Commerce Ministry preparing action plans for 20 Agri products to boost exports
NEW DELHI: The Government is formulating action plans for as many as 20 agricultural products including banana, mangoes, potato and baby corn with a view to further boost export of these commodities, a senior official said recently The action for each of these products is likely to be ready in the next 3-4 months, Additional Secretary in the Department of Commerce Rajesh Agarwal said
He said that the action plan will be discussed with all the stakeholders including states for further action.

India working on optimising fares for Coastal Shipping, revamps coal transport pricing
NEW DELHI: An Inter-Ministerial group is re-examining the mechanism to “improving” fares for transport of coal under the rail-sea-rail route, also called Coastal Shipping.
The idea is to make the fares “feasible” enough so that it can be used an alternative mode of evacuation, reduce carbon footprint and create infrastructure at ports that can be later leveraged for exports.

DG Shipping issues ’urgent advisory for Indian recruiting agencies and seafarers amid ongoing situation in Iran and Israel

Directorate General of Shipping (DGS) has issued an ’ u r g e n t a d v i s o r y f o r I n d i a n recruiting agencies and seafarers amid the ongoing situation in Iran and Israel to ensure safety of the Indian seamen in the vicinity of these two countries
The urgent advisory was issued on April 19.In light of the advisories issued by the Directorate General of Shipping (DGS) concerning maritime security in the Iran and Israel region, the ”Directorate General of Shipping u r g e s a l l I n d i a n r e g i s t e r e d Recruitment and Placement of Seafarers (RPS) agencies and shipping companies to exercise utmost caution and refrain from facilitating the engagement or
deployment of Indian national seafarers to Iran or Israel until further notice from the Ministry of External Affairs”, according to the urgent advisory
The advisory is in continuation of the Ministry of External Affairs’ caution regarding the current situation in this area, it said Noting that this advisory is issued considering the security risks and potential hazards associated with operating in the vicinity of Iran a n d I s r a e l , i t s a i d , ” i t i s imperative that the safety and w e l l - b e i n g o f o u r s e a f a r e r s remain our top priority ”
Furthermore, the DGS ”strongly advise” the RPSL companies and the shipping companies to direct Indian seafarers currently employed or
engaged on board vessels sailing in the vicinity of Iran or Israel to promptly contact the nearest Indian embassy and complete the formal registration process without delay, it stated. ”This is crucial to ensure that adequate support and assistance can be provided to them in case of any e m e r g e n c y o r u n f o r e s e e n circumstances,” as per the advisory.
Directorate General of Shipping emphasize the importance of exercising extreme caution and limiting movement to essential tasks only, considering the volatile security situation in the region, it stated “It is our collective responsibility to ensure the safety and security of our seafarers, and we appreciate your cooperation and compliance with this advisory,” the DGS advisory said.
India must grow at 8-10% every year to reap demographic dividend: RBI bulletin
MUMBAI: The Indian economy needs to grow at a rate of 8-10 per cent per annum over the next decade to reap the demographic dividend, the Reserve Bank of India said in its monthly bulletin.
“ I n o r d e r t o a c h i e v e i t s developmental aspirations over the next three decades, the Indian economy must grow at a rate of 8-10 per annum over the next decade to reap the demographic dividend that started accruing from 2018 and, as calculations show, will last till 2055,” the central bank said.
In India, conditions are shaping up for an extension of the trend upshift that took the average real GDP growth above 8 per cent during 202124, the RBI further added.
Notably, as per an SBI report, India’s GDP growth for the current financial year is expected to be close to 8 per cent.
The RBI further stated that India’s developmental strategy over the next f e w d e c a d e s m u s t f o c u s o n maximising the contribution of its young and rising labour force to the growth of GVA in order to take a d v a n t a g e o f i t s f a v o u r a b l e demographics and attain the escape velocity necessary to break through the low middle income barrier
In its State of economy article, t h e R B I s a i d t h a t w i t h t h e w o r k i n g - a g e p o p u l a t i o n expected to grow at a rate of roughly 9 7 million in 2021–2031 and 4 2 million in 2031–2041 per year and
that attention on labour quality will be needed
RBI Deputy Governor Michael Debabrata Patra in his article “The Indian Economy: Opportunities and Challenges” highlighted that demographics favour the rising profile of growth.
“Currently, India has the world’s largest population and the youngest. The median age is around 28 years; not until the mid-2050s will aging set i n . T h u s , I n d i a w i l l e n j o y a demographic dividend window of more than three decades, driven by a rising working age population rates and labour force participation rate. This is a striking contrast to a world widely confronted with the challenge of aging,” Patra said.

