External sector, weather uncertainties pose risk to growth: Finance Ministry

NEW DELHI: There are downside risks to growth and upside risks to inflation, partly channelled through the external sector and partially originating from weather uncertainties, the Finance Ministry said in a report. Consumption has shown steady and broad-based growth, while investment in capacity creation and real estate is finding traction, said the April edition of the Finance Ministry’s Monthly Economic Review. “April is too early to forecast the economic outcomes for the entire year. A good beginning, though, is a harbinger

ofpositiveoutcomes,”itsaid.

Observing that the FY24 for the Indian economy opened on the back of strong activity witnessed in the last quarter of the previous fiscal, the report said GST collections in April, which marked the commercial activity of the last month, underwent a level shift pushed up by the widening of the tax base and heightened economic activity. Index of IndustrialProduction (IIP) and Eight Core Industries Index (ECI) averaged steady growth in Q4 of FY23, adding to the capacity utilisation

hovering close to 75 per cent two quartersearlier,itsaid.

Buoyed by sustainable growth in activity and increasing capacity utilisation, the corporates have started investinginnewcapacity,itsaid,adding, the production of capital goods and construction / infrastructure goods, as estimated in the IIP, grew steadily in Q4 of FY23, along with imports of capital goods. Like the manufacturing and services sector, it said the prospects for the agriculture sector also appear to be bright.

Policy in works to allow ports extend lease beyond 30 years : Sources

NEW DELHI: The Centre is readying a policy that will allow extension of port terminal contracts beyond their 30-year lease period under certain conditions. “The policy will govern major ports and allow them to offer a lease extension for existing terminal operators, subject to certain conditions,” a Senior Shipping Ministry official said. The Major Ports are governed by the Ministry of Ports, Shipping and Waterways.

At present, there are no rules that allow an extension of these agreements which were signed in the

late 90s and early 2000s. This has become a sore point for port terminal operators who want some assurance thattheywillbeabletoholdontotheir assetsforalongerperiod.

“As investors in the Indian port sector, companies strongly advocate for a consistent and stable policy regime when it comes to port concessions,” said representatives from a private port terminal operator whose lease is set to expire in a decade. Port players say that further investments in capacity augmentation can be stalled if there is no clarity in the contract

extension regime. “Since large investment is involved, the private sector wants visibility over a longer period to know whether the amount spent can be recovered,” officials from another private sector port playersaid.

“Existingterminaloperatorswant right of first refusal, along with bid preference,” a Shipping Ministry official said, noting that concerns about errant players that may rig the bids to push out serious port operatorsalsoneedtobeaddressed.

“The policy is going to be finalised soon,”theofficialcitedearliersaid.

India GDP crosses $3.5 trillion in 2022 destination: Moody’s Bureaucracy in decision making may reduce aracveness as FDI

NEW YORK: India’s GDP has crossed USD 3.5 trillion in 2022 and will be the fastest-growing G-20 economy over the next few years, but reform and policy barriers could hamper investment, Moody’s said on Tuesday.

In a research report, the USbased rating agency said bureaucracy could slow approval processes in obtaining licences and setting up businesses, prolonging projectgestation.

“India’s higher bureaucracy in decision-making will reduce its attractiveness as a destination for foreign direct investment (FDI), especiallywhencompetingwithother developing economies in the region, such as Indonesia and Vietnam,” Moody’sInvestorsServicesaid.

It said a large young and educated workforce, increasing nuclear families and urbanization will fuel demand for housing, cement and new cars.

Government infrastructure spending will bolster steel and cement, while India’s net-zero commitment will drive investment in renewableenergy,itsaid.

“While demand across the manufacturing and infrastructure sectors will grow 3-12 per cent annually for the rest of the decade, India’s capacity will still rank well behind China’s by 2030,” Moody’s said.

It said despite the economy’s strong potential, there is a risk that the pace of investment in India’s manufacturing and infrastructure

sectors could slow because of limited economic liberalization or slower policyimplementation.

“Lack of certainty around the amount of time needed for land acquisition approvals, regulatory clearances, obtaining licenses and setting up businesses can materially prolong project gestation. Furthermore, India’s limited multilateral liberalisation with respect to regional trade agreements willalsoweighonforeigninvestments inthecountry,”itsaid.

Ongoing efforts by India’s government to reduce corruption, formalize economic activity, and bolster tax collection and administration are encouraging, althoughthereareincreasingrisksto theefficacyoftheseefforts.

India exploring importing urad from Brazil

NEW DELHI: India is in advanced talks with Brazil for the import of urad to boost the domestic supply and keep prices under control, Consumer Affairs

Secretary Rohit Kumar Singh said on Tuesday. The Country imports 7-7.5 lakh tonne of urad annually

depending on the demand-supply gap, out of which 74 per cent is importedfromMyanmar,hesaid.

"The agro-climatic condition in Brazil is suitable for producing urad. We are seriously exploring imports of urad from Brazil. The talks are in an advanced stage,"

theSecretarytoldreporters.

