Union Budget 2024-25 : India’s economic growth continues to

NEW DELHI: While presenting the Union Budget 2024-25 in Parliament, the Union Minister for Finance and Corporate Affairs, Smt. Nirmala Sitharaman said the global economy, while performing better than expected, is still in the grip of policy uncertainties Elevated asset prices, political uncertainties and shipping disruptions continue to pose significant downside risks for growth and upside risks to inflation. Yet, India’s economic growth continues to be the shining exception and will remain so in the years ahead, the Finance Minister said.

Elaborating the features of the Union Budget 2024-25, Smt. Nirmala Sitharaman said that this budget focuses on 9 priority areas with potential for transformative changes. The budget also covers some of the previously made

announcements with an intent to strengthen them and step up their implementation for expediting the goal of Viksit Bharat

Reforms in Customs Duties will support Domestic Manufacturing and promote Export Competitiveness : Finance Minister

NEW DELHI: The Budget proposals for Customs Duties intend to support domestic manufacturing, deepen local value addition, promote export competitiveness, and simplify taxation, while keeping the interest of the general public and consumers surmount, said Union Minister of Finance and Corporate Affairs Smt. Nirmala Sitharaman in her Budget speech in Parliament. New Customs Duty rates are proposed for commodities from life saving medicines to rare earth minerals.

Economic Survey 2023-24 : PM Gati Shakti and National Logistics Policy have helped improve logistics efficiency

NEW DELHI: India’s domestic manufacturing and export competitiveness has improved significantly due to the PM Gati Shakti and National Logistics Policy (NLP), the Economic Survey, tabled by Finance Minister Smt Nirmala Sitharaman in Parliament on July 22, said.

“The Government has utilised the PM Gati Shakti National Master Plan portal for network planning and congestion projections, leveraging big data from e-waybills and FASTag to estimate future transportation demand and enhance logistics efficiency,” the Survey said. Cont’d. Pg. 15

NAVI MUMBAI: JNPA is inviting Expressions of Interest (EoI) for the d e v e l o p m e n t a n d maintenance of land to be created in offshore of Vadhavan Coast by dredging, reclamation and construction of offshore protection bund for Vadhavan Port on PPP (HAM & Annuity Model).

SeaLead announces Board of Directors and Global Chief Executive Ofcer to Propel Growth

SINGAPORE: SeaLead, a f a s t - g r o w i n g g l o b a l shipping line, announced a series of strategic appointments at a time of continued growth and expansion in strategic regions, having achieved its operational goals both in terms of business performance and financial results, and increased its market share through expansion of new routes and connections in the container shipping markets regionally and globally

SeaLead has appointed a five-member Board of Directors to provide strategic guidance and oversee the company's ambitious growth plans. The Board brings a wealth of expertise, with a combined 180 years of industry experience, a testament to the calibre of its leadership. The board consists of :

Mr Chan is a seasoned maritime executive with over 35 years of industry experience. He started his career at sea and qualified as a master mariner in 1987, before joining OOCL where he held various positions, including the role of Regional Managing Director of OOCL Singapore. He also served as the Chief Executive Officer of China Sonangol Group, which operated across a wide range of sectors including oil and gas, industrial infrastructure, mining, real estate, commodities, and transportation.

Commenting on his appointment, Mr. SC Chan, Chairman, SeaLead said; "I am honoured to take on this role at such a pivotal time for SeaLead. With our renewed focus and strategic direction, I am confident that we will continue to deliver exceptional value to our customers and stakeholders."

Speaking on the appointment of the Board of Directors, Mr SC Chan added, "We are privileged to welcome such an accomplished group of professionals to our Board of Directors. Their combined expertise and strategic vision will be invaluable as we navigate the evolving landscape of the global shipping industry. Mr Suleyman Avci, Global Chief Executive Ofcer of SeaLead, brings over three decades of industry experience. Prior to joining SeaLead as Vice President of Global Trade Management and Managing Director for Europe and Mediterranean, he held several senior leadership roles, including Managing Director of Arkas Line, Chief Business Development Officer at Arkas Group, and Chief Operating Officer at MAS Shipping in Dubai, United Arab Emirates.