Plain Gold Jewellery Exports Grew by 61.72% to US$ 6792.24 million in FY 2023-24
MUMBAI: For the FY 2023-24, exports of Plain Gold Jewellery grew by an impressive 61.72% to US$ 6792.24 million as compared to US$ 4199 96 million in FY 2022-23 Total Gold jewellery (plain & studded jewellery), which experienced a 10 47% decline between April 2023 to September 2023, rebounded strongly in the latter half of the year, achieving a growth of 46.91%.
The UAE emerged as a significant market for plain gold jewellery exports
from India, experiencing remarkable growth of 107.2% to reach USD 4,528.66 million in FY 2023-24, compared to USD 2,185 67 million in the previous year Markets of UAE & Bahrain accounted for over 85% of India’s plain gold jewellery exports
Australia also witnessed a growth of 37% in plain gold jewellery exports attributing its growth to the IndiaAustralia ECTA

These commodities include fresh g r a p e s , g u a v a , p o m e g r a n a t e , watermelon, onion, green chilly, capsicum, okra, garlic, groundnut, alcoholic beverages, cashew nut, buffalo meat, jaggery, natural honey, and ghee.
The worldwide imports of these commodities stood at USD 405 24 billion in 2022. India's exports of these items was USD 9.03 billion in 2022.
The main countries which hold huge export potential for these items include the US, Malaysia, Canada,
Russia, Germany, France, Korea, China, Indonesia, Japan, Italy, Belgium, and the UK.
Agricultural & Processed Food Products Export Development Authority (APEDA), an arm of the commerce ministry, is working on the action plans.
The official also said that APEDA is working with different institutes for developing sea protocols for bantam ginger, pineapple, mangoes and oranges to promote shipments through sea routes. At present, they aremainlyshippedthroughairroutes
Logistics cost plays a crucial role in export of any product to far away markets. Shipping the product via air increases the cost of the product, which makes it uncompetitive in the international market.
Developing sea protocol reduces the logistics cost for export of horticulture produce to long distance markets and enables a quantum increase in exports of items like bananas, mangoes, pomegranates and other fresh fruits and vegetables, APEDA Chairman Abhishek Dev said.

The Inter-Ministerial Group includes the Coal Ministry, Railways, Ports, Shipping and Waterways Ministry, and Power Ministry.
“Discussions are on at an interministerial level. There have been some issues that the Railways have been asked to look into which include working on rake rates and so on The Shipping Ministry is working on the possibility of bringing down some charges like handling costs, berthing costs, and so on,” an official aware of the development has said.
Incidentally, the Railways have already responded to some of the queries raised by Ministry of Coal, ahead of a review meeting. For over an year now, Railways have been engaging with other concerned ministries on this.
“Responses to queries raised by
Ministry of Coal have been sent. And some recommendation on the mechanism for determining price under coastal shipping is being worked out,” said another official.
Railways account for about 55 per cent of coal evacuation in the country, and the target is to increase this share to 75 per cent by FY30.
“ C o a l e v a c u a t i o n t h r o u g h alternative routes are to be explored with the target being 112 MT (of coal evacuation) by 2030,” an official said.
Cur rently, coal evacuation through the Rail-Sea-Rail route stands at approximately 40 MT

Presently, for supply of coal from
MCL (Paradip) to west Indian or north Indian thermal power plants, the total cost increases by around Rs. 2500 per tonne, over the all rail route.
The rail-sea-rail route is a multimodal transportation strategy integrating with the rail and sea r o u t e s f o r s e a m l e s s c o a l transportation from mines to ports and then end-users.
The Union Coal Ministry had introduced this route in August last year
Opting for Rail-Sea-Rail mode could potentially save around Rs 760-1300 per tonne in logistics costs for end users located in Southern India, a study carried out by the Centre had previously said.
The possibility of using conveyors to transport coal from mines to coast is also being looked into.