About 2 lakh tonne of urad has been imported from Myanmar so far inthecurrentcalendaryear,hesaid.

India is exploring other destinations for sourcing urad in order to reduce its dependency on Myanmar.

Sri Lanka to develop New Shipping, Logistics policy

COLOMBO: Sri Lanka is setting up a policy committee to draw up framework to develop the island’s shipping and logistics services and attract new investments, Transport Minister Bandula Gunawardana said recently.

The experience of Singapore and Hong Kong has shown that shipping

andrelatedservicesareakeydriverof economic growth, according to a proposal submitted to the cabinet by President Ranil Wickremesinghe. But Sri Lanka current regulatory and policy framework was protectionist and could not attract investments, or providecompetitiveservicesforusers.

The 2023 budget had also

proposed to draw up a new logistics servicespolicy.

The Cabinet of Ministers had approved appointing a committee under the Treasury Secretary with representatives from agencies related to the subject, to draw up a logistics development plan for 2023-27.

Government rules out lifting ban on wheat export

NEW DELHI: The Centre has ruled out lifting the ban on wheat exports but said the shipments of the foodgrain through diplomatic channelswillbeconsideredonacaseto-case basis. India, the world’s second-largest wheat producer, banned wheat exports in May 2022 as part of measures to control rising domesticprices.

Asked if wheat exports will be allowed, Consumer Affairs Secretary Rohit Kumar Singh said, “No chance at all.” The Government is supplying

some quantity of wheat to a few countries like Nepal and Bhutan via a Government-to-Government trade arrangement. “We will take a call if thereisarequestfromtheMinistryof External Affairs,” he added. Citing reasonsforcontinuingtheexportban, Additional Secretary of the Food Ministry Subodh Kumar said India is not a traditional wheat exporting nation. However, the Country exportedwheatinthelastthreeyears owingtosurplussupplies.

rangeof2-7milliontonnesannuallyin the last three years. Last year, wheat exportswere5milliontonnes,hesaid. “The wheat production remained lower during last year because of climatic reasons. However, production this year is higher than last year and availability is expected to be 10 million tonnes more when comparedtolastyear,”hesaid.Thisis required for local consumption and to make available wheat at reasonable prices in the domestic market, he added.

Visakhapatnam Port attains 4th position in cargo handling in India

VISAKHAPATNAM:

The Visakhapatnam Port Authority (VPA) handled 73.73 million tonnes of cargo for the fiscal 202223 and achieved fourth position among all the major ports in the

country, and attained second position on the East Coast, according to a release here on Tuesday. During the Financial year, the port handled 73.73 MT against 69.03 MT during the corresponding period of previous year, with a growth rate of 7%, the

releaseadded.

TheVPAChairmanMadhaiyaan Angamuthu attributed the growth rate to the collective efforts of every stakeholderandassuredthattheport would attain further top rank in the Countryinfuture.

Container data, futures and forward markets

Data plaorms offering insights into the container market are opening up forward markets as container futures begin to emerge.

OSLO: Long before “futures” marketsforfreightcameonthescene in the 1980’s and 1990’s, enabling drybulkandtankerowners,operators and cargo shippers to manage exposure to the ups and downs of shippingmarkets,theyhad“forward” markets. Examples of transactions in the long-established dry and tanker forward markets, the province of the actual principals (rather than as a realm for outside traders) would include period time-charters and contractsofaffreightment.

Many of these deals were confidential, but as these markets were opened up to traders, electronic trading venues with online price visibility offered what economists have called “price discovery”meaning that anybody with a cellphone or computer could get a sense of the market by pulling up a screen.

In contrast, the liner sector has seen extensive contract coverage between larger cargo interests and the big carriers; an intermediary sector of smaller carriers—not operating vessels, but, instead, securing space on larger vessels—emerged to handle smaller cargomovers.

Simplistically, the economic rationale was the same in the liner markets as it was for the bulk side; carriers hoped to lock in revenues at healthy levels, while the cargo shippers hoping to lock in dips,

if they occurred. However, the difference was that the liner markets offered little or no visibility into what commodity watchers would call“theforwardcurve.”

While there are numerous indices ofcontainerizedfreight,mostofthese provideaviewintothespotmarketon particulartrades,butnotintopossible marketmovesinthemonthsahead.

Importantinsightsintotheforward markets come from a benchmarking platform, Xeneta, which among many roles,gathersdatafromavastarrayof shippers. Importantly, its analytics provide real insights into the forward curves in the liner sector- based on anonymized inputs over its wide customer base on key routes. Its lead market analyst, Peter Sand, once a lead analyst at BIMCO, is no stranger to the forward markets on the bulk side and has infused this important sensibility into Xeneta’s strategizing for cargo interests trying tooptimizetheirprograms.

Xeneta’s recent online webinar offered very good insights and visibility into the forward markets for linerfreight.