NYK acquires Multiple Segments of ENEOS Ocean’s Shipping Business

TOKYO: NYK and ENEOS Ocean Corporation, a consolidated subsidiary of ENEOS Holdings, Inc. that handles the shipping business of the ENEOS Group, agreed to NYK’s acquisition of 80% of the shares of a new company to be established by ENEOS Ocean Corporation The new company will take over ENEOS Ocean's shipping business through an absorption-type company split that will include the company’s LPG carriers, chemical tankers, product tankers, and dry bulk carriers. This demerger will not include ENEOS Ocean’s crude oil tanker business.

The new company will operate 49 vessels,* including 18 LPG carriers, 19 chemical and product tankers, and 12 dry bulk carriers It will include 16 companies, including a ship-management company in Singapore

The transaction is expected to be completed on April 1,

2025, subject to obtaining clearance under applicable competition laws and other conditions.

Economic Survey 2023-24 : Lakshadweep, Andaman & Nicobar, Gujarat to be developed for ship building, repairing and eco-tourism

NEW DELHI : In a significant stride towards enhancing India’s coastal infrastructure, the recently released economic survey for the fiscal year 2023-24 has placed island development at one of the forefronts of its agenda.

Under the visionary framework of the Amrit Kaal Vision 2047, the government aims to utilise the potential of major island territories- the Andaman & Nicobar Islands and the Lakshadweep Islands, as part of its broader Maritime India Vision 2030.

The survey outlines a phased approach to develop these islands into thriving hubs of tourism and various maritime initiatives.

The Andaman Lakshadweep Harbour Works will play an important role in establishing the necessary port infrastructure to accommodate the increasing demand for maritime services. Reforms in Customs Duties will support Domestic Manufacturing and promote Export Competitiveness : Finance Minister

Finance Minister said that last six years have seen a three-fold increase in domestic production of mobile phones and almost a hundred-fold jump in exports of mobile p h o n e s “ I n t h e interest of consumers, I n o w p r o p o s e t o reduce the BCD on mobile phone, mobile PCBA and mobile charger to 15 per cent”, Minister said while presenting the Union Budget 2024-25 in Parliament today.

Finance Minister also announced full exemption of Customs Duties on 25 Critical Minerals and while reducing BCD on two of them. This will benefit sectors like space, defence, telecommunications, high-tech electronics, nuclear energy and renewable energy, where these rare earth minerals are critical. In a further boost to renewable energy sector, Minister announced expansion of the list of exempted capital goods for use in the manufacture of solar cells and panels in the country “Further, in view of sufficient domestic manufacturing capacity of solar glass and tinned copper interconnect, I propose not to extend the exemption of Customs Duties provided to them”, the Minister said.

To enhance the competitiveness of seafood exports from the country, Minister proposed reduction of BCD on certain broodstock, polychaete worms, shrimp and fish feed to 5 per cent. Apart from this, various inputs for manufacture

of shrimp and fish feed are exempted from Customs Duty to further boost the seafood exports. Similar reduction and exemption in Customs Duty are also announced for various leather raw materials to enhance the competitiveness of exports in the leather and textile sectors. Furthermore, the export duty structure on raw hides, skins and leather is proposed to be simplified and rationalized.

Customs Duties on gold and silver have been reduced from 15% to 6% while that on platinum from 15.4% to 6.4%, to enhance domestic value addition in Gold and Precious metal jewellery in the country. Further, BCD on ferro nickel and blister copper have been removed to reduce the cost of production of Steel and Copper

The Minister also said that a comprehensive review of the Customs Duty rate structure will be undertaken over the next six months to rationalise and simplify it for ease of trade, removal of duty inversion and reduction of disputes.

India’s ranking in the World Bank’s ‘Logistics Performance Index’, improved from 54 in 2014 and 44 in 2018, to 38 in 2023, the Survey highlighted. “The Government aspires to secure a position within the top 25 countries on the index, which comprises 139 countries, by 2030,” it said.

The Survey reviews how the economy performed in this fiscal year and the road ahead for the next year It highlighted that as on March 2024, 43 ministries have been on boarded on PM GatiShakti National Master Plan portal.

“1,530 data layers (642 Ministry data layers & 888 State data layers) of Ministries and States have been uploaded on the PMGS-NMP portal,” the survey said.

