehousing momentum is gaining shape even beyond the top eight markets in the country, and the development of multi modal logistics parks will further create more warehousing zones.

The leasing activities in Mumbai grew 48 per cent to 8.6 million square feet, while Pune witnessed 166 per cent growthto7.5millionsquarefeet.

NEW DELHI: India’s non-oil imports from Russia have surged in the first four months of this fiscal, adding to a sharp increase in crude oil purchases from Moscow, which is facing severe sanctions from the West over its invasionofUkraine.
Total imports of non-crude items such as sunflower oil, fertilizers, silver, printed books, coriander seeds, and furniture items jumped 61% from the year-earlier during the April to July period to $2.1 billion, from $1.3 billion a year earlier, showed data from the commerce department. Crude, however, continued to dominate IndiaRussia bilateral trade, comprising 85% of India’s total imports, which climbed over fivefold to $13.3 billion during the period under review from $2.6 billion a yearearlier.
However,NewDelhi’sexportstothe sanction-hit nation contracted by 30% during the April-July period without a smooth payment settlement mechanism. Exports to Russia stood at $714millionduringtheperiod.
With disruptions to the supply of sunflower oil from Ukraine due to the war, India moved to Russia, importing $276 million worth of sunflower oil during April-July, more than double the
previous year’s $129 million. Silver importsstoodat$60million.
India also imported $1.05 billion worth of coal from Russia to meet a severe fossil fuel shortage during the peak summer season, over fivefold rise from$196millionlastyear.
Fertilizer imports jumped more than six times to $1.03 billion from $150 million last year. Chemicals and Fertilizers Minister Mansukh Mandaviya told the Parliament last month that India imported 774,000 tonnes of fertilizers from Russia in the first quarter, which was more than a fifth of the total fertilizer imports of 3.64 milliontonnes.
July, in particular, saw imports jump more than six times to $4.2 billion from $624 million last year, and exports contract by 13% to $278 million. This follows the Reserve Bank of India (RBI) allowing trade settlement in rupees following the imposition of Western sanctions against Russia. However, the widening trade gap may not favour the rupeesettlementmechanism.
TeaexportstoMoscowfell1%during April-July to $25.17 million, though they rebounded21%inJulyto$8million.
Ajay Sahai, Director General and Chief Executive Officer, Federation of
Indian Export Organisations (FIEO), said India’s exports to Russia have fallen due to challenges in logistics and payment and banking issues. “Of late, there has been some pickup in exports, andteaexports, inparticular, grewfrom $7.72 million in July 2021 to $10.26 million in July 2022. We are close to a breakthrough in payment mechanism, andonceitoperates, wewillrecoverthe lostexports,"hesaid.
Exporters have asked the governmenttoextendexportincentives under the rupee trade mechanism to boost shipments to Russia and increase theacceptabilityoftherupee.
“Rupee trade has been discussed with a lot of countries, including Russia and Iran. But, it only happens if there is a trade balance. If I export goods worth $1 billion and you import $1 billion, both parties retain the money at their respective ends, and everybody is happy. But with Russia, we have 10 times the imports than we export. So, yes, there is a very good chance of increasing our exports to Russia. Because when they are holding much of India rupee, either they will want to invest in capital in India or they would increase our exports," a commerce ministryofficialsaid.
NEW DELHI / LONDON: The proposed comprehensive free trade pact between India and the United Kingdom, likely to be signed by next month's end, could accelerate joint ventures and boost bilateral investments, the Head of the body promoting bilateral trade said recently.
Richard Heald, executive chair of the UK India Business Council (UKIBC) said negotiation teams were working overnight to meet the deadline of Diwali, the Indian festival of lights fallingonOct.24,aspoliticalleadershad alreadygivenago-ahead.
"Negotiations teams no more have negotiation rounds, they are working 24X7," to finalise the pact, he told Reuters in an interview noting UK businesses looked forward to
collaborating with Indian companies in renewable energy, autos, education, health care and defence sectors once thepactwassigned.
Prime Minister Narendra Modi earlier this month held a telephone conversation with his UK counterpart Liz Truss and exchanged views on further strengthening the India-UK comprehensivestrategicpartnershipin allsectors.
India expects to increase exports of leather, textiles, jewellery and food products besides more visas for Indian studentsandbusinesses.
India's merchandise exports to the UK rose over 28% to $10.5 billion in 2021/22 financial year ending March, whileimportsroseto$7billion.
Both countries launched negotiationsinJanuarythisyearforthe
trade pact that aims to double bilateral tradeto$100billionby2030.
UKIBC, which provides inputs to both countries on trade, expects the agreement would also address nontrading barriers and facilitate ease of doing business, besides "sensitive" issues of data protection as well, Heald said.
"I can see there could be a chapter on continuing progress on ease of doing business and that would focus certainly onareassuchasderegulation."
Leading Indian companies were already setting up research and design facilities in Britain to develop their own technologies, particularly for batteries for electric vehicles, and in other sectorslikehealthcare, hesaid.

above 2 PPM', which is used in different industries such as pipes, packaging, wiring and insulations, and medical products.
According to a notification of the DGTR, Chemplast Cuddalore Vinyls, and DCW Ltd have filed an application to initiate the probe. They have alleged thattherehasbeenasudden, sharpand