On 8 April, the chairman of MSC Group and MSC Foundation, Capt. Gianluigi Aponte, Diego Aponte, MSC Group President and Member of the MSC Foundation Board, and Mercy Ships Founder Don Stephens finalised an agreement to kickstart this new project with a generous anchor donation from MSC Foundation, reflecting the visionary leaders’ commitment to supporting access to critical healthcare for the generations to come.
“I spent part of my childhood and early years in the shipping industry in the Horn of Africa, it is a region close to my heart. I saw firsthand the challenges faced by many local communities there and this shaped my conviction that improving the availability of healthcare would bring real and lasting impact for them. Iran-Israel conflict intensifies, India Inc feels the heat
NEW DELHI: Iran-Israel conflict is already showing early signs of stress for India Inc longer deliveries, surging freight rates, h i g h e r i n s u r a n c e p r e m i u m s , extended working capital cycles, and higher costs.
For those yet to feel the heat, there is growing apprehension and n e r v o u s n e s s o v e r f u t u r e developments, observed industry executives.
“One of the primary concerns stemming from the Iran-Israel conflict is the potential for disruption in key maritime chokepoints. Almost 80-85 per cent of the global cargo transported by ships, the shipping company most likely to face the heat. The Strait of Hormuz, a critical
waterway through which a significant portion of the world’s oil passes, is located near Iran. Any escalation in hostilities could lead to disruptions in oil shipments, impacting global energy markets and driving up shipping costs. Similarly, the Red Sea, another vital maritime route, could be affected by tensions between Iran and Israel, potentially impacting trade between Europe, Asia, and Africa,” said Mr. Jitendra Srivastav, CEO, Triton Logistics & Maritime.
The conflict also significantly affects air freight operations due to airspace closures, heightened security measures, and market instability Heightened security protocols further complicate air freight logistics, potentially leading to
increased processing times and costs. This disruption may extend to the flow of goods, resulting in delays in exports to Europe Moreover, sustained conflict could lead to a surge in crude oil prices, directly impacting various commodity prices.
The Iran-Israel conflict casts a shadow over not only the stability of maritime routes and air freight operations but also the resilience of road and railway transportation networks. While these modes of transportation may not be as directly impacted as maritime and air routes, they are nonetheless vulnerable to disruptions, delays, and increased costs stemming from geopolitical tensions in the region, Mr. Srivastav added.
Trial run of cargo operations at Vizhinjam from May
THIRUVANANTHAPURAM: The trial run of cargo handling operations at Vizhinjam International Seaport will start by the end of May 2024.

Lack of accessible training programmes hits movement of dangerous goods
N E W D E L H I : C l e a r a n c e o f dangerous goods, and even air lifting of non-dangerous goods, is in trouble due to issues related to Competency-Based Training and Assessment (CBTA) model effective April 1, 2024.
There seems to be a significant lack of accessible training programmes pertinent to dangerous goods (DG) in India and no training institute has been “re-certified” by the Directorate General of Civil Aviation (DGCA). This will affect IATA certified freight forwarders, said sources in the air cargo industry It is learnt that Air Cargo Agents Association of India has written to the Directorate General of Civil Aviation (DGCA) stating that its members across India had been trained hitherto through the DGCA approved t r a i n i n g i n s t i t u t e s H o w e v e r,
consequent to the implementation of the CBTA from April 1, 2024, the DGCA approval of DG Training Programme has reportedly not been renewed after it expired on March 31, 2024. Businesses at severe risk
The association’s members have to comply with the guidelines of DGCA and IATA However, due to absence of any DGCA approved DG Training institute from April 1, 2024, employees of the association’s members would neither be able to get trained in the ‘basic’ nor in the ‘refresher’trainingprogramme Thiswill put their business at severe risk and loss as well as compliance This is a serious concern to ACAAI management, the associationhadsaid
The association has even urged the DGCA to inform the names and details of the DGCA approved training
institutes In case, none of the DG training institutes have got the approval from the DGCA, the association has u r g e d t h e D G C A t o e x t e n d i m p l e m e n t a t i o n o f t h e C B TA programme until an adequate number of such institutes get the approval from the regulator
Similarly, it is learnt that Air Cargo Forum India (ACFI) has also written to the DGCA on this issue stating due to the introduction of the new CBTA m o d e l , m a n y i n d i v i d u a l s a n d organisations involved in the handling and transportation of DG goods are facing challenges in accessing appropriate training programmes that align with the new requirements. They may find themselves unable to renew or obtain necessary certifications within the mandated time frame.
India’s 1st Bullet Train set to run in 2026: Ashwini Vaishnaw
NEW DELHI: Union Railways and IT Minister Shri Ashwini Vaishnaw said that significant progress has been made in the construction of various stations for India’s first bullet train and we are geared up to run the first train in one section in 2026.
In an interview, the Union Minister said the work on bullet trains is p r o g r e s s i n g v e r y w e l l o n t h e Ahmedabad-Mumbai route.
“More than 290 kms of work has already been done. Bridges have been built over eight rivers. Work is going on at 12 stations. The stations have also come at the same level so that the work is nearing completion,” Ashwini Vaishnaw informed.