The survey added the government’s aim to reduce logistics cost through the NLP and improve coordination between ministries will be key in boosting domestic manufacturing in the country

It added that under the National Logistics Policy, the Government has integrated 36 logistics-related digital systems/portals across eight ministries providing real-time information on 1,800 data fields on the Unified Logistics Integrated Platform (ULIP).

The Survey added that the government has also developed a Logistics Data Bank to track 100 percent of India’s containerised export-import cargo. “To streamline Export Import logistics, infrastructure gaps are addressed through action plans developed by the National Committee on Trade Facilitation (NCTF). NCTF Working Groups formulated a National Trade Facilitation Action Plan 202023. The action plan for 2024-26 is being developed,” the Survey said. It also said that so far 26 states have notified

their State Logistics policies. The Survey also said that Government has undertaken various measures to enhance production capacity, promote exports and reduce logistics costs involved in international trade.

Initiatives like setting export targets, and monitoring these targets followed by course correction has helped micro, small and medium enterprises (MSME) exporters explore new markets and diversify

The Survey added that other steps like provision of export credit insurance services for short-term as well as medium and long-term exports, and encouraging banks to provide affordable and adequate export credit to MSME has also helped reduce logistics costs and boost Export Import traffic.

It added that the Government has also streamlined trade processes through initiatives such as Turant, Customs, Single Window Interface for Facilitation of Trade (SWIFT), pre-arrival data processing, e-Sanchit, and Coordinated Border Management to help improve logistics efficiency in India.

Other initiatives like railway track electrification, reduced release times by the Land Ports Authority of India (LPAI) and the launch of NLP Marine for port-related logistics also helped reduce the logistics cost in the country

“As a result of these initiatives, there has been an improvement in India’s performance in the United Nations Economic and Social Commission for Asia Pacific’s (UNESCAP) Global Survey on Digital and Sustainable Trade Facilitation,” the Survey said.

It highlighted that India scored 93.5 percent in 2023 vis a vis 90.3 percent in 2021.

NEW DELHI: India’s external sector remained strong amidst ongoing geopolitical headwinds with services exports continuing to perform well The overall trade deficit reduced from USD 121 6 billion in FY23 to USD 78 1 billion in FY24 This is stated in the Economic Survey 2023-24 tabled by the Union Minister for Finance and Corporate Affairs Smt. Nirmala Sitharaman in the Parliament.

SERVICES TRADE

The Economic Survey highlights that the share of India’s services exports in world services exports has risen remarkably from 0.5 per cent in 1993 to 4.3 per cent in 2022. India is now the seventh-largest services exporting country globally rising phenomenally from its 24th position in 2001.

Amongst services exports, software/IT services and business services exports have increased This was supported by India emerging as a hub for Global Capability Centres (GCCs) India ranks 2nd in the world in telecommunication, computer, and information services exports, 6th in personal, cultural and recreational services exports and 8th in other business services exports.

The growth in Global Capability Centres (GCCs) is reflected in the services BoP , with ‘Other Business Services’ being the second-largest contributor in services exports in FY24 with a share of 26%. In 2012, about 760 GCCs were operating out of India and as of March 2023, India houses over 1,600 GCCs.

MERCHANDISE TRADE

India performed well in merchandise trade despite lowering in global demand with exports crossing USD 776 billion and imports reaching USD 898 billion in FY23 With this, merchandise trade deficit narrowed to USD 238 3 billion inFY24comparedtoUSD264 9billioninthepreviousyear

There was a slowdown in India’s major exporting partners (especially the EU, whose real GDP grew barely by 0.6 per cent in 2023, compared to 3.6 per cent growth in 2024), along with the lagged impact of monetary tightening carried out by many countries to control rising inflation.

The Survey notes that adverse trade environment in 2023 is expected to ease somewhat this year and next, boosting goods trade in 2024 and 2025. World merchandise trade volume is expected to grow at 2.6 per cent and 3.3 per cent in 2024 and 2025, respectively, as demand for traded goods rebounds.

India’s exports of engineering goods, electronic goods and drugs & pharmaceuticals increased in FY24 on a YoY basis India’s share in world electronics exports also improved. India maintained a strong foothold in the drugs and pharmaceuticals sector.

