KOLKATA : Union Minister of State for Ports, Shipping and Waterways Shri Shantanu Thakur said that assets spread across nine Major Ports have been considered for monetisation between FY22-25 under the National Monetisation Programme, according to a FICCI (FederationofIndianChambersofCommerce)release.

The Minister of State for Ports, Shipping and Waterways while highlighting goals of the ministry added that PM Gati Shakti National Master Plan will lead to huge benefits for State Governments. He also said that Kolkata, which hosts the country’s oldest port, has a pivotal role to playinrealisingthegoal.

Consignees expecting import cargoes on the captioned vessel are requested to present their ORIGINAL BILLS OF LADING duly discharged and obtain Delivery Orders. Additionally, 11 industrial corridors and two defence industrial corridors are planned for development to improve the operational efficiency and capacity utilisationofexistingportassets.

Addressing the PM Gati Shakti Multimodal Maritime Summit 2022 in Kolkata, he said the Ministry of Ports has themostcriticalroleinGatiShaktiNationalMasterPlan.

The PM Gati Shakti plan, a Rs. 100 lakh-crore project for developing ‘holistic infrastructure’, was unveiled in the lastbudgetbyFinanceMinisterSmt.NirmalaSitharaman.

The plan aims at interconnectivity between road, rail, air, and waterways to reduce travel time and improve industrialproductivity.

“The Government is prioritising maritime development to enable ports to identify and resolve bottlenecks in enhancing multimodal connectivity,” theMinistersaid.

Thegovernment,undertheguidanceofPrimeMinister Shri Narendra Modi, is ensuring seamless movements of people and goods through railways, roads, ports,

waterways, airports, and mass transport and logistics, headded.

Speaking on the occasion, Syama Prasad Mookerjee Port Chairman PL Haranadh emphasised harnessing the potential of India’s north-eastern states. He said that multimodal connectivity would be a win-win situation for bothIndiaandBangladesh.

The Ministries that have created and submitted their Sectoral Plans for Efficient Logistics (SPEL) are the Coal Ministry, the Steel Ministry, the Consumer Affairs, Food and Public Distribution Ministry, the Chemicals and Fertilisers Ministry, the Power Ministry and the Ports, Shipping and Waterways Ministry, Surendra Ahirwar, Joint Secretary in the Logistics Division of the Department for the Promotion of Industry and Internal Tradesaid.

The six Ministries largely supply directly to the consumer and handle products on the last stretch of their journey. The other Ministries are identifying bottlenecks that affect logistics efficiency and will come out with their planssoon,Ahirwarsaid.

These six Ministries have identified infrastructure gaps that limit efficient logistics movement and have sharedtheirobservationswiththeotherministries.

“Consumption-side Ministries have submitted their sectoral plans and the feedback has been shared with supply-side Ministries, which will try and integrate infrastructure projects to address the issues identified in theirfive-yearplans,”Ahirwarsaid.

So far, 14 road and railway projects have been identified as critical for implementation under the SPEL plans, Ahirwar said. Another four road projects and 18 rail projectshavebeenmandatedforcompletionsoon.

Cross-sectoral integration

As part of the National Logistics Policy, the Central Governmenthadasked13MinistriestocomeupwithSPELs to focus on cross-sectoral integration and improving logistics efficiency. The railways, road transport and highways, ports, shipping and waterways, civil aviation, foodprocessingindustries,power,chemicalsandfertilisers, coal, steel, petroleum and natural gas, and housing and urban affairs Ministries, along with the Department of TelecommunicationswereaskedtocreateSPELs.

The Government said in the NLP that while infrastructure development plans such as the national rail plan, Bharatmala and Sagarmala, exist, the creation of SPELs was necessary to address logistics issues pertaining to infrastructure, processes, digital improvements,policies,andregulatoryspaceandcapacity buildingforabetterworkforce.

The Central Government had asked the Ministries to comewithSPELsthroughstakeholderinteraction.