Peter Sand and his colleague, Emily Strausböll, discussed the NorthEuropetoUSEastCoastroutea profitable one for carriers or “the only one where carriers are not losing money in the spot trades”, accordingtoSand.

Looking at the forward curve, Strausböll said that this trade is

“…finally facing reality…”, with Xeneta data pointing to a sharp downward slope—a backwardation structure with short term contracts now below the longer-term contracts by roughly $1,400/feu. This contrasts with year-ago dynamics when shortterm rates exceeded contract deals by as much as $3,000/feu. Over the past three months, the contract rates havedroppedbyaround32%onNorth Europe/USEastCoast-whilethestill profitable spot rates have plunged by 50%,toaround$2,500/feu.

For cargo-side customers of platforms offering market information, such data on the rates andtheirmovementscaninformtheir strategies of bidding for space on vessels or holding back. The dynamics of the different routes varywidely;spotratesoftheFarEast toEastCoastSouthAmericarunhave barely moved, down only 3% in the past three months to around $3,000/feu, while contract rates have plunged by a third during the same timeframetoaround$2,400/feu,below thespotrates.

Futures trading, with real price discovery from the interactions of buyers and sellers, has begun to emerge. On container routes quoted by the online platform Freightos, with support from London’s Baltic Exchange, financial clearing has been offered in Chicago since 2022, and, now, in Singaporeahubforrealcargoes.

Pipavav(GujaratPipavavPort Ltd), one of the leading gatewayportsinWesternIndia reported 31% rise in consolidated net profit at INR 981.34 million for the fourth quarter of the year ended March 31, 2023 compared to INR 750.89 million in the corresponding period of last year. Revenue from operations for the fourth quarter under consideration stood at INR 2,347.28 million as against INR 2,196.74 million in the corresponding period of last year.EBITDAforthequarterwasatINR1,299.44millionas against INR 1,279.85 million in Q4FY22. EBIDTA margin stoodat55.36%inQ4FY23asagainst58.25%inQ4FY22.

For the financial year ended March 31, 2023, the Company reported net profit of INR 3,138.15 million, growth of 59% compared to INR 1,976.85 million in FY22. Revenue for the fiscal year stood at INR 9,169.50 million as against INR 7,413.65 million last year.

Thecontainercargobusinessforthequarterstoodat 199,000 TEUs, showing a robust growth of 22% YoY. Drybulkvolumewas0.69MlnMT;liquidvolumehandled was 0.28 Mln MT; while 14,900 units were handled under RoRo category. The Port handled 489 container trains during the quarter as against 469 handled in Q4FY22. For the full year, container cargo business grew 22% to 764,000TEUs.

Cosco Shipping Car Carrier expands footprint in Europe with PWL

SHANGHAI: Cosco Shipping Car Carrier has inked a strategic cooperation agreement with its first overseas partner PWL Shipping for developing ro-ro market in Europe.

According to the agreement, PWL will utilise its extensive resources and experience to start a comprehensive and deep collaboration with Cosco ShippingCarCarrier.Thetwopartieswilljointlyworkon developing automobile ro-ro service in Europe and provide full-scale automobile logistics and other valueaddedservices.

The deal is a key step for Cosco Shipping Car Carrier toimplementitsglobalisationstrategy.

During January and April, the export automobile volume of China was 1.37m units, a substantial growth of 89.2% year-on-year, while Europe is one of the major exportmarkets.

To meet the demands from market and clients,

Cosco Shipping Car Carrier is planning to adjust its fleet deployment in the second half of this year and further expand services in Europe, said Cosco Shipping Car Carrier.

With the delivery of new vessels during 2024-2026, Cosco Shipping Car Carrier will have a fleet of 30 car carriers and is expecting to offer three or four services betweenChinaandEuropemonthly.

First mother ship to berth at Adani Ports Vizhinjam in September

During the commencement of the port by Adani on December5,2015,GautamAdanihadannouncedthatthe first ship will berth there on September 1, 2018, in a record time of less than 1,000 days. Inked during the Congress-led UDF Government under Chief Minister OommenChandy(2011-16),theworkfortheportbeganat the fag end of Chandy’s tenure, but after the Pinarayi Vijayan Government took over, due to numerous reasons,thepacecouldnotbefollowed.

AftercycloneOckhihittheconstructionsitein2017,a portion of the constructed breakwater was washed away and since then the shortage of limestone, the most

important raw material for the project, caused yet anotherdelay.

The total cost of the port project is Rs 7,525 crore for whichthe state governmenthascontributed 500 acres of land.

Even though the authorities now say that the first mother ship will berth in September, last year the State PortsMinisterAhamedDevarkovilhadsaidthatthefirst ship will berth in March 2023 and the first phase of the portwouldbecommissionedin2023September.

According to the agreement, Adani will operate the port for 40 years, extendable by 20 more years, while the State Government will get a portion of the revenue from theportafter15years.

Accordingtotheproject,arecordonelakhjobswhich includes direct and indirect ones will be created and hencethearrivalofthefirstmothershipinSeptemberis eagerlyawaited.