Despite high domestic demand due to the relatively strong growth of India’s economy, merchandise imports contracted by 5.7 per cent in FY24, from USD 716 billion in FY23 to USD 675.4 billion in FY24. Imports of capital goods saw an increase, which is welcome as it indicates a heightened demand for machinery, equipment, and other durable goods used in production processes, suggesting potential investments in industrial infrastructure or technological upgrades. A marginal uptick in the share of consumer goods in merchandise imports reflects a stable but limited increase in the importation of finished products for direct consumption.

A targeted focus and a series of m e a s u r e s u n d e r t a k e n b y t h e Government has shown robust growth in product-specific exports in sectors such as – Defence, Toys, Footwear and Smartphones. The share of electronics goods in merchandise exports of India rose from 2 7 per cent in FY19 to 6 7 per cent in FY24, taking India from 28th position in 2018 to 24th in 2022 in global electronics exports.

MEASURES TO EXPAND EXPORTS

The Government has undertaken various measures to promote exports and reduce logistics costs involved in international trade which include setting export targets and their monitoring, provision of export credit insurance services and encouraging banks to provide affordable and adequate export credit to micro, small and medium enterprises (MSME) exporters, enabling them to explore new markets and diversify their existing products competitively

To boost efficiency and lower logistics costs, the Government launched the PM GatiShakti National Master Plan and the National Logistics Policy (NLP) in October 2021 and September 2022, respectively Digital reforms, such as the Unified Logistics Interface Platform (ULIP) and the Logistics Data Bank, are additional measures taken towards improving logistics.

Initiatives, such as railway track electrification, reduced release times by the Land Ports Authority of India (LPAI), and the launch of NLP Marine for port-related logistics were also undertaken Since the launch of the NLP, over 614 industry players have registered on ULIP, 106 private companies have signed Non-Disclosure Agreements (NDAs), 142 companies have submitted 382 use cases to be hosted on ULIP and 57 applications have been made live as of September 2023.

The Survey notes that India stands for an open, inclusive, predictable, non-discriminatory, and mutually beneficial international trade as it can provide an impetus to economic growth India advocates for a rule-based international trading system with these attributes with WTO at its core. In this spirit, India considers Free Trade Agreements (FTAs) an instrument of trade liberalisation and a complement to the multilateral trading system under WTO. Accordingly, the country is engaged with all its trading partners/blocs to expand its export markets while ensuring better terms for essential imports to meet domestic demand in a cost competitive manner

The Economic Survey highlighted that India is moving up the global value chains (GVCs), with the share of GVC-related trade in gross trade rising to 40.3 per cent in 2022 from 35.1 per cent in 2019. The improvement in GVC participation is also reflected in increased pure backward GVC participation.

The Survey added that India’s GVC participation has begun to rev up again on the back of incentives provided through schemes such as the PLI and Districts as Exports Hub (DEH) initiative, after the lull seen in the years succeeding the global financial crisis. Survey says that the evidence of India’s enhanced global supply chain participation is reflected in increased investment by foreign firms in electronics, apparel and toys, automobiles and components, capital goods and semiconductor manufacturing in India.

N a r e n d r a M o d i s a i d t h e Economic Survey highlights the p r e v a i l i n g s t r e n g t h s o f t h e economy and identifies areas for further growth and progress as “we move towards building a Viksit Bharat”.

F i n a n c e M i n i s t e r N i r m a l a Sitharaman on Monday presented the

Economic Survey 2023-24, along with the statistical appendix in the Lok Sabha.

The Economic Survey is an annual d o c u m e n t p r e s e n t e d b y t h e government ahead of the Union Budget to review the state of the economy. The document also provides an overview of the short-to-mediumtermprospectsoftheeconomy.

In a post on X, Prime Minister Modi said, “The Economic Survey highlights the prevailing strengths of our economy and also showcases the outcomes of the various reforms our Government has brought.”

“It also identifies areas for further growth and progress as we move towards building a Viksit Bharat,” the Prime Minister said.

Economic Survey 2023-24 : India plans to increase cargo movement via Inland Waterways and Ports to 30,000 tonne per day by 2030

NEW DELHI: With the focus of the Gover nment to foster coastal shipping, the gross tonnage through this mode has increased from 1.19 million GT as on April 1, 2014 consisting of 846 vessels to 1.72 million GT with 1039 vessels as on 1st April 2024.