India-UAE deepen bond, discuss food & energy security and Rupee-Dirham trade

NEW DELHI: India and the United Arab Emirates held wide-ranging discussions recently on strengthening energy and food security linkages amid geopolitical upheavals. They also discussed launching bilateral trade in the national currencies,RupeeandDirham.

External Affairs Minister Shri S Jaishankar met the Foreign Minister of the UAE, Sheikh Abdullah bin Zayed Al Nahyan, in Delhi. The meeting was also attended by the UAE Minister of State for International Cooperation, Reem Al Hashimy,andIndia’sForeignSecretaryVinayKwatra.

The Foreign Ministers appreciated the progress in bilateral relationship, especially in trade, investment, consular matters, education and food security, and discussed expandingpartnershipinthesesectors,saidofficials.

The Ministers noted that bilateral trade has shown appreciable growth under the Comprehensive Economic Partnership Agreement (CEPA), which came into force on May 1. India’s exports to the UAE from April-September increased 24% year-to-year to $16 billion while India’s imports increased 38% year-onyear to $28.4 billion.

OnfoodsecuritycooperationunderI2U2(India-Israel-USUAE), a delegation led by the CEO of ADQ visited India in October to take discussions forward with different stakeholders. IIT Delhi has held meetings with its Abu Dhabi partner, ADEK, for establishing IIT Delhi campus in Abu Dhabi. Both sides have taken forward their discussions on other areas of cooperation, including energy, healthcare, defence,space,climatechange,skills,fintechandstartups.

Recently the Foreign Ministers also exchanged views on the global situation and various regional hotspots as well as cooperation between the two countries in the United Nations Security Council. Both India and UAE are currently non-permanentmembersoftheUNSC.

Both countries are also discussing making use of UPI as a payment platform for remittances from the 3.5 million strong IndiancommunityintheUAE.

Under I2U2, both countries are discussing investment of $2 billion from the UAE to develop food corridors in India and another $300 million for building a 300 GW hybrid (wind and solar) power plant. The UAE has been invited to attend the G20Summitasaspecialinvitee.

Höegh Autoliners to purchase Höegh Trapper for a price of

OSLO: Höegh Autoliners ASA through its subsidiary Höegh Autoliners Shipping AS, has declared an option pursuant to a certain bareboat charter party to purchase the vessel Höegh Trapper for a purchase price of USD 53,200,000 from Ocean Yield. The average market value of the vessel estimated by three different brokers was USD 96 million by the end of Q3 and the Companyisworkingonfinancingthepurchaseofthevessel.

Höegh Trapper was built in 2016 with a capacity of 8,500 CEU. The vessel is a sister vessel to Höegh Tracer, which the Company declared a purchase option for in August 2022. The vessel is one of the largest and most environmentally friendly PCTCs in the world and will continue to be a part of Höegh Autoliners’ deep-sea network upon transfer of the ownership. The transaction will enable the realisation of additional value gains from the lease options, as well as reduce the cash cost and allow for better capacitycostcontrolinanoverheatedchartermarket.

CBIC not to file review petition in SC for restoring IGST on Ocean Freight

NEWDELHI:TheCentralBoardofIndirectTaxesand Customs (CBIC) has decided not to file a review petition in the Supreme Court against the latter’s decision to quash integratedgoodsandservicestax(IGST)onoceanfreight.

The Board gave this information through its communicationtothefieldformation.

Ocean freight is the cost incurred through an agreement between two foreign parties to ship goods to India.Forinstance,ifgoodsareexportedfromWashington, the exporter concerned may enter into an agreement with ashippinglinethereandpayoceanfreighttoit.

A provision in the Central GST Act permitted levy of both basic customs duty and IGST on the cost, insurance and freight (CIF) value of goods brought into India.

A Government notification later also extended IGST to ocean freight on importers on the reverse charge mechanism. Under GST, service tax is usually paid by sellers of services, but where it becomes difficult for the government to receive tax from sellers, it imposes it on recipients of services. This is called the reverse charge mechanism.