The Central Government as part of the Maritime Amrit Kaal Vision 2024 is looking to increase the average ship daily output (gross tonnage) from 16,000 tonne in 2020 to more than 30,000 tonne in 2030, the Economic Survey for 2023-24 tabled in the Parliament on July 22 said.

The Survey, which is an overview of the country’s economy in the year gone by, suggests that the

government port sector is leveraging the Sagar Setu application to streamline daily vessel and cargo operations, aspiring to become a c e n t r a l h u b f o r a l l m a r i t i m e engagements.

It added that the government recognises the cost advantage of moving goods through ports and inland waterways and further elevate inland water transport as a feasible mode for large-scale cargo and passenger movement.

“The union capital expenditure t o w a r d s p o r t s , s h i p p i n g a n d waterways sector has grown by 27 percent between FY23 and FY24,” the Survey said.

The Sur vey highlighted the

importance of the shipping industry for India saying that “geopolitical tensions and export restrictions on food and fertiliser have emerged as key risks to India’s rising export of goods and services.”

“Attacks on shipping in the Red Sea and drought in the Panama Canal have resulted in trade flows being re-routed, increasing journey time and costs.

India’s merchandise trade relies heavily on maritime trade, so disturbances in major shipping routes can impact its economy,” the survey said, adding that rising protectionism is another risk that could undermine trade recovery in 2024-25.

Economic Survey 2023-24: 39 Shipyards registered, 18 utilised benefits under shipbuilding financial assistance policy scheme

N E W D E L H I : A t o t a l o f 39 shipyards have registered, and 18 shipyards utilised the benefits under the Centre’s scheme to provide financial support to Indian shipyards for shipbuilding contracts signed between April 1, 2016, and March 31, 2026, according to the Economic Survey

“India’s Maritime Vision 2030 outlines over 150 initiatives to improve Ports, Shipping, and Inland Waterways and envisions investments of Rs. 3-3.5 lakh crore. The Maritime Amrit Kaal Vision 2047 outlines over 300 initiatives across 11 key areas to drive growth and development in India’s coastal regions,” according to the Economic S u r v e y 2 0 2 3 - 2 4 t a b l e d i n t h e Parliament.

“Its vision aims to reduce the average vessel turnaround time (containers) from 25 hours in 2020 to less than 20 hours in 2030. Likewise, it also aims to increase the average ship daily output (gross tonnage) from 16,000 in 2020 to more than 30,000 in 2030.”

On the shipbuilding contracts, the survey referred to the Udupi Cochin Shipyard Limited, a wholly owned subsidiary of Cochin Shipyard Ltd., which in May 2023 flagged off five deep-sea tuna long liner cum gill netter fishing vessels built under the Pradhan Mantri Matsya Sampada Yojana. Cochin Shipyard Ltd. in January 2024, the survey noted. “The new dry dock allows building larger ships, including future aircraft carriers, and repairs.”

Focus on Coastal Shipping, Inland Water Transport

The Economic Survey noted that the Government’s push to foster coastal shipping helped increase the gross tonnage from 1.19 million GT as on April 1, 2014, consisting of 846 vessels to 1.72 million GT with 1039 vessels as on April 1, 2024.

Capital expenditure by the Inland Waterways Authority of India for FY24 was Rs. 1010.5 crore. Based on feasibility and detailed project reports prepared for 106 new National Waterways (NWs), technical

interventions have been planned for safe navigation and shipping on technically viable water ways, according to the Survey “Over 63% of the Jal Marg Vikas Project on NW-1 has been completed as of March 2024. Phase-I development of NW-3, NW-4, NW-5 & 13 new NWs was approved at a cost of Rs 267 crore for 2025-2026 ” The Indo-Bangladesh Protocol (IBP) route, developed jointly by India and Bangladesh at an estimated cost of Rs 305 84 crore, provides an alter nate connectivity for all northeastern States from Guwahati and Jogighopa to Kolkata and Haldia ports. With the initiatives taken in the last nine years, the cargo handled via t h e I B P r o u t e h a s i n c r e a s e d significantly, the survey added.