The matter went to the Gujarat High Court which had declared IGST on ocean freight as violative of the Constitution.

TheUnionGovernmentthenmovedtheSupremecourt againsttheorder.Theapexcourtalsostruckdownthelevy, saying it is in violation of the principle of “composite supply”enshrinedintheCGSTAct.

MUMBAI: India Rupee is one of the best performing currencies in the World. While it depreciated against the US dollar, the decline was not as steep as most of the global currencies. This is a matter of pride for every Indian and a reflection of the vibrancy of our economy under your able leadership. However, this is affecting exportscompetitiveness.Theexportssectorthusrequires a little more support and our request may be looked into fromthisperspective.

1. Whenglobaldemandisdeclining,itbecomesallthe more necessary to go for aggressive marketing. However, most of the Indian companies are cutting their marketing expenditure in view of contraction. This may impact the countryasifwearenotvisibleinthemarket,wewillnotget whateverlittledemandthereisandmaynotexploititwhen the global situation improves. SMEs exporters are being provided marketing support by most developing and developed countries for providing marketing exposure. In India, though such support is provided, the support given under Market Development Assistance (MDA) Scheme of Department of Commerce with total allocation oflessthanRs200crore,forpromotingexportstoUS$460470 Billion is just a drop in the ocean. Therefore, for aggressive marketing, there is a need of creation of an Export Development Fund with a corpus of minimum 0.5% ofprecedingyear’sexports.

2. Moreover, the Government may provide a 200% tax deduction on the expenditure made by the exporters for overseas marketing. Such a move will encourage and help theshowcasingofIndianproductsoverseas.

3. We thank the Government for facilitating container manufacturing in the country to become Atma Nirbhar. We request a similar focus for developing an Indian Shipping line of global repute. India’s outward remittance on account of transport services is increasing year after year. We remitted USD 82.65 billion as transport service charge in 2021. When we are looking at increasing our international trade to USD 2 trillion in an economy of

USD 5 trillion, the outgo on transport services will increase to USD 150-200 billion. If an Indian Shipping line gets only 25% of such a market, we can saveUSD40-50billioneveryyear. While we are disinvesting ShippingCorporationofIndia,we should encourage the private sector, through tax and fiscal incentives. to come forward to set up a global Indian Shipping Linetoexploitthereadymarketavailabletothem.

4. The credit rate for most of the MSMEs has already crossed the double-digit mark and is currently between 11-13%. We expect the same to go further in the next few months or so. Therefore, there is an urgent need to restore the interest equalization benefit of 5% to manufacturer MSMEs and 3% to all 410 tariff lines as existed prior to October 2021, as cost of credit has crossed the pre covid levelandisadverselyimpactingexporters.

5. GST Refund to Foreign Tourists at the airport, as envisaged under IGST Act, has not yet been operationalised. Such an initiative will not only give fillip to tourism but will also help in exports of handicrafts, non-precious jewellery, carpets, textiles, khadi, leather. Ayushandherbalproducts,beautyproductsetc.

6. Creation of employment is the biggest challenge faced by the country. If we have to reap demographic dividends, we have to provide jobs to millions who are seeking jobs on a month-on-month basis. We would urge the Government to provide fiscal support to units who provideadditionalemploymentintheexportsector.Sucha Scheme will also help the workers to move from informal employment to formal employment, which is a priority of the Government. Incentives may be provided based on twin criteria of growth in exports and growth in workers so that while on the one hand exports are increased, on the other,theemploymentintensiveunitsalsogetaboost.

demanding the rollback of Rs 65,545 crore port developmentproject.

“The proposed port will thus lead to the collapse of an entire self-sustaining economy in the region, thereby displacing a huge number of fishermen, small-scale industries, farmers and adivasis,” the Wadhavan Bunder Virodhi Sangarsh Samiti, which is spearheading these protests,saidinastatement.
